The Role of the Government in the Implementation ofThe Poor Family Love Program

in the City of Pekanbaru Province RiauSri Maulidiah

Abstract-Pekanbaru municipal government to createpoverty alleviation programs through the empowerment of thepoor. One of the poverty alleviation programs implemented by thecity government of Pekanbaru together with the Family WelfareEmpowerment Activity Team of Pekanbaru City is a program ofLove Movement of Poor Family. The Poor Family MovementMovement Program is not funded by Pekanbaru MunicipalRevenue and Expenditure Budget but is funded through donationsand community donations as a regular donor. The citygovernment of Pekanbaru in this case the District and SubdistrictGovernment play a role in doing; First, the socialization of thePoor Family Movement Movement program through making acircular and meeting with the community component as apotential donor. Second, coordinate with various relatedinstitutions and community institutions. Third, assisting theFamily Welfare Empowerment Institution in the administration ofthe implementation of activities through the administration inaccordance with the laws and regulations. Researchrecommendations include; it is suggested to Pekanbaru municipalgovernment to maximize the socialization of the poor family lovemovement program, it is suggested to the beneficiary communityto use the aid fund for family basic needs with entrepreneurshiprather than consumptive, so it is not right on target.

I. INTRODUCTION.In order to implement the program of overcoming social

problems and poor families in Pekanbaru City, PekanbaruMunicipal Government made policy in the form of PovertyEradication Program. One of the poverty alleviation programsis the existence of the Poor Family Love Movement Program orabbreviated with GENTAKIN. Besides aiming to eradicatepoverty, this program also aims to improve people's economyby populist power through community participation. In theimplementation of Gentakin program in managing the FamilyEmpowerment and Family Welfare Movement Pekanbaru.Gentakin Program was implemented since 2007.Implementation of this program is based on the LocalRegulation of Pekanbaru City No. 9 of 2011 on the Movementof Love of Poor Families.

II. LIBRARY STUDIESThe role according to Soekanto (2004) that; the

importance of the role because it governs one's behavior tosome extent can predict the actions of others. Roles coverthree thing:

a. Roles include the norms required by the position or place ofa person in society. The role in this sense is the set of rulesthat guide a person in the life of society

b. Role is a concept of what an individual can do in society asan organization.

c. The role can also be said to be an important individualbehavior for the social structure of society.

So that role is role which is dynamic aspect of status(Status). When a person exercises his rights and obligations inaccordance with his position he performs a role. Thedistinction between position and role is for the benefit ofscience. Both can’t be separated because one depends on theother and vice versa. No role without position, or positionwithout role.

Further, Emil Salim in Supriatna (2000: 124) that thereare five characteristics of poverty itself:

a. The poor generally do not have their own productionfactors.

b. No possibility to obtain production assets. with his ownstrength.

c. The education level of pa is generally low.d. Many of them have no facilities.e. Among them are trying to be relatively young and have no

adequate skills or education.

III. RESEARCH METHODSThis study uses qualitative methods with descriptive

analysis, which describes and describes the events, behavior ofpeople or circumstances in specific places in detail and indepth in the form of narration. The informant of this researchis Camat Bukit Raya, Camat of Tenayan Raya KotaPekanbaru, Head of the Family Welfare Empowerment Teamof Pekanbaru City and Head of the Family WelfareEmpowerment Team of Bukit Raya Subdistrict, Tenayan RayaDistrict and beneficiary community.

IV. DATA ANALYSISPoor Family Movement Movement Program is a

program created and implemented Family EmpowermentEmpowerment Team Pekanbaru City, to succeed the programrequired the role of the Government of Pekanbaru City as anelement of fostering Institute for Family WelfareEmpowerment. The Love Family Movement Program is in linewith the Pekanbaru city government program, namely; povertyalleviation programs. In terms of financing these two programsare different, poverty alleviation program financed PekanbaruMunicipal Revenue and Expenditure Budget, while the LoveFamily Movement Program Poorly financed by community self-help through donor donations. The role of government in theLove Family Movement Program, can be stated as follows:

1. Socialization of Love Family Movement ProgramPekanbaru Municipal Government has done a good

socialization of Gentakin program, this can be seen from; themaking of a circular of the implementation of the Movement ofLove of the Poor Family program, already all the letters madeare sent to the public, and there is doing an explanation of thecontents of the letter.

2. Coordination of Poor Family Movement MovementProgram

Pekanbaru Municipality Government has not donecoordination process well, this can be seen from; has not beenmaximized to collect village social institutions, although therehave been requesting data of Gentakin recipients, and havereceived data of Gentakin recipients.

3. Administration of the Poor Family Movement ProgramThe Government of Pekanbaru City in terms of

administering Gentakin program is not done well, it can be seenfrom the data recording of the recipient of Gentakin Program,not the recording of Gentakin distribution data, and there is noreporting activity.

Therefore, the overall Gentakin program implementedby the Government of Pekanbaru City of Riau Province has notbeen implemented with Maximum, this can be seen from 3indicators of Gentakin Program implemented by Pekanbaru CityGovernment of Riau Province, only indicator of Gentakinprogram socialization implemented properly. While thecoordination indicators of Gentakin program implementationhas not been well implemented, and the Gentakin programadministration indicators are not implemented properly.

IV. CONCLUSION1. Conclusion.

The implementation of the Poor Family MovementProgram by the Pekanbaru City Government of Riau Province iswell executed, as only the well-implemented Socialization ofGENTAKIN program, while the coordination indicators of theGENTAKIN program have not been well implemented, and theadministration indicators of the GENTAKIN program are notimplemented well

2. Suggestions.It is suggested to the city government of Pekanbaru Riau

Province to improve the implementation of coordination andadministration in poor family love movement program.
