Happy New Year to all of you in the Long Blue Line. My wife Margaret and I enjoyed having our two boys (ok, now in their 20's!) home for the holidays and I hope each of you had the opportunity to be with those that you love. It was also my pleasure to attend the Capital Area CG Retiree Council’s annual holiday party, where I was reminded of the life-long connection between our active duty and retired Coast Guard family — sharing a great evening with current and past Commandants and MCPOCGs and other valued shipmates. I want to extend my sincere appreciation to the CGNRC and RRCs for their ex-traordinary accomplishments during the past year and I look forward to working with the new CGNRC Co-Chairs upon appointment in April 2019. On 27 November 2018, your CGNRC Co-Chairs met with the Commandant to brief him on our Annual Meeting held on 24-25 April 2018 and our Annual Report dated 15 September 2018. The annual re-port is available on the website at www.dcms.uscg.mil/retiree. This was the CGNRC’s first briefing to ADM Schultz and we described how the CGNRC is an important part of the Retiree Services Program and how we support Retirees. While we covered all of the priorities in the annual report, we concen-trated most of our time on the Communications Strategy and Regional Retiree Council Guide. The Commandant was well informed about the Retiree Services Program and expressed his strong support throughout our discussion. At the end of our meeting, he specifically supported our initiative/priority to better recognize our dedicated retiree volunteers as he and other senior officers travel to visit Coast Guard units. We will work with the Retiree Services Manager to identify those retiree volunteers at our Regional Retiree Councils that deserve special recognition in the coming months. ASK—To help facilitate official communications and keep you informed on programs, policy, issues, and news of importance to the Coast Guard military retiree community, ALL CG MILITARY RETIREES, ANNUITANTS, and SURVIVORS receiving pay and/or benefits through the Coast Guard are asked to take the following action ASAP and thereafter at least annually:

MEDICAL RECORDS If you are filing a claim for medical benefits with the Department of Veterans Affairs (VA), you do not need to request a copy of your military records from the NPRC. The VA Regional Office (VARO) handling your case should petition for needed service and medical records, to adjudicate your claim, from the Coast Guard, NPRC, and VA Records Management Center.

DEPARTMENT OF VETERANS AFFAIRS The Department of Veterans Affairs (VA) provides services to former members of the military, not just those who are retired from the military. If you are disabled, the VA establishes your level of disability compensation, and handles any changes or updates. These include: • Additional (tax-free) benefit for veterans injured while in the service; • Ratings for service-connected disability codes; • Ratings for Special Monthly Compensation; • Individual Unemployment ratings; Re-rating you if you feel your disability has increased. The VA also administers pensions, educational programs, home loans, life insurance, vocational rehabilitation, survivors’ benefits (such as Dependency and Indemnity Compensation-DIC), medical benefits and burial benefits. CONCURRENT RECEIPT OF DISABILITY PAY (CRDP) - AUDIT ERROR WORSKSHEET (AEW) BACKLOG All Backlogged files have been transmitted to the VA and their VROs are working them manually in VBMS. We do not have visi-bility when they complete their work and so are not made aware when payments are made to retirees. We are currently send-ing an automated file to the VA once per month that includes all completed Audit Error Worksheets (AEWs) finished since the previous month's transmission. We are continuing to see an increase in the number of retirees that have changes to their ser-vice connected disability which in turn requires the completion of a new AEW. We are continuing to streamline our part of the process to reduce the number of days between our receipt of a change and the completion of an AEW.

FISCAL YEAR 2019 ADJUSTMENTS TO RETIRED/RETAINER PAY, SURVIVOR ANNUITIES AND PREMIUMS

The following Cost-of-Living Adjustments (COLAs) are effective December 1, 2018, based on the increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) through the third quarter calendar year 2018. The term "retired pay" includes retainer pay and the term "members" includes former members. Where applicable, the appropriate section of United States Code (U.S.C.) is cited.

COLAs for Retired Pay 1. The retired pay COLA for those who first became a member of a Uniformed Service before September 8, 1980, is specified

according to the effective date of their retirement, as follows: Retired Pay Based on Rates of Pay Effective Percent Increase 10 U.S.C. Authority Before January 1, 2018 2.8 percent 1401a(b)(2) January 1 – December 31, 2018 2.4 percent 1401a(c) 2. The retired pay COLA for those who first became a member of a Uniformed Service on or after September 8, 1980, includ-

ing those members covered by the Blended Retirement System (BRS), is specified according to the effective date of their retirement, as follows:

Retirement Effective: Percent Increase 10 U.S.C. Authority Before January 1, 2018 2.8 percent 1401a(b)(2) January 1 - March 31, 2018 2.4 percent 1401a(d) April 1 - June 30, 2018 1.5 percent 1401a(d) July 1 - September 30, 2018 0.3 percent 1401a(d) October 1 - December 31, 2018 0.0 percent 1401a(d) 3. The retired pay COLA for those who first became a member of a Uniformed Service on or after August 1, 1986, and also

elected to receive a career status bonus under the provisions of Section 354 of Title 37 U.S.C. is specified according to the date of their retirement, as follows:

COLAs for Survivor Annuities 4. Retired Serviceman's Family Protection Plan annuities payable on December 1, 2018, under the provisions of Subchapter I

of Chapter 73, Title 10, U.S.C., to the spouse or child of a member who died on or before March 20, 1974 will be increased by 2.8 percent (ref: 10 U.S.C. 1434 (e)).

5. Annuities under the Survivor Benefit Plan (SBP) and Reserve Component Survivor Benefit Plan (RCSBP) under the provi-sions of Subchapter II of Chapter 73, Title 10, U.S.C., will be increased by the same percentage specified in paragraphs 1, 2, or 3 above by which the retired pay of the person providing the annuity would have been increased at such time if the person were alive and otherwise entitled to such pay. (ref: 10 U.S.C. 1451 (g)).

6. COLAs for supplemental annuities paid to certain low income widows of members who were deceased before November 1, 1953 will be increased 2.8 percent (ref: Public Law (P.L.) 100-456, section 653(c)).

7. Annuities for Certain Military Surviving Spouses (ACMSS) payable monthly under the provisions of section 644, P.L. 105-85, November 18, 1997, will be increased 2.8 percent from $255.80 to $262.96 effective December 1, 2018. (ref: P.L. 105-85, sec 644).

2019 COAST GUARD COMBAT VETERANS CONVENTION The Coast Guard Combat Veterans will be having their 2019 Convention in North Charleston, SC, 15-18 April 2019. 2019 PRINSENDAM RESCUE REUNION The Prinsendam Rescue Association is calling on all former Shipmates, Aviators, and personnel stationed ashore who assisted in the rescue of 519 passengers and crew aboard the burning Dutch Cruise Ship Prinsendam on 4 - 5 October 1980 in the Gulf of Alaska". If you or someone you know was attached to any unit that participated in the rescue operation and/or subsequent sinking of the Prinsendam "We Want To Hear From You"! On Friday, 4 October through Saturday, 5 October 2019 all hands will gather in Seattle, Washington to commemorate the 39th Anniversary of "The Greatest High Seas Rescue In Coast Guard History"! OTHER ITEMS OF INTEREST

Hitler present. The ship is now used as a training vessel for Coast Guard academy cadets. What is especially inter-esting about this book is that the author spent time on the ship while writing the book, so you get a real feel for what it's like to be on this ship. Question: How long does it take the average person to become a Coastie?

In November 1942, President Franklin Delano Roosevelt signed into law a bill that established the United States Coast Guard Women’s Reserve. Known as SPARS, this new law allowed women to serve in the Coast Guard Reserve for the duration of World War II plus six months. Two years later, in October 1944, the ban on African American women becoming SPARS was lifted and in February 1945, Olivia Hooker joined four other women as the first class of African American SPARS. An Oklahoma native, Olivia didn’t know anything about boats at the time she enlisted in the Coast Guard Reserve. Joining her fellow SPARS at boot camp in Manhattan Beach, New York, a month after enlisting, she went on to spend her service time in Boston where she worked at a Coast Guard separation center. When the war ended, the SPARS program was disbanded and Olivia returned to civilian life having earned the rank of Petty Officer 2nd Class, as well as a Good Conduct Award. Following her military service, Olivia earned her master’s de-gree in psychology and in 1961 she received her PhD. When President Barack Obama spoke at the United States Coast Guard Academy commencement ceremony in 2015, Dr. Hooker, 100 years old at the time, was sitting in the front row. As the cadets listened, President Obama calling her “an inspiration” for the remarkable life she has led, and shared with the gradu-ates her belief that, “It’s not about you, or me. It’s about what we can give to this world.” In September 2018, Dr. Olivia J. Two books by author/historian Tom Beard were awarded prizes by the Military Writer’s Society of America (MWSA) at their 2018 convention in Charleston, SC. Lighthouses of America received a “Gold Medal” award and Wonderful Flying Machines a “Bronze Medal.” A previous book, The Coast Guard received a “Gold Medal” award from MWSA in 2011. Among other recent awards for writing Beard received the 2016 Admiral Arthur W. Radford Award “For Excellence in Naval Aviation History and Literature.”

If using IRS form, indicate that the form is for state income tax withholding, not federal, which state it’s for and the dollar amount to be withheld, (minimum amount is $10.00, no cents)). We cannot withhold state tax for annuitants
