The Council of Mortgage Lenders (CML) points to con- fusion surrounding the defi- nition of first-time buyers. It says that many first-time buyers are in reality return- ing buyers who have rented for a period. But according to the HMRC’s strict definition of first-time buyers this group is unlikely to benefit from this latest stamp duty concession. The CML points out that the HMRC guidance says the first time buyer must not “have previously acquired a major interest in ...residential prop- erty ....anywhere in the world". The CML says this may be difficult to verify and instead calls on the chancellor to cre- ate a far simpler concession of exempting all properties worth less than £250,000 from stamp duty. The body estimates that around 136,000 first time buyers may still be exempt from stamp duty. However, the figure would have been more than double this if the concession were available to all buyers including those who are selling a property. The government is plan- ning to pay for this stamp duty holiday for first-time buyers by increasing stamp duty tax from 4% to 5% on properties worth more than £1m from next year. CML director general Michael Coogan said: "The Budget offers a modest po- tential boost to the housing and mortgage market in terms of reducing transaction costs for first-time buyers, and potentially improving ef- ficiencies for lenders. “But as always the devil is in the detail, and the detail is confused. The stamp duty concession in particular looks like a tax loophole waiting to happen.” Others are less critical of the stamp duty announce- ment. Paul Smith, chief exec- utive of estate agency chain Spicerhaart said: “First-time buyers are the lifeblood of the industry and the wider econ- omy. UK house prices are set to re-main virtually flat for the en-tirety of 2010, one expert hassuggested.

Howard Archer, chief UK andEuropean economist for IHSGlobal Insight, explains new"muted" data from the BritishBankers' Association (BBA) hasreinforced suspicions that houseprices will not rise for the rest ofthe year.

According to the BBA, the aver-age house price in February was£140,800 - one per cent morethan in January. Similarly, just 122more mortgages were approvedthan in the previous month.

“This is fantastic for those look-ing to buy their first home, espe-cially young families, who haveperhaps have struggled to getonto the housing ladder in recentyears,” says Connells Regional Di-rector Iain Berry.

“The decision by Alistair Dar-ling in the recent Budget will in-ject further confidence into thehousing market, which is greatfor all home owners, as increasedactivity at the lower end of theproperty market will inevitablyfilter up to more expensive prop-erties.”

The changes to the stamp dutythreshold mean that a first timebuyer purchasing a propertyworth between £125,000 and£250,000 will be exempt frompaying the one per cent tax.

“The increase will be in placefor two years and the Govern-ment has claimed this will meannine out of ten first time buyerswill not have to pay stamp duty.

“This saving along with a vari-ety of incentives that are still onoffer from House Builders to as-sist first time buyers, makes nowan ideal time to secure one’s firsthome.”

Budget will helphousing marketThe chancellor’s decision tooffer Stamp Duty relief forfirst-time buyers on proper-ties up to £250,000 will helpstimulate the local housingmarket from the bottom up,according to local estateagent Fox and Sons in Hor-sham.

The move to extend theStamp Duty threshold for first-time buyers, as outlined in therecent pre-election budget,should offer buyers a muchneeded saving on their firsthome purchase and promptthose looking to upsize fromstarter homes to put theirproperty on the market.

The Government’s decisionon Stamp Duty for new buyerscombined with greater accessto mortgage finance at 90 percent loan-to-value shouldmake it easier for first-timebuyers to get on the propertyladder,” says Gemma Rice,Mortgage Services Consultantat Fox and Sons.

“We have already seen in-creasing interest from newbuyers as the housing markethas improved but the decisionto offer this group Stamp Dutyrelief under £250,000 will in-stil further confidence as buy-ers will have more money toput towards a deposit or theoverall cost of moving home.

“It is also likely the newstamp duty threshold willprompt those upsizing to gettheir properties on the marketas soon as possible”, GemmaRice continues.

“There will be an influx offirst-time buyers entering themarket so people with a prop-erty under £250,000 who arelooking to upsize would bewise to take advantage of in-

creased demand for theirproperty.”

Fox and Sons, are part of theSequence national estateagency network, has seengreater activity across themarket since the start of theyear including a 20 per cent in-crease in houses being placedon the market and around 15per cent increase in houseprices in the last year.

“The decision to help first-time buyers by extending theStamp Duty threshold is justone of many positive signs wehave been seeing in the hous-ing market over recentmonths,” Gemma Rice says.

Plan Your Decorating SchemeIt is a good idea to spend sometime contemplating your colourscheme, as colours can influencethe mood of a room. Pastelshades are calming and soothing,yellow is stimulating, whilst bluewill focus the mind.
