2. In this connection, all the branches are advised to submit information to Head

Office through their respective Regional Offices on the number of applications filed

in the commercial courts through e filing system on quarterly basis starting from the

end of December 2020 quarter, as per the guidelines issued by Ministry of Law and

Justice, GOI to enable us pass on the same to DFS, GOI.

3. Please bring the contents of this circular into the knowledge of all

officers/employees under your administrative control for their information &

meticulous compliance.

am directed to forward herewith a copy of D.0. letter No. 17/145/2019-NM dated

10.07.2020, received from Secretary, D/o Justice on the subject mentioned above. They have

informed that e Court Services has been implemented by them to make justice delivery

assessable, affordable, transparent and user- friendly in High Court, District Courts and

Subordinate Courts.

The Depatment of Justice has requested to direct the Government Counsels handling any

litigation in Commercial Courts in Mumbai and Delhi to mandatorily follow the e filing route and

circulate the same instructions to the Organizations / Autonomous bodies/Subordinate Offices and

It is requested to advise all RRBs to comply with the directions of Secretary, D/o Justice. It

is also requested to provide the requisite quarterly information on the e filing applications in

Commercial Courts to this Department so as to further provide the information to Co ordination

Dear Secretary,

The Department of Justice has been implementing eCourts Services Project in collaboration with the eCommittee of the Supreme Court of India for providing ICT enablement to all High Courts and District and Subordinate Courts to make justice

delivery system accessible, affordable, transparent and user-friendly.

The reforms introduced under the eCourts Project are being: uilized to gear up the performance of our Commercial Courts so as to improve our global ranking in the

context of Contract Enforcement Regime indicator. These Commercial Courts have been set up under the Commercial Courts Act, 2015, as amended in 2018 With the primary objective of adjudication of commercial disputes in a swift and time-bound manner in a hassle free manner for the litigant parties.

As a part of this exercise, e-filing has been operationalised in the dedicated Commercial Courts of Delhi and Mumbai. Using the efiling portal, cases can now be filed online on real time basis from anywhere and anytime. This is aimed at promoting paperless filing and also to save time, reduce costs and add to efficiency of judicial processes. The efiling portal also has the facility for epayment of court fees.

It is, therefore, requested that your Ministry/Department may please direct the Government Counsels handling any litigation before the Commercial Courts in Mumbai and Delhi to mandatorily follow the efiling route These instructions may also be circulated to all Autonomous Bodies, Subordinate Offices, Attached Offices and PSUs under the administrative control of your Ministry for similar compliance. It is also requested if a quarterly report on number of applications filed in the Commercial Courts using efling system by your Ministry/Department including Autonomous bodies, PSUs etc. under your control could be furnished. Jc
