IGS News Page 1 The President’s Message D ear Fellows/ Members, The world is going thru' several changes at economic front, political and otherwise. The crude oil prices have dropped almost by half, economic recovery is on the way in the US and interest rates are expected to go up there making dollar strong and rupee weak which will help our export but will lead to other economic difficulties including at import level. "Make in India" is certainly good for export purposes but "Make for India" is also needed for domestic use. Terrorism has spread from east to west and north to south inflicting terrorist heaven countries also. India is emerging as powerful country with influence around the world. With committed and strong pro-reform leadership at the centre and wise unrelenting RBI governor, India is expected to continue its march towards higher industrial and economic growth and higher FDI in several segments. Since me and my team of Executive Committee members are completing two year (2013-2014) term, let me brief you about Reforms, Modification and new Initiatives undertaken in IGS activities in last two years. 1. IGS is now using electronic media for almost all its activities: e- correspondence, e-directory, e-IGC and Indian YGEC proceedings, e- governance and now e-AGM booklet saving good amount of money and time and moving greatly in the direction of making our Society paperless and environment friendly. 2. For the first time IGS had 100% Election by online mode: e- nominations, e-correspondence, e- October-December, 2014 Editor : Mr. Jai Bhagwan Vol. 46 No. 4 bio-data of candidates, e-ballot paper & voting and e-counting leading to higher efficiency & transparency and much cost effective. Our efforts to pursue members to cast their votes showed good results. The average voter turnout as compared to last several elections went up almost 100%. 3. Rules and Selection Procedure for various Awards were reviewed and modified to enhance clarity and transparency and to remove ambiguity, if any. 4. Service Rules and Regulations and benefits other than salary for IGS HQ employees have been established. 5. Fiscal discipline has been implemented. IGS has started taking measures to reduce expenses, to identify avoidable expenses and to augment corpus fund. I am happy to inform you that IGS balance sheet has come out of red ink of year 2012- 13 and has been able to save over Rs.8.0 lakh for year ending 31-03- 2014. I am confident that for the current year ending 31-03-2015 also, we will further be able to save and add to the corpus fund. 6. The issue of utilization of accumulated building fund had been hanging for the last over eight years. The Executive Committee(EC) deliberated the issue seriously and noticed that maximum one EC meeting is held at IGS HQ each year and there is no need to buy another property. Besides buying another property will drain out substantial amount from IGS corpus fund and interest on this amount will not be generated to meet with IGS expenses leading to possible financial difficulties for future office bearers. Therefore, EC has decided to pay the income tax on the fund when called for by I.T. authority. 7. India is the youngest country of the world having over 65% of its population below the age 35 years. To motivate Young Geotechnical Engineers(YGE), IGS has now instituted by sponsorship 15 biannual Best Paper Awards for YGE of which even-year 8 awards were presented during IGC-2014 at Kakinada and odd-year 7 awards will be presented during IGC-2015 at Pune. To further encourage YGE to get involved in GTE research and field activities and publish papers at ISSMGE affiliated international conferences, IGS has established YGE Technical Activity Promotion Fund to provide partial financial assistance. 8. A well defined criteria and procedure for approving establishment of new Local Chapters have been enacted and implemented successfully. Under the new criteria, four new Chapters have been established. 9. Our journal, IGJ has improved significantly with higher number of papers received and published from foreign authors indicating higher international interest and recognition. Theme based special issues have also been published. Thanks to Prof. GLS Babu and his team. 10. We have initiated the task of scanning old IGJ issues for placing them on IGS web for providing access to our members. Contd. on page 3

IGC-2013 at Roorkee and IGC-2014 at Kakinadawere successfully organized by respectivelocal chapters.A large delegation of 26 participants fromIndia attended 18th ICSMGE at Paris. Ajoint India-Japan-Workshop is plannedalongside ARC-2015 at Fukuoka, Japan.I consider myself honoured and privilegedto serve as President of our Society forthe last two years and the work doneduring the period has been possiblebecause of support, cooperation andadvice I received from the team you hadgiven to me, the Executive Committee. Ienjoyed working with the team. I alsoenjoyed interacting with you at differentforums wherein I received a lot of loveand cooperation which I shall cherish for

rest of my life. We have been able to movea great distance in enacting reforms andtaking new initiatives but lot more needsto be done in future.At the end, I congratulate Dr. A. Local Chapter NewsIGS Chennai ChapterIndian Geotechnical Society, ChennaiChapter, in association with IndianInstitute of Technology Madras andAnna University, Chennai, organized aone-day workshop on "Liquid limit andbeyond" on 16th August 2014. Theworkshop was held at ViswesvarayaSeminar Hall, Department of CivilEngineering, IIT Madras.The registration was made free for all the

participants. The response wasoverwhelming and ninety delegatesparticipated in the workshop. Thedelegates represented studentcommunity, academic and practicingengineers. The workshop was organizedin three sessions. The first session wasmoderated by Prof. S. V. Ramaswamy,Anna University (Retd.) followed by thesecond session moderated by Dr. KumarPitchumani, Technical Director, AECOMIndia.

IIT Delhi, was the guest of honour duringthe inauguration. Leadership Award,instituted by IGS Ludhiana chapter, wasgiven to Prof. Jatindra Prakash, Ex-HOD(Civil Engg.), GNDEC. Indian Geotechnical Conference IGC-2014 got off to a brightstart on 18th December 2014 in the Jawaharlal NehruTechnological University Kakinada. Organized by the KakinadaChapter of IGS in association with JNTUK, the conferencewas inaugurated by Shri V. B. Gadgil, Chief Executive and theManaging Director, L&T Metro Rail, Hyderabad and presidedover by Prof. G.N. Gandhi, President, IGS, New Delhi. In hisinspiring speech, Chief Guest V.B.Gadgil commended the themeof the conference, i.e., Geotechnics for Inclusive Developmentof India (GEOIND) and said it is very apt in the present context.He observed that over - population, urbanization and lack ofresources are creating a hiatus in the inclusive developmentof India. He said, man knows more about space but little aboutwhat exists under his feet. He urged geotechnologists to findsolutions to problems by applying modern techniques andapplying scientific approach and removing conservatism infacing global challenges.

Presiding over the function, Prof. G.N. Gandhi said thatknowledge has no boundaries and the principles of fluidmechanics were applied in medical science. He exhortedengineers to observe quality, safety and integrity whileexecuting works. He said that IGS is giving thrust to encourageyoung geotechnical engineers by giving best paper awardspublished by them and providing financial assistance to themfor presenting papers abroad. Shri Jai Bhagwan, Honorarysecretary of IGS gave an account of the origin and birth of IGSand its activities.

In his speech, the President Elect Prof. Ajjarapu Srirama Raoadvised the local chapters of IGS to hold specialty sessionson topics of contemporary relevance which will be helpful inthe preparation of guidelines for use in the field. He furtherurged geotechnologists to concentrate more on appliedresearch for the benefit of the society. Earlier, Prof. G.V.R.Prasada Raju, Registrar, JNTUK gave an idea about the

conference and its main theme. He said that 15 Key notelectures, 22 theme lectures by experts were arranged. 330contributed papers were accepted for presentation duringthe conference. 8 Speakers from abroad were invited. Prof.M.R.Madhav, former President of IGS traced the history andculture of JNTUK, the host university. Prof. K. Ramu,Organizing Secretary, IGC -2014 proposed a vote of thanks.IGS annual awards for the year 2012- 13 were presented duringthe inaugural function. Honorary fellowships of IGS wereconferred on Prof. B. R. Srinivasa Murthy and Dr. MahavirBidasaria. Later, Shri M. V. Subba Rao, senior Vice - President,KG D6 Reliance Industries Limited, Gadimoga near Kakinadainaugurated the technical exhibition.In the Annual General Meeting held in the evening, Prof. G.N.Gandhi handed over the symbolic key of IGS to the in - comingPresident Prof. A. Srirama Rao. In his acceptance speech, Prof.Srirama Rao paid tributes to Prof. Gandhi for his imaginativeleadership. He thanked the members and called upon the localchapter to conduct their activities with greater vigor andpurpose.Besides five plenary sessions, 20 parallel sessions were heldduring the conference. Delegates expressed satisfaction aboutthe technical content and the manner in which the conferencewas organized during the valedictory session held on 20th.About 500 delegates attended the conference. Three pre-conference workshops were held on 17th in the topics of FiniteElement Analysis software( Plaxis), Ground Improvement andGeotechnical Investigation.Scintillating dance and music performances and a thought -provoking Indian Expo by M.Tech. Students of JNTUK werethe highlights of the cultural programme put on boards on19th December 2014.

It is situated at adistance of 2 kms from Shivajinagar bus stand Pune, 3 kms from PuneRailway Station, and 8 kms from Pune Airport. About CWPRSIn the beginning of the 20th century, the need for small scale laboratoryinvestigations to study the twin problems of irrigation and drainagewas recognised by the Government. The Central Water and PowerResearch Station (CWPRS), Pune, as it is known today, was establishedin 1916. The Research Station was shifted to Khadakwalsa, about 16km southwest of Pune, with a larger campus in 1925. It also hosted theIGC symposia way back in 1965 at Pune.
