OVC BCHW Director Report
March 2016
Well another Rendezvous us behind us and another season of work parties and riding is ahead of us. Some of the highlights of the weekend are as follows:
OVC ran the packing contest on Saturday afternoon. We had 5 contestants and many observers. Cathy Upper from the Methow Chapter won the Decker saddle.
Our own Trygve Culp was awarded one of two lifetime Achievement Awards. Bob and Vicki Gish also won a Lifetime Achievement award.
The BCHW Board of Directors voted to endorse our resolution on an MTA for the Pasayten and Lake Chelan Sawtooth Wilderness areas.
There was an excellent grant planning workshop and a Public Lands meeting that was fairly well attended.
Here is an abstract of the BOD minutes:
Meeting was called to order at 7:03 a.m. by President Kathy Young.
Roll Call Attendance was taken: Absent - Crab Creek Riders. Late (absent for roll call): Ferry County,
Grays Harbor, and Whatcom. Quorum was present.
Executive Committee - Kathy Young reported. She noted that the New Executive Advisory Board is listed in
the report. Three items were referred to committee since November. In December the Board of Directors re-
ferred Directors and Officers Insurance and Advertising in the Northwest Horse Source to the committee.
The D&O Insurance agent was changed and a $2 million policy was chosen. Advertising has started in the
Northwest Horse Source magazine. In January the Joe Watt fund raiser ride was referred to the committee.
The Joe Watt Canyon ride was approved for May 2016. Jim Hudkins, Northeast, moved to approve the ac-
tions by the new executive advisory board. Motion carried.
Treasurer's report was posted by Teri Starke, Treasurer. Teri reported that everything looks good.
Membership report was posted by Heather Moorman. Heather reported that the numbers are in the
same place as last year.
Rendezvous report - Teri Starke reported. Teri will chair next year, but needs more volunteers.
Statewide Trailwork Party report was posted by Jason Ridlon. There will be a meeting at 3 p.m. today.

Governance and Bylaws Committee was represented by Ken Carmichael. Ken Carmichael, Pondero-
sa, moved to approve Standing Rule 2016-1 Access to BCHW Documents regarding document posting. Sec-
ond. Discussion followed. Motion carried. Jim Thode, webmaster, will have the change made by Monday.
Legislative report was given by Jeff Chapman about legislative bills since the last board meeting.
Questions were answered.
Public Lands - no report per Bernie Stratton.
Ways and Means, Calendars - There were no questions for Teri Starke
BCHW Store report - Lori Lennox asked folks to buy stuff.
Volunteer Hours report was posted by Deb Wesselius. There were no questions.
Awards report was given by Deb Wesselius. The ceremony will be Sunday at the General Member-
ship session that starts at 9:00 a.m.
Executive Director and Grants report was posted by Darrell Wallace. Cathy Upper, Methow Valley,
asked about RAC grants. Darrell noted that the committee is not working on any. Local Chapters may work
on these and Darrell can help if requested.
LNT report was posted. Deb Wesselius noted that there are a couple of openings for Basic Skills
Class in Randle (see her or Doc to sign up). There will not be an LNT training at BBQ Flats, per Louise Cay-
wood.
Website report was posted and Jim Thode will send out the new password to Directors.
Unfinished Business:
BBQ Flats/LNT Weekend. Darrell needs counts of attendance this weekend. Volunteers are needed
for parking, food prep, etc. It is the May 21st weekend.
New Business:
BCHA has monthly conference calls. Kathy Young has been sending out information for Directors
based on these. She asked BCHW to help pay BCHA for the USA Today contract of a full page advertise-
ment for the 100th Anniversary of National Parks by having Chapters donate $15 each. Chris Enrico moved
that each chapter send $15 for the ad for BCHA. Motion was withdrawn after point of order. Ken Carmichael
moved that the Board of Directors encourage and recommend that each chapter donate at least $15 for the
BCHA advertisement. Second. Motion carried.
Wilderness Watch lawsuit - Dave Seibel reported on the lawsuit. An office in Seattle has agreed to
take on the lawsuit pro bono. Dave Seibel reported that BCHW could be “friends of the court“ and favor the
Olympic National Parks position; so that the ability to repair bridges and the like in the wilderness are not lost.
Dave proposed that BCHW get on board. Teunis Wyers, Mt Adams, moved to authorize the Executive Direc-
tor to engage a pro bono law firm to write an amicus curiae brief on behalf of BCHW in support of the Olym-
pic National Park. Second. Discussion followed. Motion carried.

Okanogan Rehabilitation Maintenance - Dave Sunde, Okanogan, moved that BCHW endorse the resolu-
tion suggested by the Okanogan Chapter relating to MRA. Second. Trygve Culp reported on the background
of the resolution. Washington Outfitters and Guides has not signed on yet. Discussion followed. Motion car-
ried. The resolution will be provided to the webmaster for posting.
Good of the Order
Announcements:
The 2015 Accomplishments DVD copies are available for Directors. At the General Membership Meeting on
Sunday at 9:00 a.m. Louise Caywood’s DVD will be shown. Directors applauded Louise’s work.
Tack Sale has already grossed over $6,000.
Lori Lennox presented an advertising idea.
Karen Johnson reported that cowboy church will be held on Sunday.
Doc Wesselius thanked the Skagit Chapter for sending 2 folks to the WTA leadership college.

We held our first work party of the year on Saturday, March 12th at Whistler Canyon Trailhead. There were 11hearty souls from the Chapter and the North Okanogan Chapter of the Pacific Northwest Trail Association who attended despite the threaten-ing weather. After working our way through the required paperwork which was not as onerous as I thought it might be, we got down to work on 4 main projects. Michael Al-
varado cleaned and raked the area from the map/sign to the start of the trail and sawed out one downed log just down the trail from the intersection with the frog pond trail. Stan Kvis-tad, Dave Sunde and Joseph Enzensburger from the PNTA, dug up the the big PNTA Whistler Canyon Trail Head sign and moved it out of the adjoining agricultural ground. They faced the sign so that it is readily seen as one turns off of US Highway 97. Concurrently, Ted Sharr, Catharine Woodfield, James Moore from PNTA and I started up the trail filling washed out areas and draining water from the trail and re-building numerous failed or failing water bars. As that was going on Kathy Kvistad, Peggy Swanburg and Gail Sunde worked to clean up and restore the center island in the park-ing area.
Our next work party is scheduled at Carter Mountain on Saturday, April 9th. At the time this column is being written, the Department of Fish and Wildlife has not completed all of the required State Envi-ronmental Practices documentation. If those documents are not completed we may have to change our plans or postpone the work party. Keep an eye on the Chapter website, Facebook page and your e-mail for late breaking news.
The first Chapter sponsored ride of the year will be at Horse Spring Coulee west of Tonasket on Saturday April 23rd. Dave Sunde will lead the ride. Riders should plan to meet at the Horse Spring Cou-lee Wildlife Area gate just off of the North Pine Creek Road at 9:00 AM and be prepared to ride by 10:00 AM. Riders will need drinking water and a lunch. This will be a Level 1 (quite easy) conditioning ride of short duration. Horses need not be shod.

A reminder: This year we will do our saw certification with the Ferry County Chapter at the Lambert Creek Horse Camp on Saturday April 16th. Sawyers should plan to be at Lambert Creek by 9:00 AM.
Linda Oborne will lead a ride out of Peacock Meadows west of Conconully on Satur-day, May 14th. This ride will be on Level 1 and 2 (easy to moderate) forest roads and trails with some cross country riding possible. Linda always hosts a reat ride – I would encourage you to make this one!

Back Country Horsemen of Washington
Minutes of the March16, 2016, Business Meeting
The monthly business meeting was held at El Parisio Restaurant in Okanogan, WA.
There were 21 members present; there were no guests.
Call to Order: The meeting was called to order by Mary McHugh, Chapter Secretary, acting in place of President Cher Bower. Mary appointed Trygve Culp as Acting Secretary. The minutes for the January 2016 business meeting were approved as printed in the February 2016 Chapter Newsletter.
Reports:
Treasurer: Trygve Culp explained the monthly report of income, expenses and current bank and invest-ment account balances. The Chapter is solvent. Report accepted by voice vote.
Director: Dave Sunde reminded members that Rendezvous would be this weekend and asked if there was anything that needed to be referred to the BCHW Board.
Legislative: No Report.
Volunteer Hours: Ted Sharr reported for Cheryl Johnson. Members are asked to use the new VH form on the Chapter and BCHW websites. In the future a common VH sheet will be utilized for all members at work parties. Ted collected mileage figures for everybody who attended the Whistler Canyon Work Party.
Trail Boss: Trygve Culp reported on accomplishments at the Whistler Canyon work party and ex-plained the upcoming April 9th Work Party at the Carter Mountain Wildlife Area. He made a motion to spend up to $4500 to rent a narrow track excavator to construct tread for the new trail. The motion was seconded by Dave Sunde and passed by voice vote following discussion. The first Chapter ride will be on April 23rd at the Horse Spring Coulee Wildlife Area.
Publicity: Linda Oborne distributed “Come Join Us” flyers with contact info to be put up around the county. She also distributed a tip sheet for conditioning equines and equine first aid.
Newsletter: Ted Sharr reported that newsletter advertising is running well ahead of past years and thanked Stan and Cathy Kvistad for their efforts selling ads. Ted also pointed out that the Chapter schedule of activities needed to be updated to show the correct meeting location(s).
Social Director: Gail Sunde reported that the Sweetheart Potluck and Auction in February was a great success and that the dessert auction had raised $965 this year. Due to the distance from the trailhead that folks will be working at Carter Mountain, lunch will not be furnished, but snacks will be available for partic-ipants.
Membership and Communications: Cathy Kvistad reported that she had received several new mem-berships and that 90 percent of last years members had renewed as of March 1st. A discussion of recruiting followed: Peggy Swanburg suggested developing a packet of information to be given to real-estate offices that could be passed along to individuals purchasing “horse properties” in the Okanogan. The packet could include our tri-fold brochure and membership application. (Note: This idea should be placed under new busi-ness for April, a committee appointed and necessary action(s) taken to make this happen.)

Whistler Canyon Beatification: Work remains to be done relative to planting native vegetation and weed control. A motion was made by Cathy Kvistad and seconded by Michael Alvarado to purchase up to $500 worth of “beauty bark” to control weeds and beautify the “island in the center of the parking area. Michael agreed to pile and burn the wooden debris along the hill slope northeast of the trail from the parking area to the base of the mountain. It was pointed out that the trail map sign needs to be refinished.
Carter Mountain Trail Project: There is a “fly in the ointment”. WDFW has not received approved SEPA for us to proceed. They are waiting on approval of the archeological review of the site. Also, the grant applica-tion for the project indicates that OVC will pay for the SEPA for the project. Trail Boss was directed to follow up with WDFW. We will go ahead with our planning and hope that the necessary paperwork is in place for the April 9th work party, but it may have to be postponed.
RCO and BCHA Grants: A motion was made, seconded and passed to table this discussion until the April 2016 business meeting.
Trailhead Information Boxes: A motion was made, seconded and passed to table this discussion/business until the April 2016 business meeting.
Boy Scout Projects: Ted Sharr, Trygve Culp and Dave Sunde will continue to develop a list of possible Eagle Scout projects and coordinate directly with local Scout Masters.
InReach and Satellite Communication Devise: Following discussion, a motion was made by Stan Kvistad, seconded by Dave Sunde that the Chapter not purchase an InReach or satellite communications devise. The motion passed.
MedStar renewal: The Chapter Group MedStar memberships expire in mid-may, 2016. MedStar is offer-ing 1 year renewals for $48 per membership or 3 year renewals for $126. In order to continue receiving the group rate we still need 10 members to enroll. Members pay the Chapter and the Chapter pays MedStar di-rectly. (Note: I missed some of this discussion.)
OVC Logo Clothing: Following discussion, Ted Sharr agreed to contact a firm in Grand Coulee, Shelly Walla will contact Pro Stitch in Omak and Gail Sunde will contact All Sew in Tonasket and report back to the Chapter in April.
Fund Raiser Yard Sale: Linda Oborne reported that the Chapter Yard Sale will be held on June 11th and 12th. Volunteer helpers are needed to make a successful event. Donations can be made to Linda for folks re-siding in the central valley or to Gail Sunde for folks from the north valley.
New Business:
First Aid Training: Reminder that there will be a first aid class sponsored by Ferry County Chapter in Re-public on March 26th. At the January meeting a motion was passed that OVC would pay for certified sawyers to attend first aid training. A motion was made by Trygve Culp and seconded by Gail Sunde that the Chapter pay up to $50.00 for any member of the Chapter who agrees to attend Chapter work parties. The motion passed without dissent.
Saw Certification: The annual saw certification will be conducted jointly with the Ferry County Chapter on Saturday, April 16th at Lambert Creek Horse Camp. Sawyers should be at the horse camp by 9:00 AM.
State-Wide Work Party: This year the BCHW state-wide work party will be held out of the Twisp River Horse Camp hosted by the Methow Valley Chapter. A motion was made, seconded and passed to table dis-cussion of this item of business until April 2016.
Packing Contest 2016: The Chapter sponsored packing contest at Rendezvous will be held on Sat-urday afternoon from 1:00 PM until 3:00 PM. There will be only one open class this year. Trygve Culp, Stan Kvistad, Dave Sunde and Mary McHugh will judge the contest. Stan showed the prize saddle; he donated the tree and britchen, Steve Darwood donated the breast collar and materials for the half breed, Tom Tugaw made the half breed. The Chapter will purchase latigos and cinch. The Chapter will need to furnish donation forms to Kvistad, Darwood and Tugaw.

OVC Membership Form: The 2016 BCHW membership form is now on the Chapter web-site.
Good of the Order:
Minimum Requirements Analysis: Trygve Culp passed out and discussed a proposed resolution urging the Tonasket and Methow Valley Ranger Districts to conduct Minimum Requirements Analysis for the use of mechanize equipment to conduct trail maintenance operations in the Lake Chelan – Sawtooth and Pasayten Wilderness Areas. He made a motion that the resolution be passed and also forwarded to BCHW for en-dorsement. Dave SUnde seconded the motion. It passed without dissent. A copy of the resolution is attached.
First Aid Kits: Stan Kvistad agreed to go through the kits and get them up to date.
Colville National Forest Plan: Gene Wehmeyer reported that the draft Forest Plan has been published for the Colville NF. The Chapter should comment. By consensus the topic was tabled.
Dave Sunde reported that the Okanogan County Sheriff was sponsoring a series of firearms safety courses this spring and summer. The complete schedule of courses is on the Chapter web-site.
Cathy Kvistad announced that she was resigning effective immediately as Membership and Commu-nications Chair. She will turn over all of the membership information, records and check book to the Chapter Treasurer. (Note: This has been done.)
Adjournment: The meeting was adjourned at 9:05 PM by voice vote on a motion by Ted Sharr and second by Jane Byram.

The packing contest at Rendezvous was fun and can imagine it will become a yearly event. Con-gratulations to Kathy Upper of Winthrop, she won the new pack saddle.
As your chapter secretary I would like to give you a short bio about myself. I have many relatives in the Okanogan Valley. My mother started school in Riverside, finished high school in Omak. My dad was raised in Okanogan, his grand parents both McHugh and Duke came to the Okanogan in the early 1900's. My parents married, and fol-
lowed the mill workers to Twisp. I was raised with 2 brothers and 1 sister. I have owned a horse since I was 12 years old. I bought my first decker pack saddle/panniers when I was 19 and have been riding and packing for over 45 years. Helping my grand daughter with barrel racing and 4-H activities will keep me on the go this summer. I am thrilled to have the love of horses handed down. I also camp cook for a commercial outfitter and guide business in the Methow Valley.
I am headed to a town hall meeting on April 5th in Omak, 11 am to 2 pm at city hall. It is being held by staff of Rep. Dan Newhouse. Dan currently has legislation in process in Washington, DC which will require the US Forest Service to publish a notice in the Federal Register, along with a justifica-tion for the closure of any public road on Forest System lands. The bottom line is that no bureaucrat should arbitrarily block access to public roads. In my mind this should also apply to our public trails in the back country. We have to be ever vigilant to not wait for closures, but stay in contact with Con-gressmen like Dan Newhouse. He is working to protect our rights, but we must speak up and let him know what is not working locally for us. If you would like to look up this legislation it is called the SHARE ACT (Sportsmen's Heritage and Recreational Enhancement Act of 2015) H.R. 2406 There is also a Roundtable to discuss Land Management and Wildfire preparedness in Okanogan, March 31st from 6 - 7:30 pm.
