The Joint Africa-EU Strategy (JAES): strategic document launched at the Lisbon Summit in 2007
• Purpose :
Take the partnership to a new strategic level
Provide overarching long-term framework
Move beyond a donor/recipient relationship
Expanding cooperation in areas of common interest

• Forthcoming Africa-EU Summit in Nov.2017 (Abidjan)
• Commission Joint Communication to the European Parliament and the Council "Africa – EU Partnership: renewed impetus" to be published ahead of the Summit: a renewed impetus is needed to take account of the
way in which Africa's role in world affairs and its importance as a partner for the EU have grown in the last decade, as well as the development of the EU's own profile as a global actor. It will also address the 2030 Agenda for Sustainable Development, and reflections on a new framework for partnership with countries in Africa, the Caribbean and the Pacific following the expiry of the Cotonou Partnership Agreement in 2020.

JAES Roadmap 2014-2017
Priority area "Human Development": • Strategic objective: "Promote human capital development and knowledge and
skills based societies and economies, amongst others by strengthening the links between education, training, science and innovation, and better manage mobility of people. Our cooperation in the framework of the JAES will complement our actions at national level to improve access to more and better jobs and social protection, as well as access for all to quality basic education, sanitation and health care, including Sexual and Reproductive Health".
• Higher education plays a crucial role for economic and social development in catalysing sustainable development by producing high quality human resources and in disseminating the results of scientific and technical research. In addition to specific, traditional capacity building actions, mobility in itself has a strong potential to improve the quality of higher education, by accelerating the use of transparency and recognition tools, and by helping institutions develop better services to send and receive foreign students and researchers.
PanAfrican Programme (PanAf)
• Purpose: provide dedicated support for the Strategic Partnership
• Key Principles: Promote cross-regional, continental and global
cooperation Support mutual interest and shared values, "beyond
Development" Complementarity with other funding sources, EDF (NIPs,
RIPs, Intra-ACP), DCI thematic (GPGC & CSO/LA), ENI, EIDHR
• Funded under DCI (not EDF): € 845 million 2014-2020
• Focused on the 5 priorities of the Roadmap

• 3 components: science, technology and innovation / higher education/ migration
• Higher education:
Objective: support AU flagships in Higher Education through mobility schemes, harmonisation/tuning and quality support and centres of excellence in Africa
Context: AU African Higher Education and Research Space (AHERS) and Bologna Process in Europe
Building on previous programmes: AU Nyerere Programme, Intra-ACP Mobility scheme, African Higher Education harmonisation and Tuning pilot initiative,

Intra-Africa Mobility: 10M€ call launched in 2016, ongoing call (10M€)

PAMCIT: Pan-African Masters Consortium for Interpretation and Translation followed up by DG SCIC
Nyerere: support to the AUC scholarship scheme

• 2014: 12 actions approved (107 M€)
