    A warm welcome to our newest NPAM members! If you are not a member of NPAM yet, I hope you will read all about our association in this issue of The Oracle and I encourage you to check out our website and see all that NPAM offers NPs in Maryland. I am certain you will agree with me, and other NPAM members, that your membership in NPAM, the only professional association that is dedicated solely to the advancement of NPs, will go a long way to break down barriers and protect the NP profession in Maryland.

    Nurse Practitioners (NPs) advance their skills and knowledge with continuing educational opportunities provided by NPAM, which directly improves the care of our patients. Maintaining and improving our knowledge requires diligence and attention to recent evidence.     NPAM Legislative Update

    The NPAM legislative committee will be “new and improved” beginning later this

    fall! A subcommittee of NPAM leaders has been diligently working on an update

    to the standing rules of the association in order to best serve our members and

    our growing statewide association.

    This subcommittee has finalized updated criteria for participation in the legisla-

    tive committee which will include appointed members to serve a two-year term.

    In addition, the revised standing rules include a range of responsibilities of the

    Chair, Co-Chair and committee members who will review proposed legislation

    during the legislative session, assist in the development of written testimony on

    behalf of the association, testify in person when necessary, and plan and attend

    the Annual NPAM Lobby Day.

    We have limited slots available on the committee for the upcoming two-year

    term and are currently accepting letters of interest submitted by Sept. 7, 2018 to

    Claire (please email [email protected]) if you would like to be considered. In-

    terested candidates will be reviewed and selected on or before Sept. 14, 2018.

    The newly appointed legislative committee will have a break out session to meet

    each other during the October NPAM Fall Conference (time TBD) and a manda-

    tory meeting before the end of the calendar year.

    The Maryland General Election is Tues. Nov. 6, 2018 where we expect a large

    turnover in the Maryland General Assembly. Our voice as advance practice nurs-

    es will be critical in the coming four-year term for these state elected officials. The

    2019 NPAM Lobby Day is very important for our membership to attend and

    meet with newly elected officials on the importance of NPs in the healthcare sys-

    tem. Stay tuned for that date to be announced by the beginning of 2019.

    Looking to Support NPAM’s Legislative Activities?

    There are several ways you can support the work of NPAM in Annapolis. Your donations to the Legislative Fund

    directly support the Legislative Committee to help with defraying some of the costs of NP Lobby Day, which has

    traditionally been held in February during the Legislative Session in Annapolis, printing and mailing of materials,

    and so on. Additionally, we rely on our members to support the NPAM Political Action Committee, (PAC), which

    assists NPAM by contributing to candidates during the interim and election years. Businesses and providers are

    affected by the actions of our political leaders. The votes that legislators cast occur every year, and it is most cer-

    tain that the NPAM PAC efforts influence these votes and allow our collective voices to be heard. We know that

    in the future we will face new and different issues affecting NPAM and NP practice. Please consider supporting

    New Member Highlights

    Welcome to all of our new NPAM members! In this issue, The Oracle highlights a few of our new-est NPAM members. Want to share your news with other NPs in Maryland? Contact Allison Ca-

    Thomas Trobiano, CRNP Cardiothoracic Transplant NP/PA Program Manager, University of Maryland Medical Center

    I've been wanting to join the NPAM team for a number of reasons. Firstly, it's a way for me to be able to give back to the NP profession in respect to preceptorship/ mentorship opportunities. I also see it as a great way to be able to network with other colleagues in the community.

    My current role in cardiothoracic transplant has opened my eyes to one facet of healthcare in particular: recognizing that this patient population can be seen as foreign and intimidating for many healthcare providers that are unfamiliar, or have never been exposed to the world of transplant. I would really like to broaden the community healthcare knowledge base when working with this specialty population and reinforce that we are only a phone call away to offer assistance and guidance. I would also like to emphasize that many of our patients travel far distances to see us at University of Maryland Medical Center main campus in Baltimore, however during inclement weather or when imme-diate attention is warranted, the local community healthcare providers are our eyes and ears. Establishing these rela-tionships are key for maintaining patient satisfaction and successful outcomes. Lastly, having moved to Maryland al-most 3 years ago, I am honestly not in the loop as much as I would like to be in regards to knowing latest updates on legislation specific to Maryland and NPAM membership seems like a great way to start becoming more well versed!

    Ryan Barnes, BSN, RN, PCCN Student Member, Salisbury University I graduated from Salisbury University in 2016 with a Bachelor of Science in Nursing. While at SU, I participated in the Army ROTC program which led to me commissioning in the Maryland Army National Guard. I now work as a Clinical Nurse II at the University of Maryland Medical Center on the Cardiac Surgery Step-down Unit while continuing to serve as a Nurse in the Army National Guard. During my senior year at Salisbury University, I decided my next step would be to pursue a career as a Family Nurse Practitioner. I decided to return to SU for their DNP-FNP program and will enter my third year of this program this fall. A coworker introduced me to NPAM, and I decided to join for the amazing networking opportunities.

    Erica Sergent Student Member, University of Southern California My name is Erica Sergent. I am a US Army veteran and military spouse. My hubby, Andy, and I have been married for 15 years and have three daughters, Ryane (20), Sierra (19) and Gracie (14). Andy, Gracie, and I just moved from Hawaii back to Northern Virginia and are excited to be back in the area. I am a full-time grad student (MSN-FNP) at the University of Southern California and will graduate in May. My background is in emergency nursing but I plan to pursue a career in pediatric primary care - if you ask me again tomorrow that may change! In my very limited free time, I love to travel with my family, cycle with my husband and watch Ohio State football (BSN, 2012). I am excited to join NPAM, as I am currently doing my internal medicine clinical rotation in Laurel and have many faculty who recommended the association. I look forward to meeting you all and welcome any advice and or guidance you are willing to offer.

    2018 Session Descriptions

    NPAM Executive Director Beverly Lang, CRNP and NPAM Lobbyist Julia Worcester, JD will begin the day with our keynote discussion on Legislation, Policy, Regulation and Practice - Updates for Maryland NPs. They will discuss the legislative and policy climate for Maryland NPs as well as identify regulatory issues im-pacting NPs in Maryland. Lastly their session will review practice issues of concern to NPs in Maryland, as they open up the floor for input from attendees. Eileen R. Erskine, CRNP will be presenting on “Building Bridges in Irritable Bowel Disease (IBD) Care for Ef-fective Intraprofessional Collaboration” and will discuss evidence based treatment options available for pa-tients with IBD.

    JoAnn Coleman DNP, ANP, ACNP, AOCN, GCN will pose the question, “Should Seniors Say Yes to Canna-bis?” and will discuss the Maryland Medical Cannabis law, eligibility requirements, active ingredients in can-nabis treatment, adverse effects, and the role of the Nurse Practitioner (NP).

    We will end the morning with Roseann Velez DNP, CRNP, FNP-BC, FAANP, presenting her session on “MRSA: Clinical Practice Guidelines.” This session will focus on describing the role of the NP in the diagnosis of MRSA, reviewing clinical practice guidelines for management of MRSA, and determining evidence based treatment for recurrent outpatient MRSA infections.

    After a break for lunch and visit with exhibitors, we will return with Elaine Bundy DNP, MS, FNP-C lecturing on “Updates in Anaphylaxis Management.” This lecture will highlight clinical criteria for anaphylaxis, first-line evidence based medications for the treatment of anaphylaxis and an appropriate anaphylaxis treat-ment plan.

    Dale Jafari DNP, FNP-BC will be addressing “Risk Reduction Interventions for Human Papillomavirus (HPV).” This session will cover HPV risk reduction, reasons for vaccine hesitancy and pro-posed solutions to promote HPV immunization in the workplace and community.

    Our day long learning will conclude with Laura Simpkins MSN FNP, covering “The ABCs of STIs.” This lec-ture will cover a multitude of pertinent topics including: testing and pharmacologic treatment of GC, CT, Trichomonas, and Syphilis, utilization of Pre Exposure Prophylaxis (PEP) and non-occupational Post Expo-sure Prophylaxis (nPEP) in prevention of HIV.

    Governor Larry Hogan, together with the Maryland Department of Health (MDH) and the Centers for Medicare and Medicaid Services (CMS), recently announced the federal approval of Maryland’s Total Cost of Care All-Payer Model, known as the “Maryland Model” contract. The Maryland Primary Care Program (MDPCP) is a voluntary program that provides financial and technical support to eligible Maryland primary care providers to assist practices in the transfor-mation to “advanced primary care.” Primary care has always been the foundation of care in Mary-land. With this program, our primary care providers can play an increasingly important role in im-proving health outcomes, while reducing unnecessary Emergency Department and hospital visits.   • NPs visit Korea Maureen Kelley, CRNP

    On June 11, 2018, four NPs from Maryland, Dawn Silverman, Thanh Q. Cao, Susan S. Yi and Maureen Kelley

    along with organizer Sue Song, arrived in Korea. The mission of the trip was to present the NP role at two

    NP conferences as well as meet with faculty at Sungkyunkwan University to discuss how they can move for-

    ward promoting the NP role in Korea.

    There have been master level NP programs in Korea for at least 10 years but these NPs are functioning as

    clinical specialists. There are currently 13 NP programs in Korea. Some of the programs are broad, e.g. acute

    care, pediatrics, and family. Others have a narrow focus such as community health, hospice and oncology.

    The health ministry is now willing to expand the scope of nursing but does not want 13 scopes of practice.

    On the acute care side, medical residents’ hours are being reduced as they have been in the United States.

    NPs will be needed to meet acute care needs.

    In Seoul, our group toured the Samsung Medical Center and their Cancer Center. Both were state of the art

    facilities. The only visible differences from America were that the hospital rooms had 4-6 beds and a cot for a

    family member. The national health insurance in Korea does not cover private rooms unless isolation is re-

    quired.

    We met an NP who runs the Cancer Education Center which is open to patients and their families. In addi-

    tion to the handbooks, pamphlets, videos and classes made available, there were also makeup and wigs, col-

    or therapy, art therapy, yoga, massage and stress management. All areas of the center were in use during

    our visit.

    On June 14, 2018, the group traveled south to Dae-Jeon to Chung Nam National University to meet with

    and present to students and faculty. We were impressed with a community health center in the area. This

    particular area is known for farming and has a number of immigrants. The depression and suicide rate was

    high at one time and the health ministry developed an action plan. A multi-disciplinary team, including men-

    tal health providers, NPs, nurses, social workers, and teachers developed a program that addressed the so-

    cial, mental health and medical issues. We also visited a center that offers medical care and behavioral health

    along with classes on learning to speak Korean, understanding the culture, child rearing, cooking, and how

    to become a citizen. The center has been a success with no suicides reported in the past year.

    Every day there were sumptuous lunches and din-

    ners and time to discuss NP issues with faculty. Our

    group made several recommendations, among

    which was to have the Korean Universities consoli-

    date their programs similar to how they are orga-

    nized in Maryland. Hospice could be an additional

    certification for an adult or family NP. A number of

    Korean physicians there have completed a residen-

    cy or fellowship in the US and are already familiar

    with the NP role. It was recommended that they be

    utilized as physician champions and preceptors.

    They will be needed as preceptors until there are

    practicing NPs to fill the role.

    This trip was a chance of a life time for me, as I had the opportunity to visit a beautiful county and meet wonderful people. As a group, we were humbled and awed that our ideas were requested and they listened and asked questions.

    R e q u i r e m e n t s f o r e l i g i b i l i t y t o a p p l y f o r b u p r e n o r p h i n e w a i v e r : For NPs and PAs to be eligible to apply for a buprenorphine waiver, they must complete 24 hours of training that covers the following topics: opioid maintenance and detoxification; clinical use of all FDA-approved drugs for medication-assisted treatment; patient assessment; treatment planning; psychosocial services; staff roles; and diversion control. To qualify, NPs and PAs must:

    Be licensed under state law to prescribe Schedule III, IV, or V medications for pain Complete not less than 24 hours of appropriate education through a qualified provider Through other training or experience, demonstrate the ability to treat and manage Opioid Use Disorder

    NPs and PAs can begin the training immediately by taking the 8-hour buprenorphine courses offered by ASAM or that other stakeholders offer. The remaining 16 hours will have to be completed with one training provider. ASAM is in the process of developing multiple 16-hour training course options and formats, includ-ing collaborations with:

    24-Hour Buprenorphine Curriculum Collaborative with the American Association of Nurse Practition-ers (AANP) and the American Academy of Physician Assistants (AAPA)

    SAMHSA (Substance Abuse and Mental Health Services Administration) for:

    Membership Committee Update

    The Membership/Public Relations committee has been busy for the past several months working on

    strategies to increase NPAM membership and public awareness of our organization. The Membership

    group spearheaded the Manic Monday sing along on WJZ during the 2017 NP Week. We have also

    participated in recruitment efforts at the annual Advanced Practice Nursing conference at University

    of Maryland. We will continue to support this annual conference held during Nurse Practitioner week

    each year. The membership group will again seek proclamation of Nurse Practitioner week in Mary-

    land from the governor’s office. We are always looking for new members and new ideas! Please con-
