PSA Leyte ranks 11th in 2017 PSA Field Awards
Among 86 field offices of Philippine Statistics Authority (PSA) nationwide, Leyte Provincial Statistical Office was awarded at the 2017 PSA Awards Night held at The Heritage Hotel, Manila on March 23, 2018 for occupying 11th place on its Field Awards System.
It is interesting to note that the Office climbed three notches from its 14 th niche in 2016 and manifested an exemplary performance on particular categories where it ranked 5th in Information Dissemination; 7th in Financial, Human Resource and Administrative Service; and 12 th in Civil Registration.
On the other hand, the other top 14 field offices include: Benguet which occupied the highest rank, followed by Rizal, Quezon, NCR IV, La Union, Cavite, Zambales, Capiz, Aklan, Pampanga, Antique, Catanduanes, Albay and Mountain Province.

accurate and up-to-date registration of
vital events of man in 2017, 10 LCROs in
the province were awarded by PSA on
February 2, 2018 at the Civil Registration
Month Launching in Alang-alang, Leyte.
Above-mentioned Offices include:
Bato, Villaba, Albuera, Ormoc, Tanauan,
Inopacan, Palompon, Burauen, Tolosa and Mahaplag.
On the other hand, 26 of them also received awards for submitting their
reports on time and five for consistently submitting datafiles. All the LCROs
received award under the quality category.

Different activities during the 2018 Civil Registration Month Celebration
In observance with the Civil Registration Month in February 2018, Philippine Statistics Authority (PSA)- Leyte Provincial Statistical Office conducted 15 civil registration symposia, 13 quiz bees, five Mobile Registrations, one Poster Making Contest and six Mass Weddings in selected cities/municipalities in the province.
As early as January 2018, workforce of above-mentioned Office started its information drives by sharing their proficiency in civil registration and official statistics in participating schools in Leyte. Quiz Bees were administered at Sta. Ana National High School (January 9) and Atty. Roque A. Marcos
National High School (January 26) in La Paz; Dulag National High School (January 16), San Jose National High School (January 16), Calubian Integrated High School and Cabatoan National High School (January 17) in Dulag; and Holy Infant College in Tacloban City (January 31).
With the theme “Napapanahong Civil Registration and Vital Statistics (CRVS)”, above celebration was launched on February 2, 2018, together with the conduct of Civil Registration Caravan and CRVS Decade Seminar in Alang-alang, Leyte, as the host municipality. There were 115 participants from different Local Civil Registry

Adona, Administration Officer I, PSA- Leyte, to discuss on Data Privacy Act of 2012 (RA 10173) in behalf of Regional Director Wilma A. Perante on March 20, 2018 during the 4th Vis-Min Consultative Workshop on Barangay Civil Registration at SMX Convention Center, 3rd Floor SM Lanang Premier, Davao City.
Anchored on the theme “Civil Registration Data: It’s Accuracy, a Crucial Variable in the Continual Dealing with the Future”, Ms. Adona gave a detailed discussion on RA 10173 and how it protects individual personal information and communication systems in the government and the private sector through the National Privacy Commission (NPC).

Purchasing Power of Peso (PPP) maintains at 60
Purchasing Power of the Peso in Leyte was maintained at 60 centavos in March 2018. Similarly, the PPP for Region 8 was also maintained at 60 centavos during the month-in-review. This purchasing power of the peso indicates that the
same basket of goods and services worth 60 pesos in 2006 (base year) is worth 100 pesos during the reference period.

Inflation rate in Leyte at 6.3 percent in March 2018
Inflation rate in Leyte increased at 6.3 percent in March 2018, representing an increase of 0.8 percentage point compared to the 5.5 percent inflation rate in the previous month. Likewise, region’s inflation rate increased from 5.2 percent in February 2018 to 5.8 percent during the reference month. Average inflation rate in Leyte was higher than Region 8 during the reference month.
Most of the commodity groups contributed to the 6.3 percent overall inflation rate. The following major commodity groups significantly contributed to the provincial inflation rate: Alcoholic beverages and tobacco (23.2 percent); Education (11.3 percent); Health (8.7 percent); Food and non-alcoholic beverages (8.1 percent); Restaurant and miscellaneous goods and
services (4.8 percent); Transport (4.3 percent); Clothing and footwear (2.7 percent); Furnishings, household equipment and routine maintenance of the house (2.6 percent); and Recreation and culture (2.0 percent).
Six major commodity groups reflected higher inflation rate in March 2018 as compared to February 2018. Alcoholic beverages and tobacco reported the biggest increase by 6.6 percentage points, from 16.6 percent in February 2018 to 23.2 percent in March 2018. This was followed by the 1.8 percentage points increment on the inflation rate of Housing, water, electricity, gas and other fuels. Moreover, other major commodity groups that also posted an increase on its inflation rates were the following: Restaurant and miscellaneous goods and services (1.1 percentage points); Clothing and footwear (0.3 percentage point); Food and non-alcoholic beverages (0.2 percentage point); and Transport (0.1 percentage point).
On the other hand, inflation rate of Health decreased by 0.1 percentage point from 8.8 percent in February 2018 to 8.7 percent in March 2018.

The total value of constructions in Leyte during the reference year was estimated at P5.6 billion. This value was 7.1 percent down compared to P6.1 billion in 2016.
In 2017, decrements were noticed in both total number and value of residential type of buildings. The total value during the year was recorded at P1.7 billion and this amount represents 32.0 percent decrease from the total value in 2016 at P2.6 billion. The change was brought about by the notable reduction on the total value of duplex/quadruplex and the aggregate value of apartment, accessoria and other types of residential building construction.
Although there was a considerable increase on the total number of applications for additions, alterations and repairs , its total value slumped by 27.4 percent in 2017 amounting to P262.8 million from P361.9 million last year.
Meanwhile, non-residential type of building construction comprises the largest share in terms of value during both periods. A total value of P3.6 billion was recorded in 2017, greater than 15.8 percent from P3.1 billion in 2016. Constructions of commercial type of building were the drivers of growth in non-residential building construction.

Total number of constructions in Leyte drops by 16.8 percent in 2017
The total number of constructions recorded from the approved building permits in Leyte for year 2017 was 2,300. This figure indicates a 16.8 percent decrease compared to 2,764 applications
in 2016.
During both periods, all types of building construction remained on same position. In 2017, application for residential type of building constructions was recorded at 1,497. This number represents a 24.0 percent decrease from 1,969 applications last year. The result was attributed to the significant decrease on the total number of applications for duplex and quadruplex constructions. Similarly, non-residential building constructions reduced by 14.8 percent from 540 applications during the year 2016 to 460 approved building permits during the reference year. This was

triggered by the significant decrease on the total number of constructions of industrial type and institutional, agricultural and other types of non-residential buildings. On the other hand, total number of applications for additions, alterations and repairs increased to 343 applications in 2017. This signifies a 34.5 percent increment from 255 applications, year ago. The month-long celebration augmented civil registration activities such as symposia in schools like Leyte National High School (February 15) and San Jose National High School (February 23) in Tacloban City; Cabacungan National High School (February 16) in Dulag; and five Secondary Schools in Tabango (February 23).
Students’ statistical skills were also evaluated through quiz bees in St. Therese Education Foundation of Tacloban, Inc. (STEFTI), Tacloban City; Tabango; San Isidro; Tanauan; PSA Leyte Provincial Office

A Poster Making Contest was also held on February 19 at PSA Leyte Training Room to show off students’ creativity, thereby widening their awareness on civil registration.
Furthermore, the office assisted the LCROs during Mobile Registrations in Bgy. Dacay (February 9), Bgy. Del Carmen (February 23) and Bgy. Camote (March 2) in Dulag; Bgy. Gimarco in Tabango (February 22); and Bgy. Apid,in Inopacan(March 2).
Mass Weddings were also conducted in Dulag last February 14 and in Burauen, Jaro, and Julita (February 28).

Total inventory of livestock and
poultry in Leyte as of January 1, 2018 was

same period last year (Table 1). This
considerable downturn in inventory was
propelled by the significant decline in the
number of heads in the poultry sector
particularly in the broiler chicken which
posted 71.94 percent reduction from the
previous year’s level. Aside from broiler
chicken, all animal types under livestock
and poultry sectors also posted drop in
inventory with the exception of carabao and
goat which registered 3.39 and 25.46
percent growths, respectively.

The production of vital statistics comprises a sys-tem of operations in which the registration of vital events is an important component. The system be-gins with the registration followed by the processing and controlling of vital records and ends with the compilation and analysis of vital statistics.
Under Republic Act 10625 or Philippine Statisti-cal Act of 2013, the Philippine Statistics Authority (PSA) is mandated to generate general purpose statistics and to carry out and administer the Civil Registration Act.
Vital statistics are derived from information
obtained at the time when the occurrences of vital events and their characteristics are inscribed in a civil register.
Vital acts and events are the births, deaths, fetal deaths, marriages, and all such events that have something to do with an individ-ual’s entrance and departure from life together with the changes in civil status that may occur to a person during his lifetime. Recording of these events in the civil register is known as vital or civil registration and the resulting documents are called vital records.
Live Birth is a complete expulsion or extrac-
tion from its mother of a product of conception, irrespective of the duration of the pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached, each product of such birth is consid-ered live birth.
Registered Births
The number of registered live births in Leyte for 1st quarter of 2018 reached 11,387. This showed a slight increase of 0.83 percent from
11, 293 registered live births in the same quarter of 2017. This also gave a daily average registration of 126.
The Fourth District of Leyte reported the highest number of registered births at 3,640 (31.97%), fol-lowed by the Fifth District with 2,296 (20.16%), Second District with 2,215 (19.45%), First District with 1,940 (17.14%) and Third District with 1,296 (11.38%) .
On the other hand, Tacloban City, as highly urbanized city (HUC), posted 3,009 registered birth occur-rence.

Registered Deaths
Death refers to the permanent disappearance of
all evidence of life at any time after live birth has taken place (postnatal cessation of vital functions without capability of resuscitation).
A total of 2,348 deaths were registered in the first quarter of 2018. On the average, 26 deaths were registered per day. The number of registered occurrence increased 49 counts from the total reg-istered deaths of 2,299 in 1st quarter of 2017.
The Fourth District of Leyte reported the highest number of registered death occurrences at 794 (33.82%), followed by the Fifth District with 648 (27.60%), Second District with 475 (20.23%), First District with 279 (11.88%) and Third District with 152 (6.47%).
Meanwhile, Tacloban City registered 917 death occurrences on above-mentioned reference period.
Registered Marriages
Marriage is a special contract of permanent un-
ion between a man and a woman entered into in accordance with law for the establishment of conju-gal and family life.
Figures revealed a total of 1,774 registered mar-riages in 1st quarter of 2018. A decrease of 20.87 percent from 2,242 registered marriages reported in 1st Quarter of 2017 was noted. It had a daily av-erage of 20 registered marriages.
Of the total registered marriages, 476 (26.83%) took place in the 2nd District of Leyte, 475 (26.78%) were registered in the Fourth District, 422 (23.79%) in the Fifth District, 284 (16%) in the First District and 117 (6.60%) in the 3rd District.
Across cities, Ormoc City reported the biggest number of registered marriages at 236 or 12.17 percent of the registered total marriages in the province. Correspondingly, Tacloban City registered 165 marriages in the period under review or 8.51 percent of the province’s total registered marriages.
