Message from the OIC-PSO

Message

The year 2017 was indeed full of blessings and challenges to PSA Leyte. The recognition received as rank 11 during the PSA Awards, was a concrete manifestation of the continued perseverance and team spirit within us in achieving our goals and commitments.

According to Albert Schweitzer “Success is not the key to happiness but happiness is the key to success”. I believe that a person need not to be successful in order to be happy but if we love what we are doing and we are happy doing it, success will come easy. Though there had been ups and downs in the achievement of our targets, some became failures, but with due dedication, excellence and passion we are able to surpass the problems along the way. The overlapping of activities coupled with the tedious processes for the accreditation of ISO 9001:2015 made us experienced the humps and bumps of a real public servant. As one of the pilot provinces for the ISO implementation, there has been significant improvement in our processes, systems and performances in and out. It paved the way towards a more solid, responsive and world class PSA.

Various activities had been conducted on statistical operations, civil registration, information dissemination, statistical planning & coordination, partnership and linkages, and general administration. We continued to meet the expectations of our clients and stakeholders through timely releases of advocacy materials, conduct of data appreciation seminars, inter-agency coordination, and provision of technical assistance. Corporate social responsibility and environment-related activities were conducted consistently, going beyond the mandate of the organization. We ensure customer satisfaction to our civil registration clients by providing them fast and efficient services. Timely submission of machine processed civil registry documents was achieved for the entire year because of our strong partnership with the Local Civil Registry Offices in the province. Strong collaboration with Local Civil Registrars enabled us to expand our horizon to effectively carry out our mandate for quality civil registration services. Likewise, as we continue to value our human resources, we continued to capacitate them with the necessary developmental trainings and team building activities to promote their general welfare and well-being.

The continued support and cooperation of our partners, survey respondents, Local Government Units, Government Agencies, Non-Government Organizations, Academe, Media, Private Sector and other stakeholders brought significant contribution in achieving all our accomplishments. We owe to them the successful achievement of our targets. This was triggered by the untiring efforts and dedicated PSA Leyte personnel, service contractors and statistical researchers.

This report will showcase our humble achievements in 2017 as we continue to deliver relevant and reliable statistics and civil registration services for equitable development towards improved quality of life for all.

1. Serve as the central statistical authority of the

Philippine government on primary data collection;

2. Prepare and conduct periodic censuses on

population, housing, agriculture, fisheries,

business, industry, and other sectors of the

economy;

3. Collect, compile, analyze, abstract and publish

statistical information relating to the country’s

economic, social, demographic and general

activities and condition of the people;

4. Prepare and conduct statistical sample surveys

on all aspects of socioeconomic life including

agriculture, industry, trade, finance, prices and

marketing information, income and expenditure,

education, health, culture, and social situations for

the use of the government and the public;

5. Carry out, enforce and administer civil

registration functions in the country as provided for

in Act 3753, the Law on Registry of Civil Status.

6. Collaborate with departments of the national

government including GOCCs and their subsidia-

ries in the collection, compilation, maintenance and

publication of statistical information, including

special statistical data derived from the activities of

those departments, corporations and their

subsidiaries;

7. Promote and develop integrated social and

economic statistics and coordinate plans for the

integration of those statistics, including the

national accounts;

8. Develop and maintain appropriate frameworks

and standards for the collection, processing,

analysis and dissemination of data;

9. Coordinate with government departments and

local government units (LGUs) on the promotion

and adoption of statistical standards involving

techniques, methodologies, concepts, definitions

and classifications, and on the avoidance of

duplication in the collection of statistical

information;

10. Conduct continuing methodological, analytical

and development activities, in coordination with

the PSRTI , to improve the conduct of censuses,

surveys and other data collection activities;

11. Recommend executive and legislative

measures to enhance the development of the

statistical activities and programs of the

government;

12. Prepare, in consultation with the PSA Board, a

Philippine Statistical Development Program

(PSDP);

13. Implement policies on statistical matters and

coordination, as directed by the PSA Board, and;

14. Perform other functions as may be assigned by

the PSA Board and as may be necessary to carry

out the purposes of RA 10625.

The PSA shall primarily be responsible for the implementation of the

objectives and provisions of R.A. 10625. It shall plan, develop, prescribe,

disseminate and enforce policies, rules and regulations and coordinate

government-wide programs governing the production of official statistics,

general-purpose statistics, and civil registration services.

It shall primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of

selected administrative recording systems and compilation of national accounts.

Milestones of 2017

After almost a year of journey in pursuing the

coveted ISO certification on quality

management, the PSA Leyte was officially

awarded of the certification on December 12,

2017 by TÜV Rheinland, a third party firm

which conducted surveillance audit in the last

quarter of 2017.

Aside from PSA Leyte, TÜV Rheinland also

conferred certifications to the PSA-Central

Office , the five (5) PSA Regional Statistical

Services Offices (Regions I, V, VI, VIII and

CARAGA) and the five (5) PSA Provincial

Statistical Offices (La Union, Albay, Capiz,

Sarangani, and Agusan del Norte).

The ISO 9001 is an internationally recognized

Quality Management System (QMS) standard.

It is a collection of processes focused

consistently on meeting customer requirements

and enhancing their satisfaction. It is aligned

with an organization's purpose and strategic

direction. It is expressed as the organizational

goals and aspirations, policies, processes,

documented information and resources needed

to implement and maintain it .

The pursuit of PSA Leyte to ISO Certification

was rigorous. Various workshops were

conducted for the cascading of the ISO-aligned

Quality Management System (QMS) Manual

and Procedure and Work Instructions Manual

(PAWIM) prepared by PSA Central Office. Only

after few months, QMS was progressively

implemented in the office including revisiting

of the existing processes, proper documentation

and archiving of documents, to name a few. The

office also undergone two audit stages prior to

the surveillance audit of TÜV Rheinland. The

first was the internal audit conducted by the

first party auditors composed of employees

from PSA CO and field offices.

The second was the readiness assessment

carried out by the representatives of

Development Academy of the Philippines

(DAP). In both occasions, the PSA Leyte did not

get any non-conformity.

Having an ISO certification is an affirmation

that the Quality Management System being

implemented by the PSA Leyte conforms to

international standards, particularly in the

statistical operations and civil registration

services.

The ISO certification of PSA Leyte is valid for

three years, from December 12, 2017 until

December 10, 2020.

The PSA Leyte once again made it to the Top 15

Provincial Statistical Offices of the 2017 PSA Awards

by garnering 11th place.

The award was given during the Awards Night held

at Heritage Hotel, Pasay City on March 23, 2018.

The 2017 PSA Awards is given in

recognition of the outstanding

performances of the field offices and to

recognize their accomplishments for the

year 2017.

PSA Leyte places 11th in the

Top 15 Provincial Statistical

Offices

OIC-PSO of Leyte attends the 16th

batch of Middle Managers Class

OIC-PSO Sheryl Ann A. Jamisola was one of the middle managers

from various government offices admitted to the Middle Managers

Class (MMC) of the Public Management Development Program

(PMDP). They are the 16th batch of scholars currently attending the

program at the Development Academy of the Philippines (DAP),

Tagaytay City, which started on November 17, 2017 and slated to

end on April 28, 2018.

The MMC is designed for “High Performing and High

Potential” (HP-HP) Section and Division Chiefs, SG 20 – 24

positions, and aged 50 years and below. It is delivered in a 5 month

- Residential Training with monthly week-long breaks, a 10-day

Sensing Journey, and a 6-month Re-Entry Project conceptualization

and implementation.

This program is the government’s response to the need for a corps of ethical, competent, committed and

development-oriented officials in the bureaucracy who will drive performance in their respective

agencies.

Farm Price Survey

This is a nationwide household-based survey designed to gather data on prices received by farmers for their produce and prices paid for the pesticides they used in their farms. In Leyte, there were 24 kinds of crop considered in the survey in 2017. Five (5) respondents

per crop were selected purposively belonging to the top five (5) crop producing

municipalities.

Monthly Palay and Corn Situation Reporting System Serves as a monitoring system of the growing conditions and actual plantings of palay and corn. Specifically, it aims to update the forecasts for the current quarter based on standing crop and forecasts for the next quarter based on planting intentions and to provide monthly updates on the area and production of palay and corn by stages of growth (i.e., vegetative, reproductive and maturing) across the country. There were 20 barangays covered monthly in 2017. From these barangays, 64 corn farmers

and 78 palay farmers were interviewed.

MPCSR

Palay and Corn Stock Survey Intends to generate estimates of the current stock of rice and corn in farm and non-farm households. It is a monthly survey being conducted in the first four (4) days of the month with the 1st day of the month, 6:00 AM, as the reference period. In 2017, 142 farm households and 100 non-farm households were interviewed every month

from 21 sample barangays.

Consumer Expectations Survey It captures the economic outlook of consumers as an indication of the country’s future economic conditions. This is a complementary survey to BSP’s Business Expectation Survey. This is administered on a sample basis at household level drawn through a stratified multi-stage random sampling. In 2017, there were 80 sample households during the January survey round, and 100 in each

survey rounds in April, July and October or a total of 380 sample households enumerated for

the entire year.

Crops Production Survey This survey aims to generate basic production statistics for crops other than palay and corn at the national, regional and provincial levels. It covers more than 200 crops of which 19 are considered major crops. There were six (6 )samples in nonfood industrial crops, seven (7) samples in vegetables and

four (4) samples in fruits classified as major crops covered in Leyte in 2017.

Labor Force Survey The survey is designed to provide statistics on levels and trends of employment, unemployment and underemployment for the country, as a whole, and for each of the administrative regions, including provinces and key cities. This is conducted every January, April, July and October. A total of 3,129 households were sampled for the 2017 LFS.

Quarterly

Palay Production Survey Aims to generate estimates and forecasts on palay areas, production and yield, usage of yield enhancing inputs, usage of yield protecting inputs, farmers planting intention, and farmer’s participation and availment in the different government programs and interventions in agriculture. It aimed at providing data inputs for policy making and program interventions on palay. The date of collection is in the first 10 days of the following quarter. Leyte had 20 sample barangays and 154 sample HHs every quarter in 2017.

Quarterly Aquaculture Survey Generates data on volume and value of aquaculture production by aquafarm type, by culture environment, by species, by quarter at the national, regional and provincial levels. About 140 households in Leyte were sampled quarterly in 2017.

Quarterly Commercial Fisheries Survey Undertakes to generate information on quarterly volume and value of fish unloaded at commercial fish landing centers, also segregated by species. The QCFS covered a total of 21 landing centers in 2017.

Semestral/Annual/Other Survey

Agricultural Wage Rate Survey

The Agricultural Wage Rate Survey (AWRS) is formerly known as Agricultural Labor

Survey . It is a nationwide semestral statistical activity that focuses mainly on generating

information on the cost of farm labor, specifically for the four (4) major crops such as palay,

corn, coconut and sugarcane.

Annual Poverty Indicator Survey Aims to provide inputs to the development of an integrated poverty indicator and monitoring system which would enhance timely, accurate and consistent production of poverty-related data that can be used at the national level. This was a rider survey to the July 2017 Labor Force Survey. There were 192 sample households completely interviewed in 2017, resulting to a response

rate of 99.30 percent.

Survey on Overseas Filipinos Aims to derive national estimates on the number of Overseas Filipino Workers, their socio-economic characteristics and the amount and mode of remittances, in cash and in kind, received by their families. This was a rider survey to the October 2017 Labor Force Survey. In 2017, a total of 774 sample households were covered in Leyte.

National Demographic and Health Survey The primary objective of the NDHS 2017 is to provide up-to-date estimates of basic demographic and health indicators. There were 473 sample households completely interviewed in 2017.

Weekly/Bi-Weekly/Bi-Monthly Survey

Agricultural Marketing Information System This is an integrated system of collecting, processing, analyzing and disseminating information that involves design and implementation of site-specific monitoring scheme that parallels the existing marketing system. Price surveys are implemented in major local/provincial market centers and strategic terminal markets throughout the country. Prices of the sample agricultural commodities gathered through the Retail Price Survey for Agricultural Commodities and Wholesale Price Survey for Agricultural Commodities are run as inputs in AGMARIS.

Survey of Retail Price for Generation of CPI Serves as basis for the construction of the Consumer Price Index (CPI), which indicates a-verage changes in prices of commodities and services consumed by an average Filipino household. Leyte had 1,764 sample commodities for 2000 based market basket, 4,557 sample commodities for 2006 based market basket and 3,400 sample commodities for 2012 based market basket in 2017.

Weekly Survey of Selected Petroleum Products This survey is conducted every Friday to provide snapshot of the prices of selected petroleum products on a weekly basis. Prices of diesel, kerosene, unleaded gasoline and liquefied petroleum gases (LPG) were

collected every week from seven (7) sample outlets in Leyte in 2017.

Monthly Survey

Monthly Integrated Survey of Selected Industries Provides the government and private sectors timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. There were three (3) sample establishments in the province in 2017.

Producer Price Survey The survey gathers monthly producer prices of selected products of establishments included in the market. There were also three (3) sample establishments in the province in 2017.

2017-2018 Survey of Retail Prices of Household Shop Items for 2017 International Comparison Program (ICP) The survey collects prices of selected food and non-food items (household shop items).

ICP was established to provide Purchasing Power Parity (PPP) as an alternative to direct

conversion based on exchange rates to compare per capita GDP levels between countries.

The survey operation in Leyte started in March 2017 and is scheduled to end in May 2018.

The survey is conducted every month.

In 2017, there were five (5) sample cities and municipalities in Leyte.

Annual Survey on Philippine Business and Industry Gathers information on structure, levels, performance and trends of economic activities of the formal sector in the country. A total of 283 sample establishments and enterprises were covered in the province in 2017.

Quarterly Survey on Philippine Business and Industry This is a quarterly survey that provides statistics on revenue, employment and compensation of the identified establishments engaged in economic activities with total employment of 20 and over except in the Agriculture, Forestry and Fishing sectors. Leyte had 79 sample establishments per quarter or a total of 316 sample establishments in 2017.

Census and Sampling Frames

2017 Listing of Farm Households

The listing operation aims to update the sampling frame for agricultural surveys conducted

by the PSA. Specifically, the listing operation intends to come up with an updated list of

households engaged in agricultural activities as well as to develop the list of agricultural

operators.

The provincial listing operation started in October 2017 using Computer-Assisted Personal

Interviewing (CAPI). There were 60 barangays covered for listing in Leyte.

2017 LFH

2017 Updating of List of Aquaculture Farms

The listing aims to update the list of aquaculture farms based on three (3) sources, namely the

Aquaculture Farms Inventory (AqFI), 2012 Census of Agriculture and Fisheries (CAF), and

Bureau of Fisheries and Aquatic Resources (BFAR) List of Aquafarms. It also aims to

generate a sampling frame for the quarterly surveys on aquaculture.

Using the said sources, all aquaculture farms in the province were visited and interviewed,

and new/additional aquaculture farms were also listed. After listing operation, a total of 20

aquaculture farms were updated or listed as new.

2017 ULAF

Geo-tagging of Building Structures

This activity aims to come-up with accurate and reliable digitized maps, use primarily for the

various censuses and surveys conducted by the office.

This activity will identify and mark building structures as points in the digitized maps and

attributing these buildings with the pertinent geographical information in the barangays.

All buildings within the sample Primary Sampling Units (PSUs) were visited and geo-tagged.

In Leyte, a total of 192 sample PSUs was considered while its provincial capital, Tacloban

City, had 208 sample PSUs. During the operation, the hired Map Data Collectors (MDCs)

used Tablet in geo-tagging building structures.

Administrative-based Statistics

Foreign Trade Statistics Are compiled by PSA from copies of import and export documents submitted to the Bureau of Customs (BOC) by importers and exporters or their authorized representatives as required by law. Preliminary monthly export and import statistics are released in the form of press releases 40 days and 55 days after the reference month, respectively. A total of 222 foreign manifests were collected and processed in 2017 from two (2) Bureau of Custom’s Sub-Port Offices in Leyte.

Commodity Flow or Domestic Trade Statistics Refers to air, rail and coastwise trade statistics compiled monthly by PSA based from airway bills collected from Philippine Airlines (PAL) operating in domestic airports and daily report of outgoing shipments (DROS) and passenger manifests from port areas in the province. In 2017, there were 1,858 collected and processed domestic trade documents. For airway bills, 1,144 documents were collected and processed.

Agricultural Situation Report This report gathers information on crop, livestock and poultry, fisheries, prices and market supply situation and general outlook of certain municipality/city. It also covers the infrastructure development, seminar/trainings, government programs, workshops/meetings that took place and the prevailing weather condition/climate in the locality.

Survey of Slaughterhouses and Poultry Dressing Plant Data are collected from accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities. It aims to provide government executives, policy makers, and planners with information in support of the Meat Sufficiency Program of the government. As provided for in Administrative Order No. 5 series, of 2016 of the Department of Agriculture (DA), there is monthly submission of the consolidated slaughter and condemnation report to the National Meat Inspection Service (NMIS) and PSA. Data from cities/municipalities in Leyte were collected every month in 2017.

28th National Statistics Month Celebration In observance to the annual celebration of the National Statistics Month (NSM),

PSA Leyte Provincial Statistical Office conducted various activities focused on the theme

“Facts and Figures for the Future: Statistics for Evidenced-Based Decisions Towards Ambisyon

Natin 2040”.

The 28th NSM highlighted the importance of statistics in tracking our nation’s

progress towards achieving the country’s goals on Ambisyon Natin 2040 which is

spearheaded by National Economic and Development Authority (NEDA).

D. Data Dissemination in Junior High Schools PSA Leyte Provincial Statistical Office conducted Information Dissemination Fora

on Official Statistics and Civil Registration to Grade 10 and 11 students to various schools/institutions in Region VIII.

The activity is part of PSA’s major thrusts to cascade the fruits of its labor through the presentation of the different results of censuses and surveys.

Moreover, above endeavor was also an opportunity of the Office in tapping the academe on its information campaign on the significance of vital events of man such as birth, marriage, death and other legal instruments to people’s lives.

Civil Registration

Celebration of Civil Registration Month The PSA Leyte, in cooperation with the Municipal/City Civil Registry Offices (M/CCROs),

took the lead in the observance of 2017 Civil Registration Month (CRM) in the province.

This year’s celebration was anchored on the theme “ Pilipinong Rehistrado, Matatag na

Kinabukasan ay Sigurado”.

Symposia, data dissemination seminars, trainings, exhibits, slogan and poster making

contests, quiz bee, tree planting, information and education campaign such as press

conference, media interviews, and hanging of CRM streamers and tarpaulins were

conducted during this month-long celebration. Awards were given also to outstanding

LCROs for their exemplary performance in the delivery of civil registration services.

The celebration aimed to remind Filipinos of their duty to register vital events such as birth,

marriage, death and other acts and events concerning status of persons, and instill public

awareness and appreciation of the legal, administrative and statistical values of civil

registry documents.

The annual celebration of the Civil Registration Month, which was on its 27th year, is

undertaken every February, pursuant to Proclamation No. 682 issued on January 28, 1991

by former President Corazon C. Aquino.

Decentralized Vital Statistics System (DVSS) The DVSS is used in the machine processing of submitted civil registry documents by the Local Civil Registrars in the province. The documents underwent data entry, verification and data editing before data files and documents are submitted to Civil Registration Service at PSA Central Office. In Leyte, all of the DVSS documents and data files were submitted on time in 2017.

Philippine Civil Registration Information System (PhilCRIS) Users

PhilCris is available for use by the Offices of the Civil Registrars and other end-users. The software enables encoding of relevant information from civil registry documents, storage of vital data, query and retrieval of encoded records. The system is offered free-of-charge, however Memorandum of Agreement is to be executed between the PSA and interested parties. As of 2017, there were 16 cities/municipalities and 21 birthing centers/churches using

PhilCRIS in Leyte.

Issuance of Certificates of Registration of Authority to Solemnize Marriage Starting January 2006, there was full decentralization of the processing of Certificate of Registration of Authority to Solemnize Marriage (CRASM) to the field offices where the church assignment of the Solemnizing Officer is located whether renewal or new application. Evaluation and processing are undertaken at PSA Provincial Statistical Offices while approval is done at the Regional Statistical Service Office. PSA Leyte issued a total of 129 CRASM in 2017. Of these issuances, 35 were applied by new solemnizing officers (SOs) while 94 were applied by SOs whose CRASM is for renewal. The CRASM is valid for three (3) years.

Training/Seminars on Civil Registration

Conducted Seminar on the Manual of Outstanding Local Civil Registry Office and Latest OCRG Issuances held last May 5, 2017 at PSA Training Room, Tacloban City. City/Municipal Civil Registrars attended the seminar.

Lecture Series on Civil Registration was conducted on February 24, 2017 at PSA Leyte training room. This activity aimed to enhance the competence of the employees in dealing appropriately with the civil registration concerns or issues. Then Administrative Officer III Michael B. Falle and then Registration Officer I Arthur Collanto served as lecturers. This was attended by 20 regular staff and

Publications PSA Leyte prepared 90 issues of various publications on the statistical information related to the province’s economic, social, demographic and general activities and condition of the people.

PSA LEYTEst is the official newsletter of PSA

Leyte prepared quarterly which highlights the

activities undertaken by the provincial office in a

Leyte QuickStat is a monthly publication that

features the updates on the most requested

statistics.

Special Release is a monthly publication that

presents the analysis of the data generated from

the latest result of census, survey or statistics

generated from the administrative data collected

by the office.

Gender Statistics is a publication of sex-

disaggregated data produced by PSA. This is

issued every March in the observance of

Women’s Month celebration.

Annual Report is a lengthy report issued yearly

which gives an account or summary of the activities throughout the preceding year.

Data Dissemination The PSA is mandated to disseminate official statistics, general-purpose statistics, and civil registration services. With the desire anchored on the thrust to have province-wide intensified information dissemination campaign, the PSA Leyte conducted numerous fora and symposia in different agencies, sectors, and schools.

A. Agencies/Sectors Three (3) dissemination fora for agencies/sectors were conducted in 2017.

B. Schools

A total of 23 symposia were conducted in schools in 2017.

The PSA Leyte, together with RSSO 8, conducted Civil Registration Seminar for DepEd Region VIII Personnel on September 22, 2017 at DepEd Regional Office, Palo, Leyte. About 22 employees attended the seminar.

About 20 employees of Government Security Insurance System (GSIS), Regional Office No. 8 attended the Orientation Seminar on Civil Registration Laws & Other Related Memo Circulars on Civil Registration on June 22, 2017 at their office located at Fatima Village, Tacloban City.

Information Dissemination

Maintenance of Library The PSA Leyte Library was instrumental to the students and other users doing research. With its vast collection of publications, mostly of PSA census and survey results, several researchers were provided with the necessary data. PSA Leyte also maintains accredited information centers that are housed in the libraries of partner state universities in the province. As of 2017, there were three (3) accredited information centers in Leyte.

Hanging of Streamers Streamers for PSA activities to be conducted , as well as streamers in support to the activities of other agencies were displayed in the conspicuous area. A total of 71 streamers were displayed in 2017.

Maintenance of Bulletin Board

The office maintains bulletin boards located within its vicinity. It

displays the publications such as fact sheets, special releases and

newsletters and other latest press releases.

As gesture of advocacy in nurturing children whose lives remain at the margins of

the significant world of the adults wherein they still need to be sheltered and protected,

PSA Leyte employees adopted a day care center at Sta. Rita Child Development Center,

Bgy. Dona Brigida, Tolosa, Leyte last March 16, 2017.

Adopt a Marginalized Institution Program

In recognition to the valuable role of the elderly in our society and help them

battle against the feelings of hopelessness and helplessness, PSA Leyte adopt a

Marginalized Institution Program at Pope Francis Complex Center for the Poor, Palo,

Leyte on July 19, 2017 and October 30, 2017.

Disposal of Unserviceable Property, Plant and Equipment (PPE) In 2017, the PSA Leyte disposed unserviceable PPE through sale. This was awarded to Good

-Eight Pesos and Fity Centavos (Php 578.50).

Fuel Consumption PSA Leyte consumed 2,414.11 litres or an average of 201.18 litres per month in 2017. The

highest fuel consumption was recorded in October at 312.45 litres while the lowest

consumption was in January at 121.01 litres.
