National Right-to-Carry Reciprocity Act of 2012 Introduced in U.S. SenateAs reported by the NRA Institute for Legislative Action

March 13, U.S. SenatorsMark Begich (D-Alaska)and Joe Manchin (D-WestVirginia) introduced S. 2188,the “National Right-to-CarryReciprocity Act of 2012.”The bill is the Senatecompanion to H. R. 822,which was approved by theU. S. House last Novemberby a vote of 272-154.

S. 2188, like H.R. 822,would allow any person witha valid state-issuedconcealed firearm permit tocarry a concealed handgun inany other state that issuesconcealed firearm permits, orthat does not prohibit the

carrying of concealedfirearms for lawful purposes.A state’s laws governingwhere concealed handgunsmay be carried would applywithin its borders.

Today 49 states either issuecarry permits or otherwiseauthorize law-abiding peopleto carry firearms outside thehome for self-defense. 41states have fair “shall issue”permit systems that allow anylaw-abiding person to get apermit.

In contrast to dire predictionsfrom anti-gun groups, Right-to-Carry laws have been

enormously successful.Interstate reciprocity willserve as a fundamentalprotection of the right to self-defense by providing peoplewith the ability to protectthemselves not only in theirhome states, but anywherethey travel where carryconcealed carry is legal.

Contrary to the false claimsof some, these bills would notcreate federal gun registrationor gun owner licensing, norwould they allow any federalagency to establish a federalstandard for a carry permitor impose gun controlrestrictions of any kind.

These bills would have noeffect on permitless carrylaws, currently on the booksin Arizona, Alaska, Wyomingand Vermont, that allowconcealed carry without apermit. In addition, Vermontresidents would be able totake advantage of S. 2188and H.R. 822 by obtaining apermit from one of the manystates that offer non-residentpermits.

You can call your U.S.Senators at 202-224-3121.

Canadian House Votes to NullifyLong-Gun Registry

In February, Canada’sHouse of Commons voted tonullify a long-gun registry lawthat had been in place since1995. The bill still needs tobe ratified by the CanadianSenate. Public SafetyMinister Vic Toews said ofthe registry, “It does nothingto help put an end to guncrimes, nor has it saved oneCanadian life. It criminalizeshard-working and law-

abiding citizens such asfarmers and sport shooters, and it has been a billion-dollar boondoggle left to usby the previous Liberalgovernment.” Despite thisexample of such legislationbeing not only ineffective andcostly, but also an erosion ofpersonal freedom, Californiapassed its own long-gunregistration law in the fall of2011.

Smallbore NCAA QualifierMatchFeb. 18, 2012 at the Ohio State University

Every year on the third weekend in February, NCAA teamsall across America choose a location to fire a NCAA quali-fier match. The scores from these qualifiers are tallied, andthe top eight teams and some individuals are invited to par-ticipate in the NCAA Rifle Championships held the secondweek in March. Akron traveled to The Ohio State Univer-sity to bid for the gold against three other schools at thisqualifier match. Even though the Zips fired a near recordbreaking smallbore score, the combined score (smallboreand air rifle) of 4582 placed Akron in second place behindOhio State with their 4635.

“We knew going into the match that our average scoreswould not earn us an invite,” states coach Newt Engle, “ButI am very proud of our team for giving it their all at thisimportant match.”

In the smallbore division freshman hotshot John Hupp lit itup by tying Ohio State’s Amanda Furrer with a 579 out of600 for first place and top gun. Even though Hupp lost thetie breaker this is still his career best score fired at theseason’s most important match. Hupp was not alone cre-ating new career high marks as senior Allisa Martin peakedat the right time and place with her 555.

“To go to a BIG match and shoot a career best is the markof a premier athlete,” states Engle.

The team total of 2281 is just shy of the 2286 record setearlier in the season by this Zips team. Air rifle was fun towatch as sophomore hotshot Victoria Brown continued herwinning by posting a 4th place finish and new career highscore of 585. Teammate Ryan Stein slid into 6th place withhis 579. Big thanks to the Ashbrook family and our OhioState family (Dave and Cathy) for taking care of the teamsand rooting for Akron.

At multiple levels, “Ohio”was the word of the day atthe 2012 NCAA RifleChampionships held onMarch 9-10.

First and foremost, the 2012Championships were held atour very own Ohio StateUniversity. The smallborecompetition was held at therange in Converse Hall, whilethe French Field House wasconverted into a state of theart, fully electronic, 30-pointair rifle range.

On day one, Ohio State’sAmanda Furrer gave her alland narrowly missed gettinginto the smallbore finals witha stellar 583 out of a possible600. This earned Furrer thehonor of being the ninth bestcollegiate smallboremarksman in the USA. Thefollowing day, formerAshland Eagles Junior RifleClub hotshot (who nowshoots for Ole MissUniversity), Abbey Stanec, was absolutely on fire withthe air rifle. Stanec’s scoreof 590 earned for her aninvitation to thechampionships in the ninthoverall slot.

At the championships Staneckept pounding 10s until theyadded up to a remarkable592. Going into the finals,(the top eight competitors fire10 more shots with a 75second time limit for each

shot - talk about high stress!)Stanec started out in the thirdoverall position, one slimpoint behind the leaders whowere tied at 593. As therankings shuffled around afterevery shot, Stanec battled herway into the number twoposition earning the silvermedal and the title as thenumber two collegiate air rifleathlete in the nation!

That evening at the NationalRifle Association AllAmerican RecognitionBanquet, Ohio was again inthe spotlight. Ohio State’sAmanda Furrer was named

a double All American -earning her certificate in bothsmallbore rifle and air rifle.

Then, NRA CollegiateShooting Director VictoriaCroft announced the winnerof the “Outstanding Serviceto Collegiate ShootingSports” award. And thewinner was…. from TheOhio State University, Rifleand Pistol Coach DonnaKnisley! Donna wasrecognized for being theacting rifle coach and for heryears of service as theassistant pistol coach. Butmost importantly she was

recognized for her“contagious enthusiasm.”The crowd showed theirapproval with a standingovation.

What an exciting weekendfor The Ohio StateUniversity, Amanda Furrer,Abbey Stanec and DonnaKnisley. And as if that wasnot enough, the whole eventwill be played again nextyear! The NCAA hasawarded Ohio State the RifleChampionships again for2013. What a great time tobe a Buckeye!

Cowboy BY COL. FLETCH O’DUBOIS III SASS #14224(BILL KNALL)Corner

Whew! We seemed to have dodged a bullet this past winterin terms of weather. I hope that you are ready for theCowboy Action Shooting season that lies ahead, although Iunderstand that some of you have already shot matches.Twenty-two souls braved the wind and rain at the Big IronRangers match on March 3.

One of the things that I have learned over the years is thatyou can’t know too much about the sport. It seems likethere are always new rules and new strategies that will helpyou shoot quicker, more accurately and have more fun.

The first thing to do is to check out the latest rules. I canremember when the rule book was a few short pages, butlike any maturing sport, it’s been extended. The new rulebook effective January 2012 can be found at:www.sassnet.com/Shooters-Handbook-001A.php

There are several good books, videos and trainers out there.A few years back I had the opportunity to attend one of theDooley Gang’s training classes prior to the Guns of AugustOhio Regional Match. Several of the Bar-3 members put ona one-day clinic. The day started with a review of the basicsin handling a rifle, finding one that fits, what to have in yourtool kit, rifle staging, handling, and gun transitions. They alsocovered pistol (both traditional or duelist), on sights, accuracy, transitions, how to practice efficiently and how toincrease your speed. And finally, they covered shotgun -both double barrel and Model 97. I’m not saying that thetraining turned me into a world class shooter but it helped toshave a few seconds off a few stages. That was really fundespite the inclement weather. “Buck up” as they say!

But, if you cannot attend a shooting school, watch some ofthe top shooters in your club, then have them watch you togive you a few pointers. There never seems to be a lag inadvice. There are also a lot of good materials from SASS atwww.sassnet.com where they offer a wide variety of books

and DVDs for sale. Some neat shooting tips are viewableonline. I like to shoot in the Wild Bunch side matches and Ifound that the tips on how to stage your 1911 magazineswere helpful.

Please don’t forget about three significant Ohio upcomingmatches. First is Smoke In The Woods (The MidwestTerritorial Black Powder Championship Match) to be heldApril 14 and 15 at the Middletown Sportsmans Club inMiddletown OH, an application can be found atwww.bigirons.com/Smokeinthewoods. Second is the SASSOhio State Championship Shootout at Hard Times in PiquaOH, June 7-10, www.miamivalleycowboys.org. And finallythe Guns of August SASS Midwest Regional Championshipwill be August 9-12, at the Middletown Sportsmans Club inMiddletown OH. www.bigirons.com/goa/goa.htm

If you have not competed in or attended one of these shootsin the past, they are great treats because shooters convergefrom all over the country. Sign up early as a lot of thesecompetitions have ceilings and when they are full, they arefull.

I hope everyone gets out and in the immortal words of therange officers, “Be safe, Have fun.”

Gunsmoke April-May 2012Page 24 Nominate a TrusteeThe leaders of ORPA realize that to continue growing we must explore new ideas and avenues of involvement. For any organization to serve itsmembers it must know what the members’ interests are. One way that ORPA accomplishes this is through its 33 elected trustees. Trustees are elected at the November annual meeting and serve a three-year term. We are looking for a variety of people from all disciplines so that theAssociation may better serve its members. You can work within the committees for each discipline or find your interest in other areas, such as women’sissues, legislation, hunting, education, etc. There are four trustee meetings during the year, usually held one Sunday during January, March, Septemberand November.
