The nationals are over and ORPA teams were well represented. The next big event coming up is our Annual Meeting. I invite the membership to come out and support the Association with their attendance. All disciplines will be having meetings and this will be your opportunity to come out and voice your opinions directly to the different discipline Directors and other Trustees. The election of trustees will determine who will run your Association for you. If you would like to become a Trustee or Director this will be a good opportunity to start coming to meetings and seeing how we operate.

I hope to see you there. Stay safe and keep all your shots in the black.

ORPA General Announcement

Voting in the November 2016 General Election

To All ORPA Member Clubs:

This General Election may be the most critical of our lifetimes.

As a Not-for-Profit organization we may not give our membership specific

directions on how to cast their vote or who to vote for, but we may give you guidelines to

help you decide on your own.

The Trustees, Officers and Directors would like to remind everyone that we need

to vote our sport this year. We thought things were bad for us during the 1993 to 2001

years when we had the anti's passing the worst of several poor laws, but this election

can be far worse for us. Never before have we had so many issues at such different

levels confronting us at once. Between rising crime, government giveaways, illegal

immigration, assaults and other violent personal attacks on our citizens, we need the

lawful ability to protect ourselves and our loved ones. If we lose that, our shooting sports

will be falling quickly after. Personally, if a politician doesn't trust us with our guns, we

have no reason to trust them with our government.

After the death of acclaimed science fiction writer Robert A. Heinlein in 1988 the tributes began pouring in. The best one I read was one that stayed with me (although I can't recall who to attribute it to). Heinlein tried to teach his readers three things: Make up your own mind, always.

Think it through before you make up your mind, always. Get the facts before you think it through, always.

Those words are the best advice I can give before you vote this year. Please choose carefully.

The candidates may be polished or rough but the best indication of how they will treat

your Second Amendment rights is by looking at their records and who endorses them.

Be sure to vote this year. If you are registered and don't vote, it's a free ride for those

who oppose us.

PROPOSED CHANGES TO CODE OF REGULATIONS

1. To remove from Article II, the wording: “to promote and

encourage favorable legislation for the establishment and maintenance of suitable ranges”

2. To change Article VII Section C to read: “interest from the LMRF shall be distributed as follows: (1) 75% to the general operating fund and (2) 25% shall remain in the LMRF, to help in providing membership services for Life Members.”

These proposed are to allow the Association to be in compliance with IRS regulations for a 501c(3) charitable organization. These two (2) changes will be voted on at the Annual meeting Sunday, November 13, 2016.

2016 ANNUAL OHIO RIFLE & PISTOL ASSOCIATION

BOARD of TRUSTEES ELECTIONS

As stated in the Ohio Rifle & Pistol Association Code of Regulations: The Board of Trustees shall have full and complete charge, control and management of the business, funds and property of The Ohio Rifle and Pistol Association, subject only to the action and direction of the members present at an assembled meeting of members, provided however, that due notice was given all voting members of the Association of the said meeting. The Board of Trustees shall consist of a maximum of thirty-three (33) trustees to be elected at large. Each elected trustee (except those elected to fill unexpired terms) shall hold office from the adjournment of the annual meeting of members at which their election is announced until the adjournment of the third (3rd) annual meeting of members next following such election. The terms of office of such trustees shall continue to be so arranged that one-third (1/3) shall expire at each annual meeting of members. Any member in good standing of the Association, eligible to vote, may nominate, in writing, any other eligible member that is a resident of the State of Ohio (NRA Competitions Rule 2.20 to apply), as a candidate for election as a Trustee of the Association (themselves included). The following are the Board of Trustees nominees for the term expiring November 2018: G. Martin Capito, Sr. – Marty was first elected to the ORPA trustees in 1988 and has served

continuously since, holding several positions including President (Nov. 2004- Nov. 2007), Secretary (2008) and

currently serving again as President. I have also served three years on NRA's Clubs and Associations

Committee (June 2006- April 2009). His primary discipline is Pistol but has had an active interest in smallbore,

highpower, very highpower, and black powder arms. Marty is a NRA Certified Instructor in four disciplines and

actively teaches them, including for Ohio CCW for interested qualified persons. His continued service with the

ORPA Trustees will help ensure his participation in Second Amendment activities as well as participate in his

secondary pastime of avoiding yard work on the weekends.

Jim Huntsberger – Jim is a Registered Respiratory Therapist. He is a NRA Life Member, NRA

Certified Instructor Pistol, Home Firearm Safety, Personal Protection in the home, Personal Protection outside

the home, Range Safety Officer. Jim is also a Buckeye Firearms Member and Second Call Defense Recruiter.

He is also a member of SASS (Single Action Shooting Society) and is a Cowboy Action Shooter Big Irons

Rangers Middletown, Ohio. In addition, Jim is a North American Hunting Club Life member and a New Carlisle

Sportsman’s Club Member, Past President. He is also an AMA life member and HOG life Member.

Rick Pozo – Currently serving as Trustee of the ORPA and Pistol Director. Mary Sacco –Mary is a member of SASS (Single Action Shooting Society), a life member of the NRA

and of the ORPA. She is an active member of the Miami Rifle and Pistol Club; the Fairfield Sportsman’s

Association and is currently serving as Trustee of the ORPA. Mary has served as the Recording Secretary for

the ORPA and is the current newsletter “Gunsmoke” editor. She is a veteran Public Health Registered Nurse

Manager holding a BSN, MSN. As a retired public health Nurse she fills her spare time with serving as an

assistant match director/statistician for Miami Rifle & Pistol Club Wednesday AM steels and match registration

guru. Edward Shank –Ed enjoys the sports of High-Power Rifle shooting and Hunting. He is an avid

defender of the Second Amendment. His start in competitive shooting began at a DCM clinic held at Camp

Perry in 1993. He has been a Life Member of ORPA for 20 years. This year marks his tenth (10) year as the

ORPA Long-Range Team Coordinator for the ORPA State Association Teams. Ed’s membership in the NRA

started in 1968 becoming a Life Member in June 22, 1987. On August 13, 1993, I became a Charter and

Founding member of the NRA Golden Eagles and a Member of the NRA American Hero Honor Roll. June of

2000, I enhanced my membership to Endowment Member. His gun club affiliations are memberships in the

Zanesville Rifle Club, Alliance Rifle Club, Ohio-Penn league at Malvern and a member of the Oak Ridge

Sportsman Association in Oak Ridge, Tennessee. He brings an extensive background of experience and

knowledge in the shooting sports and gun ownership that will be useful in the job of an ORPA Trustee.

Jennifer Syme – Jennifer’s involvement in the shootings sports started with her daughters joining the

Medina 4-H Sharpshooters in 2009. She currently serves as the Club coordinator, in addition to being a 4-H

Basic and Advanced Pistol instructor and 4-H basic and advanced Shotgun instructor. Jennifer is a Masters

prepared registered nurse serving 20 years as an Army Nurse Corp Reservist retiring as a Lieutenant Colonel

and a Desert Storm veteran. She believes that educating our youth on firearm safety is of utmost importance.

Active involvement in organizations such as ORPA, which support youth education and activity in shooting

sports, is the future of our second amendment, and the security of our great nation.

There are 4 open trustee positions for the term ending November 2018.

The following are the Board of Trustees nominees for the term expiring November 2019: Gwen Bailey –Gwen is running for Trustee of the ORPA. She has served as our President and is

currently Director of the Highpower division. She is a Life member of the ORPA and NRA. She is also a

Certified Pistol Instructor for NRA and give CCW classes with my husband. Gwen is committed to both

women's programs in the NRA and our association as well as programs for juniors. As Director of Highpower

for ORPA, Gwen instituted the policy that junior shooters at ORPA Highpower matches shoot for no charge.

She feels that this is an incentive to encourage juniors to participate in this great sport. By introducing women

and juniors to the sport which has been dominated so long by men, we will help to ensure that this sport can

continue as one of our country's great freedoms.

Keith Bailey – Keith is running for Trustee of the Ohio Rifle and Pistol Association. He has been a

Trustee of the ORPA for over twenty years and has served as President and Secretary of the association.

Keith is currently a co-director of the Highpower division and serves as Secretary. As a Life member of both

NRA and ORPA, he was instrumental in forming a junior club in his home town of New London which was

chosen as NRA's first Junior Club of the year. His primary interest is supporting junior shooters which he sees

as the lifeblood of our association and the shooting sports. Too often juniors are not given enough credit for the

self-discipline that they learn from shooting. Keith feels that by encouraging them to participate in our sport will

truly give them the boldness and enterprise of the mind suggested by President Thomas Jefferson over 200

years ago.

John Kiernan – John is an ORPA Life member and a NRA Benefactor. He is active in the South

Cuyahoga Sportsman Club. He is a 39+ year retired Coast Guard Civilian Engineer. He enjoys highpower and

pistol shooting.

Jim Scofield – Jim is a Certified Public Accountant in the central Ohio area. Though not an active

shooter, he has been a Trustee for ORPA for the last seventeen years as well as the Treasurer for fourteen

years. He also serves as the Treasurer for the Ohio State University Varsity Rifle Team Booster Club. Jim's

connection to shooting sports was in smallbore rifle competitions in high school and at the Ohio State

University, where he was a four-time scholar athlete.

Fred Totts – My name is Fred Totts, I am 54 yrs. old, and have been married to Becky for 32 years,

we have one son, Joe. I am a journeyman tool and die maker and gunsmith. In addition to being a member of

Ohio Rifle and Pistol Association, I am a life member of both the NRA and the NSSA, my home club is Canton

McKinley Rifle and Pistol Club. I am an NRA certified pistol and rifle instructor. I have been an ORPA board

member since 2006. I am also the ORPA Junior Pistol Program Director and ORPA Junior Pistol Team Coach.

The ORPA junior pistol team has won the NRA Conventional Pistol National Junior Pistol Team event nine out

of the last ten years. Additionally, I am the University of Akron Collegiate Pistol team coach. I am very proud of

the accomplishments of all of these young shooters and look forward to continuing to reach young shooters

through these programs.

William Knall – Bill has been an ORPA trustee for over 5 years serving primarily as the Cowboy

Shooting trustee. He has assisted ORPA at several NRA conventions. He is also an active CAS shooter since

1993. Previous competitor in other shooting sports such as Long Range Pistol Silhouettes. Bill is a Military

retiree with 30 years’ active service in the U S Air Force and retired as a Colonel. Military background in

security and security forces for 27 years. He was an active hunter with hunts in my home state when I was

younger, then the west, Alaska, and several safaris to Africa. Bill is a Patron member of NRA and life member

of the Ohio Gun Collectors and the Single Action Shooting Society.

There are 6 open trustee positions for the term ending November 2019.

ORPA Junior Pistol Team claims 10th National Title Hello everyone! The ORPA Junior Pistol Team,

coached by Fred Totts, was busy during the month of

July. We started the month off with a clinic held by the

Army Marksmanship Unit on July 6th. The ORPA Juniors

would like to give a huge thank you to all of the AMU

members that donated their time and experience to

work with us! We then competed at the Regional

Matches, held at Canton McKinley Rifle and Pistol Club.

The ORPA Juniors performed well during their last

match before the Nationals. Robert Delagrange shot a

score of 791-11x for 22, 746-6x for centerfire, and 750-

9x for .45 with an aggregate of 2287-26x. Cody Poole

finished with a score of 2205-20x, with a 784-7x for 22,

a 721-6x for centerfire, and a 700-7x for 45. Grace

Praisler shot an aggregate of 1944-18x, with a score of

725-9x for 22, 644-6x for centerfire, and 575-3x for 45.

Jessica Syme shot a score of 816-14x for 22, 763-10x for

centerfire, and 745-8x for 45, with an aggregate score

of 2324-32x. Brett Tucker shot a score of 2382-37x, with

scores of 847-19x for 22, 755-7x for centerfire and 780-

11x for 45. Glenn Zimmerman shot a 2550-89x

aggregate, with scores of 878-37x for 22, 832-20x for

centerfire, and 840-32x for 45. Mason Poole shot a 22

only 2700, with an aggregate score of 2184 (comprised

of scores of 730, 737, and 717). Zoe Gibson also shot a

22 only 2700, with an aggregate score of 2343-28x

(comprised of scores 749-7x, 793-10x, 809-9x). ORPA

Collegiate Bryce Tucker shot an aggregate score of

2504-71x, with scores of 856-31x for 22, 827-16x for

centerfire, and 821-24x for 45. The ORPA Junior Pistol

Team would like to give a huge thank you to Tom and

Denise Nunley for sponsoring the ORPA Junior’s team

dinner during the regional matches. Their support is

greatly appreciated, and the BBQ was wonderful!

The ORPA Junior Pistol Team then packed their

bags and headed north to the NRA Bullseye Pistol

Championships at Camp Perry, Ohio. We had beautiful

weather for our week up at Perry, where the four-man

team claimed its 10th title as National Champions. In

addition, Glenn Zimmerman claimed the title of High

Junior with scores of 855-34x for 22, 828-21x for

centerfire, and 830-18x for 45, totaling 2513-73x. Brett

Tucker finished as the 3rd place Junior with an aggregate

score of 2367-49x, and scores of 825-22x for 22, 776-

15x for centerfire, and 766-12x for 45. Jessica Syme won

High Junior Lady with scores of 802-16x for 22, 789-16x

for centerfire, and 760-11x for 45, with an aggregate

score of 2351-43x. Cody Poole shot an aggregate of

2230-34x with a score of 791-16x for 22, 754-12x for

centerfire, and 685-6x for 45. Robert Delagrange shot

an aggregate of 2095-22x, with scores of 777-17x for 22,

664-3x for centerfire, and 654-2x for 45. Mason Poole

shot a 22 only 2700 with an aggregate score of 2074-

15x. Bryce Tucker shot an aggregate score of 2410-55x,

with scores of 816-26x for 22, 820-18x for centerfire

and 774-11x for 45. ORPA Collegiate Elizabeth Buerling

shot scores of 787-13x for 22, 756-13x for centerfire,

and 774-15x for 45, with an aggregate score of 2317-

41x.

The four man ORPA Junior Pistol team of Robert

Delagrange, Cody Poole, Jessica Syme, and Brett Tucker

defended their title as National Champions. They won

High Junior Team in the 22 caliber team match with a

score of 1078-24x. In addition, they won High Junior

Team in the centerfire team match with a score of

1007-13x. They placed 2nd in the 45 team match with a

score of 952-8x. Congrats to New Jersey Gold Juniors on

their win in this event! The ORPA Juniors won the

overall High Junior Team title with a score of 3037-45x,

maintaining their title as reigning National Champions.

The ORPA Juniors will compete in the last bullseye

match of the summer during the State Outdoor in

August, held at Canton McKinley Rifle and Pistol Club.

Afterwards, they will remove their dots and put away

their 45s in preparation for International and Collegiate

matches this fall. Stay tuned for future results!

The Trustees of the Ohio Rifle and Pistol Association have, in the

interest of fiscal responsibility, voted to discontinue individual hard

copy publication and delivery of the “Gunsmoke” newsletter.

The last issue to be individually delivered will be the April/May

2017 issue. Members who wish to continue to receive this informative

and enlightened publication may do so electronically. To facilitate this

needed cost saving measure members will have until the April/May

2017 issue to contact [email protected] or [email protected]

to provide a current e-mail address to receive the “Gunsmoke”

electronically. Members currently receiving the electronic “Gunsmoke”

need take no additional action.

This change will result in a great saving to the Association and

allows funds to be channeled to important programs such as our Junior

shooting teams.

There will be one annual hard copy newsletter to provide for

shooting schedules and distribution of sweepstakes tickets to support

the Junior programs. Based on response there may be an added cost

option (to be determined) to continue to have a “hard copy”

“Gunsmoke” individually delivered.

NRA APPROVED INDOOR 1800 CONVENTIONAL OPEN PISTOL MATCH

Dates: 10/02/2016, 11/6/2016, 12/4/2016, 1/8/2017, 2/5/2017

Sponsor: Canton McKinley Rifle & Pistol Club, Inc.

Firing Time: 9:00 am – 15 firing points, 1 or more relays depending on attendance.

Rules: NRA rules shall govern.

Classification: NRA classification will be used. Individuals who have not been classified will fire in the Master

class. See rules 18.4, 19.2 and 19.7.

Eligibility: Open to any individual.

Entries: Fees may be paid by cash, check, or NRA points.

Entry fees may be mailed or paid on match day prior to the event. Entries should be mailed to:

Fees:

Package fee for all matches and aggregates $20.00

Partial entry caliber $11.00

Any competitor firing his first tournament may pay only a $5.00 fee to obtain an NRA classification, but will

shoot as an unclassified master and will be ineligible for any awards.

Awards: NRA points and cash. The following schedule will be paid in each match. An open award will be

made for the highest score fired in each match. An open winner will not be eligible for a class award in that

match. An award will be made in each individual match in each class where there are five (5) or more entries at

the rate of one (1) award per seven (7) competitors or major fraction thereof. Should there be fewer than five

(5) competitors in a class they will be moved to the next higher class. Fewer than four (4) High Masters will

compete for open awards only. Awards will be sent with the results bulletin.

Award payout: 50%

Match Conditions: Competitors will pass their scorecard to the right, and score the target to their left.

Competitors will be required to change their own targets. Use of the plug-type scoring gauge will be restricted

to range personnel. A challenge fee of $1.00 will be charged for each challenge made. NRA rules will govern

all challenges. Scorers and competitors will sign and turn in their scorecards at the end of each caliber match.

Competitors are required to check all mathematical sums for errors on their scorecard before

submitting to statistician. If errors are found, competitor shall notify statistician.

Facilities: Food, drinks, water and restrooms available.
