D.Assistant of Chief Conservator’s Office to undergo 3 months training at the Accounts Training School,Bhubaneswar to be eligible for promotion to the next higher grade.

Consequent upon merger of Senior Clerk with Junior Accountant at Divisional Cadre videNotification No. 4185, dated the 1st March 2016 of the Forest & Environment Department, thepromotional post of Junior Clerk became Junior Accountant in the Divisional Cadre. Hence, AccountsTraining is required for promotion of Junior Clerks to the post of Junior Accountant. In this regard aproposal was received from Principal Chief Conservator of Forests, Odisha, Bhubaneswar formodification of the Rule 81 of the OFD Code, 1979 vide his Letter No. 8484, dated the 2nd May 2016as per demand of the Odisha Forest Division Ministerial Association.

The Government, after careful consideration, have been pleased to modify the Rule 81 of theOFD Code, 1979 as follows :—

“Junior Assistant of Heads of Department Cadre, Junior Clerk (Circle Cadre) and Junior Clerk(Division Cadre) are required to undergo 3 months training at the Accounts Training School,Bhubaneswar. They will not be eligible for promotion to the next higher grade until they complete thetraining successfully.”

6. Bid must be delivered in the tender box to be maintained in the office of the undersigned. Thetechnical bids and financial bids must be kept in separate envelope within the cover envelope.

7. Bid documents may be purchased from the office of the undersigned against a non-refundablecost of the documents as indicated Column (6) in shape of two separate Demand Draft (Rs. 10,000 &Rs. 500) issued from any Scheduled Bank payable at Khordha and in favour of Divisional ForestOfficer, Khordha.

8. Bid documents requested by mail will be dispatched by Registered Post/Speed Post onpayment of an extra amount of Rs. 500 (rupees five hundred) over and above the cost of the biddocuments. The authority will not be held responsible for the postal delay if any in the delivery of thedocuments or non-receipt of the same in time.

9. Engineer contractor desirous of availing E.M.D. exemption shall submit an affidavit to theeffect that he/she has not availed these facilities for more than two works during the current financialyear. The name of the work and authority to whom he has submitted the tender shall be specified inthe affidavit. If the same is not enclosed with the tender it shall be treated as normal and no claim forE.M.D. exemption shall be entertained.

10. The technical bids will be opened on the 20th June 2017 at 3-30 P.M. in the office of theundersigned in the presence of the bidders or their authorized representative who wish to attend andfinancial bids of successful bidders will be opened on the 21st June 2017 at 3-30 P.M. in the office ofthe Principal Chief Conservator of Forests, Odisha, Aranya Bhawan, Chandrasekharpur, Bhubaneswar.If the office happens to be closed on the last date of receipt or opening of the bids as specified, thenthe bids will be received and opened on the next working day at the same time and venue unlessotherwise notified.

11. Additional performance security shall be furnished by the bidder when the bid amount is lessthan the estimated cost put to tender. In such an event, the bidders who have quoted less bid price/rates than the estimated cost put to tender shall have to furnish the exact amount of the differentialcost i.e. estimated cost put to tender minus the quoted amount as additional performance securitydeposit in shape of DD/ Term Deposit Receipt duly pledged in favour of Divisional Forest Officer,Khordha in the sealed envelope along with the price bid at the time of submission of bids.

12. The tender should be mandatorily accompanied with the xerox copies of the valid registrationcertificate, bid security (EMD), valid VAT clearance certificate, PAN card and other requisite documentsspecified in eligibility criteria and as per the DTCN. Otherwise bid shall be treated as non-responsive.
