Chairman’s Statement 2015 saw the Network celebrate 26 years of Skills Development in the North West. Initially set up

to provide a range of courses to NHS Finance departments across the North West. The Network has

expanded its portfolio in recent years to provide learning and development opportunities for Finance

Informatics & Procurement staff across the North West. The 5 year forward view highlighted the

need to develop the modern workforce and has been further endorsed through both the Carter and

Wachter reviews. This has brought a National focus to the excellence delivered by the North West Skills

Development Network.

We are extremely proud that the Department of Health acknowledged the North West as a region of

excellence, having the very best culture and practices for the development of its staff. They approached

the Network in 2016 to lead and launch the National Procurement Skills Development Network. This

included the adoption of the Towards Excellence Accreditation model and rollout of the National

Procurement & Commercial Standards. Furthermore, Health Education England are looking at our products

and services for the development of a National Informatics Skills Development Network.

However, we need to be mindful of the current economic climate in healthcare and that it is not likely

to improve in the short term. Nevertheless, there is an escalating need for staff to not only keep their

technical skills up to date but also to challenge and expand their expertise through introducing new skills

and techniques to increase their knowledge and that of their clinical colleagues to ultimately improve

patient care.

The Skills Development Network leads the way in supporting the development of our staff and

organisations across the North West. This report recognises and celebrates the achievements delivered in

the last 12 months. I would like to thank you for your contributions to the success of the Network I look

forward to your continued support in the future.

About usThe North West Skills Development Network is

an innovative Learning & Development Network

offering development opportunities from

Apprentice through to Director Level. Initially set

up to support the development of the finance

function, the Network now encompasses

informatics and procurement staff and is looking

to broaden its learning & development provision to

wider stakeholder groups across the North West.

The Skills Development Network is proactive in

identifying and providing learning & development

opportunities to meet this need, encouraging

and facilitating the sharing of best practice and

learning through Network events. These events are

highly regarded and also demonstrate best value

for organisations through shared learning.

The Network continues to go from strength to

strength and 2015/16 brought national recognition

with the launch of the National Procurement

Skills Development Network, replicating the North

West model and facilitated the rebranding of the

Network.

Governance StructureThe Network reports to the North West Skills Development Network Board on a quarterly basis. The Board

oversees the governance structure outlined below, to ensure consistency across all three specialisms and

clarity of the services provided by the Network. This is available in an interactive format on the website,

Development opportunities from

Apprenticeship through to Director Level

The Network introduced the Informatics

Apprenticeship Programme in 2015 with 24

Apprentices employed across the North West. In

conjunction with our training providers Estio, 23

have remained on programme and will successfully

complete the Level 2 IT Application Specialist

Apprenticeship. When asked if the Programme

had met their expectations 90% indicated that it

had. We would like to wish them every success

as they progress onto their second year Level

3 IT Software, Web & Telecoms Professional

Apprenticeship.

Regular employer forums have been established

to shape the 2016 programme where the

Network is broadening the offer to include a

programme in each geographic area for both the

existing Informatics Apprenticeship and the new

Accounting / Procurement Apprenticeship.

Our Strategy for 2017 is to commence work on

facilitating / brokering a cost effective, quality

solution for member organisations in the delivery

of apprenticeship provision. The aim is to ensure

that member organisations can maximise the

use of their levy monies through accessing

programmes for both new and existing staff from

Level 2 through to Level 7, utilising both existing

and new programmes of learning.

“Trafford is a striving young adult in the world of the ever changing ICT. He gives 110% in everything he does, with great feedback from other line managers within the department and also from our customers. He has been working within various departments within our ICT structure, including, Service desk, Desktop support, Networks, Back Office, Registration Authority and our Developments team. He has taken to it all like the proverbial duck to water. I have had staff from within these teams also come to me and give excellent feedback about Trafford’s dedication, maturity and great work ethics. A pleasure to have such a well-rounded individual for our

first apprenticeship.”

Designed to nurture talented leaders and high fliers who have the ability to make an immediate impact on organisational performance and become very senior leaders, possibly at board level

Now in its 8th year, this programme continues to provide excellent feedback.

“A thought provoking and useful course which gives you space to reflect on how you are currently working and outlines new approaches which may help you to lead and manage more effectively.”

Leading Through Change - Experienced Professionals Programme

Launched in 2015/16, this programme is aimed at roles that have leadership / management responsibilities and / or influence on staff outside of their department. Initial feedback has been excellent and we are now halfway through the second cohort.

Future Leaders Programme

The Future Leaders Programme demonstrates a

range of learning methodologies, which collectively

help to change the mind-set of an individual to

one where the individual thinks differently and is

able to reflect and challenge the system.

The reflective evaluation highlighted that nearly all

of the participants who completed the programme

reported having been promoted to a higher grade,

either internally or into another organisation, or

had had their portfolio expanded.

Many attributed this at least in part to having

undertaken the programme.

One of the delegates highlighted the impact the

course had on them personally in their feedback:

“The Course delivered against my open expectations tenfold. I feel that I went into the programme open to learn more and develop, but in reality had no idea how much of an impact the course would have on me professionally, but also just in my general life.”

Accreditation ProgrammesTowards Excellence Procurement Accreditation

Mick Guymer, Director, NWPD & Chair of North West Towards Excellence

Procurement Steering Group

The North West Skills Development Network has been instrumental in the

establishment of a national peer review process for the NHS Procurement &

Commercial Standards which will make a major contribution to the achievement

of the recommendations set out in Lord Carter’s review, in particular

recommendation 5(f) which states:

“trusts embracing the adoption and promotion of the NHS Procurement & Commercial Standards with the support of the new Skills Development Networks, with those that have already achieved Level 1 achieving Level 2 of the standards by October 2018; and those trusts that are yet to attain Level 1 achieving that level by October 2017. All trusts to produce a self-improvement plan to meet

their target standard by March 2017.”

The National ‘Peer Review Process & Guidance’ document, which is built on the North West framework, sets

out the approach to be taken to support organisations in attaining accreditation. A copy of the guidance

and all supporting documentation can be found at www.skillsdevelopmentnetwork.com and www.gov.uk.

To date, 15 organisations have been accredited nationally through the Towards Excellence Procurement Peer

Review process, 13 of which are in the North West. We are also extremely proud to have the only Level 2

accredited organisation in the Country, Central Manchester University Hospitals NHS Foundation Trust.

Towards Excellence Finance Accreditation

We would like to welcome Claire Yarwood, Director of Finance at Tameside &

Glossop Integrated Care NHS Foundation Trust who has taken up the role as

Chair of the Towards Excellence Finance Steering Group. We would like to pass

on our thanks Ian Moston, who has chaired the group over the last three years.

The standards of North West Towards Excellence Finance Accreditation Scheme

continue to be developed and are highly regarded. This excellence is being

recognised nationally with the standards being used as the foundation for the

development of the Future Focused Finance Kite Mark.

Excellence in Informatics Accreditation

Gina Silvano, Managing Director, Informatics Merseyside

The ISD Network provides our organisation with excellent opportunities to build

networks and relationships with Informatics leads and colleagues across the

Health Economy through a number of valuable forums. Access to educational

and learning programmes through the ISD Network has greatly supported our

Training and Development Strategy and Programme, offering valuable support to

the development of Informatics staff.

The ISD Network’s Accreditation programme provided us with the opportunity to benchmark our

organisation’s performance in achieving consistent good practice in informatics workforce development,

along with the opportunity to work together with leads from across the ISD Network as part of the

accreditation assessment process for other organisations.

Chief Information Officer Declaration

The Network is pleased to support the launch of the Chief Information Officer’s

Declaration. The Declaration’s objective is for Chief Information Officers to

seek professional recognition through experience, education and examination.

The Network is also looking to support Continual Professional Development

for organisations ensuring Informatics teams have a formal career framework

to support the implementation of digital health in line with the needs of our

citizens, organisations and our workforce.

Student Forum

Siobhan Elliott (Chair of Student Forum),

“I took on the exciting role of Chair of the Student Forum in September

2015, and I am enjoying every minute of it! As well as the responsibilities

that come with chairing a group, the role also includes liaising with a

wide range of NHS colleagues. The Forum have established excellent links

with the accountancy bodies and training providers, enabling it to run

high quality, cost effective events to support the student network.

As a Forum, we take into account feedback from students when considering what events to run

during the year. Please see overleaf for some feedback from events that were run during 2015/16.

From a personal perspective, I have developed many skills from being part of the Student Forum,

including how to chair a meeting and create an agenda, delegation of tasks (taking into account

individual strengths) and also how to motivate a team. The Forum is an excellent networking

platform and I have met so many great people from other organisations in different kinds of roles

and at all levels, allowing me to make some excellent contacts. The Forum is a great way to get out

of your comfort zone and really be involved in something forward thinking.”

“I became Vice Chair of the Student Forum in September 2015, working

closely with the Forum Chair and the Skills Development Network.

I really enjoy this role as I get to work closely and interact with students

in the North West on a regular basis, helping them with any problems

they may have with studying and organising events to help them get

through their exams. I also get to contribute to the Student Forum

Newsletter, which is distributed on a quarterly basis, and have had the opportunity to become

involved in setting up the Student Skills Development (SSD) Leads Network.

I feel I have gained an awful lot from being on the Student Forum, through various networking

events. I’ve had the opportunity to meet a range of colleagues, from students and potential

students to senior managers within the NHS. I’ve also learned a lot from other students, both my

colleagues on the Forum, and those outside of the Forum, to enable me to become AAT qualified

this year (2016) and deciding what to study as a professional qualification. I definitely couldn’t

have done this without the help from the Student Forum and Skills Development Network.”

The Forum continues to go from strength to strength and held a number of extremely successful

events during 2015/16 which were attended by over 80 students in the North West.

The programme was set up in 2011 and has proved extremely successful to date with over 70

individuals taking part. It’s an excellent opportunity for individuals to gain an insight into and

experience of the role of a Director of Finance / Chief Financial Officer by shadowing for a day. 21

students took part in the programme last year.

Perception SurveyYOU SAID... WE DID...

The website could do with updating. Certain parts of the website are rarely updated and should either be removed or ensure updated.

The range of courses is good but I think that it may be good to show what courses come recommended by colleagues who have previously attended as this may encourage us to go on certain courses.

The engagement and mix of CCIO and CIO at meetings needs to be rejuvenated

I think a few more of the courses could be e-learning - like the National Tariff payment system - so they could be available at all times - e.g. the session on Education and Training is really good, just not offered that often - might be more used if it was an e-learning module.

Some courses fill up fast and when I have logged interest and not always received response so need to keep checking. I think having a response and if unsure when it would be available again providing alternative course options via a different route would be beneficial.

Sometimes the timing of programmes courses coincide which can make it difficult to get funding for all aspects at the same time i.e. future leaders, university learning etc. Planned events per 6 months listing would be great to plan team representation.

New Website launched 1st April 2016, improved resources now available to all three professional groups looking to share career stories on the website.

Trip advisor star rating to be introduced when advertising events. Did you know that 81% would recommend our events tocolleagues.

We are aiming to have a dedicated CCIO contact in each organisation. Future agendas will be based on CCIO feedback. Joint development sessions have been organised in conjunction with Directors of Finance.

The online learning provision is currently being reviewed to meet the needs of the workforce e.g. an introduction to clinical coding for non-clinical coders.

Waiting lists are maintained of people who have logged an interest in an event or it is oversubscribed once this event is re-launched individuals are contacted.

We will review the scheduling of Leadership programmes to enable organisations to manage resources.

YOU SAID... WE DID...

The volume of emails seems to be increasing and the number of surveys are increasing which is adding to an already difficult workload. Maybe sending one update weekly would help with email fatigue being suffered in organisations. Improve - emails often include large attachments - use links instead?

Some courses should be more accessible to lower bands, to help them develop. ILM courses aimed at managers who should already have these skills, could help lower bands to develop these skills.

Venues are sometimes difficult to get to if you don’t drive. The venues of some of the courses are mainly done around Wigan and Merseyside instead of Manchester.Locations not always great for public transport.

I think there needs to be a re-fresh of the conferences maybe. Student Conference for Band 6 and below, Contact Conference from Band 8c and above in general and nothing for Band 7 to Band 8b. Only the HFMA one. But these are our next generation of leaders andshould be networking. Maybe working with HFMA on a joint one could be considered?

Provide courses in information security / cyber security and Information assurance.

CPD for director level CCIO and senior managers.

We are currently reviewing all Network communications and have employed a sandwich placement to ensure effective communications with our stakeholder with a view to enhancing the use of Twitter to reduce the email traffic. Furthermore, we are striving to put all information onto the www.skillsdevelopmentnetwork.com website.

We continually review our course provision based on the Training Needs Analysis submitted by our member organisations. The established working groups for Finance, Informatics and Procurement source and develop relevant material to suit organisation’s needs. We also have a well-established Student Forum that canvases the additional learning and developmentopportunities required for our studentcommunity.

We regularly review our venue matrix from a point of cost and accessibility. The Network covers a wide area from Cumbria to Crewe and from the Wirral to the Pennines. The M6 corridor is seen as being a central location for the area that we cover. We have recently transferred more events to Leyland as this is closer to a main line station. City centre venues are very expensive and whilst we try to source NHS venues, availability cannot be guaranteed.

We continue to have excellent feedback from our conferences. We recognise the need for a conference aimed at middle / senior management and are currently working with HFMA to develop a conference to meet this need.

The Network is now linking in with regional Information Governance chairs to identify these training needs.

• To support organisations in the delivery of the Carter recommendations

• To develop a Finance & Clinical Educator learning forum to share best practice

• To Share North West policies and procedures with Neighbouring regions
