WESTERNPORT:RHYLL: Good customer Nathan Grimes fished last weekend off Rhyll. He landed a couple of nice snapper estimated at 2.5kg and a nice little gummy to go along with them. He fished deep water and found squid and pilchards to be the best baits. He said it was a long time between bites but worth persisting.CORINELLA: Some excellent reports of snapper from the Corinella region continue to flood the shop with many happy anglers getting amongst them in a big way. Fish to 7kg have been caught with fresh baits such as squid and salmon working best, as well as the trusty pilchard. As the season continues so will the reports.TOORADIN: Good customer Aron fished the top end of the port out from Tooradin and landed this ripper snapper. The fish was caught in 8m of water and fell victim to a pilchard fished on the run in tide just before the slack. When Aron cleaned the fish he found a toadie inside its guts.HASTINGS: Steve Johnston from Ace fishing Charters has had a successful week on the snapper. He reports good numbers of snapper on Saturday morning from 3kg to 4.5kg. Best baits have been pillies.
PORT PHILLIP BAY:SORRENTO: Customer Matt fished off Sorrento Pier with his mate Steve on Saturday and Sunday. He reported the fishing was slow for the boys but they did manage to catch this cracker squid which weighed 1.3kg.MORNINGTON PENINSULA: Shaun Furtiere from Think Big Charters, while not guiding clients to 20lb snapper, has been fishing Port Phillip Bay along the Southern Peninsula. Shaun reports some great calamari around Blairgowrie to Portsea and some excellent whiting in the same area..FRANKSTON: Young Charlie and Simon Murphy landed this beautiful 70cm snapper during the week right on the high tide change at 7am in the morning. It was caught in 18m of water offCARRUM: Staff members Mitch and Adam took advantage of a day off together and ventured out on Monday morning for a quick snapper fish. Struggling to find fish on the sounder they marked up a solid arch. A bit of burley and a couple minutes later Adam landed a cracker fish which was estimated at about 5kg+. The boys caught the fish in 16m of water out from Carrum on a pilchard.Customer Anthony Laureano fished off Carrum in 19m during the week and landed some very impressive snapper. He found the best baits to be squid heads over anything else he had out.MORDIALLOC: Matt Cini from Reel Time Charters reports the fishing this week has been very good when the barometer is up. While the water temperature is still low at 13.5 the fish are still feeding during a very short bite period. He has been concentrating most of his efforts between Frankston and Mordialloc in depths of 16 to 20m. He said it won’t be long until it fires but the fishing is still red hot with a lot of sounding and patience required.ST KILDA: Customers Yunus and Taner fished off St Kilda during the week and bagged some very nice fish. They caught snapper from 3kg to 4kg in 8-10m of water. They found the best baits were pilchards and yakkas.

RECORD numbers of Victorian children are being exposed to danger and violence as the number of cases requiring court-sanctioned intervention skyrockets.
The figures have alarmed the state’s top child advocate as authorities remove children from dire situations and order parents to have alcohol and drug treatment.
An investigation reveals more than 117,000 reports of harm to children were made to the
Department of Human Services in the past two years alone - with cases including children being showered with broken glass, deprived of food and left with no clothes or possessions.
The number of harm reports jumped to 61,659 in the 12 months to June - an increase of 6247. Authorities have taken out almost 4000 court orders in the two-year period - more than five a day - to remove children from abusive parents and their neglect.
There were more than 36,000 reports of emotional abuse last year and another 14,200 reports of physical abuse, and DHS had to come to the rescue. Victoria’s Child Safety Commissioner, Bernie Geary, said better services were needed to stop children being harmed and the figures showed that children were as much domestic violence victims as women.”It’s a sad indictment on our society and community that these things happen,” Mr Geary said.

ABOUT 1500 striking teachers and school support staff rallied outside Ted Baillieu’s electorate office in Camberwell yesterday, vowing to keep fighting in their wages battle with the Government.
The rally coincided with the first in a series of rolling half-day strikes. About 120 schools across Melbourne’s eastern suburbs were affected, and the strikes are set to spread across the state this term. Australian Education Union state president Mary Bluett, who will step down from her role on December
31, said angry teachers and education support staff were “in for the long haul”.
These rolling strikes follow two mass state-wide strikes, which forced the closure of hundreds of public schools in July and September. Mrs Bluett said rallies outside the offices of Coalition MPs would be timed to coincide with the stop-work actions.
She said it was almost two years since the AEU lodged its log of claims with the Baillieu Government.Public schools across Melbourne’s east were
the first to be hit by a series of rolling half-day strikes this term. More are scheduled this week in Shepparton, Horsham and Sunshine, and will spread in coming weeks. Teachers, principals and education support staff are fighting for increased wages and improved conditions. Other planned industrial measures include withholding comments on students’ end-of-year report cards.A Government spokeswoman said it was “unhelpful that these actions are taking place while we are negotiating”.

THE State Government’s debt rose $3.4 billion in the past year to $15.2 billion.But belt-tightening measures have put it on track to record its promised surplus of $144 million this financial year, according to the 2011-12 Financial Report released yesterday. A large proportion of the increased debt comes from the Government having to start paying for the Royal Children’s Hospital, as well as other long-term infrastructure projects started by the Brumby government. Treasurer Kim Wells said Victoria had maintained its AAA rating and
was committed to a surplus at all costs plan to build finances for capital investment.
The Financial Report also revealed Victorians copped more than $550 million worth of fines, almost $20 million more than the previous year. While the Government was able to control the growth of its debt with public sector cuts and other austerity measures, the state’s total liabilities - including a superannuation time bomb - has passed $55 billion, up from $41.3 billion a year ago.
Government spokeswoman Stephanie Ryan said the state’s
liabilities had not blown out, but merely reflected the plummeting Commonwealth bond rates, which have hit historic lows and greatly inflated the on-paper valuation of Victoria’s superannuation.
Ms Ryan said the superannuation obligations were only an accounting valuation tool and the Government’s unfunded superannuation obligations remained on track to be eliminated by 2035. With Australia’s second highest rate of unemployment, the NAB said Victoria was plagued by the high Australian dollar crippling the manufacturing sector.

A report by welfare organisation the Australian Council of Social Service (ACOSS) has found one in eight Australians is living in poverty. ACOSS says that equates to more than 2.2 million people living below the poverty line in Australia and close to 600,000 of them are children.
The report provides the most comprehensive picture of poverty in Australia since 2006.
It shows people who are unemployed, children (especially in lone parent families), and people whose main source of income is social security payments, are the groups most at risk. ACOSS says despite 20 years of
economic growth, poverty has increased in Australia.
ACOSS chief Dr Cassandra Goldie says it is a national disgrace.
“This is the first time this figure has been counted in six years and it is deeply concerning to us that there is no reduction in the rate of poverty in Australia,” she said.
“In fact it has slightly increased.
“In a wealthy country like Australia, this is simply inexcusable.”
Dr Goldie says it is unacceptable that the Newstart payment has not been increased in almost 20 years and that the Government last week made cuts to payments for sole parents.
“Two-thirds of people on Newstart have been unemployed for more than a year and they clearly need more help than they are getting now from employment services,” she said.
She says the Government’s parenting payment cuts are disturbing, given the report shows almost 300,000 children living in poverty are with sole parents.
“There are almost 600,000 children living in families below the poverty line. About half of those children are in sole parent families, and one quarter of people in sole parent families are living below the poverty line,” Dr Goldie said.
ACOSS is urging the Federal Government to commit to a national goal to reduce poverty.

Premier and Minister for the Arts Ted Baillieu officially opened the 2012 Melbourne Festival tonight, kicking off a 17-day celebration of Australian and international arts.
Mr Baillieu said the festival, now in its 27th year, was a hotly anticipated flagship event in Victoria’s calendar.
“With large-scale spectacular productions as well as intimate smaller works, the Festival brings together an extraordinary array of artistic talent from around the world as well as providing a platform to showcase the best of Victoria’s renowned arts scene to more than 600,000 people each year,” Mr Baillieu said.
“The 2012 Festival offers something for all ages and diverse tastes, through its exciting program of music, film, visual art, theatre, opera and dance.
“There’s also a series of forums where you can hear first-hand from festival artists and a program of outdoor events that will bring the art out onto Melbourne’s streets and into our laneways,” Mr Baillieu said.
This year’s festival will also feature in the 10th anniversary celebrations for Melbourne’s Federation Square, with a free weekend of events including art installations, children’s activities, a family
concert and a big screen movie marathon.
Mr Baillieu said one of the great strengths of Melbourne Festival was in promoting new and cutting edge work, including from some of Victoria’s best local companies.
“This year’s program features 18 world premieres, including works by our own Chunky Move, Arena Theatre Company and Polyglot Theatre, alongside 33 Australian premieres,” Mr Baillieu said.
“Over the next 17 days, the city will host events that span the continents and celebrate creativity in all forms.
With events in our most iconic arts venues, as well as in some unexpected spaces, Melbourne Festival is not just a celebration of the arts, but a celebration of Melbourne itself.”

Several Greek coastal shipping firms have resorted to chartering their ferries on foreign routes in order to secure some liquidity and continue operating.
Companies believe that their smooth operation is being threatened by the negative course of the domestic maritime transport market as losses over the last three years have reached up to 1 billion euros.
Sources say that at least three ferry companies have chartered
their vessels on routes outside Greece in the last few years.
They are ANEK, Hellenic Seaways (HSW) and Maritime Company of Lesvos (NEL). Based on the available information, NEL has chartered its Panagia Parou and Panagia Thalassini ferries on the route linking Morocco with Spain.
The two vessels were built at the Leroux & Lotz shipyards in France and came into NEL’s possession when the Lesvos company acquired
Apostolos Ventouris’s C-Link Ferries. Before being chartered abroad, they served the Agios C o n s t a n t i n o s - S k i a t h o s -Skopelos-Alonnissos route in the central Aegean. ANEK reportedly charters the Lefka Ori and Sofoklis Venizelos vessels abroad.
Both were constructed in Japan’s Mitsubishi shipyards and since last June they have been chartered for six months in South Korea to serve domestic routes.
The chartering agreement provides for a sale option for both vessels.
Before heading to Korea, the two ferries served the Patras-Venice line, where they have since been substituted by the Kriti I and Kriti II. Consequently, the economic crisis has introduced the practice of ship management -- which is common in merchant shipping -- to the coastal shipping sector, i.e. ferries managed by those who do not own them.
A number of professionals will walk off the job today ahead of a general strike on Thursday as unions step up opposition to the government’s latest austerity measures.
Lawyers, judges and notaries are among those that will go on strike Wednesday to protest the merging of their healthcare funds into the nationwide provider, EOPYY.
There will also be a media blackout today as the journalists’ union has called for a 24-hour stoppage in support of Thursday’s general strike. The action will peak on Thursday when the umbrella private sector union, GSEE, and the ADEDY civil servants’ union have called for their members to walk off the job and join a protest rally.
It will be the second general strike this month. State hospital
doctors will begin a 48-hour protest today, apart from those in Athens, who will hold a work stoppage from noon until 3 p.m. Dentists will also hold a 48-hour strike from today.Trolley bus drivers will strike on Thursday, whereas bus drivers will hold work stoppages at the beginning and end of their shifts.
This means there will be no buses before 9 a.m. or after 9 p.m. Staff on the Athens metro,
the Kifissia-Piraeus electric railway and the tram are due to take a decision on whether they will protest on Tuesday.Employees at the Hellenic Railways Organization (OSE) have already decided to join Thursday’s strike, meaning that metro trains will not run to Athens International Airport but will stop at Doukissis Plakentias station, regardless of what decision metro workers take.
The line from Doukissis Plakentias to the airport is operated by OSE. It was not clear last night if air-traffic controllers would also join Thursday’s strike.Lastly, taxi owners have said they will also withdraw their vehicles from service between 8 a.m. and 5 p.m. on Thursday.
Two days of strikes to begin
Efforts to conclude an agreement between Athens and the troika ahead of the European Union leaders’ summit on Thursday are unlikely to succeed as the two sides remained some distance apart on the austerity measures and structural reforms needed to seal the deal.
This means that a decision on the disbursement of Greece’s next loan tranche will have have to be taken at an extraordinary Eurogroup meeting toward the end of this month or at the beginning of November. Eurozone finance ministers are due to meet on November 12 but should there be an agreement in Athens over the next few days, another meeting to decide on the Greek installment is likely to be called before then.
The troika’s latest demands, particularly with respect to the labor market, where Greece’s lenders want the notice period and compensation for workers facing dismissal to be reduced substantially, have created
friction in the coalition. PASOK and Democratic Left have expressed their concerns to Samaras, who is due to meet with his coalition partners, Evangelos Venizelos and Fotis Kouvelis, on Tuesday afternoon. The troika is due to resume talks with Labor Minister Yiannis Vroutsis today.
Greece’s lenders want the notice period to be reduced from six months to three and for the compensation to be a maximum of 12 months’ pay rather than 24.Another sticking point is the troika’s demand for immediate sackings in the public sector. A meeting between visiting officials and Administrative Reform Minister Antonis Manitakis on Monday failed to yield results, although the latter said he was hopeful that there would be an agreement. The troika has rejected a plan for 15,000 civil servants to be dismissed with reduced wages for a year, demanding instead that bureaucrats from state organizations that are closed or merged be made redundant straight away.

Mayor vows to fight racism
Athens Mayor Giorgos Kaminis said that he intends to run for re-election in June 2014, when the next local authority elections are due, and emphasized that one of his key concerns is fighting the rise of racist violence by members of far-right organizations.
In comments to municipal radio Athina 984 -- just a week after Thessaloniki Mayor Yiannis Boutaris said he would seek re-election -- Kaminis confirmed that he too would run for the top spot in Athens, noting that he and his team needed a new mandate to tackle the capital’s myriad problems.
“We created a program but were then plunged into reality without knowing how terrible it would be,” he said, adding that “some time was lost as we had to realize what was going on.” His priority, he said, would be to work with the central government to create an “alliance of democratic forces opposite Chrysi Avgi,” referring to the far-right Golden Dawn, which has been linked to a spike in assaults on immigrants.

Well-known Brand Strategist Peter Economides who was invited by HACCI for an Australian Tour and who gave 2 sold-out presentations in both Melbourne and Sydney last week spoke of his overwhelming welcome by the Greek-Australian community. His presentations based on his Rebranding Greece and “Ginetai” campaigns have been inspirational and fundamental in the resurgence of Hellenic pride and possibilities of the accomplishment of many great things amongst Hellenes throughout the world, especially amongst younger generations. Peter Economides stated he was leaving Australia having made many new friends and that he would most certainly be back very soon.

Lifetime Achievement – Professor George PaxinosThe recipient of this award is an NHMRC Australia Fellow at Neuroscience Research Australia and a Professor of Psychology and Medical Sciences at The University of New South Wales.
He graduated from the Nautical High School of Ithaca in 1962 and then studied Psychology at the University of California at Berkeley and McGill University in Montreal. After a postdoctoral year at Yale University, he came to The University of New South Wales. He was a visiting professor at Cambridge, Oxford, Karolinska, Stanford and UCLA.
Thirty years ago, he published an extraordinary work, “The Rat Brain in Stereotaxic Coordinates”, which transformed the field of neuroscience. This work facilitated the understanding of brain structure and function. It is the most cited Australian publication and the third most cited book in science.
He has discovered more regions in the brain of mammals and birds than any scientist and has published 42 books, including Atlas of the Human Brain.
Most scientists working on the relation between the human brain and neurologic or psychiatric diseases, such as Parkinson’s disease, Alzheimer’s disease and schizophrenia, use his human brain atlases, which are considered the most accurate resources for the identification of deep structures and are used in neurosurgical theatres.
He was President of the Australian Neuroscience Society and the World Congress of Neuroscience and has served on the editorial board of 13 international refereed journals as well as being a fellow of numerous academies. He received an honorary doctorate from the University of Athens, the Ramaciotti Medal (Australia) and the Humbloldt Prize (Germany)
He served the migrant communities by founding the Migrant Rights Committee, an organisation dedicated to fostering citizenship as a way of assisting migrants to feel part of Australia.
He is interested in the protection of the environment and founded three environmental groups, including The Light Rail Association.
HACCI is honoured to present the 2012 Spiro Stamoulis Award for Lifetime Achievement to Professor George Paxinos.
Business Excellence – Peter MercouliaThe recipient of this award was born in the village of Kefalas, Sparta, Greece in 1955 and migrated to Australia at the age of 9. After completing a Diploma of Building at RMIT and gaining experience in the building industry for many years, he founded Merkon Constructions in 1986 with his brother.
From humble beginnings, the company has grown into a recognised leader in commercial construction, winning many industry awards and employing a workforce of 70 people.
He has also established Vancorp Constructions, a construction advisory and consultancy firm based in Vanuatu that employs 6 expatriate Australians and 75 indigenous locals.
As the Euro crisis continues to unfold he has actively sponsored Greek migrants seeking refuge from the economic ruin in their homeland and his company has completed numerous construction projects for the Greek community.
He is a Major in the Army Reserves where he has received an Australian Defence Medal. In 2009 he was the Officer Commanding the Engineer Support Group in response to the Black Saturday Bushfires. He coordinated the Army response to the tragedy and he received an award in recognition.
His passions include his beloved St. Pauls Football Club, the Greek Orthodox Community, the Pan Laconian Brotherhood and his family. His sons work in the family business and along with his brother, he has completed ten Melbourne marathons.
Despite all of these career highlights, it is not surprising that he is best known for his strong values, his passion and his dedication to his community.
Known as a genuine gentleman with an abundance of ‘philotimo’, HACCI is honoured to announce the winner of the Bank of Cyprus Australia Business Excellence Award in Peter Mercoulia.
Professional Excellence – Viki LascarisThe recipient of the Award for Professional Excellence started her career as a photographer, possessing the two things that would serve her well in times to come….an eye for a good shot…… and an abundance of passion for her work.
It didn’t take long for her employers to recognise her talent and from 1998 – 2009, she held various roles at the Age newspaper, including Deputy Photo Editor, News and Photo Editor for the Sunday Age.
From 2006 – 2012, she held the role of On-site Photo Editor for Fairfax Media, co-ordinating the coverage of major events including the London Olympic Games.
In addition to this, in 2011 she was awarded the role of Images Editor for the Age newspaper, a prestigious and highly coveted position in photo journalism.
For over a decade, this talented lady has had a pivotal influence on how we perceive the news.
They say that a picture tells a thousand words and HACCI is honoured to acknowledge one of the most influential of story tellers and presents the 2012 HACCI Award for Professional Excellence to Viki Lascaris.
Community Service – Mike ZafiropoulosThe recipient of this award has devoted his life to community service and philanthropy.
He served as President of the Greek Students Association and Greek Festival Week, Secretary of the Panmacedonian Association and Heidelberg United and currently is the Chair of Fronditha Care and on the Federal Governments’ Greek Ministerial Consultative Committee.
His service with the broader community includes: Mayor of the former City of Fitzroy, founder and long serving chair of Multicultural Arts Victoria, Director of the Royal Victorian Eye and Ear hospital, Board Member, Lord Mayor’s Charitable Foundation, Life Australia Day Ambassador and Life Member and former Chair of Regional Arts Victoria.
He chairs the judging panels of a number of Awards, including the Melbourne Awards and the Rotary Awards and was a judge in the Melbourne Press Cub’s Quills and the Australian of the Year Awards in Victoria.
He recently retired as General Manager of SBS and prior to this was Director in the Department of Immigration.
He has been recognised by the Federation of Ethnic Communities Council, the Order of Australia (AM) and the State Government for his contribution to multiculturalism and community service.
The winner of the 2012 Award for Community Service is Mike Zafiropoulos.
Young Achievement – Stefan CassomenosThe recipient of this award completed his tertiary studies on full scholarship at the University of Melbourne and the Australian National Academy of Music, majoring in piano performance.
He has performed internationally since the age of 10, and performed the premiere of his own first piano concerto with the Adelaide Symphony Orchestra at the age of 16. His compositions were performed by the Symphony Orchestras of Melbourne and Adelaide when he was still a high-school student.
He now gives regular solo recitals and concerto performances throughout Australia, and occasionally gives concerts overseas, having appeared as a soloist in St Petersburg, Warsaw, Athens, Rome, Milan, Amsterdam, London, Bangkok, and Tokyo.
His 2007 London debut was described, in a musical review by John Amis, as “alive, passionate, and dramatic … as if the pianist’s life depended on it. This was a prodigious London debut by a formidable talent.”
Among his numerous achievements, he was appointed the Artistic Director of the 2007 Melba Festival, Guest Artistic Director of Melbourne’s Piano Landmarks festival 2009-10 and Artistic Director and Chief Conductor of the Chamber Strings of Melbourne for 2011.

Ingredients- 2 cups of Arborio rice- 2 cinnamon stick- ¼ tsp ground nutmeg- 2 vanilla beans- 800ml water- 400gm caster sugar- 2lt full creamed milk (warm)- 4 egg yolks- 4 tbsp corn flour- 2 tbsp Ground Cinnamon (for
serving)
Method:
• In a heavy based saucepan, bring the water to the boil
• Add the Arborio rice, and stir in the milk, bring back to boil and immediately drop to low and simmer.
• When the rice begins to soften approx 6 mins, stir in the sugar, add the cinnamon sticks and ground nutmeg. Continue stirring on low heat for approx 8-10mins.
• Remove the cinnamon sticks.
• Mix the corn flour with a little water to dissolve and stir into the rice mixture. Increase heat to medium for approx 2mins whilst stirring continuously.
• Whisk the egg yolks with the vanilla bean seeds and stir into the rice mixture.
• Stir constantly until rice mixture starts to become creamy and rice is cooked through approx 8 -10mins.
• Portion the rice mixture into serving bowls whilst still hot, then place in refrigerator to cool and set.
• Serve sprinkled with plenty of ground cinnamon.

Marquee midfielder Marcos Flores offered no excuses for the club’s worst defeat, at the hands of coach Ange Postecoglou’s former side at Suncorp Stadium.

A-League’s two big signings, Alessandro Del Piero and Emile Heskey, both opened their goalscoring accounts for their new clubs last Saturday.
Former Juventus great Del Piero levelled for Sydney FC with a sublime curling free-kick in the 26th minute to cancel out Ryan Griffiths’ opener for Newcastle Jets in the eventual 3-2 win for the latter at the Allianz Stadium in Sydney. 35,419 fans went to see the Italian maestro and he didn’t disappoint by netting his first A-League goal in fine fashion but the fixture’s other attraction, ex-Liverpool and Aston Villa Heskey, was not to be discounted.
Dandenong Thunder are the Victorian Premier League Champions for 2012 with a 2-1 victory over Oakleigh Cannons at AAMI Park last Sunday evening.Thunder are the first side in thirty one years to secure a Victorian football treble, having won the State Knockout Cup, VPL League Title and their first VPL Grand Final this year. In a physical encounter that saw both sides receive red cards, the match was goalless until half time before sparking to life in the second.
Dandenong were the first team to go down to ten men with Craig Elvin sent off in the 59th minute, but were first on the scoresheet, with Luke Sherbon curling in a stunning free kick in the 69th minute. Oakleigh struck back four minutes later with captain Ricky Diaco scoring from the penalty spot after Dane Milovanovic was brought down in the box.
Luke Walker followed Elvin down the tunnel after being dismissed in the 79th minute after receiving a second yellow card. It was the class finish from star Canadian import Nate Foster after a superb assist from Luke Sherbon in the 81st minute that made the difference.
Both teams had surprises in their line-ups with Craig Elvin recovering from a heavy fall in last week’s win over Green Gully to start for Dandenong, while Oakleigh were without key player Hayden Doyle who injured his knee two weeks ago, though this was not revealed by the club until today.
Dandenong Thunder coach Chris Taylor could not hide his delight at winning the treble.
“It was a great effort all round. I think throughout the season we felt we could do it but when it gets a bit closer the nerves kick in and we had a few injuries and suspensions.
It just shows what sort of character the boys have got and how good this group is,” he said.
Meanwhile, a despondent Oakleigh captain Ricky Diaco struggled to come to terms with the loss. “I am not feeling the best, it’s almost like a bad dream at the moment but that’s reality. We have lost two years in a row and it hurts. I don’t know how to feel but there’s not much to say,” he said.
Co-coach for Oakleigh, Peter Zois, conceded that Dandenong were the better side on the day. “We had a bad first half and it wasn’t optimal. We didn’t stick to things we had been working on throughout the whole season,” he said.
“Dandenong stopped us from playing a particular style and normally we were able to respond and we didn’t have that today and it was not good enough to win the final.”
