» In response to student feedback about the state of the facilities

» After a number of site visits and a comprehensive master planning process, a student referendum was held with students approving a fee increase of up to $125 ($160 total UC fee per long semester) in order to finance this project

» The overwhelming student preference during this phase of the project was toward a plan that preserved the footprint of the University Center while providing the option of additional space being added.

» Legislative Approvals˃ House Bill 2961, relating to authorizing an increase in the student union 

fee at the University of Houston authorized the University of Houston to increase the UC Fee by up to $115 to a cap of $150. It was sent to the Texas Legislature and was approved without dissent in spring 2009.

˃ HB2961 was signed into law by Governor Perry on June 19th, 2009.

» The 2‐Phase Model˃ After receiving legislative approval, student leaders met with Vice 

President/Vice Chancellor for Student Affairs Dr. Elwyn Lee and Vice President/Vice Chancellor for Administration and Finance Dr. Carl Carlucci to discuss the future of the UC Transformation Project

˃ The result of this meeting was the concept of a 2‐phase model that resulted in a greater value offered to students

» New 2‐phase fee increase model would raise UC Fee only twice instead of five times in original implementation ($50 increase in FY11 and $50 increase in FY13 to grand total of $135 per spring and fall semester and $67.50 per summer semester)

» This saves $15 per long semester and $7.50 per summer semester off total UC fee for students

» By financing significant portion of project in FY12, financial savings allow for a larger project than originally conceived that would include at least one large addition

» In spring of 2010, SGA and the Board of Regents approved a $50 UC Fee increase per long semester ($25 per short semester)

» With the fee increase approved, the UC Transformation Project moved forward through several new design options

» These plans were all ultimately rejected in order to minimize risk of cost overruns and maximize value to students.

» The final set of plans being presented move high‐infrastructure dining areas to the UC East Addition while minimizing non‐infrastructure renovation to the UC Footprint

» In the final generation of these plans, a second addition would be placed over the UC North Patio to capitalize on additional cost savings.

» This construction would occur in two phases.  The first phase includes the construction of both additions and the renovation of the UC Underground and half the UC First Floor.  The second includes the renovation of the rest of the University Center footprint.

» The second floor of the UC East Addition would provide a 400‐seat theatre space, a Senate Chamber for SGA, and (contingent on funding) a 600‐person ballroom.

» The UC North Addition, located above the UC Underground,  would become the new home of student organization offices, carrels, and workspaces as well as the Center for Student Involvement and the Center for Leadership and Fraternity & Sorority Life.
