The Head of State and party were welcomed by Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt who are closely supervising the rehabilitation and reconstruction of Labutta Township, departmental officials, entrepreneurs and members of social organizations. The Senior General cordially greeted the local people. The Senior General viewed construction of district level offices and reclamation of land plots in 3rd-Mile satellite town of Labutta by car. Head of State Senior General Than Shwearrived at Pyinsalu the other day to inspect progressin rehabilitation and reconstruction tasks in thestorm-hit areas in Ayeyawady Division.

In his guidance, he said that the nation neverfaced such a violent storm like Nargis before; thatthen the nation had encountered a highly destruc-tive natural disaster; and that the government wastaking all possible steps to minimize loss and deathin the face of a similar catastrophe.

In building new roads in the regions, thedrains on both sides of the roads are large enoughfor a small boat ride, and the raised parts of theroads are high enough for local people to takeshelter in times of natural disasters. Cyclone shel-ters are also designed to be used as schools andhospitals.

Damaged schools, hospitals and health carecentres and broken dykes to prevent seawater tidesfrom flowing to farms are under emergency repair.The government is rendering all necessary assist-ance for the regions’ major businesses such asagricultural farming, fishing and salt farming willreturn to normal.

Apart from conventional livelihoods for localpeople, special courses on cottage industries havebeen reopened to bring about handicraft men. Insome basic education high schools, governmentaltechnical high schools are opened as affiliated onesto step up industries.

The Head of State gave guidance, saying thatregions were storm-prone seaside plains; and so,local farmers should grow crops in addition topaddy through multiple cropping patterns to boosttheir incomes. He also stressed the importance ofinnovations to be able utilize water and land sources,and natural resources.

Only with economic growth will it be possiblefor the people to enjoy long-term interests. With thiscontext in view, the government has paid moreattention to boosting production of agriculturalproduce, meat and fish, and salt, and improvingtransport services. In response to the benevolentattitude and objectives of the government, localpeople should work harder than ever for quickrecovery of their own regions.

NAY PYI TAW, 5 Nov—The Government of theUnion of Myanmar has agreed to the appointment ofH.E Dr Johannes Peterlik as Ambassador Extraordi-nary and Plenipotentiary of the Republic of Austria tothe Union of Myanmar.

Dr Johannes Peterlik was born on 23 January 1967.He graduated from Vienna University of Economics andBusiness Administration with Master’s Degree (MBA)in Economics and Business Administration in 1994 andobtained Doctor of Philosophy (Ph.D) from University ofVienna in 2003. He joined the Ministry of Foreign Affairsof the Republic of Austria in 1994 and since then, heserved in various capacities at the Ministry of ForeignAffairs, Vienna from 1994 to 2004. He served as Ambas-sador Extraordinary and Plenipotentiary of the Republicof Austria to the Socialist Republic of Vietnam from 2004to 2009. He is currently serving as Ambassador Extraor-dinary and Plenipotentiary of the Republic of Austria tothe Kingdom of Thailand.

He will be concurrently accredited as the Ambas-sador of the Republic of Austria to the Union ofMyanmar with residence in Bangkok, Thailand. He ismarried with two children.

Ex-minister urges troops out of Afghanistan

BAGHDAD, 4 Nov —Nearly half of all Iraqiswho died in October per-ished in a single coordi-nated attack against gov-ernment offices in Bagh-dad, a tally by The Asso-ciated Press showedMonday.

Of the 364 Iraqis killedover the past month, ac-cording to the AP count,

Iraqis returning home can’t find workGENEVA, 4 Nov—The International Organization for Migration says nearly

350,000 displaced Iraqis have returned to their homes but are now suffering fromwidespread unemployment and lack of resources.

The group says the returnees represent a small percentage of Iraqis uprootedsince the 2003 US invasion. But spokeswoman Jemini Pandya said on Tuesdaythey face a “new set of challenges that are almost as daunting as those when theywere displaced.”

Most are returning to Baghdad, and half of them lack health care. A third of thefamilies have no wage earners and another third have returned to partially or com-pletely destroyed homes.—Internet

CARACAS, 4 Nov—Venezuelan Vice PresidentRamon Carrizalez announced on Tuesday that hiscountry will increase its military presence on its bor-der with Colombia, due to the incursion of Colom-bian paramilitaries into its territory.

Carrizalez, also the defence minister, said that Ven-ezuelan soldiers will act with strength to deal with theproblem on the border with Colombia.

On Monday noon, two agents of the VenezuelanNational Guard (GNB) were killed at the border checkpoint in El Patoral, located between Urena and SanAntonio town in Tachira state, 880 km from Caracas.

According to Venezuelan authorities, the killerscrossed the checkpoint with motorbikes and shot deadthe agents. Carrizalez said one Venezuelan involvedin the issue was detained and two guns were seized.

BRUSSELS, 4 Nov—TheEuropean Union econo-my is set to fall by 4 per-cent in 2009 but wouldgrow by 0.75 percent in2010 and 1.5 percent in2011, the European Com-mission (EC) said onTuesday in its autumnforecast for 2009-2011.

The EC report said Eu-rope experienced thedeepest, longest and mostbroad-based recession inhistory during the firsthalf of 2009 due to theglobal financial crisis.

“A contraction in em-ployment of around 2.25percent is foreseen thisyear, with a further de-cline of about 1.25 per-cent expected in 2010 ...the unemployment rate isprojected to reach 10.25percent in the EU,” thereport said.

“A gradual stabiliz-ation in employment islikely towards the end of2010 and into 2011 as therecovery takes hold,” itadded.

Public finances havealso been hit hard.

The government defi-cit was projected to triplethis year in the EU, reach-ing close to 7 percent ofGDP, up from 2.25 per-cent in 2008. The deficitwill rise further in 2010 toaround 7.5 percent ofGDP, the report predicted.

Sinopec joint-venture petrochemunit inaugurated

BEIJING, 4 Nov—Asia’slargest refiner, SinopecCorp (Sinopec), and SaudiBasic Industries Corp(SABIC) has inauguratedtheir new petrochemicalcomplex in north China’sTianjin, China Dailyreported on Wednesday.

The two companies hadformed a 50-50 joint ven-ture, Sinopec SABICTianjin PetrochemicalCo Ltd, to build and oper-ate the facility, which canproduce 1 million tonnesof ethylene annually and

cost 18.3 billion yuan(about 2.6 billion USdollars), the newspapersaid.

The complex includes a1-million-tonne ethylenecracker, along with eightdownstream units andutilities, which have beentested and are ready tobegin production by thefirst quarter of next year.

The project will produce3.2 million tonnes ofchemicals annually, in-cluding 1 million tonnes ofethylene, as well as other

downstream products suchas polyethylene, ethyleneglycol, polypropylene,butadiene, phenol, andbutene-1.

Products manufacturedby the project will mainlybe sold on the domesticmarket, but exports arealso likely in future.Sinopec and SABIC mayalso build other jointpetrochemical projects,in China or Saudi Arabia,according to SinopecPresident Wang Tianpu.

17,000 children died with noinsurance

BALTIMORE, 4 Nov—A lack of health insurance mayhave led or contributed to the deaths of 17,000 hospi-talized children in the last 20 years, US medical re-searchers said.

Study co-investigator David Chang of the JohnsHopkins Children’s Center said the researchers used datafrom more than 23 million hospital records in 37 statesfrom 1988-2005.

Researchers compared the risk of death in childrenwith health insurance and in those with no health insur-ance. Other factors being equal, the study, published inthe Journal of Public Health, found that uninsured chil-dren were 60 percent more likely to die in the hospitalthan those with insurance.

In the study, 104,520 patients died — 0.47 percent— out of 22.2 million insured hospitalized children,compared to 9,468 — 0.75 percent — who died amongthe 1.2 million uninsured ones.—Internet

Yemen reports 17A/H1N1 deaths

SANAA, 4 Nov— A total of 17 people in Yemenhave reportedly died of the A/H1N1 flu, out of 2,070confirmed cases in the country, Yemeni governmentspokesman Hassan al-Lawzi said in a press confer-ence Tuesday. Two A/H1N1-infected patients died over the pastweek, while 1,925 cases took a long while to recoverafter undergoing treatment, Lawzi said. Researchers at the University of Washington, Uni-versity of Michigan and Michigan State Universityfound that a combination of medication use and de-pression — either before or during pregnancy wasstrongly linked to delivery before 35 weeks’ gesta-tion.

Lead author Amelia Gavin of the University ofWashington said the findings highlight the need forcarefully planned studies that can clarify associationsbetween depression, psychiatric medications andpreterm delivery.“Women with depression face diffi-cult decisions regarding the benefits and risks of us-ing psychotropic medications in pregnancy,” Gavinsaid in a statement.

DHAKA, 4 Nov—Bangladesh's largest mobileoperator-- Grameenphone — has chosen EricssonBangladesh Limited to upgrade its mobile soft switchsolution for further expansion of network.

According to a press release of Ericsson hereWednesday, the latest switching technology fromEricsson will help Grameenphone (GP) meet the needsof its expanding subscriber base and pave the way forthe quick and cost-effective future introduction of newservices such as mobile broadband.

It said the two-year contract, which was signedrecently, also includes charging solutions and relatedservices. The value of the deal was not, however,disclosed. Apart from upgrading GP's packet-switchedand circuit-switched core network, the press releasesaid, the contract will also cover the upgrade of GP'sGSM radio access network and the supply, deploymentand systems integration of Ericsson's Mobile PacketBackbone Network solution.
