When Following an above-trend rateof production in October, nation-wide housing starts slipped 3.0 per-
cent to a seasonally adjusted annual rate of861,000 units in November, according tonewly released data from HUD and the U.S.Census Bureau. Meanwhile, permits for newconstruction rose to their strongest level inmore than four years, with a 3.6 percent gainto 899,000 units.
“Many builders have reported improvingconditions in their local housing markets andare increasingly optimistic about the springbuying season, but they are being very carefulnot to get ahead of demand,” observed BarryRutenberg, chairman of the NationalAssociation of Home Builders (NAHB) and ahome builder from Gainesville, Fla.“Meanwhile, tight credit conditions are stillthe chief obstacle to a quicker recovery.”
“The starts report for November reflects areadjustment to a more sustainable level ofproduction following significant gains in theprevious two months,” said NAHB ChiefEconomist David Crowe. “That said, starts inthis quarter are still running well ahead of the
third quarter, and we are on track for a project-ed 25 percent improvement in housing produc-tion for all of 2012. Moreover, the fact thatissuance of building permits hit its fastest ratesince July of 2008 in November is indicativeof the continued, modest growth that weexpect to see in new-home constructionthrough 2013.”
Single-family housing starts declined 4.1 per-cent to a seasonally adjusted annual rate of565,000 units in November, while multifamilystarts edged down 1.0 percent, to 296,000 units.
Regionally, combined single- and multi-family starts activity was mixed in November.While the Midwest and South posted respec-tive gains of 3.3 percent and 2.9 percent, theNortheast and West posted respective declinesof 5.2 percent and 19.2 percent.
Permit issuance, which can be an indi-cator of future building activity, rose 3.6percent to a seasonally adjusted, annualrate of 899,000 units in November. Thiswas due to a 10.6 percent gain to 334,000units on the multifamily side, as single-family permits held virtually unchangedfor the month, at 565,000 units.

Upward trends in recent monthsamong a number of housing indicatorspoint to a slow and steady growth in the
nation’s housing market in 2013, but severalchallenges remain, according to the latest eco-nomic and housing forecast by David Crowe,chief economist for the National Association ofHome Builders (NAHB).
“Consistent, positive reports on housingstarts, permits, prices, new-home sales andbuilder confidence in recent months providefurther confirmation that a gradual butsteady housing recovery is underway acrossmuch of the nation,” said Crowe. “However,stubbornly tight lending standards for homebuyers and builders, inaccurate appraisalsand proposals by policymakers to tamperwith the mortgage interest deduction coulddampen future housing demand.”
Stating there is no consistent nationaltrend, Crowe noted the housing recovery islocal but spreading.
“We are transitioning from a very lowdemand level, where most people hold them-selves out of the marketplace, to a case wheresupply will start being the problem,” he said. “Aswe begin to build more homes to address thatsupply, the new home stock will be a much moreimportant element of the recovery.”
Setting the 2000-2002 period as a base-line benchmark for normal housing activity,Crowe said that owner-occupied remodelinghas returned to previously normal levels.
“Multifamily production is also well onits way, back to 69 percent of normal,” he
said. “It’s the single-family market that hasthe farthest to go, standing at only 40 per-cent of what is considered a typical market.”
Meanwhile, the number of improvinghousing markets across the nation continuesto show considerable advancement. Whenthe NAHB/First American ImprovingMarkets Index (IMI) was launched in
September of 2011, only 12 metropolitanareas out of 360 were on the list. As ofDecember 2012, the list stands at more than200 metro areas. The index is based on a six-month upswing in housing permits, employ-ment and house prices.
“One reason we have seen such a signifi-cant jump in the IMI is because house pricesare beginning to recover,” said Crowe. “Houseprices bottomed out early in 2011 and since
early 2012 we’ve seen a 6 percent increase ona national basis.”
Another factor spurring the recovery is thathousehold formations are on the rise. In the earlypart of the decade, the nation was generating 1.4million new households each year. This collapsedto 500,000 annually during the housing downturnand currently new households are being formed atclose to a 900,000 clip per annum.
“We’re not up to normal, but this is adding todemand for housing,” Crowe said.
As new households form at a growing rate,so too does builder confidence. TheNAHB/Wells Fargo Housing Market Index,which measures builder confidence in the sin-gle-family housing market, has posted gains foreight consecutive months and now stands at alevel of 47. This is very close to the critical mid-point of 50, where equal numbers of buildersview the market as good or bad. The HMI hasnot been above 50 since April of 2006.
Single-family home starts are projected toclimb to 534,000 units this year, up 23 percentfrom 2011. NAHB is forecasting that single-fam-ily new-home production will post a healthy 21percent gain in 2013 to 647,000 units. Starts willcontinue their upward climb in 2014, posting afurther 29 percent rise to 837,000 units.
Multifamily production is expected to rise31 percent in 2012, reaching the 233,000level, and posting a solid 16 percent gain in2013 to 270,000 units. Multifamily starts areanticipated to rise an additional 9 percent in2014 to 294,000 units.
Meanwhile, new single-family home salesare expected to rise from 307,000 last year to367,000 this year, a 20 percent rise. Sales areanticipated to climb to 447,000 next year, up 22percent from 2012 and jump to 607,000 in 2014,a 36 percent increase over 2013 levels.

One of the association’s most antici-pated night of the year, the 2012 banquet bene-fitted greatly from the efforts of incomingPresident Jimmy Franks who helped secure arecord number of event sponsors (listed onpage seventeen). With so many friends step-ping up to help, the banquet provided mem-bers a highly entertaining event from which tocelebrate our achievements of the past yearand to welcome the leaders who will be guid-ing the association during the upcoming year.
In keeping with recent tradition, localcelebrity and HBAMT favorite Sharon Puckettgraciously returned to help acknowledge theassociation’s top performers and award-win-ners for the previous year.
Among those receiving awards were top salesand marketing performers, who were recognizedwith the presentation of the Middle TennesseeSales and Marketing Council’s Circle ofExcellence Awards (more on page 11 and twelve).
The banquet’s highlight was the installation ofthe association’s incoming president. OutgoingPresident Dan Strebel gave his closing remarks,reflecting on the accomplishments and progressmade during the past twelve months, before wel-coming Jimmy Franks to the stage who wasinstalled as the HBAMT’s 2013 President. Theceremony was performed by the incoming presi-dent’s mother, the honorable Jane C. Franks,retired Williamson County Juvenile Court Judge.
Frank’s first duty was to install the officers,directors, and chapter and council presidentswho will serve with him in 2013. Senior Officersfor the upcoming year are Vice President MichaelDillon and Secretary/Treasurer Trey Lewis.
Local Directors in 2013 will be Rick Bell,Sam Carbine, Andy Ferguson, Tom Ford, JohnGillespie, Doug Herman, David Hughes,Brandon Jenkins, Paul Krebs, Trey Lewis, RoyMiles, Rob Pease, Perry Pratt, Randall Smith,Frank Tyree and Duane Vanhook.
State Directors will include: CarmenButner, Sam Carbine, Jordan Clark, Peggy Krebs,Davis Lamb, Mitzi Spann and Duane Vanhook.
National Directors will include: CarmenButner, Sam Carbine, Peggy Krebs, DavisLamb, Mitzi Spann and Duane Vanhook.
Associates Council officers installed for2013 include President Wiggs Thompson andVice-President B.J. Hanson.
Sales and Marketing Council officerswill include President Christina Cunninghamand Vice President Derenda Sircy.
HBAMT Remodelers Council officers arePresident Don Mahone and Secretary/TreasurerJennifer Earnest.
