Fay, Martha and I have been busy getting the little details about the day out of the way, to set the mood for a unique USO themed day. Our District Dean Cindy and all the program chairmen are setting up a spectacular Chairman’s fair… loads of information on projects and programs! The "Mighty Martinez" club ladies have found us a wonderful caterer, location, and are once again making goodie bags for you! We have a wonderful guest speaker from Troops Direct. March has been busy so far, with the District Art Show in Tracy to start off the Spring craziness. The Art Show was great with so many amazing, talented artists participating. Congratulations to all of the

winners. A huge thank you to all who entered art and attended. It was a fun day to celebrate art! Next up is our District Convention and I can't wait to see all of you! This will be a wonderful opportunity to celebrate our fantastic District. It will be a day of learning, sharing and growing. So gather your Federation friends and make your reservations!!

Facility Service Dog was exceptional! It is

amazing the impact that dogs have in the lives

of people everywhere. With this lovely weather

I have had the opportunity to get out and spend

extra time with my furry four legged friends. I

treasure the time spent with my dogs and am so

blessed to have them in my life. At the District

Convention on April 28th I look forward to

introducing you to a very special dog named

Gambler. He was born and raised at my ranch

and is now a year old. We have been preparing

him for a life with a returning War Veteran to

aid with PTSD. It is bittersweet as we get

closer to the time when Gambler will leave us

and begin his new job. So if he has not begun

his new role he will accompany me to Martinez

and I can't wait for you to meet him and learn

more about his future endeavors.

On Wednesday, April 26, Alamo Women’s Club will be hosting our Third Annual Authors’ Faire Crow Canyon Country Club from 9 to noon. A full

sumptuous buffet breakfast is included in our $45.00 ticket price. We have been working for almost a year on our Authors’ Faire and we are counting on each of our members to help make it a huge success. Please plan on attending and invite your friends and family as well. Everyone is welcome! The Authors’ Faire is a MAJOR fund raising event for AWC, and we need all the help we can get to raise monies for our philanthropies and scholarships. We can’t do it without you!

Once again, we will be giving away beautiful gift baskets of books (donated by our authors) and other fun surprises. If you have a little treasure trove of new, unused gift items (i.e. hand soap, bath salts, chocolates, tea cups, book lights or any fun items you might associate with reading - we have plenty of candles) that you would like to donate to our baskets, please bring them to the business meeting on March 8 and give them to Sandi (or call or email one of us and we’d be happy to pick up your contribution!). This is reprinted from the CFWC March 2017 Public Policy and Legislation Digest: For the launch of the California Federation of Women’s Club’s Legislation & Public Policy Pilot Project we are proud to announce we will be focusing on Assembly Bill (AB) 41 DNA Evidence introduced by

San Francisco Assemblyman David Chiu. This bill requires that law enforcement agencies and DNA laboratories provide a reason every 120 days a rape kit goes unprocessed. By providing a reason the evidence is not analyzed, the Department of Justice can determine the scope of the problem in our State and identify its root as to whether the problem is with leadership, financial burden, priorities, relevance and work to solve the problem in a way that is in keeping with the value of the lives affected by these crimes. This will give California a clear picture on the number of unprocessed rape kits in our State and be able to see if the problem is only in certain departments, or geographical regions (ex: rural vs. urban, high income vs. low income, etc.) or laboratories, thus enabling policy makers to take remedial steps so that victims of sexual assault get a chance at finding justice. It may lead the way to prioritizing violent crimes over crimes against property. It may potentially increase the problem of California’s overburdened criminal justice system since more perpetrators will be identified but conversely, it may put a stop to perpetrators repeating the crime. AB 41 was first introduced in the 2015-2016 Legislative Session as then- AB 1848 where it passed the Assembly and went to the Senate. After being referred to the Senate Public Safety Committee, the Public Safety Committee focused on California’s the high fiscal costs of California’s already overcrowded prison system necessitating the early release of prisoners and referred the bill to the Senate Appropriations Committee who noted that since agencies were being asked to provide a non-numerical reason the failed to process the rape kits, it could cost the State $150,000 on an annual on-going basis and would be burdensome on law enforcement agencies without computerized evidence logs potentially posing an increased workload although both the CHP and CDCR stated it would be minor and absorbable. The Committee ordered it to be held in suspense on August 1, 2016 where the bill died. It has been reintroduced in the 2017-2018 Legislative Session as AB 41. This bill needs a strong grassroots effort if it is to make it through the Legislative process. Particularly important will be the Appropriations Committee for both the Assembly and the Senate as there is no doubt this bill will increase the financial burden on the State by putting more perpetrators of sexual assault into California’s criminal justice system. Given that the average perpetrator of sexual assault repeats his crime an average of 7-8 times unless stopped, CFWC believes that it is better for our State to bear the fiscal costs of putting these criminals in jail rather than letting them roam our streets to find new victims. We need our members to contact not only their own representatives but also the members of the Assembly and Senate Appropriations Committee to make clear that the human costs of sexual assault are greater than the fiscal costs to our state of housing perpetrators of sexual assault. We need you to activate your family members, friends and neighbors to get them involved in this effort. Please ask everyone you can to telephone, email or write not only their own representative but Assembly Public Safety Committee Chairman Reginald B. Domestic Violence Awareness—Carol Weldin spoke about a GFWC National Project Court House program where dogs trained by Canine Companions are used in stressful cases to give comfort to children or adults while testifying. Carol introduced Mary Pickett, Investigator with the Contra Costa County District Attorney’s Office and her dog JoJo. Ms Pickett spoke on the advantages of a “court dog”. Leadership –Valerie Barnes & Public Issues—Doris Bonham did not report due to time constraints. LEADS: Ann Smilanich was the LEADS representative from Mount Diablo District at State Board in February. She spoke about the many things she learned while there. She also stressed the fact that everyone should take advantage of the good information in “Federation at a Glance”. Parliamentarian: Carol Lopez-Lucey conducted the LEADS workshop at State Board in February. She reported that the workshop was well received.
