Care and Support in Prison (and correctional Center) in CAMBODIA

II- The Objective of meeting:

a. To develop curriculum training for HIV, STI and TB-HIV Prevention, Care treatment and Support in Prison Setting to Health Post (HP) staff and Peer Educator (Cell Leader) in Prison Setting.

b. The running cost for implementing on HIV, STI and TB-HIV Prevention, Care treatment and Support in 8 sites Prison at: BTB, BMC, SRP, KCM, SHV, CC3, CC2 &CC1.

III- The activity and result of meeting: -Welcomed to all members by Dr. Ly Penh Sun on behalf of HE Dr. Mean Chhi Vun Director of NCHADS/MoH and GDP/ MoI and also gave opportunity to Dr. Seng Vuthy to present on draft Topic and Contents of Curriculum training HIV in Prison Setting to members of core group of TWG in briefly. -The result as members discussed was agreed following on Topic and Contents for HP and PE as:

III-1 Training curriculum for HP and PE: Topic 3: Policy Strategy and Guideline, SOP in prison is responsible develop the by NCHADS & UNODC, WHO and it contents on:

3-1 SOP for HIV, STI, TB-HIV Treatment, Care and Support in Prison (correctional) in Cambodia. 3-2 3’s I, and LR (PMTCT),

Topic 4: Concept and perspective of HIV/AIDS and Updating HIV/AIDS in the world and in Cambodia. This topic will be responsible by NCHADS, UNAIDS and its contents are:

4.1 HIV Perspective 4.2 Updating HIV/AIDS in the world and in Cambodia including CoC activity. Prevalent rate of HIV

Topic 5: Pre -release planning, After Care and How to refer? by GDP, Mosvy and CRS. Topic 6: Basic HIV/AIDS prevention and STI will be responsible by NCHADS Contents 5: -Definition on HIV and AIDS, STI

-STI Topic 7: VCCT are by FHI 360 and MSF/F Content 6: -Policy of VCCT

-Counseling process -VCCT testing -Pre and Post test counseling -Counseling skill: listening skill, communication skill, and role-play -Counseling prevention -PITC, Referral Network

Topic 8: TB/HIV are by FHI 360, MSF/F Content 7: -3’s -Why do HIV testing among TB patients?

-TB screening among inmate -Referrals network TB and HIV

Topic 9: OI/ART are by FHI 360, MSF/F Contents 8: -What is ART? -HAART does is mean? -Regiment

-ART counseling adherence -Case study,

Topic 10: Server case management and support are by FHI360, MSF/F - Refer to RH -Hospitalization -Bodyguard supported -Complementary support

Topic 11: Net working and referral mechanism are by GDP, AHEAD, and Caritas Topic 12: UP and PEP are responsible by NCHADS Contents: -UP and PEP Topic 13: STI responsible by NCHADS Content 10: -Definition of STI, STI syndrome and Condom used role play of condom use. Topic 14: Monitoring and Supervision Tools develop by NCHADS, GDP, Mosvy Content 11: -HC tool -LR tool -Request medication to HC III-2 For Initial and Running cost:

• CRS/AHEAD committed founding support to 2 sites located on Battambang, Bantey Mean Chey Provinces for orientation and including training HP and Peer Educator (PE) to Cell Leader) and included running cost.

• Caritas committed founding support to 1 site located on Siem Reap Province for the orientation and training HP & PE included running cost.

• FHI 360 committed founding support to 2 sites located on Kampong Cham

and CC3 (Trapang Plong) for the orientation WS on SOP, training and running cost.

• UNODC committed founding support to 3 sties located on CC1, CC2 and SHV province for the orientation WS and not support training in CC1, CC2 and SHV.

• UNODC is committed founding support to MoSvy on items numbers 18 on transportation fee for release prisoner that integrate into community and item 19 is on coordination meeting Mosvy with CoC meeting in hold 8 sites. • UNODC is committed found support to NCHADS on printing the policy of HIV in Prison Setting.

• The gape is no NGOs to support in training and running cost on CC1, CC2 and SHV

IV- Conclusionandrecommendation:-The orientation Workshop of SOP can be conducing one day before inseparate of training HP/PE (3 days). How ever, they also can do one daywith training HP and PE (4 days) by NGOs who are in place in theirresponsible.

-For found gape of training activity in CCl, CCZ and SHV no get resultyet. This mentioned is needed wait reply from other involved institution.

-For the cost related committed support from partner, NCHADS is needed

sign LOA with involving partners before implementing this activity.

-The cost related support from UNODC is will send budget directly toMosvy after sign LoA.

-fne eape is no NGOy to swCC2 and SHV

-The small groups of core TWG of HIV in Prison Setting will be send

draft of document of training curriculum for HP and PE first to Dr Seng

Vuthy before 9 March 2012.- Dr. Seng Vuthy will send the draft training curriculum to all partners

before conduce meeting on March 14,2012.

At the end of meeting, Dr. Ly Penh Sun, Deputy of NCHADS on behalf ofHE Dr. Mean Chhi Vun, Director of NCHADS/IVIoH and MoI wereappreciated to all members of core Group TWG of HIV in Prison Settingdone so hard in develop curriculum training for HP and PE aiming tostrengthen capacity building to HP staff as a recommendation of MoHdated 4 Jan 2010 among prisoner in Cambodia as a good positive result.
