Addi-tions are italicized and deletions are struck through.RILEY COUNTY ZONING REG-ULATIONSSECTION 8 – AGRICULTURAL DISTRICT A. Extraneous Farmstead
An extraneous farmstead is a dwelling, with or with-out adjacent agricultural service buildings, which no longer forms an essential or vital part of an agricultural operation. Reasons for this may vary from the agricul-tural producer desiring to construct a new residence at a different location to the operator deciding to retire from agriculture and there-fore seeking residence off the farm or ranch. Con-sequently, the agricultural operator desires to sell the former residence(s), with some acreage, for a non-agricultural use.Conditions for Approval1. The site to be divided
from the existing agricul-tural operation should be the minimum required to accommodate the exist-ing residence and any outbuildings or to ac-commodate a site that is logically separated from the existing agricultural operation. Conversion of existing productive ag-ricultural land should be avoided.
2. The site shall be large enough to meet sanitary code minimum require-ments.
3. A residential use desig-nator for an extraneous farmstead is limited to one per original parent agricultural tract. One additional residential use designator for an extra-neous farmstead may be permitted when it has been determined by the Planning and Develop-ment Department that the additional residence on the original parent tract has been supporting the agricultural operation on such tract.
4. The site must be plat-ted and must meet all requirements for a plat, including adequate public road access as specified in the subdivision regula-tions. The platted lot may not be further subdivided unless approved through the standard platting/re-zoning process.
5. An Agricultural Protec-tion Easement (APE), as specified in Section 21A, shall be filed with the plat.
You are hereby notified that the Manhattan Urban Area Planning Board will hold a public hearing concerning the afore-said amendment. Said hearing to be held July 1, 2019, at 7:00 PM, City Commission Room, City Hall, 1101 Poyntz Avenue, Manhattan, Kansas. You are further notified that the Riley County Planning Board will also hold a public hear-ing concerning the aforesaid amendment. Said hearing to be held July 8, 2019, at 7:30 PM in the Commission Chambers, 115 North 4th Street, Manhattan, Kansas.

AN ORDINANCE AUTHO-RIZING AND PROVIDING FOR THE ISSUANCE OF GENERAL OBLIGATION REFUNDING AND IM-PROVEMENT BONDS, SERIES 2019-A, OF THE CITY OF MANHATTAN, KANSAS; PROVIDING FOR THE LEVY AND COL-LECTION OF AN ANNUAL TAX FOR THE PURPOSE OF PAYING THE PRINCI-PAL OF AND INTEREST ON SAID BONDS AS THEY BECOME DUE; AUTHO-RIZING CERTAIN OTH-ER DOCUMENTS AND ACTIONS IN CONNEC-TION THEREWITH; AND MAKING CERTAIN COV-ENANTS WITH RESPECT THERETO.
The Series 2019-A Bonds approved by the Ordinance are being issued in the princi-pal amount of $11,780,000, to finance certain public improve-ments in the City and refund certain outstanding bonds of the City, and constitute general ob-ligations of the City payable as to both principal and interest, to the extent necessary, from ad valorem taxes which may be lev-ied without limitation as to rate or amount upon all the taxable tangible property, real and per-sonal, within the territorial limits of the City.
