Condralito “ CARLING” Dela Cruz y Ba- latbat, the Mayor of the Municipality of Po- rac was born on June 22, 1954. He is the youngest among eight siblings of the Spouses Vicente Dela Cruz y Sta. He gave his all out support for the various Ordinances and Resolutions aimed at Rehabilitating the vic-tims of lahar-stricken areas in Porac. He also found time in helping uplift conditions of depressed barangays.

He was also responsible in maintaining harmonious relationship between the town executive and local legislative.

Established the Porac DHVTSU Satellite Campus that offers laderrized courses in HRM, Information Technology, Industrial Technology and Technical Teacher Education. Mayor Dela Cruz partnered with the Don Honorio Technological State University (DHVTSU) in bringing Affordable and Quality College education closer to every Poraqueño.

One of the first Local Chief Executive to fully implement the Republic Act 9003 otherwise known as the Ecological Solid Waste Man-agement. His program in No Segregation No Collection Policy is duplicated in every barangay and regarded as a role model in Environment Protection in the District 2 of the Province having a fully operational Material

Recovery Facility (MRF). One of the four municipalities in Pampanga awarded The Seal of Good Housekeeping by the Department of Interior and Local Government (DILG). The award is a testament of the Transpar-ency and Accountability program of the administration and the high rating of the municipality in terms of its Overall Performance and Trust. The only municipality being awarded another One (1) million pesos Performance Challenge Fund by being an awardee of the Seal of Good Housekeeping. A total of Two (2) million pesos was given to the munici-pality by the DILG. Philhealth bene-ficiaries totaling to 10,000 indigents recipients and

2000 scholars both in public high schools and college totaling to 2 million pesos worth of grant.

Succeeded in bringing several investors and eventually push the town economically by providing jobs and addi-tional livelihood to the people. New housing projects, subdivisions, local tourist spots and resorts, gasoline stations, small and medium enterprises, cassava flour factory and Leisure Park have started building and will soon operate at which will significantly contrib-ute to the local economy of the town.

Coordinated and partnered with several institutions to benefit from their community support projects like School Building projects, Medical and Dental Missions, Trainings and Seminars.

Agriculture Market Day – showcased the best of the

Town’s harvest. Poraqueños will be given the opportunity to buy fresh fruits and vegetables at very low price.

Farmer’s Day – being held every year for the purpose of gathering all the farmers and giving them the opportunity to enjoy themselves, join in the raffle and be given information about trends and issues in agriculture. The event is supported by the Provincial Agricul-tural Services Office and BUTIL Partylist and participated by all reg-istered farmers in town.

Farmer’s Field Day – From time to time, the municipality visits the farmers from different barangays to extend its services to farmers and give them trainings and development.

Anti- Rabies Vaccination – our staff go house to house to inject dogs and cats to make them free of rabies. The municipality also assists those who were bitten by dogs and cats by giving them free anti-rabies vaccine in coordination with the Jose Songco Lapid Dis-trict Hospital.

Establishment of the Barangay Agricultural and Fishery Coun-cil (BAFC) – they serve as the leaders in the barangay in terms of agriculture and fishery related matters. They serve also as coordi-nators in the programs and projects of the local government and responsible in the dissemination of information.

Diversion Dam in Barangay Palat – coming from the budget of the regional office amounting to 1 million Pesos.

Firgerlings distribution – 110,000 fingerlings distributed to all barangays in the municipality.

50/50 scheme on certified seeds – although the project was stopped by the national government and exchange it to Community Seeds Banking (wherein registered seeds were distributed to all coop-eratives, farmers association and irrigators association in return will be exchange to farmer’s good seeds/certified seeds) it was continued by the Provincial government and recently distributed the certi-fied seeds under the 50/50 scheme.

the SM City Clark. The Balas Theme Song which will be the official jingle of the Festival was also launched during festival. Eco-Tourism Project – TIEZA thru the effort of GM Mark T. Lapid has allotted 50 million for the funding of the develop-ment of the tourism sites and concreting of roads going to the said sites. ECO-CREATIVA FOUNDATION - Eco-tourism project included the trainings for tourist guiding, massage therapy and hilot wellness, food and beverage servic-ing and Silkscreen Printing. The holding area has been developed and can operate the soonest time. They are also building the Station of the Cross at which can be visited by pilgrims.

Education

The Porac DHVTSU Campus - Located at Model Com-munity. A total of 128 students enrolled in the four (4) different ladderized courses particularly in Hotel and Restaurant Man-agement with 22 en-rolled students, Infor-mation Technology with 56 enrolled stu-dents, Industrial Technology with 16 enrolled students and

Technical Teacher Education with 34 enrolled students.

Mayor CD Scholars – A total of Two (2) million worth of scholarships given to poor but deserv-ing Public high school and College students to-taling to 2000 student beneficiaries in the differ-ent public high schools and college.

Mayor CD Birthday Gift – Mayor CD distrib-uted bags with school supplies to all Day Care and Pre- Elem pupils.

Support extended to different schools in ele-mentary and high school both in the lowland and upland by giving them materials for repaint-ing their classrooms and several materials for the improvement of their school.

1 Million pesos worth of Scholarship from the office of Congresswoman Gloria Macapagal Arroyo thru the effort of the Office of the Mayor.

Construction of Seven (7) school buildings (2-unit each) donated by the Angeles City Fili-pino-Chinese Chamber of Commerce in the Seven Different Barangays of the Municipality. The project was granted thru the effort of Mayor Dela Cruz..

PORAC MANPOWER TRAINING CENTER Skills Training Development for the Indigenous People

– A joint venture of Eco-Creativa Foundation, Inc. and the St. Mary’s Angel College of Pampanga in Sta. Ana, Pam-panga which offers training in Tour Guiding, Front Desk, Silkscreen Printing and Food and Beverage Servicing and Massage Therapy & Hilot Wellness. Total no. of graduates is 102.

Total no. of graduates is 2,423 from 2010 up to Present at which 535 are employed in companies inside Clark.

Joint dual training program in Clark Development Corporation and St. Nico-las College of San Fernando with courses in Call Center Training, Food and Beverage, Housekeeping, Commercial Cooking and Computer Pro-gramming.

Clark Development Corporation donated P2 million Pesos for the upgrading of the training center. Construction has started and will finish this quarter. Upgrading of facilities like tables and chalk board, white board, arm chairs, mon-oblock chairs and five (5) units new computer for the CLP program.

Health Renovation of the Jose Songco Lapid Dis-

trict Hospital – project cost amounting to 40 million at which the 25 million came from Senator Lito Lapid and the remaining 15 mil-lion came from Governor Lilia Baby Pineda.

Renovation of the Rural Health Unit II – the Two (2) storey RHU II was built to better served the Poraqueños in the East section of the municipality.

Toilets Construc-tion – A total of 359 toilets constructed in several barangays since 2010. Flu Vaccine to Senior Citizens – Total of 362 beneficiaries Pneumococcal Vaccination from 0-5 years old sponsored by Pfizer: Total of 500 beneficiaries Dental and Medical Mission in the Municipality held in November 2011

SM Foundation – Medical and Dental mission for 1000 indigents of Porac. SM City Clark is a proud partner of the Municipality in its Dental and Medical Mission. Medical Assistance in Jose Songco Lapid District Hospital and other Dis-trict hospital in the province – the Mayor’s office coordinates with the said dis-trict hospital for discounts in billing of the patients.

One (1) Million pesos granted thru the office of Congresswoman Gloria Macapagal Arroyo for medical assistance in Porac District Hospital thru the effort of the office of the Mayor. Fifty (50) Thousand pesos worth of Medical assistance granted by 1U-tak Partylist. Medical mission with private institution like the Don Tomas Dizon Founda-tion. Distribution of Nebulizers – 30 pcs distributed to indigent constituents. Distribution of Wheel Chairs – 41 pieces distributed to indigent constituents Distribution of Waterpump – 41 pieces distributed to indigent constituents

Recipient of Free Medical/Surgical Treatment - the office of the Mayor thru the support of the Governor’s office has given free medical and surgical assistance to indigent constituents. This is in line with program of Gov. Pineda in helping out the poor to get the proper medical treatment.

Social Welfare Philhealth Beneficiaries – Total of Philhealth Bene-

ficiaries is 9, 3614 at which 506 being shoul-dered by the municipality aside from the 2,056 spon-sored by the National Household Targeting System (NHTS) and 299 from the Partylist 1UTAK and an-other 2,500 coming from the Provincial government..

Pantawid Pamilyang Pilipino Program (4P’s) – to-tal of 610 indigenous people (IP) beneficiaries

amounting to 14, 069, 700 Pesos since the pro-ject was launched in November 2009.

Saup King Panyulung – we have 910 recipients

with a total of 6, 064, 000 Pesos. The program is about livelihood assistance to invest in an income generating project.

AICS (Assistance to Individuals in Crisis Situation) – Both in medical, burial, financial and subsistence as-

sistance. A total of 2,220,000 pesos granted to senior citizens, PWD’s and families in crisis situa-tion.

Children and Youth Welfare – we have 36 day care services giving subsidy to 36 day care work-ers. We also conducted supplemental feeding to children aged 0-6 yrs old to all day care and De-pEd in Grade 1 funded by the local and national government and NGO’s. Under RA 9344 or the Juvenile Justice Law, RA 7610 or the Child Abuse Law and PD 603 or The Child and Youth Wel-fare Code, children in conflict with the law and children in need of special protection are being served and are provided financial assistance.

Services under the Youth Welfare – this includes Summer Job, Travel Assessment, Skills Train-ing, Leadership Training, Sports Development and Gov-ernment Internship Program at which 46 individuals re-ceived a total of 106, 260 from DSWD funds.

Emergency Assistance – services provided are Relief Assistance to victims of fire and other natural and man-made calamities. The national and local government gave assistance to 24 affected families in Pasbul, Brgy. Camias who were razed by the fire. Each family received 2,000 pesos worth of Cooking and Eating Utensils while the provincial government provided 10,000 pesos in cash. We also provided social study case report for PCSO basis for assistance and other hospital for bill discounts.

Environment

NO SEGREAGATION NO COLLECTION POLICY - the Municipali ty of Porac is one of the municipalities to fully implement the Republic Act 9003 other-wise known as the Ecological Solid Waste Management Act. The municipality permanently closed the Dumpsite located in Brgy. Manuali and has started using the Material Recovery Facilty (MRF). The municipality is one of the few towns which has a Material Recovery Facility and being considered as a pilot municipality in the District 2.

Piyestang Ilug – thru the initiative of the Concerned Citi-zens of Porac and the Nagkakaisang Mamamyan para sa Kalikasan at Agri-kultura, the Munici-pality of Porac an-swered the call for environment protec-tion by doing activi-ties which aims to promote environ-mental awareness such as Bikaton for a cause, Clean Up Drive and the Piyestang Ilug: Salu salo king Ilug.

CLEAN AND GREEN PROGRAM

- the Municipality in coordination with the DILG sponsored the Clean and Green Program at which all Barangays were required to do its own Clean and Green project that would answer the problem in garbage collection and segregation and also promote a green environment like planting trees along the roadsides and planting bamboo trees along the river side

Infrastructure The municipality has ventured in to a lot of infrastructure projects like building of bridges, barangay

roads, slope protections, canalization, farm to market roads, solar dryers, dams, solar lights, multi-purpose building, covered courts, material recovery facility, rural health units, irrigation facilities, waiting sheds, terminals, stage and garbage bins.

Awards Seal of Good Housekeeping –

awarded Bronze by the DILG and now a candidate for the Silver Award. The award is given to local government units score high in planning, budgeting, revenue mobi-lization, financial management and budget execution, procurement and resource mo-bilization. In the planning category, the LGU must see to it that its Comprehensive Development Plan and Annual Investment Plan are updated and duly approved. Sound fiscal management is reflected in how the LGU prepares its annual budget and in the growth of local revenues over three years. It must practice transparency in the procurement process and full disclosure in its finances, and comply with the Anti-Red Tape Law. Full disclosure promotes the honest orderly management of public funds and helps minimize corruption and fund misuse.
