Shared Automation System Users Group September 22, 2011, Berkley Public Library

Meeting called to order at 9:40 by Chair, Heather Sturm (MANC)

Approval of Agenda

One revision was made to the agenda for Celia Morse to deliver the Board report (no motion to approve agenda was sought)

Approval of Minutes from August 2011 Meeting

Minutes not available so approval was tabled until next month.

System Update – Anne Neville SVA- help desk tickets had been filed due to patrons getting paper notices that are signed up for email. Anne explained that one of the phone lines was experiencing “noise” and any calls in that queue were failing so that generated paper notices for those patrons.

SIRSI upgrade- it was successful. One of the new features is that a name search now comes with birth dates.

Passwords are changing on September 27th- all libraries should have received the new passwords in delivery.

Director’s Station will be upgraded to v4.9.1 this morning during this meeting time. Upgrade will fix a couple of known issues and include some performance enhancement.

Network Update- none

Report from TLN Brd/Executive Committee- Celia Morse Decision was made to move forward with the having the delivery numbers print on the Send slips; with the new SIRSI contract the pricing was better.

Testing is starting to see if PayPal model will work for online payments. There would be a single account for TLN, with fines being paid out to the owning library quarterly. Bank account has been approved. Minimum fine/fee that can be paid online will be $5. Transaction fees charged by PayPal will be spread out evenly across all libraries. No donations can be paid through PayPal. Anne will find out who we go to for problems- TLN or PayPay?

St. Claire is looking at joining TLN; their Dynix Legacy is at end of life. They have 11 branches and if they join it would add 800,000 items to TLN, and they would share ALL of them.

Ex. Comm ballots are due Sept. 28th.

Celia reported that it was the final board meeting for Betty Farhat who had been on the board since 2002; new member is Rita van Brandeghen. She is currently on Berkley's board and is retired from Detroit Public Library where she was head of the Conley branch.

A committee has been established to investigate current use and establish guidelines for use of non-resident profiles. Its first meeting follows this SASUG meeting. Any interested volunteers should contact Paul McCann (DEXT)..

Report from the Technical Services Committee - none Unfinished Business Reciprocal lending of audio-visual items within the Shared System Review of proposed motion that all AV materials that are holdable be shared with all member libraries after a 3 month NEW period, with the exception of items such as games, iPads, laptops, etc. Suggestion to add the word “recommended” to the 3 month maximum. Discussion of some libraries considering changes AV item types to the excepted types to get around having to share. Some in attendance felt we should, as a group, not share with those who do this; others were not comfortable with that strategy. No decision was made as to how to deal with those who choose not to share- each library will have to decide for themselves if they will reciprocate with them.

MOTION:

As of January 2012, all Item Types that permit holds must be available to all patrons of all Shared System libraries with the following exceptions:

NEW Item Types (e.g. NEW-BOOK, NEW-CD, NEW-DVD, etc), may be used to restrict holds to local. Items may be placed under a type so restricted for a recommended maximum of 3 months.

Item types used for computer hardware or other equipment (e.g. Kill-a-Watt, eReaders, laptops, computer games, etc.) may be restricted to local hold only.

This agreement will be on a trial basis for six (6) months. At the end of that time SASUG will review this policy and revise as needed.

Moved by Connie Jo Ozinga (COMM), seconded by Ed Rutkowski (BRIT). 24 in favor, 2 opposed. Motion passed.

In January Anne will do global changes by library. Notice will go out to each library asking if NEW are holdable or not, and what items will be Equipment. Anne will bring draft to ExComm. Libraries can start now to change if they want- send request help desk to TLN.

New Business Review language used in patron card expiration notices. Group felt it was too wordy; committee will revise and bring to next meeting.

New Item Types: REDF requested New Short Loan, New MP3 in prep for sharing AV. Motion to approve by Laura Gregory (MELV), seconded by Teresa Natzke (FRAN). Passed unanimously.

To prevent lots of single requests for new item types, libraries should review what new types they may need to accommodate AV sharing and bring them to the December SASUG for a vote.

Election of Secretary for 2011-2012 Jude Halloran HIGH nominated herself; no other nominations. Motion to accept nomination by Laura Gregory (MELV), seconded by Teresa Natzke (FRAN). Passed unanimously.

Nomination of Chair-elect/Chair for 2011-2013 Kate Pohjola, FERN was nominated. Vote will take place at October meeting.

Motion to adjourn meeting at 11:25 am by Paulette Medvecky (WAYN), seconded by Joan Rogers (WATE). Motion passed unanimously.

THE LIBRARY NETWORK BOARD PROCEEDINGS

September 15, 2011 The regular meeting of The Library Network (TLN) Board was held on Thursday, September 15, 2011 at The Library Network. Board Members present: Michael Tyler, Chair; Mark Wollenweber, Vice-Chair; Stephen Harper, Treasurer; Betty Farhat, Secretary; Lois VanStipdonk, Barbara Glover, Reginald Williams, and Annette Haley. Absent and excused: Clay Pearson Additional attendees: Celia Morse, SASUG Representative; Dave Ewick, Steering Committee; Jim Pletz, Rick Rosekrans, Randi Mewhorter, and Judith Kozakowski, TLN.

1. A Public Hearing for the 2011-2012 Budget was held at 4:32pm, preceding the Board meeting. Receiving no comments from the audience, the Public Hearing closed at 4:33 p.m.

2. The general meeting was called to order at 4:33 p.m.

3. Call to audience - Introduction of Guests - None - Public Comment –None

4. The agenda was approved, with Old Business and New Business moved up the Agenda to after Approval of the August 18, 2011 Board minutes, on a motion from Barbara Glover, supported by Stephen Harper. Motion carried.

5. Proceedings - The minutes of the August 18, 2011 meeting of the Board were approved on a motion by Lois VanStipdonk, supported by Stephen Harper. Motion carried unanimously.

6. Old Business – Motion by Betty Farhat, supported by Mark Wollenweber to

approve the proposed 2011-2012 TLN Budget, (document 11-106), for the fiscal year ending September 30, 2012. After discussion which clarified that the motion addressed only the columns labeled “2011-12 TOTAL” on page 1 and “”Propose Budget FY 2011/12” on page 2, the Board voted unanimously to adopt the motion.

7. New Business – Motion by Mark Wollenweber, supported by Reginald Williams,

to approve the revised 2010-2011 TLN budget for the fiscal year ending September 20, 2011, (document 11-106). Again, it was clarified that the motion addressed only the column labeled “2010-2011 TOTAL” on page 2. Motion carried unanimously.

-Motion by Betty Farhat, supported by Mark Wollenweber, to authorize the Director to accept the SirsiDynix, 400 West Dynix Drive, Provo, UT 84604-5939, work proposal to change the Library Name Policies of each library in the shared system, (The Library Name Policies is the system attribute that uniquely identifies each library), for an amount not to exceed $21,000, with funds to be paid from Deferred Revenue (document 11-108). Motion Carried unanimously. -Motion by Mark Wollenweber, supported by Lois VanStipdonk to approve two new Chase Bank Account resolutions: 1) for the purpose of setting up a PayPal account to support the on-line payment system being adopted by the SAS libraries to receive credit card payments for the Sirsi system; and, 2) Identify Rick Rosekrans as the Administrator of TLN issued Chase Bank credit cards. TLN Business credit cards to be in the names of: Vince Nash, Delivery Manager; Rick Rosekrans, Controller; Anne Neville, Shared Automation; and Judith Kozakowski, Administration. Resolutions carried unanimously. -Motion by Annette Haley, supported by Stephen Harper to approve the Financial Audit Invitation to Bid (document 11-110). Motion carried unanimously. At this time the meeting reverted back to the Agenda.

8. Communications and Announcements – None 9. Reports –

Shared Automation System Users’ Group (SASUG) – Celia Morse reported that the on-line fine payment system is moving forward. Testing of this system will begin shortly and it is anticipated that it will be up and running in late October/early November. Symphony software is being updated on Sunday, September 18. The servers will be updated on Sunday, and all work stations that use the Shared System will be updated on Monday morning. The Telecommunications bidding process ends on Friday, September 16th.

Steering Committee – Dave Ewick reported that the Steering Committee met on Monday, September 12. The Committee reviewed the Reciprocal Borrowing document that was drafted. At this point, the Committee feels comfortable in presenting this document to the full membership at the next Membership meeting, scheduled for Friday, November 4, at the Salem-South Lyon District Library. The Committee is also looking at changing the structure of the Steering Committee. It has become very difficult to get people to serve on this committee. Currently there are 11 members on the Committee, they would like to reduce this to seven members with a two year term in office rather than a three year term. The Committee would have one member representing Wayne County Libraries (a permanent seat); one member representing class VI; one member representing class V, one member representing class IV; one member representing classes I, II, II; and two at large seats that can held by any class library. Meetings would be reduced from 12 to 8 meetings per year. The choosing of representatives would be in alphabetical order of member libraries. Implementation of this Steering Committee would be in 2013. This is Dave Ewick’s last meeting representing the Steering Committee. The Chair of the Steering Committee for fiscal year 2011-2012 is Bill Harmer, Chelsea. Finance/Real Estate Committee –The Treasurer reported that the TLN Finance Committee met on Friday, September 9, at 1:30 pm to review the 2011-2012 TLN Budget, and to review the revised 2010-2011 TLN Budget. The Committee recommends to the Board adoption of both of these documents. Human Resources/Public Relations Committee –The Vice-Chair reported that theTLN Board Human Resources Committee met prior to this Board meeting today. The Committee reviewed TLN’s Executive Director’s evaluation. The Committee received 22 evaluations from the 30 that were solicited from members of the Board, Member library Directors at each class level, key committee leaders, and TLN Supervisors. Board Officers Nominations Committee – Reginald Williams and Lois VanStipdonk recommend the following Board nominations, for the fiscal year 2011-12: Michael Tyler – Chair Mark Wollenweber – Vice Chair Stephen Harper – Treasurer Barbara Glover - Secretary Voting will be done at the October 20th Board meeting. Director’s Report – Jim Pletz reported that five of TLN’s member Libraries have opted out of receiving delivery from TLN and have gone with an alternative delivery company. TLN Delivery is currently handling approximately 2.7 million pounds of materials annually at the cost of about .34 cents per item delivered. Jim Pletz presented certificates of recognition for TLN service: Betty Farhat, Board Secretary; Michael Tyler, Board Chair; and Lois VanStipdonk for service on the Board for elected terms from October 2008 through September 2011;

Chairman’s Report – Motion by Stephen Harper, supported by Lois VanStipdonk to adopt a certificate of special recognition for Jim Napiorkowski who served on the TLN Board as a representative of Wayne County Libraries for 16 ½ years. Motion carried unanimously. The Chair requested that the certificate be included at the end of the minutes for this meeting. 10. Financial and Operational Reports – Motion by Stephen Harper, supported by Mark Wollenweber to receive and file the following reports. Motion carried unanimously.

TLN Steering Committee Meeting

September 12, 2011, Southfield Public Library

Members Present: Dave Ewick (Southfield), Julie Herrin (Northville), Jim Pletz (TLN), Lisa Hoenig

(Redford), Jill Morey (Ypsilanti), Anne Hage (Huntington Woods), Bill Harmer (Chelsea), Maryanne

Bartles (Dearborn), Paula Gauthier (Brandon), Mary Karshner (Royal Oak).

Guests Present: Pat Thomas (Plymouth).

I. Call to order at 1:33 p.m. by Chair Dave Ewick.

II. Introductions/Announcements – no announcements.

III. Approval of Agenda –Motion by Bill Harmer, seconded by Anne Hage to approve the agenda

as presented. Motion carried.

IV. Approval of Minutes – Motion by Maryanne Bartles, seconded by Julie Herrin to approve the

minutes of the August 8, 2011 meeting with a correction to the spelling of Maryanne’s last

name. Motion carried.

V. Director’s Report: Jim Pletz shared a list of member libraries by class size (this will change

with implementation of 2010 Census figures). He also gave a report on delivery costs,

which will increase significantly over the next 2 years. Union negotiations are ongoing.

The fact finder should have a report around Thanksgiving, then there will be a 60-day

cooling off period, after which TLN could impose its last best offer. The first of January is

the earliest we could see a savings. Board has authorized a contract that approves

subcontracting – the union isn’t going to like that. Governor Snyder’s budget next year

may change things. TLN will be able to negotiate with potential new members for SAS,

which would help with shared costs. Brief mention of WAN RFP, NoveList and Movie

Licensing USA group pricing status. Dearborn/Dearborn Heights reciprocity seems to be

going well so far.

VI. Chair’s Report

a. Steering Committee membership proposal: Dave Ewick and Jill Morey’s terms expire

with this meeting, but only one of these two Class VI seats has been filled. Discussion

ensued regarding the number of representatives proposed for a restructured committee –

suggestion of 5 representatives (Class VI, V, IV, combined for Class III, II & I, and a

permanent seat for Wayne County) plus 2 At-Large positions. Motion to present an

amended proposal to the membership made by Paula Gauthier, seconded by Julie

Herrin. Motion carried. Dave Ewick will e-mail the amended proposal to membership.

If it is well-received, it will be presented at the membership meeting in November.

b. Reciprocal borrowing guidelines: Dave Ewick shared e-mail responses from member

directors and a new draft addressing their concerns. The revisions were discussed and a

few more minor changes made. Motion by Bill Harmer, seconded by Mary Karshner to

send the revised guidelines to the membership for final review. Will go on the

membership meeting agenda in November.

DSLRT this Friday in Redford. Maryanne Bartles requested input on a current situation

with City Council micromanaging the Library’s A/V budget. They propose charging for a

“media” card. Dave Ewick will perform as Boo Radley in “To Kill a Mockingbird” – see

him at the Farmington Players Clubhouse, last weekend in September, and 3 weekends in

TLN Adult Services – August 1, 2011, Salem – South Lyon Library, South Lyon, MI Call to order: 9:33 am by Jillian Essenmacher. Approval of the minutes: June minutes approved New Business: Fall Workshop The workshop will be on October 5, 2011 at the Plymouth District Library. Program runs from 9:00 am to 1:00pm, with registration from 9:00 am to 9:30 am. The overall theme is technology, but the committee is still looking for input on the actual workshop name. Three speakers have been retained:

1. Kathryn Bergeron from Baldwin Public Library will discuss e-readers 2. Holly Hibner from Plymouth District Library will discuss web resources 3. Eric Hayes from Royal Oak Public Library will discuss apps for mobile devices

The TLN steering committee has allocated $1000 for this year’s workshop, up from the previous $500. It was suggested that a display of ebook readers could be included, similar to the “eReader petting zoo” at a recent MCLS program. Announcements will be sent to the WSU and UM listservs to invite students to attend the workshop. The committee discussed the possibility of recording this workshop; this would be especially appropriate this year in line with the technology theme. Book Clubs The committee discussed different ways to obtain multiple copies of books for library book clubs. Salem-South Lyon requests multiple copies of the book using a dummy book club library card. At meetings, the books are checked out to patron accounts with an extension of the loan period. Highland has similar procedure, but does not check out books to patrons. Springfield does most ordering through MEL, because more copies are available. At White Lake, patrons are responsible for obtaining their own copy for in-library book clubs. But for book clubs conducted offsite at senior centers, books are checked out to the institution’s library card, with a manual list kept of which patron gets which book. It was noted that Northville buys many copies of popular titles for their book club collection; these are individual copies, not part of book club kits. There was a general discussion about book clubs. Recommended titles: “Language of Flowers by Vanessa Diffenbaugh; Sea of Poppies by Amitav Ghosh. WHLK is looking for suggestions for “linear” fiction (for older readers who have trouble with shifts in time or point of view.) Most book clubs meet every month, but Highland takes July and August off, SLYN takes November and December off, Commerce has an open meeting in May, with food and opportunity to suggest new books. 2012 Meeting Schedule (tentative) Feb 6 – MDHT Apr 2 – REDF or field trip June 4 - To be determined (COMM is now unable to host) Aug 6 – ROAK Oct 1 – HIGH Dec 3 –SLYN

Announcements: Around the Co-op TLN – The SASUG group is encouraging shared system libraries to allow their AV materials to be interloaned. Your library’s patrons will still have priority on holds. The next SASUG meeting will discuss this more, librarians are encouraged to attend. NORT – Had 210 sign up for Adult Summer Reading , 55 at Rodgers and Hart program presented by Stuart Johnson, 65 at forensics program presented by Guy Nutter, forensics examiner for the Northville post; 21 at digital scrapbooking program. They have an average of 55 attend their regular foreign films series, which runs the 3

rd Monday of each month at 6:30 pm. In

September, Al Smitley, a retired librarian, will present a program on music and history leading up to the Civil War. Other upcoming programs include Michigan Council for Economics, workshops on eBay, Etsy, OverDrive; Community Reads, pet behaviorist. MILF – Summer reading wraps up at the end of August. Upcoming programs include Kathryn Bergeron presenting program on ebooks in September; genealogy/census searching workshop. DBHT – July 13 Rick Farrell program had only 5 attendees. Annual ice cream social attracted more than 100 people. Entertainment was the Harmony Town Players. Upcoming programs: forensics program in August; Health and Wellness Fair on Oct. 8. HIGH – Summer reading continues through Aug. 22; program is going well. SLYN – Summer reading had 450 signed up. They had lots of prizes, including a spa certificate, DIA pass, color NOOK, b/w NOOK, gift cards. Mummy program presented by Kelsey Museum of Ann Arbor drew 75 people. Upcoming programs include Bollywood dance program, memoir writing, composting, small business month, psychic speaking on ghost hunting, pumpkin carving contest, pet adoption, lost Detroit, home organization, holiday music. REDF – Summer reading ends Aug. 3. Upcoming programs: matinee movies in October, December; Investor Education series. SPRI – Summer reading attendance down this year. Third annual photo contest, ties in with local Heritage Festival. Laura is currently an OverDrive selector, send requests to [email protected] MDHT Considering a movie license. Possible dinner and movie program (bring your own dinner.) COMM – Under construction, inside and out. Had 110 signed up for adult summer reading. Michigan related activities, including Michigan word scramble, true/false questions about Michigan. Considering “So you want to be a…” career day. Teen programs have been popular, including make your own sushi, pizza, taste tests. WHLK – Closed until Sep 7. Upcoming programs include, eBay program, Photoshop class, Wii bowling, NOOK presentation, Oakland/Livingston weatherization program. It was noted that 2012 is the 100

th anniversary of the sinking of the Titanic, the 200

th anniversary

of the War of 1812, the 150th anniversary of the Civil War. Also the 1940 census will be released.
