If you are considering buying or selling a home, or are even just curious how much your neighbour’s house is worth, more tools are becoming available on the Internet which can help you find the information you are looking for.

For a reasonable price (usually between four and eight euros) and by providing basic details of the property in question, you can obtain an estimate of that property’s value.

“The margin of error is minimal and will depend on the degree of homogeneity of the neighborhood where the house is located. For example, in Barrio del Pilar, Madrid, if we are asked to value a house whose characteristics do not seem to match the average in the area, we offer the customer the option to have one of our appraisers visit the property and carry out the valuation, also at a low cost of about 25 euros,” explained Tinsa.

The company, one of the market leaders, has just started marketing the new tool, an https://tasaciones.tinsa.es/valoraciononline/Tpv/Calculo.aspx?iniciar=0 costing only eight euros.

Finding out how much a home is valued at using this application is very simple. Just enter the website and complete a short question-naire. The price of this service is low cost, eight euros, and is payable by credit card.

The key data taken into account when deter-mining this kind of valuation is the location of the property, the type of housing (individual or an apartment block), the age of the property, size or floor space, number of bedrooms and if there are communal areas such as gardens and/or swimming pool.

The element which differentiates stima from other similar applications is that the calculation is performed taking into account previous valu-ations made by Tinsa.

Tinsa has a database of more than four million records, which continues to grow year after year, and which “allows them to arrive at a realistic result taking into account the down-ward swings that are occurring in market “, says Tinsa.

Within minutes you receive an email with a document attached in PDF form which contains all the information on the property and its final valuation. This study will not replace the tradi-tional appraisal that is often required by banks in order to grant a mortgage loan, but provides a first estimate of the monetary value of the house for sale.

“We think it is of interest to all those owners who want to sell a house and want to know its up-to-date market value, for those looking for a flat, have visited one they like and want to know if the selling price is at or not far from the valuation, or if you are simply curious about average values in a neighborhood or specific area,” says Tinsa’s director of Business Development.

Aer Lingus have now announced 10 new

routes as part of its winter schedule for

2011/2012 including a route from Cork to Las

Palmas, Gran Canaria.

The new service will operate once weekly,

commencing on Sunday October 30.

This route expands on the extensive choice

already on offer to Aer Lingus customers

travelling to the Canary Islands, with sched-

uled services also available from Ireland to

Lanzarote, Tenerife and Fuerteventura.

The extensive route network from Dublin

will now include four weekly flights to Milan

Malpensa throughout the winter schedule -

good news for ski and snowboarding enthu-

siasts seeking out the snow this winter.

The recently launched service to Stuttgart

will also be extended this winter with four

weekly flights from Dublin.

Aer Lingus Director of Communications,

Declan Kearney said, “There is something

for everyone in our winter schedule, wheth-

er you prefer winter sun in the Canary

Islands or skiing in the Italian Alps, Aer

Lingus has the holiday destination for you,

combining great value fares with excellent

in-flight service.”

Spanish hotels are set to take on 60,000

more seasonal staff this year than they did

last summer, an increase of 26%, accord-

ing to figures presented by the president of

the Spanish Confederation of Hotels Juan

Molas. This means that hotels will be tak-

ing on some 290,000 extra employees this

summer compared with 230,000 in 2010.

Hoteliers are hoping that 2011 will be bet-

ter than last year, thanks in the main to the

economic recovery in the main European

markets and an important increase in

Russian tourists (35% more bookings than

last year).

The Government’s financial vice president,

Elena Salgado, has responded to the sug-

gestion of the Bank of Spain to raise VAT in

order to generate more revenue, by saying

that the Government “will not increase VAT,

since it would have a negative effect on con-

sumption”, as was argued at the European

Commission. “To be clearer, the Government

will not increase the VAT,” she added.

At a press conference to present the Ministry

of Development’s advertising campaign on

rehabilitation, Salgado said that “fiscal policy

is the responsibility of the Government which

then must be approved by Parliament”, to

which she added that Government revenues

are behaving as expected, and “it is not neces-

sary to raise VAT to achieve fiscal consolida-

tion.”

In the same vein, she praised Brussels’ deci-

sion to back down in its request to raise

Spain’s tax as a counterweight to a reduction

in social contributions, and stressed that the

European Commission has been “sensitive”

to the Government’s arguments. At this point,

Salgado also rejected the possibility of reduc-

ing social security contributions, stating that

“we should wait a bit before taking steps in

that direction,” at least to see how the pension

reforms progress.

House Prices

Moreover, as reported in Diario Sur, contrary

to the Bank of Spain’s conclusion that house

prices will fall by 25% in real terms since its

peak in 2007, the Development Minister, José

Blanco, also present at the event, stressed “It

is not expected to drop much more.”

Also, on the 4.1% fall in prices reflected in the

National Statistics Institute’s figures for the

first quarter, Blanco noted that “the price of

housing in some places has already bottomed

out and is not expected to fall much further.”

“In areas where there is more of a surplus of

properties, prices may still be subject to some

adjustments, but overall prices are set fairly

and are not expected to change much more,”

he declared.

Spain’s Three Main Parties Vote to Ease Foreclosure RulesSpains three largest parties backed a resolu-tion in Parliament to help mortgage-holders facing foreclosure, after nationwide protests called for protection for homeowners from banks after the collapse of the property boom.

Parliament approved two weeks ago the motion drafted by the ruling Socialists, the main opposition People’s Party and Catalan group Convergencia i Union that called for an increase to the amount of income that is shielded from creditors’ claims and an increase to the value at which banks take foreclosed homes on to their books, accord-ing to the text of the motion, which isn’t binding.

Under current rules banks can deduct all but 641 euros of monthly wages. The new amount that is protected from deductions will be 961 euros.

“This will help a lot of people who are hav-ing a rough time or who may have a rough time,”

Spaniards protesting in nationwide demon-strations since May have called for easier rules for mortgage-holders who risk losing their homes as the end of a debt-fueled property boom pushed the unemployment rate to 21 percent. Under Spanish law, the bank can claim the difference from the bor-rower if a foreclosed property is sold for less than the outstanding mortgage, and has access to borrowers’ present and future assets and earnings.

Existing rules have kept the bad-loan ratio on mortgages for homes at less than 3 percent, according to the Bank of Spain, which defends the current system. Finance Minister Elena Salgado said on June 27 that mortgage contracts can’t be changed “ret-

roactively.”

New Mortgages

The proposal also aims to avoid the use of

“abusive” clauses in mortgage contracts

and encourage public-private initiatives

to clear Spain’s excess housing stock at

“affordable” prices. It encourages banks to

inform clients taking out new mortgages of

the possibility of contracts that allow bor-

rowers to cancel the debt by handing over

the property. Those contracts already exist,

although their use restricts the amount cli-

ents can borrow to a lower proportion of the

property’s value

The proposal isn’t binding, but motions that

win broad support are often sent back to

Parliament to be processed as legislation.

Hopping between the Canary Islands is about

to be made a little bit easier with the intro-

duction of a new ferry route linking Santa

Cruz de Tenerife with Fuerteventura. The

Transmediterránea ferry route begins on the

30th June and sails from Santa Cruz to Las

Palmas in Gran Canaria and then on to Morro

Jable in Fuerteventura. Prices are around

a very reasonable 20 euros return for resi-

dents, but there’s a down side; the crossing

takes nearly 9 hours.

This week the Spanish Government decided

to end the temporary reduction regarding

speed limits on the country’s motorways.

A reduced 110 km/h limit was introduced

in March in an attempt to save fuel costs

caused by unrest and rising oil prices in the

Middle East. With the price of oil now much

lower than in March and indications that

it will continue to fall, the government felt

that there was no justification in continuing

with a policy that had been viewed by many

as flawed in the first place. The decision to

revert to 120km/h from 1st July was met

with approval by auto-mobile associations

and with disappointment by environmental

groups who believed that the lower limit had

helped save fuel and reduce CO2 emissions.

4 Rely on something unless it’s in the contract.

Rental guarantees, in particular, are often promised verbally but strangely absent from the contract. Ensure your contract is watertight.

5 Turn a blind eye to additional buy-ing costs.

In the Canaries taxes and fees can add another 10% on top of the purchase price, some other countries as much as 15% so bear this in mind when budgeting

6 Ignore the effect of fluctuating exchange rates.

Remember, the buying power of your pound decreases or increases as the value of the Euro or Dollar fluctuates

7 Overstretch your finances.

It’s a dangerous strategy to rely solely on rental income to cover your monthly mort-

gage repayments. Always have funds in reserve.

8 Ignore the local taxation system.

Get advice about your tax obligations and never assume things are done the same as in the UK, especially when it comes to inheritance issues.

9 Under declare the purchase price.

It was common practice on the Continent a few years ago and so locals still consider it acceptable BUT don’t be tempted to save yourself a buck on the short term gain, long term it costs you more. It’s fraud and could leave you in some nasty trouble, or behind bars.

10 Let your heart rule your head.

Inspection trips can be a very effective way of looking for property to buy abroad. An agent or a developer organises your flights and accommodation over a period of days – often at discounted rates – and arranges an itinerary of suitable properties to view.

Usually you are chauffeured around, looking

at plenty of properties and getting lots of local

information.

The idea is that you can find out as much as you

need to make an informed decision about buy-

ing as well as getting a feel for the local area.

But inspection trips have gained rather a tar-

nished reputation since the boom years, when

some people treated them as enjoyable little

freebies with no real intention to buy, or agents

produced overly ambitious itineraries and/or

48-hour barrage of hard sell that completely

back fired.

The fact is problems generally arise if buyer and

‘ host’ have different expectations so it’s wise to

know what’s entailed before you sign up.

Before you go, research the area, average prices

and build up a list of questions to ask.

earned a reputation as one of the most

lucrative year-round rental accommodation

markets in Europe. More and more people

are looking to rent their properties due to

the slowdown in the property market, and

Renting out a property in Spain can be com-

plicated even for experienced owners and

The Escritura Publica and Nota Simple

The Escritura Publica is the registered title

deed of the property. It is entered in the

‘Registro de la Propiedad’, the Property

Registry, and is the only guarantee of title

in Spain. It contains a description of the

property, the details of the owner and any

mortgages or legal claims that exist against

the property. This document is important

because it tells you if the seller is the owner

of the property being sold. A nota simple

contains further details of any mortgages

or charges against the property and is also

available from the Registry.

The IBI receipt

Before purchasing a resale (not new)

Spanish property check out the ‘lmpuesto

sobre Bienes lnmuebles’, or lBI, which is

the municipal property tax. Ideally, you’ll

be able to see the IBI receipts for the last

fi ve years because that is the limit of liablity

for unpaid back taxes and is attached to the

property, not the owner. A new property

bought from a developer will not have an IBI

receipt (because it has never been ‘owned’)

so it will be your responsibility to register

the property for this tax.

The Referencia Catastral

Every property sale must quote the

‘Referencia Catastral’ of the property in

question. The Catastro is another system of

property registration in Spain, concentrat-

ing on the location, physical description

and boundaries of the property. While the

Property Registry focuses almost exclusive-

ly on ownership and title, the Catastro is

concerned with property valuation.

These two systems do not communicate

with each other, and it is common to fi nd

that the catastral description of a property

differs greatly from the one in the Property

Registry. It is a good idea to request the

actual certifi cate from the Catastro with a

full description of the property. The certifi -

cate is in two parts, one being a description

of the property and the other being either a

plan or an aerial photograph.

Community fees, statutes and minutes of the AGM

This only applies if you are buying a prop-

erty in an urbanisation or where there

are some ‘communal’ resources, shared

amongst a number of properties. These

are the fees charged by the ‘Comunidad de

Propietarios’, the Community of Property

Owners, a legal body that controls all the

elements held in common; the lift, gar-

dens and pool for example. Each owner

is assigned a quota, or percentage of the

expenses which, by law, must be paid.

Utility bills

These assure you that the bills are paid and

also provide an idea of what the running

costs of the property will be.

Misc

If you are buying a property in an urbanisa-

tion, make sure that it is legal and registered

by asking to see the approved ‘plan parcial’

at the town hall. If the property is on the

beach, make sure the development is also

approved by the Jefatura de Costas. For a

new property, make sure that it has been

declared for IBI and that the developer

has made the ‘declaracion de obra nueva’.

Also ensure that the escritura mentions the

house you are purchasing as well as the plot

of land on which it stands. As an additional

safeguard, it is wise to examine the town

planning maps for the area around the prop-

erty, called the Plan General de Ordenacion

Urbana, or PGOU.
