Recently, world class discoveries have put Tanzania on the global map. The discoveries will see increased investment in the Country with projections that the natural gas industry will be worth over several billion dollars. This will come after numerous contract negotiations and legal and regulatory angles that present an opportunity for legal practitioners to capitalize and citizens to understand. For this reason, the Law School of Tanzania, Dr. Eduardo G. Pereira an international law expert and Oil and Energy Services have partnered to conduct a two-day Seminar covering the legal aspects and the expected opportunities for legal practitioners interested in playing a significant role in the oil and gas industry in Tanzania and East Africa. MR. EDUARDO G PEREIRA:

Dr. Eduardo G. Pereira has been active in the oil and gas industry for several years and is an international expert on joint operating agreements. His experience in this area – both academic and practical – is extensive. He played a key role in assisting Petra Energia in becoming Brazil’s leading onshore oil and gas company and developing its international business throughout Europe, Africa and Asia. He has practical experience in over 40 jurisdictions covering America, Europe, Africa and Asia. Dr. Pereira concluded his doctoral thesis on oil and gas joint ventures at the University of Aberdeen. He is an adjunct professor of energy law at the University of Eastern Finland Law School (Finland), visiting adjunct professor of energy law at the University of Reykjavik Law School (Iceland), visiting professor at the Centre de Estudos de CiênciasJurídico-Econômicas e Socias – Agostinho Neto University (Angola), research fellow at Centro de Estudos em Regulação e Infraestrutura - FGV (Brazil), senior research fellow at the Centre for Petroleum and Mineral Law Research (Nigeria), research fellow at the Scandinavian Institute for Maritime Law – University of Oslo (Norway), managing editor for UEF Energy Law Review and an associate editor of OGEL. He is a consultant at the Portuguese/International law firm Morais Leitão, Galvão Teles, Soares da Silva (MLGTS). He is also the author and editor of several leading oil and gas textbooks.

MR. MWENDIA NYAGA:

Mwendia Nyaga is a seasoned professional with eleven years’ experience in the Oil & Gas industry in Kenya. His expertise has been carved in positions held previously as the CEO of the National Oil Corporation of Kenya and Consultant to the Ministry of Energy. In these roles, he served as advisor on fiscal terms for exploration and production, upstream licensing, contract negotiation, work program and expenditure monitoring, stakeholder engagement as well as downstream logistics and marketing. Mwendia is also a published author having written a chapter in the Upstream Law and Regulations Handbook, Global Guide, and, African Upstream Oil and Gas, A Practical Guide to the Law and Regulation, both published by Globe Law and Business. He is currently the Lead Advisor and Chief Executive of Oil & Energy Services a boutique oil & gas advisory firm providing consulting services for individuals and firms with an interest in the upstream and downstream petroleum industry in the Eastern Africa region. Mwendia is a Certified Public Account of Kenya (CPA-K) and active member of both the Institute of Certified Public Accountants of Kenya (ICPAK) and the Society of Petroleum Engineers (SPE). He holds a Bachelor of Commerce degree from the University of Nairobi.

NOEL B. SHIYO (ADVOCATE)

Noel is a practicing advocate in Tanzania and an energy law and policy specialist having graduated magna cum laude approbatur in the LL.M International and European Energy Law and Policy program from the University of Eastern Finland where he became focused in practice involving the energy sector and its associated infrastructure and financing needs. Noel is a multi-discipline and diverse young professional who combines knowledge and experiences in social sciences and business management with strong exposure from a myriad of cultures into general commercial law practice. Since his return to Tanzania, Noel’s interest in the energy sector has driven him to extensive research on Tanzania’s energy sector and has independently started working with various Higher Education Institutions in organizing seminars, workshops, trainings and capacity building initiatives in partnership with International and regional actors. Noel is also featured in two upcoming international publications on Oil and Gas law having contributed topics like, Host Government Contracts- An International and Practical Perspective; and Aboriginal and Local Community Participation. Noel is currently heading the Legal department of an Engineering Consultancy firm and is also an Associate Partner at CBS Law Offices, a full practice law firm based in Dar es Salaam. Noel has experience in financial sector in Tanzania having worked for a subsidiary of an international commercial bank in the country. Noel is a member to various Academic and Professional bodies ranging from Tanganyika Law Society, East African Law Society, Legal Expertise Access Platform, Association of International Petroleum Negotiators (AIPN), Oil, Gas and Energy Law Forum (OGELForum), Africa International Legal Awareness, Young International Arbitrators Group, Young International Council for Commercial Arbitration, Young African Leaders Initiative, etc.

DR ADELARUS KILANGI:

Dr Adelarus Kilangi teaches law at St. Augustine University of Tanzania (SAUT) and he is Director of the St. Augustine University of Tanzania campus in Arusha. He is also a Legal Advisor and Senior Consultant to the United Nations Economic Commission for Africa (UNECA) in respect of the African Minerals Development Centre (AMDC), and he serves also as Director of the Centre for Mineral and Petroleum Law of the St. Augustine University of Tanzania. Dr. Kilangi is also member of the Board of the Eastern African Centre for Constitutional Development (Kituo cha Katiba) and former member and President of the African Union Commission on International Law. Main publication areas include: general international law; investment law; regional integration law; mineral and petroleum law; and human rights law. Dr. Kilangi also serves as an Advocate of the High Court of Tanzania and is Member of the International Law Association; the Pan African Lawyers Union; the East African Law Society and the Tanganyika Law Society.

MR. CHARLES RWECHUNGURA:

Charles Rwechungura is an advocate and corporate law consultant in Tanzania. He has experience in banking, project finance and capital markets and has handled important assignments such as four IPOs and two crosslisting of bonds issues, one rights issue and a recent restructuring of a commercial bank. He advises numerous commercial banks in transactions and compliance matters. He acted for various international and local banks in commercial litigation, Insolvency matters. He has, since 2006 focused on the mining sector in addition to his specialty in banking, finance, capital markets, 14 securities and insolvencies. He has provided important assignments to the mining companies on legal opinion, joint venture agreements, transfer or assignment of mineral rights. In litigation he has acted for banks such as Bank of Baroda, Barclays Tanzania and Bank M Tanzania. In corporate matters he provided services to some of Fortune500 multinationals and their locally established companies in company formation, secretarial, opinion and agreements. He is qualified to practice in Tanzania and Zanzibar. Prior to launching CRB Attorneys (now CRB AFRICA LEGAL), he was a Partner at REX Attorneys before which he had served as Chief Legal Counsel & Secretary to the Tanzania Investment Bank (TIB).

ROMAN S.L. MASUMBUKO:

Roman S.L. Masumbuko is an Independent Petroleum and Investment Consultant, being a Chevening Scholar holding an LLM in International Commercial Law majoring in Oil and Gas Laws from the University of Birmingham in the United Kingdom. He is also a Senior Practising Advocate of the High Court of Tanzania and courts subordinate thereto. He practises with M/S Roman Attorneys (www.romanattorneys.com), a commercial law firm based in Dar es Salaam - Tanzania, and had worked as Senior Legal Counsel to M/S TIB Development Bank, a DFI for Tanzania and an investment bank solely charged with the development financing goals for Tanzania. Also, he previously worked with M/S NMB Bank Limited, one of the largest commercial banks in Tanzania and affiliate of Rabobank Netherlands, as legal counsel.
