n Types of Motions

Motions are the tools used to introduce business in a meeting. No business can be introduced without a motion. The two kinds of motions are main and secondary.

Main Motions allow a body to do its work – they are the mo-tions that spend money, adopt projects, etc. The words to use are, I move ...” Example: “I move that KPL conduct a study regarding the purchase of a Lear Jet aircraft for travel to distant locations.”

Secondary Motions can be made while the main motion is on the floor and before it has been decided. Example: “I move that the motion to study the purchase of a Lear Jet be referred to a special committee to be appointed by the chapter president.”

Secondary Motions are divided into three classes – subsidiary, privileged, and incidental. They will be covered in a future article.

n The Process of Making a Motion by the “book”

1. A member requests the floor by exclaiming .... “Bro. President!”

2. The President recognizes the member. The floor is assigned.

3. The Motion is made by the member saying, “I move ......”

4. The Motion is seconded by a member saying, “I second the motion.” Motions from a committee do not need a second.

5. If a motion fails to get a second, the President states, “Since there is no second, the motion is not before this meeting.”

6. The President restates the motion. The proposal is clarified by stating, “It has been moved and seconded that …...”

7. The motion is pending once it has been stated by the Presi-dent; and it must be disposed of in some manner before other business can be considered.

8. The President opens debate by saying, “Is there any discus-sion?” All debatable questions must be opened to debate. The President recognizes members who wish to speak. Debate should continue as long as members wish to discuss the question unless motions have been adopted to either limit or close debate.

9. The President puts the question to a vote by again restating the motions and stating,. “All in favor of the motion, please say aye, those opposed say no.”

10. The President announces a voice vote. “The ‘ayes’ have it or the ‘nos’ have it;” and explains the results.

The High Achievers ProgramFrom Bro. Norris T. Jennings

President, Kappa Phi Lambda Chapter

Kappa Phi Lambda Chapter is involved with the High Achievers pro-gram at Bonnie Branch Middle School located on 4979 Ilchester Road Ellicott City, MD 21043. Some of the High Achievers are shown in the photo below with their faculty advisor. Unlike the established Alpha Achievers Program that focuses on African-American young men in Howard County’s twelve high schools, the High Achievers program was formed to provide mentoring and positive life lessons for middle school-aged boys.

Some of the topics that the group will discuss include: money man-agement, American history, African history, community activism, anti-bullying and violence prevention.

Bonnie Branch is currently the only middle school with the program. The long-term goal is to have more schools involved to prepare these boys for leadership roles in high school and possible involvement in the Alpha Achievers program.

Kudos to Bro. RiceThe Brothers of Kappa Phi Lambda congratu-late Bro. Steven Rice with his new career move. Recently, Bro. Rice started a position within Howard County Government as the Director of Intergovernmental Affairs. In this new role, he will serve as Howard County’s chief lobbyist in Annapolis (at the Maryland General Assembly) and in Washington, D.C. According to Bro. Rice, after two years (and nearly 60 projects) of advancing Howard Coun-ty’s economic development agenda, he’ll now work to advance Howard County’s legislative agenda. Bro.
