Entries close June 8. Kimba was abuzz on the evening of Friday May 18 when the next stage of Igniting Kimba was fulfilled with the illumination of the town’s fabulous Silo Art. Travellers and community members all gathered in the cool evening to witness the spectacle of Kimba’s young girl in the wheat field being lit up with lighting powered by the sun. And they were not disappointed when the lights were ‘switched on’ right on cue. Kimba’s solar powered Silo Art lights operate for a maximum of three hours each evening subject to the ‘battery state of charge’ due to daily weather conditions. During the winter months the lights will come on at 6.30pm each evening and whether they remain on for an hour or three will be solely dependent on the amount of sunlight during the day. NOTE: During Viterra’s busy out-loading periods the lights will be turned off for Work & Safety issues. The generosity of the Kimba community and Viterra has allowed the $30,000 stage two to be completed debt free plus have sufficient funds set aside to cover infrastructure insurance into the next decade as well as basic maintenance. Installation of the solar lighting infrastructure has been carried out by Eye Energy Systems of Port Lincoln, our resident electrician Dylan Harradine, and the Kimba Council. Stage 3 of the project will roll out shortly with more seating and improved signage at the Viewing Area and new signage at town entrances. This work will be funded through the National Radioactive Waste Management Facility Community Benefits Fund. Silo Art magnets and postcards are now on sale at various outlets around town and soon re-usable coffee cups displaying our magnificent artwork will also be available. MESSAGE FROM THE MAYORWith five months of 2018already behind us, it isincredibly rewarding to take amoment to reflect on howmuch our community hasachieved in the year to date.

More than 200 peopleconverged on the Kimba

Soldiers Memorial Institute to commemorateAnzac Day on April 25, and it was fantasticto see residents of all ages taking theopportunity to pause and remember thesacrifice made by past and present servicepersonnel. I must also note the number oftourists who attended the service while ontheir Kimba stopover – the feedbackreceived from those I spoke to was that theywere impressed by the way our town paid itsrespects to those who have fought andfallen for our country.

For those who haven’t noticed the shrieks oflaughter coming from Lions Apex CentralPark over the past few weeks, Council hasfinished installing a jumping pillow throughthe South Australian Government’s Fund MyNeighbourhood program. A shade sail andfencing will be erected later this year, but it’sfair to say Kimba’s kids – as well as a fewElected Members and Council staff – havebeen making the most of this new addition.Thanks must go to Jacqui Larwood forrallying the community to get this projectacross the line – it just goes to show whatcan be achieved when a community throwsits support behind something that improvesthe liveability of our great town.

On the subject of recreation facilities,Council is seeking community input to comeup with a name for the old playing courts atthe Kimba Recreation Reserve. The area hasbecome a real hub of activity for residentsand visitors in recent years, so it would benice to recognise the role it plays in ourcommunity with a formal name. If you haveany ideas, make sure you speak to ElectedMembers or the Senior Management Teamso all suggestions can be tabled at the JuneOrdinary Meeting of Council.

Last month, I had the privilege of presentingat the Local Government Association of SA’s2018 Next Practice Council Showcase aboutthe work we are doing to support social andeconomic sustainability during periods ofpopulation shift. As we all know, it is anongoing issue for small, agriculturally-drivencommunities, and the event allowed me toprovide more than 150 Local Governmentrepresentatives from across the state withinsight into the proactive role our council isplaying, especially in regard to recruiting apermanent general practitioner for Kimba.

Council has engaged a consultant toundertake a comprehensive businessanalysis of medical services in Kimba, whichwill provide a blueprint to maximise servicedelivery and develop a sustainable modelthat includes succession planning. Werecognise that being a sole doctor in a ruraltown is not an easy job, so investigations areunder way for a regional collaboration tobuild a case that will afford future doctors awork-life balance.

From May 21, Council’s draft 2018-19 AnnualBusiness Plan will be open for commentahead of a public meeting on June 13. Theconsultation represents a chance for you tohave your say about the strategic directionCouncil will take in the coming financialyear, and there will be two informationsessions held before the public meetingduring which staff will outline how the draftplan was developed and what it means forthe community. Keep an eye on socialmedia and the Council website for datesand times, as I’d like to see as many peopleas possible have a say. For more information,talk to the Chief Executive Officer orManager Corporate Services. Copies of thedraft plan will be available at the Counciloffice and on the website from May 21.

HAVE YOUR SAY ON COUNCIL’S DRAFT2018-19 ANNUAL BUSINESS PLAN

Public consultation has now opened on theDistrict Council of Kimba Draft 2018-19Annual Business Plan, which means it’s timefor you to have your say on the direction wehave planned for your town over the next 12months. Council invites feedback on thedraft plan between May 21 and June 13,and will be hosting the following informationsessions to give the community everyopportunity to have its voice heard:

Information session 1 at the Kimba GatewayHotel on Wednesday, May 30 from 6pm; Information session 2 sausage sizzle at Lions

DOG AND CAT REFORMWorking DogsMicrochipping of all dogs will be compulsorythroughout South Australia. Contrary topopular belief, all working dogs must bemicrochipped as of July 1, 2018. Working dogsare exempt from desexing, however they muststill be microchipped. This helps Council keepa record of the dogs in the area.Older Dogs and CatsMicrochipping is a simple procedure that canoccur at any age. From July 1 2018, registeredveterinary surgeons will be able to exempt adog or cat from microchipping (or desexing) ifsatisfied the procedure would: Pose an undue risk to the health of the dog

or cat; and/orAdversely affect the growth, development or

wellbeing of the dog or cat.

NATIONAL RADIOACTIVE WASTEMANAGEMENT FACILITY COMMUNITY

BENEFIT PROGRAMME UPDATEFollowing Council’s success with a number ofprojects it has put forward to this programmewe would like to advise the community ofanticipated timelines in regards to several ofthese projects.

Kimba Town Hall Upgrade – CommencingMonday 2nd of July contractors willcommence work replacing the existingceiling with new acoustic tiles and newlighting. This work is expected to becompleted by the end of July. New windowsand air conditioners have been ordered andwill also be installed prior to the end of theyear with painting inside and out of the mainbuilding to follow.Lions/Apex Playground Upgrade –Commencing Tuesday 12th of June the all-abilities play equipment will be installed. Thisis to be followed by the rubber soft fallmatting. Shade sails and fencing have beenordered and will be installed later in the year.During this period, Council staff will becompleting landscaping works as part ofCouncil’s commitment to the project. Solarlighting will also be installed.Recreation Reserve Amenities Block – Thisbuilding consisting of 5 toilets and 2 showersincluding disabled facilities has beenordered in preparation for construction. Thiswill be located inside the Recreation Reserveadjacent North Terrace and will serve as notonly amenities for the ever growing campingarea, but as well as the Lions Club, Men’sShed and adjacent shaded BBQ area. Aspart of this project council has alsocommitted funds to provide landscapingaround the building. Solar lighting will also beinstalled in the area.

The other projects that council are havingfunded through the NRWMFCBP Include:The Community and Economic DevelopmentStrategy for Kimba - Development of aCommunity and Economic DevelopmentStrategy for Kimba, with prioritised initiativesto stimulate economic activity in the region.

Public Wi-Fi in the town centre and at tourismhot spots - Provision of public Wi-Fi in theKimba town centre and at tourism hot spots,to provide improved internet access forresidents and visitors. Activities include:sourcing engineering plans, constructingpoles to carry the Wi-Fi hardware, anderecting the poles, Wi-Fi and solar hardwareat designated spots.

100 YEARS OF EDUCATION IN THE KIMBA DISTRICTIn 1908, the first permanent settlers sowed grain and grew the first crop in the Kimba district. The pioneers were veryisolated and obtained their mail and supplies from Cowell over rough bush tracks by horse and cart.

This isolation was greatly relieved in 1913 with the railway from Port Lincoln being extended to a new siding namedKimba. The train brought regular weekly supplies and communication with the outside world.

The proclamation of the township of Kimba in 1915 coincided with the influx of settlers to the new Hundreds in theCounty of Buxton, and boosted confidence in the potential of the district. Businesses of all kinds were attracted to thetown and the young community worked together to obtain educational, social, medical and administrative facilities.

By 1917 the pioneers of the Kelly district realized that they needed a building to serve as a social and meeting placeand primarily for education of their children. They purchased asecond hand building in Cowell, dismantled it, transported it by ahorse team and re-built. This became the first public building inthe Kimba district. The following year approval was given for aschool to be opened with a Teacher-in-Charge. Miss Birchalltravelled by boat to Port Lincoln, train to Kimba then horse andbuggy to the family she was to board with. Equipment for the firstschool came by train from the White River School and theEducation Department paid rent to the Kelly Hall Committee. Thisschool served the community of Kelly until 1949.

Where an average of 6 to 8 students requiring enrolment waslikely to be sustained, and no hall to be rented, the EducationalDepartment provided a portable, prefabricated school building that could as readily be taken down and re-erectedelsewhere. One Teacher Schools were usually at least six miles apart, often on a corner at a cross road with not ahouse in sight and without any form of communications. The building was the teacher’s classroom, office, lunchroom,and lunchroom for all in unsuitable weather. The teacher programed for up to seven grades, planned lessons,prepared black-board schemes – and kept all the pupils busy all day, every day. Furnishings and other equipment werespartan, but adequate. Up until 1965 the 23 One Teacher Schools played a huge part for schooling and social activitiesin the Kimba District.

The Kimba School was opened with 21 students in 1919 in the Kimba Soldiers Memorial Hall. Many problems resultedfrom the dual use of the Hall with school, and social events. With increasing enrolments, approaches were made bythe Vigilance Committee to the Department to provide a new school for Kimba. In 1924 Kimba School, constructed ofDuck Pond Stone, was opened and the following year a second teacher was appointed.

In 1946 two more buildings were erected for the established secondary classes, after Kimba School gained HigherPrimary status. Several other portable buildings were added to the grounds to house therising number of students. By 1958 the enrolments were 304. The school was bursting at the seams and a new schoolwas to be built at a new site in anticipation of the school becoming an Area School.

Construction began in 1962 on the current site; thesecondary students moved in the following year and theschool was officially opened in 1964. Many working beessaw the development and transformation of the schoolgrounds to maintain the sporting tradition within theschool, a product of years of inter and intra-schoolmatches in both summer and winter sports and athletics.

In 1986 a transportable building was added to the groundsand opened as Kimba Area School Community Library. In2002 a new solid construction library was built, housingfour computers for students and two for public use.

Kimba’s history has always been influenced by seasons andworld markets, but most of all by the community working together. This aim, in keeping with the tradition andpioneering spirit of the district, has continued to grow education for students through events such as School Picnics,Station Trips, Come Out, Productions, Pedal Prix, Year Local History Projects and Sports Days.

KIMBA KIDS KAMPAIGN

We welcome another year of our Kimba Kids Kampaign,which is run through the Kimba Ladies HospitalAuxiliary. We ran this 3 years ago and raised over$14,000 which has been ear tagged to go towards thenew refurbishment of the palliative care suite at theHospital. This year we have 17 participants withfundraising well and truly underway.

New Palliative Care Facilities for KimbaThe Kimba Hospital Ladies Auxiliary was fortunate toreceive a significant grant through the NationalRadioactive Waste Management Facility CommunityBenefit Program.

With this money, and monies raised through otherfundraising efforts, we are going to refurbish the oldexisting community nurses room and the existingdoctor’s surgery waiting room into a palliative caresuite. This will include a private lounge area, a smallkitchenette and 2 family friendly palliative care patientrooms.

We hope to have work commencing on this excitingproject within the next few months and believe it willprovide a long term benefit to the community of Kimbaand surrounding regions.

The Auxiliary extends their thanks to the NationalRadioactive Waste Management Facility Project for thechance to gain funds to make this project happen. Theproject, valued at $230,000 was the single biggest onefunded through the $2million Community BenefitsFund.

The Kimba Community Development Group (KCDG) has beenthe lucky recipient recently of just over $500 commission fromthe Group’s participation in the ANZ’s Home Loan IntroducerProgram. The Program is a fundraiser and the KCDG will bepaid a ‘one off’ upfront commission for customers we‘introduce’ who take out an ANZ Home Loan.The Group’s many thanks are extended to the ANZ customerswho completed the referral paperwork enabling us to share inthe bank’s commission.So how will this work for KCDG? BFIG Projects UnderwayThe Buckleboo Farm Improvement Group (BFIG) hasbeen busy recently with various Research andDevelopment projects around the district.

The moisture probe project is underway with probes and weather stationsto be installed at Buckleboo, Pinkawillinie, Kelly, Waddikee & Kimba. Thesewill be installed in the next fortnight or so and information will be live soonafter for BFIG members.

The oaten hay variety trial has been planted on Trevor Cliff’s farm on theCleve Road. The trial consists of eight varieties replicated three times withthe aim of assessing current and soon to be released, varieties for bothyield and feed test qualities.

Background work has begun assessing market requirements and potentialsite locations in regards to the Multi User Grain Accumulation Centre.Community meetings will be arranged following seeding to outline thescope of the feasibility study and to seek input from the community.

Funding for the projects has come from various sources with the biggestcontributor being the Community Benefits Fund through the NationalRadioactive Waste Facility Project. The BFIG was successful in gaining justover $106,000 to support the implementation of the three projects.

The Keep Australia Beautiful Tidy Towns Awards2018 were held in Barmera in early April.After winning the KESAB state title of Overall Winner of the 2017KESAB Sustainable Communities Award in December 2017,Kimba automatically became South Australia’s representative atthe National Tidy Towns Awards.Kimba’s National nomination covered 6 mandatory categories.The process included the written nomination and a 24 hour visitby the National judge to check out the various projects putforward.During the judge’s time here she met with reps from BFIG,Ambos, CFS, teachers & students, Council, CommunityDevelopment Group, & Mental Health & Wellbeing. She checkedout some of the key projects around the town, including the wastedepot and reclamation ponds, and the museum with the Work forDole and Grey Nomads Volunteer Programs.The national nomination was slightly different than the statenomination with different emphasis on some categories. It’scalled tidy towns however it’s much more than that. Two of thesix national categories are environmental and are looking forinnovative projects that are above and beyond normal businessas usual.

Kimba was the Joint Winner in the Environmental EducationCategory which featured mainly the Buckleboo FarmImprovement Group’s work. The Roora Walking trail also got amention along with Council’s educational sessions with kindy andschool students at their Waste Management & Recycling Depotand the Reclamation ponds, plus the School’s use of recyclingand their garden as environmental educational tools.

We received a High Commendation for the Community Actionand Wellbeing Category which included the Silo Art, the GreyNomads Volunteer Program, The Thing About Kimba shop localcampaign and Mental Health & Wellbeing Group.The Council’s waste management and various modes of recyclingto reduce landfill was the predominant program that saw us win ajoint High Commendation Award for Letter Prevention, WasteManagement & Resource Recovery.Kimba also jointly won a High Commendation Award in theEnvironmental Sustainability Category. The Buckleboo FarmImprovement Group’s initiatives shared this category with theCouncil’s water recycling schemes.The other two categories that made up part of the Overall Awardwere Young Legends, and Heritage & Culture. The OverallAustralian Winner was Smithton of Tasmania.
