Mission of the Centre for International Cooperation

Universitatea Babeş-Bolyai benefits from a permanent and dynamic network dedicated to the development and management of the international relations of all its departments. This network has a central structure branched in every academic unit of the university. The internationalization strategy of UBB is designed by the Rector’s Office and the Academic Council and it is approved by the UBB Senate. The coordination and supervision of its application are accomplished by the UBB’s Rector’s Office, particularly the Office of the Vice-Rector responsible for the international cooperation. The Office of the Vice-Rector responsible for the international cooperation sets out the cooperation policies and coordinates the internationalization activity. The internationalization decisions taken by the mentioned administrative structures are applied at the university level by the Centre for International Cooperation (CIC) and at a departmental level by the internationalization teams of the academic councils from each faculty. The Centre for International Cooperation was founded in 1991 under the name of the Office of International Relations and Academic Image, with the aim of using the opportunities for international cooperation at UBB, within an adequate institutional framework and in the new democratic regime. In 1995, the Office was transformed into the Department for International Relations and Academic Image. The current name was established in February 2000, and, following its reorganization at the beginning of 2009, two offices operate within the Centre for International Cooperation: The Office for Cooperation Programs, in charge with

initiation, negotiation and administration of cooperation with foreign institutions, with affiliation to academic international networks, and even central cooperation with the industry.

The Office for Mobilities and International Students, in charge with exchange programs for students, teaching and administrative staff, with the recruitment of international

students, as well as with the promotion of community and international programs for higher education.

The Centre for International Cooperation is a structure that offers assistance and consultancy to different categories of beneficiaries –the faculties, the teaching staff and students, the partner universities. CIC intends to render efficient the services offered to the beneficiaries and assumes, at the same time, the role of creating new opportunities. This structure supports the UBB-500 objective, namely the strategy of the University to reach the top of the first 500 universities of the world through specific activities, such as the amplification of the international cooperation and recruitment of international students. The values promoted by the Centre for International Cooperation are those of the University: innovation dynamism excellence multiculturalism and intercultural dialogue professionalism.

COLLABORATION WITH THE FULBRIGHT COMMISSION The very close connection between Universitatea Babeş-Bolyai and the Fulbright Commission was concretized in 2002 through the establishment of a Fulbright Educational Advising Centre within the Centre for International Cooperation. This centre serves the University, a large part of Transylvania (Târgu Mureş, Oradea, Satu-Mare and Baia-Mare) and not only. The Fulbright Commission also substantially contributed to the foundation of a library, comprising approximately 500 books, the largest number being represented by materials for the preparation of the standardized tests (TOEFL, TOEIC, GRE, SAT, GMAT, LSAT). THE LIFELONG LEARNING PROGRAM

The ERASMUS Program The implementation of the ERASMUS program at Universitatea Babeş-Bolyai began in the 1998-1999 academic year with a total number of 207 beneficiaries of outgoing student mobilities and a total of 90 partner universities. The results obtained during the first year were 16.56% of the achievements at a national level.

Outgoing Student Mobilities During the 1998-1999 and the 2008-2009 academic years, approximately 3,000 students from the university have benefitted from outgoing mobilities, this number representing around 14% of the number of mobilities at a national scale. The highest number of mobilities had France, Germany, Italy, Spain, the Netherlands, and Belgium as destination. The ERASMUS agreements have been extended and diversified during the 11 years of ERASMUS program at UBB, at present involving 24 countries.

Student mobilities comprised in the agreements cover all fields of study of the university and address students at Bachelor’s, Master’s and Doctor’s level.

Teaching Mobilities During the 1999-2000 academic year, teaching staff mobilities have been implemented, with a share of 8.23% of the mobilities at a national level. Between 1999 and 2006 (the data is available at a

national scale only until 2006), UBB has achieved a number of 428 teaching mobilities, which represent a share of 6.91% at a national level. The number of teaching mobilities has fluctuated during the 10-year period due to several factors which depend on the contractual conditions and on the external financing. The last academic year

registered the highest number of teaching and non-teaching mobilities as a result of diversified financing opportunities. The highest number of teaching mobilities was reached by the Faculty of Letters, with a share of 22.89% out of the total number of ERASMUS teaching mobilities of the entire university. The Faculty of Geography and the Faculty of European Studies also registered a high number of mobilities, with a share of 10.04% and respectively 8.41%.

Incoming Student Mobilities Beginning with the 2001-2002 academic year, there has been a considerable increase in the number of the incoming ERASMUS students, from one year to another. In the 2007-2008 academic year, the share was 14.43% out of the number of incoming students who came to Romania within the ERASMUS program. Within the program, students from 17 countries studied at our University, the highest share comprising students from Germany, Italy, France, and Portugal.

The majority of the incoming students are interested in the specializations offered by the following faculties: the Faculty of Physical Education and Sports, the Faculty of Letters and the Faculty of European Studies.

Erasmus Intensive Language Courses (EILC) The first EILC of Romanian language was organized in the 2001-2002 academic year with a number of 22 attending participants. So far, Universitatea Babeş-Bolyai has contracted funds and has organized 12 EILC courses, attended by 302 students. In the 2008-2009 academic year, an important increase has been registered, both regarding the number of organized courses (4 courses were organized), as well as the number of students who have attended them (70 beneficiaries).

ERASMUS Placements The stages of practice were implemented and diversified in the year 2007-2008 within the ERASMUS Sectorial Program, as a follow-up to the launching of the new Lifelong Learning Program. There have been placements for administrative staff, teaching staff, as well as for student mobilities. The 2008-2009 academic year has registered the highest increases in the category of placements, the number of ERASMUS placements increasing by 38.70%, while the number of teaching and administrative staff grew by 68%.

For the 2008-2009 academic year, the University is planning the participation of 637 beneficiaries to the ERASMUS Sectorial Program in the following activities: incoming student mobility, outgoing student mobility, student placements, teaching missions, administrative staff placements and intensive EILC courses. The number of university partners is 253, and the number of institution and firm partners is 12.

During the 2008-2009 academic year, UBB has registered the highest number of international students since 1990, given the increasing interest of the EU and non-EU citizens in the academic programs taught in international languages and the University’s availability to the outside world. Compared to the 2007-2008 academic year, an increase of 8.39 % has been registered. Along with Romania’s accession to the European Union and the consequent flexibility of the admission procedures and conditions, an ever growing number of EU citizens express their interest in the Bachelor, Master and PhD programs, in joint academic programs or in free-mover mobility schemes (for a semester or an entire academic year). Some of the most important reasons for choosing Universitatea Babeş-Bolyai for an entire cycle of studies, both for EU and non-EU citizens are: the high quality of the courses offered, the laboratory equipment, the international acknowledgement of the studies, the experience in a multicultural context etc. In order to help students, the Centre for International Cooperation supports and counsels

In the next four years, the University’s purpose is to attract a considerable number of international students (1,500), as a vital component of the process of internationalization. The more comprehensive presentation and the mediatization of the study offer, the admission procedures in international languages, the collaboration with international students recruiting agencies, and the efficient implementation of the tutorial program are some of the actions which will create the premises for an ascending evolution of the number of international students at Universitatea Babeş-Bolyai.

Aiming to reposition UBB in the tarter international academic competition, in 2006 the Senate of UBB adopted the decision to engage the University in the competition for the top 500 world universities. PERSPECTIVES Given the international academic context, characterized by unprecedented dynamics, the Centre for International Cooperation permanently aims at the process of repositioning the University in the global hierarchy and it proposes towards implementation certain politics of internationalization. Towards a better adjustment to the area of higher education and in order to consolidate the image of Universitatea Babeş-Bolyai as a promoter of academic innovation and internationalization, along with the other decisional and executive structures of UBB, for the

following period of time, the Centre for International Cooperation aims to achieve the following objectives: The active promotion of the image of UBB The substantial increase of the number of international students

at UBB The development of joint programs at all levels of study The foundation of new research structures in cooperation with

prestigious institutions from abroad The achievement of partnerships with renowned international

companies The institution of extensions of the University abroad. The results of the implemented politics will be monitored and evaluated with the support of the governing bodies of the University and will constantly be adapted to the new challenges of the modern world.
