Title II (Disability Insurance) covers workers who have established eligibility through prior work and Title XVI (Supplemental Security Income (SSI)) has a needs-based income and resource eligibility requirement. The purpose of these programs is to identify people who have disabilities that preclude the ability to work, or for children, preclude the ability to fully participate in learning activities. These programs have two desired outcomes. The first desired outcome is to correctly identify disabled adults and children. The second desired outcome is to have adults with potential referred to a public or private Vocational Rehabilitation Services (VRS), through the Social Security Administration’s “Ticket to Work” program.
In order to accomplish its mission, the DDB must work closely with the 26 local SSA Field Offices throughout Indiana, and Social Security Administration at the regional and national levels. The DDB must follow the statutory definition of disability in making its medical determinations.
Definition of Disability
The statutory definition of disability as defined in Section 223(d) of the Social Security Act is as follows:
“The inability to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 12 months. An individual shall be determined to be under a disability only if his/her physical or mental impairment or impairments are of such severity that he/she is not only unable to do his/her previous work but cannot, considering his/her age, education, and work experience, engage in any other kind of substantial gainful work which exists in the national economy.”

Child Care Development Fund Child Care Voucher ProgramThe Child Care Development Fund (CCDF) voucher program is a subsidy designed to help low income families pay for child care while parents/guardians are working or attending school.
Families interested in participating in the CCDF voucher program must meet certain criteria to be eligible.
CCDF Eligibility Criteria
1. SERVICE NEED – parents/guardian must be employed, going to school or involved in a TANF/IMPACT activity.
2. FINANCIAL NEED – a new applicant must have gross monthly family income less than 127% of the Federal Poverty Level to be enrolled in the program.
3. RESIDENCY – Families must apply for CCDF at the Local Intake Office in the county in which they live.
4. AGE OF CHILD – Children must be under age 13, unless they provide appropriate documentation of special needs. Children with documented special needs may be enrolled up through age 17.
5. ELIGIBLE PROVIDER – Families must choose a CCDF eligible child care provider(s).

Health Care ProgramHoosier Healthwise
Hoosier HealthwiseIndiana’s health care program for children, pregnant women, and low-income families . There are several different program packages under Hoosier Healthwise that are tailored for specific groups of people .*If you are a pregnant woman, you may be able to get coverage immediately under a program called Presumptive Eligibility . This will allow you to receive important prenatal care while your Medicaid application is being processed .
Care SelectIndiana’s health care program to serve individuals who may have special health needs or benefit from specialized attention . People served by Care Select may be aged, blind, disabled, members who get room and board assistance, members on M .E .D . Works, wards of the court and foster children, children receiving adoptive services and members on a home and community based (HCBS) waiver . When you apply for Medicaid, they will determine if Care Select is the best program for you .
Healthy Indiana Plan (HIP)The HIP plan covers individuals who do not live with a dependent child, and parents who earn up to $23,850 annually for a family of four, have been uninsured for six months and do not have access to insurance through their employer . HIP may require you to pay a small monthly fee based on the amount of your income . HIP does not cover vision, dental or maternity services . MED WorksMED Works is Medicaid for Employees with Disabilities . Many disabled people feel that they may be able to return to work, but are fearful of losing their Medicaid benefits . MED Works is a program designed to allow disabled employees to work without fear of losing their Medicaid . MED Works offers the same coverage levels as regular Medicaid . There may be small monthly premiums based on the amount of money a worker earns . If you are receiving SSDI and no cash benefits and feel that you may be able to return to work, MED Works may be the program that would be best for you .

Traditional MedicaidTraditional Medicaid is a low-income healthcare program that offers medical care such as doctor visits, prescribed drugs, dental and vision care, family planning, mental health care, surgeries and hospitalizations . The Traditional Medicaid program is for individuals who have both Medicaid and Medicare, have a spend down/monthly deductible, or are refugees .
WaiverWaiver services are for individuals of any age who have special medical needs . Waiver services allow members to live in a community setting and avoid institutional placement . To be eligible for any waiver program, you must meet both Medicaid guidelines and waiver eligibility guidelines . Indiana offers five waiver programs that target specific groups . The Aged and Disabled Waiver, The Traumatic Brain Injury Waiver, The Developmental Disabilities Waiver, The Autism Waiver, and the Support Services Waiver .
