Kwajalein Range Services opened forbusiness Saturday.

The company took over full perfor-mance from Raytheon of the now com-bined logistics and technical contractson Kwajalein.

“I’m looking forward to improvingthe quality of life on the entire atoll --Roi Namur as well as Marshallese com-munities,” said Carmen Spencer, KRSpresident, adding with full performancecame a sense of relief. “Now I can dostrategic planning, prioritize every-thing that I want to accomplish overthe next six months and now I have acomplete staff of proffessionals, staffand workers to implement that plan.Basically, I’ve gone from staff of 50 toover 2,000.”

They say it is the beginning of a new eraon Kwaj. Perhaps it is, but as KRS movesinto full contract performance, it is prob-ably an appropriate time to pause andreflect on where we have been and wherewe are going.

The last 16 months have been a realroller-coaster ride for almost everyone.

For those on the island, there has beenanxiety, confusion and undoubtedly stressassociated with trying to plan around acontract award which never seemed tohappen.

While from my perspective, the excite-ment started when I was asked to leadand form a team to bid for the contract inSeptember, 2000, 29 months ago. TheProposal Team has also experienced theanxiety of the delayed award, the short-lived elation of winning and mobilizing toKwaj, only to be cut short by the protest.

Well, this roller coaster has certainlyhad its ups and downs. However, that isall behind us and today, 1 March, I�mexcited but somehow humbled at the jobahead. Now is the time for KRS to reallyprove itself. Having said that I wish I couldwave a magic wand and make everything

fine for everyone. However, many chal-lenges lie ahead.

What do I see for the future? I see aperiod of adjustment, moving from a knownorganizational structure, to the �unknown�KRS. As with any new organization, thereare opportunities to develop new roles,take up new challenges, acquire newskills and provide leadership to others.These are exciting times.

KRS opens new, safe era with full performance

Now is the time for KRS toreally prove itself. Having said

that I wish I could wave amagic wand and make

everything fine for everyone.However, many challenges lie

ahead.

Feb. 28• 8:31 a.m. — Police responded to

the Automotive CMP for a reportedtheft of a new 3.75 motor. An imme-diate search for suspects and or leadsmet with negative results. The in-vestigation continues.

• 11 a.m. — Police responded andinvestigated a reported theft of vari-ous door signs at both the elemen-tary and high school. The investiga-tion is on-going.

• 7:06 p.m. — Police respondedand assisted with traffic/crowd dueto an electrical fire at the Coin Laun-dry Facility. The fire was due to a

faulty electrical outlet adjacent toone of the dryers. The fire was extin-guished by the fire department andthe facility was deemed safe to con-tinue to operate. There were noreported injuries.March 1

• 8:30 a.m. — Police responded tothe vehicle gate adjacent to the DockSecurity Checkpoint for a vehicle ac-cident. Vehicle #1 failed to judge theproper distance while attempting todrive around vehicle #2, which wasoccupied and stationary. Minor dam-age was caused to vehicle #1 whilevehicle #2 sustained no damages.

We are also seeking from you yourideas on how to make things better. Wewant to save the government and the taxpayers� money by finding more efficientways of doing business. Give us yourideas. In the next few days, we will beestablishing a KRS Hot Line to listen toyour ideas for making the entire atoll abetter place to live, work and play.

For my part, I can promise a commit-ment to listen, to support, to providestability, to facilitate continuous improve-ment, to make Kwaj the most sought afterwork location, improve the quality of Kwajlife and to expand the role of RMI citizens.

But commitment is not a one-way streetand in return I ask something from you.What I need from you is a total commit-ment to personal safety. KRS can providea safe work environment, training and per-sonal protection equipment but if you donot make a personal commitment to safety,it will all be for nothing. In a small commu-nity such as Kwaj, we are all affected when�things go wrong.� In order for this to betruly the best place to live and work in theworld, it must also be safe.

WASHINGTON – The safety of theAmerican people depends on endingthe threat that Iraqi weapons of massdestruction poses, President Bush saidduring his radio address today.

But beyond ending the threat,America will advance the cause of free-dom and opportunity in the region, hesaid.

Bush said that Iraqi lives do notmatter to Saddam Hussein, “but theymatter to us.”

While the president has not decidedon whether to use force against Iraq,he spoke of what the United Stateswould provide to help rebuild a post-Saddam country, and what a free anddemocratic Iraq would mean to theregion and world.

If it comes to war with Iraq, theUnited States and its coalition part-ners stand ready to provide vital help.“We will deliver medicine to the sick,and make sure that Iraq’s 55,000 fooddistribution sites, operating with sup-plies from the oil-for-food program,are stocked and open as soon as pos-sible,” he said. “We are stockpilingrelief supplies, such as blankets and

water containers, for 1 million people.We are moving into place nearly 3million emergency rations to feed thehungry.”

In addition, Bush said, the UnitedStates and the United Kingdom wouldprovide millions of dollars to the WorldFood Program, a United Nations groupthat calls itself “the frontline agency inthe battle against global hunger,” andUNICEF, a major worldwide U.N.children’s support organization. Thetwo countries will also work with theUnited Nations High Commissionerfor Refugees.

The United States would lead effortsto find a destroy Saddam Hussein’sstockpiles of weapons of mass destruc-tion and ensure that groups do not takeadvantage of the chaos to further theirown ends, he said.

Bush pointed out that rebuilding Iraqwould require a sustained effort frommany nations. If it comes to war, theUnited States will not stay in Iraq oneday longer than it needs to. “Americahas made and kept this kind of commit-ment before — in the peace that fol-lowed World War II,” he said. “Afterdefeating enemies, we did not leavebehind occupying armies.”

The letter also stated that the Majurocampus had been put on probation.Classes are currently in progress atMajuro’s CMI campus and plans for thecoming fall and spring semesters are inthe works.

Although the delay looks like it willgive Gugeegue more time to get theeducation center in order, the delaywill cause problems, Cassel said.

A pool of teachers and dean candi-dates are now waiting and, due to theadditional wait, may get other jobs, hesaid.

“They may not be available whenwe can hire them,” Cassel said. “Theimmediate problem is if there aresufficient funds to keep [GugeegueCMI] skeletally staffed so that thenecessary substantive change reportcan be produced, so there can besufficient representation of CMI to

the Gugeegue community and so thatappropriate courses can be completedand analyzed for our needs of thiscommunity.”

With the Majuro campus under pro-bation, they are too swamped withtheir own needs down there to focus onGugeegue’s needs, he added.

The letter was received about thesame time that the WASC team ar-rived at Majuro’s campus to conducta reaccredidation investigation, Feb.15-21. At the end of their visit, WASCofficials broadcast an unofficial re-port of their findings over the radio.The unofficial report, with 11 recom-mendations, reinforced the proba-tionary measures levied on theschool.

“WASC has ten standards,” Casselsaid. “They feel that standard nine,involving resources: financial planning,management and stability, is the big-gest standard the school is currentlydeficient in … Part of it is accountabil-ity of the school itself, but the thingmost out of compliance is financial

resources.”An English curriculum along with

student learning outcomes, allowingthe school to know exactly where astudent needs help, is the second larg-est deficient area, Cassel said.

Both problems were documentedduring WASC’s 1997 visit to the schooland had not been resolved by the school.

“We will remain on probation for thenext two years or more with majorreports required and site visits requiredevery six months,” wrote Dr. WayneSchmidt in a Feb. 27 e-mail to theHourglass.

Both Schmidt and Cassel believe thatthe school will survive, but it will takea lot of work.

“During the WASC visit, the teamleader Dr. Robert Harris, told me thatthis institution as a whole cannot sur-vive if there is not more communityinvolvement or community support,”Cassel said. “I believe that CMI needsto be very accountable and the govern-ment needs to have a larger educationbudget.”

Secretary of the Army Thomas E.White announced Jan. 30 that the U.S.Army Space and Missile Defense Com-mand will remain unchanged as a ma-jor Army command, or MACOM.

USAKA/RTS is an installation ofSMDC.

The announcement is the result ofcontinuing efforts by the Headquar-ters, Department of the Army Realign-ment Task Force that Secretary Whiteestablished June 25, 2001. The Phase 2and 3 task forces were established onJan. 8, immediately following the an-nouncement of the final Phase 1 deci-sions. The two task forces, consistingof about 30 senior civilians and mili-tary members of HQDA, looked at allaspects of Army agencies and MACOMsto include: acquisition, headquartersmanagement, logistics, operations,training, intelligence, requirementsdevelopment, resource management,external affairs and civil works.

While SMDC, as a major Army com-mand. will remain unchanged, its mis-sions and scope are changing.

“There is a lot of change out there onthe horizon,” said SMDC CommandingGeneral Lt. Gen. Joseph M. CosumanoJr. at the Jan. 24 U.S. Army Space andMissile Defense Association luncheonin Huntsville, Ala. “I have a new bossand he is no longer in Colorado Springs.He is Adm. James Ellis in Omaha, Neb.We are the Army component to U.S.Strategic Command.”

Defense. It was formed in October 2002when the former U.S. Strategic Com-mand was disestablished and the newU.S. Strategic Command was estab-lished through a merger with U.S.Space Command. U.S. Northern Com-mand also was established in October2002, for the first time assigning acombatant commander responsibilitiesfor Homeland Defense, including theair and missile defense of NorthAmerica.

STRATCOM is responsible for:• A global strike capability, conven-

tional or non-conventional; air, navalor ground forces; able to respond any-where in the world within hours ordays rather than weeks and month;

• Planning and integration of globalintegrated missile defense require-ments and operations, offensive anddefensive;

• Strategic information operationscampaign planning and information op-erations requirements, as well as com-puter network operations;

• Space operations including launchand operations, satellite operations, aswell as coordination and integration ofspace control and force application mis-sions in support of other combatantcommands.

• A globally focused command andcontrol, communications and intelli-gence, surveillance and reconnaissance,or C4ISR, network will tie the missionstogether.

The new mission areas are global innature and include global strike, spaceoperations, integrated missile de-fense, strategic information opera-tions, and C4ISR.

“Our community had been dealingwith missile defense and space tech-nology,” Cosumano said. “The opera-tions are broader now. We have yet todefine our responsibilities in our newmissions. We are looking at the size ofSMDC and Army Space Command, andlooking at the types of organizationswe need to migrate to. We have a fulloperational date of Jan. 1, 2004.”

While operational missions grow,SMDC will continue its research anddevelopment, combat development,proponency and other traditional mis-sions.

“It is important to point out that ourpresent RD&A and combat develop-ment roles will continue, in fact willprobably grow,” Cosumano said. “Over-

sight of requirements and technologydevelopments in the services is part ofthe STRATCOM mission, and keepingthat synergy in place here at SMDConly makes sense. The SMDC technol-ogy base is key to developing state-of-the-art space and missile defense sys-tems and will continue to be in anyconfiguration SMDC takes.”

Realigning the mission and scope ofSMDC will not come without challenges.

Support to the nation’s war on ter-rorism is a given, Cosumano said.

“Army Space Command and SMDCsoldiers have been deployed since al-most Day 1, and will continue to sup-port the warfighters in the area ofoperations as well as from ColoradoSprings,” he said.

Stand-up of the Pacific Test bed capa-bility, in coordination with the MissileDefense Agency and the other ser-vices, including the ground-based por-tion at Fort Greely, Alaska, will alsoproceed.

“This test bed will not only give us amore robust, realistic testing environ-ment, but will also have an emergenceoperational capability, if needed, prob-ably by the end of 2004,” Cosumanosaid.

The Mobile Tactical High EnergyLaser has progressed far enough,Cosumano said, that it is about totransition over to the Program Execu-tive Office, Air and Missile Defense.And two major Advanced Concept Tech-nology Demonstrations were approvedfor 2003, and both have promise astechnologies that can support transfor-mation.

Strategic VisionIntroduction

A few months ago, at a Town HallMeeting, I promised to get back to thecommunity and explain my vision of thefuture for USAKA/RTS. Well, we�veworked hard over the past few monthsrefining ideas, validating them with ourcustomers, and presenting them to ourbosses, and all indications are that weare on the right track. I want to sharethis important vision of the future withall of you not only to provide informa-tion, but also to solicit your support formaking the vision a reality. As I hopeyou�ll see, challenging and excitingtimes lie ahead of us. So, pull up achair, pour a cup of your favoritebeverage, and join me on a journey intothe future.Our Vision

I�ll give you the punch line up front.It�s really quite straightforward. Ourvision is to continue Kwajalein�sheritage as the premier national testrange providing full support to ballisticmissile testing and space operationsefforts. It includes significantly increas-ing our level of support in the threecomponents of testing, training, andoperations and maintaining our leader-ship in technology development toenable missile testing and spaceoperations.Our Mission

Any reasonable plan for the futurebegins with a good understanding of thestarting point. Why are we here?What do we do? In the military, theanswers to these questions are con-tained in the organization�s missionstatement. The USAKA/RTS missionis captured in four parts.

First, and foremost, our mission is toprovide a comprehensive missilesystem testing environment for ourRTS customer. This is the mission forwhich we are best known. We have along history of making significantcontributions in this area and we planto maintain that tradition. However, wealso believe there is an excellentopportunity to significantly expand ourrole and contributions in ballisticmissile testing, but more about thatlater.

The second component of ourmission, but certainly not second interms of its importance, began in 1982.We provide Space Operations andSurveillance as the primary Armycomponent in support of U.S. StrategicCommand, or USSTRATCOM. We

also have some innovative ideas abouthow we can expand and improve oursupport in several areas of importanceto our Space customer.

The third part of our mission is torepresent the military commander ofPacific Command in the Republics ofthe Marshall Islands and Kiribati. Ourgoal is to develop a relationship ofcompetent coalition partners with amutual understanding of the defenseand economic benefits accrued to bothnations through the continued operationof USAKA/RTS in the Marshall Islands.

The final part of our mission is tooperate a community of excellence andsustain a quality workforce. Let�s takethose in reverse order. Without excep-tion, when I speak to customers andvisitors to USAKA/RTS, they tell methat they come here to conduct testsbecause our people provide an un-matched capability. Experienced,competent, and professional are just afew of the characteristics that describeour workforce. These qualities extendto the community as a whole and areevidenced by the warmth and hospital-ity you extend to everyone. I�ve experi-enced it myself. The people here, you,are the most valuable resource wehave. Technical competence, profes-sionalism, and hospitality � a difficultcombination to beat! The challenge wehave as an organization is to createand maintain an atmosphere, or qualityof life, that is attractive to people likeyou. We know that this last element ofthe mission is very important to thepeople who work at USAKA/RTS aswell as their spouses and families andthere are some exciting developmentsin this area of the vision.

Put quite simply, the first two compo-nents of our mission address the workwe do and, to some extent, how we doit. The third element addresses ourrelationship with our neighbors in the

region, and the fourth element ensuresthat we attract and maintain the qualitypeople we need to do the job. Ourvision integrates the four mission partsinto a complementary plan for thefuture.A History of Technologyin Missiles and Space

It�s a fact. There is only one place togo for full-envelope, ballistic missiletesting and unparalleled space surveil-lance support, USAKA/RTS. Why isthat? I�ve already addressed theimportance of the quality of ourworkforce. However, there is anotheraspect of our operation that sets usapart from other range operations �technology development.

Technology developments have been,and will continue to be, at the core ofwhat we do best at USAKA/RTS. Ourheritage of support for ballistic missiletesting goes back more than fortyyears. During this period, RTS data onmore than 500 reentry tests has beencollected and analyzed, supporting thedevelopment of missile technology andour nation�s understanding of thephysics and engineering associatedwith ballistic missile defense systemsand sensors.

Without going into the details, hereare three examples of our technologydevelopment contributions. Specialways that energy is transmitted (radarengineers call these �waveforms,�) byradars on the Navy�s Aegis cruiserswere first demonstrated and validatedon RTS radars. Target classifiers,which use sensors and computers toidentify incoming objects and which areessential components of any defensiveweapon system, were developed andcontinue to be refined using data fromRTS tests. Finally, high resolutionimaging technology, first demonstratedat RTS, is now being built into theTheater High Altitude Area Defensesystems and Ground-based Radar.These are just three examples of manyadvanced techniques and algorithms, orcomputer �recipes,� developed andtested under live-fire conditions at RTS,that are being incorporated into thenation�s newest defense systems.

It�s important to understand the rolethat range instrumentation sensors playin technology development for weaponsystem sensors. Our sensors, espe-cially the newly modernized ones, areinherently more flexible for installingand validating new technologies than

are the objective, or operational,weapon system sensors. Oursensors can host test beds,you�ll also hear them called�sidecars,� as resources fordeveloping new technologies andalgorithms. Once tested and validatedunder live mission conditions at RTS,new techniques and technologies canbe fed into development and upgradeprograms for the nation�s weaponsystems. A cornerstone of theUSAKA/RTS vision is implementingthese technology test beds.The Changing Environment

Thus far, we�ve addressed theUSAKA/RTS mission and history, whatwe do today and how we got here. Youmay be thinking, �Okay, we do impor-tant work for the nation, we have aquality workforce, and Kwajalein is anice place to live. So, why disturb agood thing? Do we really need tochange anything?� These are excellentquestions. Consider the following:

The simple fact is that our environ-ment is changing on many levels. Thechanges are everywhere. On the locallevel, many of you are bidding farewellto friends and co-workers as we workthrough the contract transition fromRaytheon Range Systems Engineeringto Kwajalein Range Services. This isyet another change in the environment.I�ll point out that many military familiesmaintain an interesting perspective onPermanent Change of Station. Theyconsider it an opportunity to widen theircircle of friends and acquaintancesbeyond the existing boundaries. Istrongly encourage you to continue toextend your signature Kwajaleinhospitality to new co-workers and theirfamilies and thereby widen your owncircle of friends. Social relationshipsare an important part of the quality oflife here at Kwajalein for both ourworkforce and their families. Organiza-tions can provide the facilities andinfrastructure necessary to enjoy agood quality of life and we will addressthose shortly. However, the peoplethemselves provide the wholesomeatmosphere, vitality and small-townspirit we enjoy at USAKA/RTS.

On a regional level, we also see theenvironment changing. The U.S.government is currently renegotiatingthe Compact of Free Association, thetreaty between the governments of theRepublic of the Marshall Islands andthe U.S. The Compact determines howmuch grant assistance and other formsof financial aid are provided to the RMI.The intent is for the government of theRMI to set enough aside during this 20-year period in a self-sustaining trust

fund so that no further negotiations tothe Compact will be required, and U.S.contributions to the RMI in the form ofeconomic grants will cease after 2023.

The Military Use and OperationalRights Agreement, or MUORA, with thegovernment of the RMI dictates theterms by which the U.S. Governmentmaintains the right to operate RTS,including the determination of landpayments. The current MUORA doesnot expire until 2016, but there is aproposal under consideration that wouldextend it to 2066, with options toextend it another 20 years beyond thatto 2086. These actions signify stabilityand a long-term commitment from bothparties. Renegotiations of such legalagreements have provided the opportu-nity to evolve the basis of our relationswith our Marshallese neighbors.

Finally, on the national level, thechanging environment is obvious on theevening news. Two of these changesare related to an increasing threat,missile (and weapons of mass destruc-tion) proliferation and the growingconcern for global terrorism. Missileproliferation continues to be a growingconcern. In 1980, nine countries had aballistic missile capability. By 2000,that number had grown to 28 and thenumber continues to grow. Perhapsmore importantly, the capabilities ofthese systems have increased signifi-cantly. New delivery systems arebeing developed that extend the flightranges and effectiveness of thosesystems and the recent situation withNorth Korea�s nuclear capability clearlyunderscores the growing threat. In thearea of space operations, the threat isalso increasing. Electronic jammersand high-resolution imagery pose a

threat to our forces in thefield. The capability to buildand launch low-cost, capable,small payloads imposesadditional requirements onsurveillance sensors in the

form of increased sensitivity andresolution. RTS sensors can provideadditional capabilities to mitigate thesethreats.

In response to these increasedthreats, the President has created anew government agency overseeinghomeland defense, has directed therealignment of the DoD organization,and has withdrawn the U.S. from the1972 Anti-Ballistic Missile Treaty. Inhis January 2002, State of the UnionAddress, President Bush stated, �TheUnited States of America will not permitthe world�s most dangerous regimes tothreaten us with the world�s mostdestructive weapons.�

In the area of space operations, thisstatement has led to the identification ofactivities in space as critical to nationalsecurity and the economic well being ofthe nation. In time of conflict, U.S.freedom of action in space will be essen-tial. A similar response from the MissileDefense Agency has given birth to theconcept of the Ballistic Missile DefenseSystem, or BMDS, Test Bed. Both ofthese responses contain a centralrequirement for an integrated and unifiedinfrastructure to support the developmentof a robust testing environment.

Our future vision accommodatesthese environmental changes in a newand realistic way, exploiting andexpanding our capabilities to supportenhanced testing, training, and ulti-mately, to become a major operationalcontributor to our national defense.Strategy

Our vision for the future is based on astrategy that keeps what is best atUSAKA/RTS and evolves additionalcapabilities that are aligned with thenew national priorities. Where pos-sible, we are attempting to accommo-date the challenges and transforma-tions not only at USAKA/RTS, but alsoin the entire missile defense and spaceoperations community. Accordingly,our vision involves transforming ourspace and BMDS support and growingour test capabilities. These changesrequire a major shift in our thinking toachieve a more integrated supportorganization.

To address how we get from wherewe are today to a desired end state, weuse the streamlined acquisition modelof spiral development. In this model,we continue to develop a system�scapabilities while simultaneously using

A four-part mission

the operational capabilitiesavailable at major incrementalsteps in the development. Thismay sound a bit complicated,but its really rather straightfor-ward.

Consider the case of the BMDS. Weunderstand that the desired end statefor this system includes the globalprotection of the U.S., its allies, and itsfriends. If we set out from the start toreach the end state, we forego thepotential use of incremental capabilitiesthat may be available along the devel-opment path. For example, the tech-nology may not be mature enough tosupport some function required of theend state system. Rather than have nooperational capability, spiral develop-ment lets us take advantage of thetechnology as it becomes available toevolve a system�s capabilities in anefficient and practical manner.

To provide for spiral development ofthe BMDS end state, the MissileDefense Agency, our customer, isestablishing a Pacific Test Bed. Wecall the Test Bed an �enabler� becauseit facilitates evolution of the systemtoward the end state. The Test Bed willconsist of an integrated set of compo-nents that are widely dispersed,primarily throughout the Pacific. Sincethe Test Bed will support evolution of anintegrated, layered missile defensesystem that is effective against allthreats, it will require expanded testboundaries far beyond those of asingle, existing test range. Rangesensors will need to be augmented byadditional mobile resources to providefull mission coverage. Joint missionsupport and interoperability will berequired. The Test Bed will provide foroperationally realistic testing of proto-types of and surrogates for the BMDSelements, as well as the necessarycommand and control infrastructure. Inthis setting, we believe that USAKA/RTS can be a key element of thePacific Test Bed and a leader inachieving the BMDS end state.

There is an architecture beingdeveloped for space operations thatbrings together U.S. ground, air andspace assets in a unified manner toenhance force protection and to ad-dress the growing counter-space threatto our nation�s space assets. Our goalis to make USAKA/RTS a centralcomponent of the future space visionand to leverage our strategic locationand world-class sensor capabilities toexpand RTS support and contributions.We believe that RTS can play a moreactive operational role, particularly asthe U.S. develops a counter-space

capability. Such a capability willrequire the conduct of joint exercisesand simulations to demonstrate readi-ness. Satellite launch facilities at RTScould be employed in a counter-spacerole to launch payloads as part of anoperational mission.

In both the BMDS and space opera-tions areas, you may have noticed thatwe mentioned realistic training severaltimes already, and it is certainly truethat training capabilities must grow asU.S. defensive systems evolve tohandle the increasing threat. Futuretraining must be conducted as realistic,joint force exercises to assess missionreadiness. Furthermore, inter-operabil-ity and battle management, or com-mand and control, will become criticalreadiness elements.

The challenge ahead is to more fullyintegrate our test assets, supportagencies and the armed services.This, in turn, will lead to standardizationof systems and processes, increasedinteroperability and the capability tosupport joint operations. The ultimategoal is to develop integrated systemscapable of supporting multi-servicetesting, operations and training. Thisend state requires the addition ofmobile assets and expanded communi-cations.

Dismantling the �stove pipes� andbarriers that have prevented a fully-integrated, inter-service testing environ-ment in the past is a major challenge,one that will require advocacy andsupport at the highest levels of Depart-ment of Defense.

Are you still with me?

The Way AheadWe�ve covered a lot of mate-

rial to this point, so let�s take amoment to recap. After a briefstatement of our vision for thefuture, we reviewed the four

parts of the USAKA/RTS mission,missile system testing, space opera-tions, RMI interactions, and communityof excellence and quality workforce.Then, we highlighted the changes in theenvironment at the local, regional, andnational levels, that help to guide ourvision of the future. Next, we reviewedthe strategy for transformation fromwhere we are today, to where we wantto be in the future. In this section, we�llpresent some of the specific plans forthe future. These plans include excit-ing changes that affect not only thetechnical parts of our mission but thatalso directly affect our quality of lifehere on Kwajalein.

MissionThere are many changes on the

horizon that affect our technical opera-tions at USAKA/RTS. Remember thatbecause of the nature of the BMDStests, the Pacific Test Bed we dis-cussed earlier must be capable ofsupporting tests beyond the boundariesof a single test range, that is, multipleranges must be able to work in acooperative and coordinated manner tosupport the tests. The implications areclear. To provide full test coverage forthe MDA Pacific Test Bed and ulti-mately, the BMDS, as a test commu-nity we must make significant strides indeveloping common systems andcommon processes. We have recentlycompleted several technical projectsthat will be leveraged to make thetransition to more standardized sys-tems a reality. Other technical projectsof this nature are ongoing. Thesemodernization projects strongly lever-age the concepts of automation,standardization, commonality, andconsolidation, and could serve asprototypes for similar systems neededby other ranges that make up thePacific Test Bed.

We have a new agreement with theMissile Defense Agency to providefunds for several long overdue MeckIsland projects including upgrading thepower system, replacing the fire stationand correction of fire protection defi-ciencies. Our facilities on Meck Islandprovide our customers unique capabili-ties and we need to ensure that theinfrastructure will be able to attract newinitiatives.

One of the drawbacks associatedwith our remote location is our off-islandconnectivity, or bandwidth. Some of

March 4, 2003you may remember the dayswhen mission data was capturedon a large number of data tapesand film reels, and subsequentlyflown off-island via couriers.Long-distance phone calls hadto be scheduled and there was noInternet connectivity. Thanks tosatellite communications, those daysare behind us. However, we are rapidlyoutgrowing our current off-islandsatellite bandwidth capacity. We are inthe process of upgrading our satellitebandwidth to a DS-3 level of servicenext month. By comparison, thisupgrade will provide 2.6 times thecurrently available total off-islandbandwidth. This increased capacityopens the door to many other excitingopportunities. High speed Internetaccess is an enabler for many educa-tional, medical, and entertainmentservices that have community as wellas technical applications. For the longterm, fiber optic cable connectivity isbeing explored as a follow-on upgrade.

Quality of LifeWe have discussed our road ahead

concerning the mission. Now let�saddress plans for our Mashalleseneighbors and the Kwajalein community.In the area of relations with the RMI, weare pursuing the establishment ofcombined U.S. and RMI training andeducation programs. The development oforganic RMI search and rescue capabili-ties, and the capability for RMI NationalPolice to respond to disasters are beingencouraged to promote self-sufficiency.The provision of goods and services byRMI businesses can potentially reducecosts to USAKA, increase self-suffi-ciency, add to the local job skills base,infuse money into the local economy,and improve our quality of life. In thefuture, we will see fresh fish and tuna inour stores on Kwajalein and Roi-Namurand more services typically found insmall towns and cities. There are uniqueopportunities for us with the closerelationship we�ve developed with ourhost nation and we plan to take advan-tage of these in the future. TheMarshallese already export fresh fish andtuna to the U.S., Japan and othercountries�why not Kwajalein?

Besides the increased availability offresh food I just mentioned, our storeswill have greater selections and muchlarger inventories at much lower prices.In fact, we intend to reduce the need forso much off-island shopping. Of course,my wife, Jane, tells me the spouseswill always come up with a reason togo off-island to shop� I say maybe so,but I want them to have to use theirimagination.

I am committed to ensuring our �Kwajkids� receive an education comparableto the best schools on the mainland. Iwill look at the needs of our schools toensure that they have all the suppliesand equipment they need to include avehicle for driver�s education classes.Yes, I plan to bring back driver�seducation classes to the high school.

In the next few months, improved off-island connectivity will increase qualityof life in two ways. Recently, wepurchased equipment that will increasethe television channel selection to up to30 channels. You have seen the crewsdigging trenches in the housing areasthat are part of a plan to provide highspeed internet access in all our homes.With the DS-3 upgrade, we�ll see

immediate improvement in internetaccess speed in just a few months.

As you bike around Kwajalein, it�seasy to see many new projects under-way or recently completed. Book fansare enjoying the addition to our librarywhile bachelor residents will soon betrying out recipes at the new kitchen inthe adult recreation center. While lessvisible, the $800,000 repair to theairfield, splendidly executed by our in-house workforce, will tide us over untilwe need to overlay the entire runway ina few years. Even our canine friendswill enjoy a new home as the workingdog kennel is completed this month.

Near the small boat marina, work hascommenced on a new cold storagewarehouse. Another Corps of Engi-neers project, renovation of the OceanBQ, will complete the upgrade of all ofour permanent party unaccompaniedquarters. Work should begin thisspring on a large refurbishment of thefuel pier. Renovation of our NavyHousing continues. This projecttransforms our 1950-era homes withneeded repairs, central air-conditioning,a new bathroom, a covered lanai and acomplete new kitchen. We will con-

tinue to invest about $3M eachyear until all the Navy quartersare completed. Then we willbegin to refurbish our �new�housing.

We haven�t forgotten Roi-Namur. Projects recently completedinclude street light replacement andnew water and fuel lines to the docks.We plan to repair both the TradewindsTheater and the dock shelter at the endof the pier. We will install new waterstorage tanks and a special charcoalfilter system later this year. A recentstudy indicated the need to repair orreplace Roi�s fuel pier and we areevaluating the options.

Even with these projects, we mustinvest more in our infrastructure. Wehave top-notch people and cutting edgetechnology housed in facilities thatremind me of our bases in Europe inthe 70�s. I am confident we canleverage our mission to obtain thenecessary resources to upgrade manyof our rundown facilities.

I plan to start with the Pacific Bach-elor Quarters, or PBQ, our infamousBuilding 708. In the short term, we willremove the scaffolding and seal theexterior to slow down further deteriora-tion. Then, we will turn the PBQ into amulti-functional facility with moderntransient billeting, office areas for manyof our organizations that currentlyreside in failing structures and the newhome for the USAKA Headquarters.The recent congressional staff delega-tion voiced support for this MultipurposeCommand and Administration Facility.

We still have people living in trailers!This is unacceptable. They have servedtheir purpose as temporary housing andwe will replace them. I am excitedabout a private sector idea, similar tothe Army�s Residential CommunityInitiatives. Both Congress and entre-preneurs have discussed plans to build200 new homes that would be leasedby USAKA. They may be more domesor another type of innovative design. Iknow we have the congressionalsupport to make this happen.

You can see that we have beenfocused on the plans and implementa-tion necessary to make our vision areality across all four parts of ourmission. We will invest in our infra-structure so that Kwajalein is not only agreat place to test� it is even a betterplace to live. I hope you sense andshare my enthusiasm and excitementabout the USAKA/RTS prospects forthe future. We have a superb legacy ofpast success and the challenge of arewarding future ahead of us. mands will report directly to Depart-ment of the Army staff principals un-der a realignment announced earlierthis year.

The realignment of major commandsand field operating agencies will createa new position on the Army staff — theprovost marshal general — and theCriminal Investigation Command,known as CID, will report directly tothe new staff officer.

The Military District of Washingtonwill become a direct reporting unit tothe Office of the Army Chief of Staff.

Medical Command will become a di-rect reporting unit under the Armysurgeon general.

The Intelligence and Security Com-

Army to realign major commands, agenciesmand, known as INSCOM, will reportdirectly to the Army’s assistant chief ofstaff, Intelligence/G2.

The Army Signal Command will berealigned under the U.S. Army Net-work Enterprise Technology Com-mand. NETCOM will report directly tothe chief of Information Operations/G6.

U.S. Army South, or USARSO, willcontinue moving to Fort Sam Hous-ton, Texas, from Puerto Rico and willcontinue supporting the joint U.S.Southern Command, officials said, al-though it will report to Forces Com-mand under the realignment plan.

Preliminary decisions about the re-alignment of other MACOM headquar-ters have been made, officials said, butdetails will not be released until the

rate better business practices and or-ganizational concepts that have provensuccessful in major corporations, Whitesaid, adding that it will optimize theuse of technology.

The realignments are also designedto improve the control of resources andthereby provide tangible benefit toArmy commands, installations and ul-timately soldiers and their families,officials said.

Most of the initiatives, includingthose for FOAs, will be begin next fiscalyear after the affected organizationsdevelop and submit implementationplans for approval, Army officials said.

The approved initiatives are designedto streamline decision-making pro-cesses and achieve efficiencies, offi-cials said.

KLS President Carmen Spencer, KRSContracts Manager Nick Perry, RSESite Manager John Wallace, RSE Con-tracts Administrator James McMahon,Davis and U.S. Army Space and MissileDefense Command Contracting OfficerCarol Benton signed the documentstransferring the accounts from onecompany to the next.

Since December, Davis and a largeteam from both RSE and KRS invento-ried, researched and compiled the prop-erty listings. The total property wasbroken down into six different catego-ries: KLS real property, $533,680,645;IRE tagged equipment, $125,796,983;IRE material, $22,667,507; KLS taggedequipment, $100,554,157; and spareparts for 1900D aircraft, $484,916.

Davis, said the IRE and KLS physicalinventory accuracy was 95.49 percentand physical location accuracy was 97.99percent. Tagged equipment accuracywas 99.83 percent.

“With millions of dollars you can’tget much better than that,” said Davis,who was on the team accepting thegovernment property when the con-tract was turned over to Raytheon eightyears ago. “When the property wasturned over eight years ago, it was only34 percent accurate.”

Signing completed, Davis unceremo-niously handed the single master keyto Perry, giving KRS access to 47 ware-houses on island.

Pleased with the inventory accuracyand the cooperation between KRS andRSE over the last few months, Spencervoiced KRS’ appreciation.

“We were very, very pleased with theconditions of taking things over. Weappreciate everything that you’ve done.It has been very difficult and stressfulfor all of us, on both sides, and we’revery, very appreciative,” he said.

Saturday was also a day for good-byes as 83 people PCSed, making atotal of 190 over the last six weeks,Hensley said.

Meanwhile around 60 new residentshave arrived and about 100 more arecoming in over the month of March,Spencer said.

But there are still some people lefton island, who will depart over the nextfew days to few months, according toHensley.

“There are two kinds, the closeoutteam or roughly 30 people who willprobably be here through May … [and]people who would have gotten outMarch 1, but were detained because ofa packout or some other issue,” Hensleysaid. “There are 15 or 20 people whowould have left earlier if we could havegotten them off.”

The closeout team, led by Rick Grant,is responsible for financial matters such

as reports, closings, payroll, final bill-ings and paying bills, he said. Also onthe closeout team are Human Resourcepeople, led by Jack Riordan, to helpwith travel arrangements, expensereports and worker’s comp issues.

“It’s just a myriad of things …Thereare so many loose ends, it just goes onand on,” Hensley said.

Some of the people who are seenaround Raytheon offices won’t be leav-ing.

“A lot of people are working for KRSand helping us on their off-hours ascasual employees,” he said.

KRS and Raytheon switched build-ings too, with the closeout team mov-ing to buildings 905 and 1762.

“It was all done in advance; it wasn’ta two-hour switch,” Hensley said.“Pretty much all day yesterday we weremoving in and all day the day beforethey were moving out of here. That iskind of the way it was everywhere onisland.”

The U.S. Army Space and MissileDefense Command announced in Sep-tember that KRS had won the con-tract award, beating Raytheon andNorthrop Grumman. KRS officialsarrived on-island in early October,shortly before Raytheon and NorthropGrumman both protested the win.The General Accounting Office settledthe protest in favor of the Army awardin January, setting up Saturday’stransfer date.
