Kross of the New York City Courts, speaking to the River- dale League of Women Voters yes- terday at Riverdale Neighborhood House. "Women must unite to combat crime at its source," said Judge Kross, "for its prevention and con- trol lie primarily in their fields, the home and the school. Only better parental training and housing con- ditions, combined with better educa- tional facilities, can stop the fright- ening rise In Juvenile delinquency that confronts the cities of Amer- ica." Women must support better co- | hood House. Interested in crime control, said Judge Kross. Instead of each agency trying to get the largest amount of money to spend, all of the agen- cies, she advised, should pool their resources to accomplish the great- est overall good. Radical changes in economic con- ditions are responsible for much of the rise In Juvenile delinquency to- day, said Judge Kross. She cited as an example a case of delinquency In her own court, arising In a fam- ily living on relief for years and suddenly elevated to an Income of $70 a week, with disastrous results.
