After approval at a Wed., March 25 Council, Mr. McNeil will assume the permanent duties of CAO on April 7, 2015. "A critical component in moving Winnipeg forward to face our challenges and modernize our growing, thriving city is hiring a new Chief Administrative Officer who will bring an understanding of large infrastructure projects and a willingness to work in a collaborative, open, and accountable way,” said Mayor Brian Bowman. McNeil brings a wealth of experience involving over 30 years of work in the public sector, with more than 20 years of experience working with elected officials. He most recently served as the deputy minister of the Province of Manitoba Infrastructure and Transportation department. Prior to that, he worked for the Manitoba Floodway Authority, as well as for the City of Winnipeg’s Water and Waste department, where he helped lead the City’s flood fighting efforts during the flood of 1997. “I look forward to working collaboratively with Mayor Bowman, City Council, and the public service to serve Winnipeggers and build a stronger Winnipeg,” said Doug McNeil. “I believe in getting things done in an open and transparent manner, and I am excited to be part of a new culture shift in our City.” McNeil’s notable career also includes managing an annual budget of $1.6 billion dollars, providing advice regarding the floodway expansion project, and acting as a key member of the Province of Manitoba’s flood fighting teams in 2011 and 2014. The CAO Selection Committee was comprised of Mayor Brian Bowman, and Councillors Morantz, Pagtakhan, Lukes, Orlikow, Mayes, Gerbasi and Allard.

EPC unanimously approves selection of new Chief Administrative Officer; CAO Selection Committee recommends Doug McNeil Committed to growing a more modern, thriving city and addressing the priorities of Winnipeggers through a City Hall that works with more openness, transparency and accountability, Mayor Brian Bowman announced that the CAO Selection Committee unanimously recommends Doug McNeil as the new Chief Administrative Officer for the City of Winnipeg. After approval at a Wed., March 25 Council, Mr. McNeil will assume the permanent duties of CAO on April 7, 2015. "A critical component in moving Winnipeg forward to face our challenges and modernize our growing, thriving city is hiring a new Chief Administrative Officer who will bring an understanding of large infrastructure projects and a willingness to work in a collaborative, open, and accountable way,” said Mayor Brian Bowman.

Don joins us after a 29-year career in the public service at the provincial and federal level where he established a record of strong leadership, developing strong relationships with business and labor and building stakeholder consensus to address challenges.

Don brings to the MHCA and WORKSAFELY ™ more than 10 years of executive leadership in workplace safety and health, most recently as the Province's Chief Prevention Officer (2012 to present) and Assistant Deputy Minister, Workplace Safety and Health (2004-2012). His previous experience includes serving as a project manager with the Community and Economic Development Committee Secretariat at the Province, a senior budget analyst at the Provincial Treasury Board (1994-2000); and an economist in tax and fiscal policy with both the federal and provincial Departments of Finance (1985-1994). Don will start effective April 20, 2015.

Don has provided more than 10 years of safety and health leadership within the provincial government, including: the management of the Workplace Safety and Health Division; working closely with our industry and many other stakeholders on improving provincial safety and health legislation and regulations; strategic planning and the development of comprehensive injury prevention plans; and in the development of safety and health public awareness and training for employers and workers in Manitoba. He has been a long-serving board member of the Canadian Centre for Occupational Health and is a past-chair of the federal-provincial working group on occupational safety and health legislation.

Don has an extensive knowledge of public policy development process, has vast people networks and a keen understanding of the safety and health environment. He is highly regarded by both the public and private sectors for his integrity, his reasoned and rational approach to addressing issues and for developing open and respectful relationships with all stakeholders. Council votes to adopt 2015 Capital and Operating Budgets

Bowman delivers first budget as Mayor of City of Winnipeg; approved 14-2 WINNIPEG, March 23, 2015 – Under the leadership of Mayor Brian Bowman and the Chair of Finance Councillor Marty Morantz, City Council today passed the 2015 Capital and Operating Budgets with a vote of 14–2. “Council is committed to meeting the goals of Winnipeg, and today, City Council’s voice came together to pass the 2015 Capital and Operating Budgets by a vote of 14-2”said Mayor Brian Bowman. “I would like to thank my Council colleagues for their collaboration, hard work, and diligence during the challenging budget process. I look forward to working together over the next four years to grow a modern, thriving city with quality of life improvements for all Winnipeggers, including infrastructure renewal and a focus on creating a safe and vibrant community we are all proud to call home.” The following amendments were approved along with the proposed budget:

Remove the Legal Services outdoor patio/leave and license agreements fee to restore downtown and image route flower planting,

Include a one-year extension to provide a $60,000 grant in 2015 for the East Winnipeg Sports Association – John Buhler Recreation Park,

Restore $100,000 for pool services, earmarking $50,000 of the reduction for pool service realignments and directing $50,000 to the marketing and promotion of pool services,

Provide a grant in an amount equal to cost savings, up to a maximum of $35,000 from the Water and Waste utilities, to the Variety Heritage Water Park at The Forks in 2015.

Other highlights of the 2015 Preliminary Budget include: A Record Level of Investment in Street Renewal The 2.3 per cent property tax increase allows the City to triple its 2012 investment in street renewal with $103.3 million in 2015 alone; an increase of $19.1 million more than in 2014. Two per cent of the property tax will be entirely dedicated to the local and regional street renewal capital program for repair and maintenance of regional and local streets, back lanes, and sidewalks.

A Leap Forward in Managing Traffic Flows Winnipeg will take full advantage of new traffic management technologies by establishing its first ever Transportation Management Centre (TMC). Once operational by the end of 2016, the TMC will become the primary source of traffic information through the use of social media, smartphones and traveller information boards. It will be funded by $3.5 million annually in the Operating Budget, once fully implemented, and $3 million in 2015-2016, from the Capital Budget. Fuelling Economic Growth To support the engine of business that fuels our economy, the 2015 budget decreases the City’s business tax rate from 5.7 to 5.6 percent. This enhances the small business tax credit program to provide 6,025 or nearly half of all Winnipeg businesses with a full rebate when they have an annual rental value of $30,000 or less, up from 5,147 businesses in 2014. Supporting Public Safety To support the Winnipeg Police Service and its ongoing efforts to ensure the safety of Winnipeggers, the Budget establishes an increase of $4.9 million for a total allocation of $264 million. The Fire Paramedic Service budget also increases by $10.5 million to $178.3 million for a total investment between the services that comprises 44.5% of the total tax supported budget. Moving Forward with Rapid Transit To move forward with Rapid Transit, the budget offers solutions to allow Phase 2 of the Southwest Rapid Transitway/Pembina Highway Underpass to proceed. It provides a sustainable, multi-year funding plan for the next stages of building a more modern public transit network that will drive our economy and serve a growing, thriving city. Investing in our Community New and ongoing strategic initiative investments proposed in the 2015 Budget include projects and programs aimed at strengthening Winnipeg as a vibrant and caring community, including investments to help reduce homelessness, increases to civic museums and arts funding, maintaining the Aboriginal Youth Strategy, funding for 100% biological larviciding to manage mosquito populations, a commitment to a downtown dog park, and financial support for Assiniboine Park, as examples. Encouraging Innovation The 2015 Budget also includes a $1 million Innovation Capital Fund. This fund will provide investment for the best ideas for improved efficiency, service delivery and responsiveness in City operations.

A Renminbi Hub for the Americas

Most will not be surprised, for instance, to hear that China is Asia’s largest trading partner. Fewer realize that China overtook Europe as Africa’s largest trading partner and less still are aware that China is set to overtake Europe as Latin America’s second largest partner as early as 2016. It may or may not be well known, but here in Canada, China stands quite alone as our second largest trading partner. In other words, the demand structure for RMB internationalization is global in scope, deeper than that of the yen, and alive and growing here in Canada.

With these realities in mind, Canadian companies would do well to take notice, consider ways of leveraging the opportunities the RMB’s arrival presents to them, and take appropriate measures to mitigate the risks. Regarding risks, the story is clear. The establishment of RMB trading hubs across Asia and Europe is spurring our competitors in Australia, the UK, Germany, and South Korea, to name just a few, to experiment with RMB-denominated trade solutions. If Canadian companies are not willing to step out in the same way, they may find themselves having trouble gaining or maintaining their market share in China in the near- to mid-term.

On the opportunities front, the benefits are equally apparent. By adopting the RMB as a payments currency, Canadian traders will have access to a wider universe of Chinese clients, and at the same time, improve their bottom lines. This is because the vast majority of China’s traders are SMEs, most of which do not have USD liquidity. As such, they need to rely on foreign exchange agents to access dollars, who in turn charge service fees and impose conversion ceilings. At the end of the day, this system creates bottlenecks and costs, not to mention manifold frustration. However, if payment was made in RMB, life would become a whole lot easier and cheaper for everyone involved – except, of course, the foreign exchange agent.

Finally, timing is also important, especially for our exporters. The RMB is expected to continue its fall against the US dollar during 2015. China’s importers will be more receptive than ever to denomination of contracts in RMB.

The bottom line? The RMB’s long march to internationalization is rewriting the rules of engagement and, in the process, creating new risks and opportunities for the global trading community. When the celebration of our new hub dies down, it’ll be time for Canadians to roll up our sleeves and make the most of it.

On Monday, grumpy spring break returnees will have something to smile about: the renminbi (RMB) will step into Canada with the inauguration of the only RMB hub in the Americas, one more advance on its long march to internationalization. It all began with its first step into Hong Kong more than a decade ago. A long pause, and then a move into Southeast Asia in 2013.

Then Europe in 2014. In each of these locations, the RMB’s arrival was both eagerly anticipated and ballyhooed. We know in Canada it will be greeted with fanfare, but what is less certain is whether or not Canadian exporters and international investors will take action once the celebration ends. Should they?

It sure seems so. Consider the marvel of the RMB’s rise. Simply put, we are watching history in the making. Within the span of the last five years, the RMB went from being virtually non-existent outside the People’s Republic to the fifth most used payments currency in the world as of last autumn. And there is little doubt that before long it will overtake the Japanese yen and be fast on the heels of the pound.

By comparison, the only globally significant currencies to internationalize in the last half-century were the euro and the yen. And neither one is indicative of the RMB’s future prospects. In the Euro’s case, the currencies that merged together were already hard currencies. As for the yen, it internationalized under very different circumstances– we know that Tokyo’s global aspirations for the yen, and the rest of the world’s appetite for it, were measured from the outset. In contrast, Beijing has made it clear that it intends to transform the RMB into a global reserve currency. Moreover, China has arrived as an economic superpower and established robust trading relationships with every corner of the globe.
