Gold Seal Certification program will phase out applying for Gold Seal Certification as senior practitioner by 2014.

Currently senior construction management professionals who have over 15 years of experience as estimators, owner’s project managers, project managers or superintendents and who meet the educational requirements can apply for a Gold Seal Certified (GSC) credential under the Senior Practitioner application stream without challenging the Gold Seal Certification exam.

“We strongly encourage senior construction management personnel to set an example by becoming Gold Seal Certified,” said Barry Brown, chair of Canadian Construction Association’s Gold Seal Committee. Gold Seal is celebrating its twentieth anniversary this year and the program has had this application stream available to senior personnel for a number of years. “In keeping with the program’s spirit, we are simplifying the requirements and ensuring that all certificate holders have reviewed the same material and passed the same exam,” continued Brown. After January 1, 2014 senior construction management professionals who meet the experience and educational requirements will be invited to challenge an exam as part of the certification process.

“Many Gold Seal applicants have experience in excess of the five year minimum requirement,” said Stephanie Wallace who manages the Gold Seal Certification program. “No matter how much experience you have, staying current and differentiating yourself in the marketplace is important and Gold Seal is a great tool for that.”

A recent report by the Canada West Foundation concludes that Canada's governments should not hesitate when it comes to maintaining a high level of investment in public infrastructure because it is a key driver of economic productivity.

At the Intersection: The Case for Sustained and Strategic Public Infrastructure Investment is based on over 200 studies and shows a strong link between public infrastructure investment and long-term economic growth. Currently, Canadian public and private infrastructure assets, which are used daily and enable our economy to function, are valued at $4 trillion.

At the Intersection proposes five recommendations to help grow the economy and maintain our quality of life:

» Sustained and strategic investments in Canada's public infrastructure should be continued.

» Priority should be given to public infrastructure that enhances economic performance.

» Governments should encourage innovative approaches to the design of public infrastructure.

» Governments should not focus exclusively on new infrastructure and should give due consideration to renewing existing public infrastructure.

» Ongoing analysis and evaluation of recent public infrastructure investments should be conducted and the lessons applied to future investments.

The Winnipeg Chamber of Commerce has continually advocated for government to be BOLD in its approach to addressing the infrastructure deficit and supports the recommendations of the CWF Report. That approach is one of the reasons that we supported the City of Winnipeg in its recent operating budget for allocating one per cent of a property tax increase be solely dedicated to the renewal of local streets, back lanes and sidewalks. While The Chamber doesn't typically advocate for tax increases, a tax that is dedicated for infrastructure that will drive economic productivity is one that makes sense to us.

We are hopeful that this will begin the start of a much-needed dialogue between the various levels of government, business and citizens to address the long-term funding of infrastructure in this country.
