The Senate will begin debating and voting on Postal Bill (S.1789) in the next few weeks, that will determine the future of the Post Office and its employees. Senate bill 1789, as it currently is written, will not go far enough to provide relief to the agency and to keep it solvent for decades to come. Specifically, the bill will not protect against the reduction of delivery days and will not protect the closing of thousands of post offices and processing plants. Management cannot close 220 plants, 3600 post offices, or excess employees if they do not get Congress or the PRC to go from 6 delivery days to 5 or to reduce the service standards of delivery. Call your Congressmen and express your support of the amendments to Senate bill 1789. In the past month, I’ve met or talked with Congressmen, congressional aides, radio, and the newspaper media, in an attempt to get our opinion and views expressed to the public. We’ve asked the members to view their opinions about this bill to our Congressmen and what we need to have in the bill to save our jobs and our plant. We need to continue that fight on an everyday basis and keep the pressure on Congress as they debate and ultimately vote on our future. Brother and Sisters,

In the next couple of months much will

be decided about the future of the US Postal Service and the Canton P&DF. The Senate will

begin debating and voting on Postal Bill

(S.1789) in the next few weeks, that will determine the future of the Post Office and its

employees.

Senate bill 1789, as it currently is written, will not go far enough to provide relief

to the agency and to keep it solvent for decades

to come. Specifically, the bill will not protect

against the reduction of delivery days and will

not protect the closing of thousands of post

offices and processing plants.

Management cannot close 220 plants,

3600 post offices, or excess employees if they do

not get Congress or the PRC to go from 6

delivery days to 5 or to reduce the service

standards of delivery.

Call your Congressmen and express

your support of the amendments to Senate bill

1789.

In the past month, I’ve met or talked

with Congressmen, congressional aides, radio,

and the newspaper media, in an attempt to get

our opinion and views expressed to the public.

We’ve asked the members to view their

opinions about this bill to our Congressmen and

what we need to have in the bill to save our jobs

and our plant. We need to continue that fight on

an everyday basis and keep the pressure on

Congress as they debate and ultimately vote on

our future.

At no time in the past 30 years has the

future of the USPS and its employees been in

such a fragile state. Express your opinions and

do everything you can to save your job and our

plant.

As many of you are aware, management

at the Canton Plant and elsewhere are proposing

changes to jobs and how and when the mail is

run.

These “changes” are just rumors.

Management expresses a lot of ideas to

employees and the Union that never come to

fruition and I’m sure some of them are leaked

out just to get the members upset. Don’t let

management create a hostile or stressful

environment. If any of these “rumors” and

“changes” take shape to the point of actual

implementation, the Union will notify all

affected parties and will provide you with all the

rights afforded to you under the CBA.

In closing, I want to thank the officers

and stewards of this Local in their continued

support and hard work. Being an officer or

steward is not an easy assignment and given

what we walked into three months ago we are

making great strides and doing an excellent job.

From the Executive Vice President — By Mark Canale

First of all I would like to thank President Langman

and all the members of the Canton Ohio Area Local who have

supported me not only for the last election but for all the years

of support that they have provided me.

I am very confident that I will play a big role in assisting Clint and any member with all issues we face today

and in the future. I have always made myself available in

assisting stewards and officers, current and past that had

questions.

I am very confident that with the current Executive

Board, we will be able to fix the current problems we face

today and move forward with issues that we will be facing in

the near future. I would like to insure that every member of this

local is now in good hands. Have faith and patience, but please

do ask questions. You do have a voice and you will be heard.

Since becoming your Executive Vice President, I was

assigned the task to get the Local Memorandum of Understandings from all the offices that we represent. We had

approximately 8 offices that never completed there LMOU.

The time limits for negotiating a Local Memorandum

Of Understanding expired September 30, 2011. That’s right, 6

months ago, and we just received the last Local Memorandum

of Understanding last week. (Wooster)

We had five Offices that just flat out refused to provide the Union a copy of the LMOU. After talking daily to

the members of the USPS negotiating team, the locals were

finally sent to us.

However, when we received these Local

Memorandum of Understandings , four (4) offices: Sebring,

Bolivar, Malvern and Sugarcreek took it upon themselves, like

a pack of desert buzzards, to change the LMOU for their

offices and NOT tell the Union or their own negotiating team.

While we were reviewing these local agreements, we

noticed items were changed that we knew that not even the

worst Union President would agree to.

While we were reading these LMOU’s from these

four (4) offices, it was not just a NO WAY! but a OH, HELL

NO!!!

The first red flag that Clint noticed was that nobody

could sign up for prime time vacation in the month of JULY,

I know, no way. That was the biggest red flag. Then no

vacation in the months of November, December, January,

February, and March, and you say again no way, I know!!

Then it was changed to allow anybody to perform

clerk work: custodians, rural carriers, city carriers, etc. Again,

No way!!!

So, there was no way that President Langman would

sign these LMOU’s as they were sent to us, even if they were

negotiated in good faith, but I doubt it. Why weren’t they

signed before the September 31, 2011 deadline? Who knows!

Keep in mind, the Union had no copies of these

LMOU’s in the office. Everything was taken out of the office

and there were no computer disks.

After I interviewed all members of the Negotiating

Team for the USPS, they were all in agreement that these items

were NOT negotiated as sent to the Union, at least not by

them.

With that, the items were then changed in the Local

Memorandum of Understandings and were then signed by

President Langman and the Postmasters.

We now have a Local Memorandum of

Understanding for every office we represent.

This is just one of the issues that we inherited and we

will fix any and all issues that we inherited and move forward.

Any member that would like to receive a copy of their

Local Memorandum of Understanding for their office, can

e-mail or call me and I will send you one out via e-mail.

It is also very important that everybody supply the

Union with an e-mail address so that you may receive valuable

and not so valuable information as we receive it.

RULES AND REGULATIONS

The Scholarship program is open to all Union Members. All rules and

regulations are stated below and must be met by applicants.

1. Applicant must be a member in good standing of the Canton Ohio Area Local 524 (as defined in the Constitution and Bylaws of the APWU, reference Article 3) and must be a member in good standing for at least 1 year preceding the application deadline. 2. Scholarship recipient must be a Union member or the son, daughter, stepchild or legal adopted child of the Canton Ohio Area Local Union member. Applications must be submitted no later than May 01, 2012 and should be sent to the Canton Ohio Area Local 524, 1720 NAVARRE RD SW, CANTON OH 44706- 1667 (to be eligible for the drawing). 4. At least (1) one drawing of a $500.00 scholarship will be awarded annually. Additional scholarships will be awarded. Providing private funds are solicited and available. 5. Scholarship must be used no later than (1) one year from being awarded. 6. Scholarship recipients must attend an accredited college, university or vocational school of his/her choice as a full time student or enroll in a degree program. Applicants must make their own application, to the school of their choice. Undergraduate and graduate studies qualify. 7. Scholarship funds will be deposited to the school selected by the winner. A check in the amount of $500.00 will be sent to the business office, to be applied to the cost of tuition, fees, room & board or the purchasing of books to be determined by the student. 8. A drawing to determine the winner will be held at the regular scheduled Canton Ohio Area Local 524 Union meeting in May of 2012.

9. The Canton Ohio Area Local has the right to discontinue the awarding of scholarships, but once a recipient has been chosen, the scholarship will be awarded.

King/Valliere Scholarship

2012

We are pleased to announce the 2012 King/Valliere Scholarship Program. The application filing period will last until April 25

th.

A completed application must be received at the office of the Ohio Postal Workers Union by that date. The application must include a signed verification showing the applicant is a son, daughter or legal ward of a member in good standing. To be eligible an applicant must be a graduating high school senior or a current student in a college, university, or technical school. The winner(s) of the one-time only five hundred dollar ($500.00) scholarship will be drawn during the OPWU Off-Year Conference in Toledo on May 4

th. Each winner

will be notified and will have to complete a short biography for use in our newspaper. They will also be required to submit final information on where they will continue their education. All awards will be sent directly to the school of their choice. The only way to keep this program alive is by donations from our locals and members. I sincerely hope that each local in the OPWU will donate funds to support the scholarship program. Donations can be accepted through April 30, 2012. Please send a check or money order to the King/Valliere Scholarship, 1811 Clearview NW, Canton, Ohio 44708. We continue to honor the memory of two of our most beloved members, Willie King of Cincinnati and Ted Valliere of Canton. They stood for what we insist of our award winners:
