No. 1EOD, 10/08.15.01/94-95.—In exercise of the powersconferred by Section 45K of tbe Reserve Bank of India Act,1934 (2 of 1934), and all the powers enabling it in this behalf,(jhe Reserve Bank of India being satisfied that it is necessaryin the Public interest so to do, hereby directs that toe "Non-bankilid Companies (Acceptance of Deposits through Convmercial Paper) Directions 1989" (as amended) shall, witheffect from the date oS this notification be amended in th«following manner, namely ;
L In paragraph 3, the existing sub-paragrnnh (d) SIIHIJ besub&tituted by the following :
(d) "cash credit component of working capital (fund-based) limit" stall mean the aggregate fund-basedlimits sanctioned by one or more banking com-panleg in the form of cash credit limits includingthose by way of purchase /discount of bills formeeting working capital requirements, based onmaximum permissible bank finance, but shall notinclude facilities such as letters of credit/ guaran-
i tees where there is no actual outlay of funds n»well as credit limit® sanctioned in the form of loimaeither for mooting working capital purposes or foracquisition of fixed asicts/part" of project financing.
2. In paragraphs 4 (ii), 7 and 11 (v) for the woids"Working capital (fund-based) limit" the words "cash credit:omponent of working capital (fund-based) limit" shall bembstltuted.

No. HO/Lejtal/0285.—In exercise of the powers confer-red by Section 19 of the BankinR Companies (Acquisitionand Transfer of Undertakinfls) Act, 1970 (5 of 1970), theBoard of Directors of Allahabad Bank in consultation withthe Reserve Bank of India and with the previous sanction ofthe Central Government, hereby makes the following regula-tions further to amend the Allahabad Bank OfficerEmployees' (Acceptance of Jobs in Private Sector Concernsafter Retirement) Ragulatioiw, 1980 (hereinafter referred itto as the principal regulations) namely •—
(1) These regulations may be called the Allahabad BankOfficer Employees' Acceptance of Jobs in Private SectorComerns after Retirement (Amendment) Regulations, 1995.
(2) They shall come into force on the date of their publi-cation in the Official Gazette.
2. Regulation 4 of the principal regulations shall be ren-umbered as iub-refiulation (l)thereof and after sub-regulation(1) as BO renumbered and the proviso thereto, the followingsub-regulation shall be inserted namely :—
"(2) Where an officer employee has applied for previoussanction to the Board or, as the case may be, to the com-petent authority under sub-regulation (1) the Board or thecompetent authority shall either permit the employee to takeup employment In the private concern or refuse such permis-sion After giving the. employee nn opportunity of being heard :

(8) In the specialities of Shalya, Slialakya and PrasutiTantra, the practical training (should aim in eliciting know-ledge on invesligiativc procedures, techniques and Mirjjkulperformance so that the candidate may bo capable lo under-taike Independent -work in surgical procedures and theirmanagement in the respective speciality.
(9) The thorough and intensive traininng on a plannedprogramme should be given to the students during all stagMof the course and such programme should be available toithe inspection and scrutiny of the Central Council of IndhnMedicine.
(10) Adequate training in teaching technology and researchmethod.1* should be undertaken during the course of studies.
THESIS
(1) Before a candidate is allowed to undertake the workof thesis, tho title of the thesis should be registered with theUniversity within the six month* of admission and thi synop-sis should 'be approved at the end of preliminary year.
(2) The application of registration of the title of the thesKshould dearly mention the full title of. the thesis with asynopsis of tho proposed scheme of work indicating thefalnulaiity of the candidate with the proposed theme of workand the name of the department and the name ami desig-nation of the guide/supervisor and co-jjuide.
(31 Once, the title for thesis is approved, the candidatewill not be allowed to change the title or the proposedtheme of work.
(4) The registration of the candidate will be cancelled ifthe candidate fails to submit the title of thesis alongwithsynopsis within the specified period as mentioned above.
(5) No candidate shall foe allowed to submit the thesihbefore the expiry of one calandar year registration of thetitle of the thesis and before six months of the final year.
The subject of the thesis must be related with 1he subjectmatter of the speciality offered by Hie candidate
(6) The thesis should place on record the methods andpotentiality of the research carried out by the candidate onthe- (problem selected by him and completed under the .guid-ance of the teacher approved by the University.
(7) The thesis should consist of critical survey of rele-vant literature, research, results of the research di«ous,sion onthe basis of existing literature on the subject, conclusion,summary of thesis and references cited in the "thesis.
(8) There will a Scrutiny Committee constituted as perrules laid down by the University or in the ordinance whichwill sautinise and approve the title of the 'hesis and pro-posed scheme of work submitted as per rules. The subjectof every thesis should be practical oriented, devoid of un-promising specialities and should be helpful in the develop-ment of service of Ayurveda.
(9) The thesis ordinarily consist of exceeding 200typed pages. The thesis should contain at the end a summaryof not more than 1500 words covering the conclusion drawnby the candidates.
(10) The guide /supervision shall be a person of status ofa Professor/Reader possessing at least five years Postgradu-ate teaching experience in the subject A Professor and aReader can guide in maximum three and two students res-pectively in each academic year. A lecturer with sevenyears Postgraduate teaching experience can p.uidc one candi-date in each academic year.
(11) The thesis must be satisfactory a* regards literary pre-sentation and suitable lor publication either ns such us innn abridged form.
(12) Four copies of the bound thesis together with onecertificate or certificate from the supervisors or supervisormust re-acb the office of the (Registrar three months beforethe final examination,
(11) The thriis shall be osr-csv-d by four examiners appoint-ed by (he University, two of them will be ex'eninl and twointernal. One of the internal examiners of rh» thesis shouldbe the Chief Supervisor under whom the candidate hasworked for the thesis.
14) The thesis shall only be accepted after unanimousapptoval by the eaxmincc appointed to rwnmmc it.
fJ5) If the thesis is not accepted it will be referredback to the candidate with the ircmaiks oC th:: examinersfind the candidate can resubmit the thesis, after makingnecessary impiovements in the light of the examiners' reportto the University but not beyond vi further period of sixmonths.
(16) The candidate shall be permitted to appear at IIexamination past-graduate dogrec in Ayurvcd consisting oftheory, oral and practical^ including clinical only after thethesis has been approved by the examiners appointed forthe purpose.
(17) One copy of the Synopsis of the title of thesis shallbe submitted to the Registrar, Central Council of IndianMedicine ;is soon as the title is approved. One copy of theaccepted thesis will be lodged in 1'hc library of the CentralCouncil of Indian Medicine, New Delhi.

5. Examination will ordinarily be held in the month ofMay-June and October-November every year.
6. For being declared successful in the examination,the candidate whall have to pass all the subjects sepa-

7. A candidate need not appear in the subsequentchances in subiect or subjects if ho has already boendeclared successful.
8. If a candidate fails in one subject only, he shall haveto pass in the subject before he is allowed t<* appearin the Final Examination.
9. Tf the candidate fails in the theory and practical ofFinal examination, the candidate can appear at tho-subsequelnt examination without requiring to submita frdsh thesis.
10. The Post-graduate degree shall be conferred on thecandidate after the acceptance of the thesis and af ti-the candidate has passed the finnl cxanrnalian in thespeciality bv the candidate.

SCHEME OF EXAMINATION
The scheme of the preliminary examination and finalexaminuTion followed by practical /clinical /oval examinationshall be as detailed below :—•
CRITERIA OF EXAMINERS
1, The examination shall not be apppointed for a period ofmore than three years at a time. He may be icappointedafter an interval of two years.
2. The examiner must have a teaching experience of Post-graduate classes in the subject. Five years PG leaching ex-perience for Professor and Reader and seven yenrs PG teach-ing experience for Lecturer is essential.
MBEHUfM OF INSTRUCTIONS
.Medium of instruction shall be Hindi, English or Sanskrit.Preference should be given to Sanskrit.
MINIMUM REQUIREMENT FOR POST-GRADUATEDEGREE TEACHING CENTRE
1. Tbe Centre must satisfy the minimum requirements forUntier-graduate training as prescribed by the Central Councilof Indian Medicine and in addition must fulfil additional re-qiuirementfi of Postgraduate training depending on the typeof wort covered out in the department.
2. Facilities regarding training in Basic Sciences of Ayur-veda and Medicine related to the subjects of training as re-commended by tbe Centra] Council of Indian Medicineshould foe provided.
3. A.U the facilities of ancillary department should boavaildto?* for co-ordination of training,
.4. Tho institution should have adequate equipments andresearch facilities in the related speciality and subject.
5. Tlhc institution should have adequate equipments andresearch facilities in the related speciality and subject.
6. The institution must have a fully equipped hospitalconsisting of at least 150 beds with adequate fadlitift* jr<specialities. However, there should be m bed* per studertin the clinieiil subjects.
FACILITIES FOR POST GRADUATE STUDENTS
The stipend and contingency should be provided at therates prevailing in. the State for other medical Post-graduatestudents. The Council shall regard it mi essential fadlir-•which should invariably 6 provided to Post-graduate Stu-dents in the subjects of Ayurveda.
STUDENT TEACHER RATIO
The student teacher ratio should be such that the munjbeiof Postgraduate teachers; to the number of Post-graduatestudents admitted per year be maintained .it 1 : 1 . . Wherethe number of Post-«raduate teadhers is less lhan 3 per mi it.then the tiwtnber of students should be reduced so as tokeep the ratio to one student per teacher por year. It shallbe applicable also where the posts are lying vacant and thenumber of students admitted shall not exceed to the abovementioned yardstick.
