CH Wanmirri Femetra Elvandar Femetra

Femetra is my introduction in to the Terrier Group. From her first show winning Baby Puppy in Group she has been rewarded at every show entered with Class in Group or Class in show. Still only in Puppy Femetra highlights have been four runner-up in Groups under international and mainland judges. At the 2017 Sydney Spring Fair she came home with three Ch Best, three runner-up Breed and one Puppy in Group.Femetra has also qualified for Tasmanian Puppy of the Year. Thank you for the compliments and kind remarks Femetra has received, not forgetting my appreciation to her breeder, Owen Clark, Wanmirri Kennels, Victoria.

NOTICE OF ELECTION FOR TCA INC COUNCILLORSAn election shall be held to elect four (4) Councillors to take office for the period February, 2018 to February, 2021.A member nominating for election as a Councillor is required to meet the eligibility criteria as defined hereunder. The Commitment Statement must be completed and signed on the nomination form.No person shall be eligible for election or appointment or be elected or appointed pursuant to this Clause unless the person at the time of closing of nominations: (a) Is an ordinary financial member of the TCA Inc and at least eighteen (18) years of age.(b) Has been a financial member of the TCA Inc, or an ANKC affiliated body, for a continuous

period of at least five (5) years up to and including the closing date for nominations.(c) Has served as a member of the Council of the TCA Inc or of an ANKC affiliated body,

defined in Clause 7, or has held an executive position on a body affiliated with the TCAInc or with a body affiliated with a member body of the ANKC for a period or periods intotal of not less than two (2) years or has held an executive position on the committee ofa body, incorporated under the Incorporations Act, for a period or periods in total of notless than two (2) years, in addition to having held an executive position on a bodyaffiliated with the TCA Inc or with a body affiliated with a member body of the ANKC fora period or periods in total of not less than one (1) year.

(d) Executive positions are those of President, Vice-President, Treasurer and Secretary.(e) “financial member”, in relation to this notice, means an eligible member of at least 18

years of age, who is a current financial member of the TCA Inc, and a resident of the stateof Tasmania.

An eligible financial member of the TCA Inc may cast a vote for not more than the number of candidates to be elected. The number of candidates to be elected. who receive the highest number of votes shall be elected to the vacant positions for a three (3) year term February 2018 to February 2021. In the event of a tied vote for the last position the names of those candidates who receive the identical number of votes in the tie shall be subject to a simple draw and the winner of the draw shall be duly declared elected as a Councillor. Nominations for elections shall be accepted only on the approved nomination form available on the Association’s website or from the TCA Inc office and with all the particulars required thereon properly completed.The nomination must be placed in a sealed envelope marked ‘nomination form’ and posted to the Returning Officer Locked Bag 1 North Hobart Tasmania 7002 to be received at the Locked Bag not later than the closing time of 12.00 noon on Friday 27th October 2017.The list of nominees shall be published in the December/January issue of the “TCA Inc Gazette”, together with the rules, regulations and procedure for voting.Nominees are invited to submit a photo and a short resume of their involvement in canine activities which will be published free of charge. The resume must accompany the nomination form, a photograph is optional.A nominee may appoint a person who is a current financial member, as defined in Clause 1 of the Rules for Election, to act as their scrutineer at the counting of votes.Counting of votes cast in such election shall take place at the Administration Building, Hobart Showground, Glenorchy, on Monday, 8 January 2018 commencing at 1.00 pm.Councillors whose terms expire in February 2018, are:

By the time you read this, daylight saving will have started. I hope that will herald an improvement in the weather so we can all enjoy our canine activities more.We have just seen the conclusion of our conformation judges training scheme. The pass rate was 72% which is very commendable. I had a short chat with the interstate assessors after the practical exam and they commented on how well our candidates were prepared. This can be attributes to the commitment of the co-ordinators as well as the hard work of the candidates themselves. Congratulations to those who were successful and I am sure that the others with a little more experience will pass next year.Congratulations also to Rex Lowe who was successful in the by-election for a Councillor to replace Keith Irwin. Rex attended his first Council Meeting for his current term of election in September and I am sure with his years of experience in the dog world, will prove a very valuable addition around the Council Table.We have also concluded the Special General Meeting which was called to consider the proposed changes to the electoral provisions. Council gave a commitment early in the year that this would be concluded in time for changes if any, to the Constitution to come into effect for the next election. Bearing in mind the considerable consultation with members that took place, it was no surprise that the proposal was accepted unanimously by the members attending. Can I just thank everyone who participated in the process for their input?Council has also recently posted on its face book page, copies of the correspondence regarding the proposed occupation of the Agfest site.

1. The recipient is to have given outstanding service to the canine world over a period of time.

2. The recipient is to have been a working member of one or more clubs, having assisted with club canteens, fund-raising, working bees, training days, stewarding, managed or worked in Show Offices, produced club magazines, produced or donated equipment for the membership use.

3. Nominations are to be accompanied by a written statement, duly signed by the proposers who must be financial members of the TCA Inc. The nominee’s contributions to the canine world must be listed.

4. The TCA Inc invites nominations from all disciplines. Nominations will be received up to 31 October each year.

5. Up to four awards, at the discretion of Council, will be presented each year. There is no obligation to make any awards each year. Recipients will be advised in writing prior to the presentation. This advice is to be marked ‘CONFIDENTIAL’.

6. Presentations will be made at a fixture.7. The TCA Inc Council decision is final. No correspondence will be entered into

under any circumstances.8. No serving Councillor will be eligible for this award.

DISTINGUISHED SERVICE AWARD CRITERIA

Did you know? . . .Rally Obedience Trials for all breeds are conducted in Tasmania.Do you want to spend time with your dog in a fun sport?Have you tried traditional obedience and found it daunting?Rally Obedience or Rally O is a fun sport where you and your dog complete a designated course of predetermined exercises.It is open to all breeds of dogs over six months of age who registered with the ANKC on the main register, limited register or associate register. Rally O trials are held throughout the year at club venues around the stateThe classes start with simple exercises and progress through to more complex onesThere are a number of titles to be gained starting with novice which is on lead, then moving off lead to advanced then excellent and on to masters.Masters classes have no jumping so are suitable for older dogs to compete.Rules for the conduct of Rally Obedience Trials are available on the ANKC website or from Dogs Tasmania office on request.There are a number of clubs around Tasmania that hold training classes for all obedience sports including Rally O. A call to the Dogs Tasmania office will get you details of the club nearest you.

EXCLUSIONNeither the Tasmanian Canine Association Inc, its employees, affiliate clubs nor any volunteer involved with a TCA Inc sanctioned fixture accept any responsibility for any injury or loss that may occur during the conduct of that event.

FROM THE OFFICEMembers are reminded that the TCA Inc office will be closed for the period 23 – 27 October 2017 for the 2017 Royal Hobart Show.

Members attending TCA Inc Council meetings as observers are reminded that mobile phones should be turned off and that they may only speak when they are requested to do so.

CLARIFICATION:The Recall exercise in the CCD class of an Obedience Trial does not begin until the position has been taken up AND the lead has been taken from the handler.

CORRECTIONS:The ‘RUSTYBLUES’ litter listed as American Staffordshire Terriers in the last issue of the Gazette is Staffordshire Bull Terriers.The champion title for the Hungarian Vizsla ‘DUAL CH. (T) KENOZ ROZSE GOLD (AI)’ published in the last issue of the Gazette was for a Tracking Champion.

The TCA Inc Council has adopted a new Policy concerning the use of Information Technology and Social Media. This policy is published on page 8 of this Gazette.

Any member who disputes their dog’s Hip and Elbow scores is now able to appeal the reading. Please contact the TCA Inc office for details of the appeal procedure.

The Classic Dog ShowThe Spring Classic Dog Show is scheduled for 25 November 2017 at the Longford showground. This show is being conducted as a fund-raiser for The Cancer Council of Tasmania and all profits from the show will be donated directly to The Cancer Council About two years ago the club decided to conduct this fund-raising show and in the meantime so many of us in and out of the dog fancy have been impacted one way or the other by this terrible disease there is not one of us who does not have a family member or friend who has or still is suffering from some type of cancerWe humbly ask for your support at this show, any donation will be gratefully received and all will be acknowledge in our catalogue. About the PolicyDogs Tasmania has an obligation to its members to provide a safe environment both physically and emotionally. This obligation is not limited to the confines of the show ring or trial field [or Dogs Tasmania events], but includes ensuring that Information Technology (IT) is not used by our members in a destructive or counterproductive way.Dogs Tasmania acknowledges that IT provides beneficial and important platforms for both business and personal communication which allows the sharing of information in online communities.However, Dogs Tasmania has recognised the potential for IT to be used inappropriately and/ or in a manner which may be considered to be bullying or even illegal. The Policy has been prepared to promote a healthy environment within which Dogs Tasmania members can use IT in a constructive manner.To whom does the Policy apply?This policy concerns the use of IT by all members of Dogs Tasmania and applies to any IT services accessed by these parties through Dogs Tasmania IT systems or through personal IT devices by those to whom the Policy applies, whether at Dogs Tasmania events or outside of these times.To what does the Policy apply?The Policy applies to the use of Information Technology, including but not limited to:1. Social Media;2. Email services;3. Instant messaging services;4. Text messages; and5. Telephone calls.What is Social Media?“Social Media” includes online services and tools used for publishing, sharing and discussing information. Social Media includes, but is not limited to, social networking sites, blogging sites, weblogs, video and photo sharing sites, online forums or discussion boards, online encyclopedia’s, wiki pages and any other websites which allow users to upload and share content on the internet.

Your obligationsIn line with the Policy, you must:1. abide by the Regulations & Code of Ethics (Tasmanian Canine Association Inc).2. act in a manner which would fall within community expectations of good manners;3. be courteous and respectful to Dogs Tasmania, Dogs Tasmania’s staff members, members, all

affiliates of Dogs Tasmania and others;4. not disparage Dogs Tasmania its staff members, members or affiliates, either expressly or

implicitly;5. not engage in Cyber Bullying;6. not utilise abusive, profane, obscene or sexually explicit language or material;7 . obtain written permission from Dogs Tasmania before posting any content on a Social Media

platform or using any IT service to make statements or comments on behalf of Dogs Tasmania or otherwise or which may be construed to be attributed to Dogs Tasmania.

This Policy includes prohibitions on members engaging in any conduct that could reasonably be considered to be:

Examples can include but are not limited to the posting of derogatory or sarcastic remarks about Dogs Tasmania, its staff members, members and affiliates on Social Media or by the use of IT generallyCyber Bullying means the use of IT or Social Media to act out repeated, unreasonable and unwelcome behaviour which is directed towards an individual or a group, whether Dogs Tasmania, its staff members, members and affiliates or otherwise, and which creates a risk to the health and safety or otherwise offends, humiliates, threatens or intimates that individual or group.Disparaging behaviour and Cyber Bullying by Dogs Tasmania members will not be tolerated by Dogs Tasmania and may result in disciplinary proceedings.Use of the Dogs Tasmania LogoThe Dogs Tasmania logo must not be used without prior written authorisation from Dogs Tasmania CEO.The Dogs Tasmania logo must not be altered by any person to whom the Policy applies. Northern VenueThe EO advised the meeting that correspondence had been forwarded to Rural Youth detailing the concerns Council had with the draft MOU with a response date of 8 August 2017.

New Awards – Breeders G Blyth circulated a draft proposal for the new awards for dogs.RESOLVED: ‘The proposal be forwarded to the ANKC Ltd for inclusion on the agenda for the Board Meeting 14 and 15 October 2017.’

FINANCE:Financial Reports for the period ending 31 July 2017 indicating a profit of $555.55 for the period compared to a profit of $5111.38 for the corresponding period in 2016, a Year To Date profit of $34268.65 compared to $49566.84 in 2016 and a Bank Register for the period 1 to 31 July 2017 detailing deposits totalling $33089.91 and withdrawals of $27641.32.

CORRESPONDENCE:ANKC LtdAn electronic motion to amend the ANKC Ltd Rules for the conduct of Lure Coursing Trials.G Parry advised the meeting that he supported the changes.

GENERAL BUSINESS:Executive Officer’s Report

The EO’s Report advised that:• Processing was at a 10 working day turnaround. • There were 151 puppies registered in the period 15 June to 12 July 2017 compared to 325 for

the period 25 May to 6 July in 2016, and 1198 YTD compared to 1330 last year. • There was 1006 members including Life Members as at 12 July 2017 compared to 1002 in

2016.• At the Club Executive Meeting held 8 July 2017 the issue of certificates being folded by

Australia Post was raised and a suggestion that cardboard be sent with the certificates to prevent bending. This card will cost 50¢ per sheet.

M Jones offered to check the TasTAFE source for a price.

ANKC Ltd Annual General and Board MeetingsThe EO advised the meeting that he had several items to be submitted to the ANKC Ltd for inclusion on the agenda for the ANKC Ltd Board Meeting and that he would circulate them prior to submitting them to the ANKC Ltd.K Morgan advised the meeting that the ANKC Ltd Social Media Policy that he had undertaken to do was coming along.

Falling Show EntriesG Blyth suggested that those exhibitors who do not support southern or northern shows should be surveyed to see why they don’t and agreed to provide a draft survey for the next meeting of Council.

Litter InspectionsThe EO advised the meeting that he had received the Dogs New South Wales procedure for inspecting litters of British and French Bulldog puppies prior to their registration.D Sales tabled correspondence from Ms Y Smith relating to the matter and advised the meeting that the ANKC Ltd Taskforce was looking at taking other breeds into consideration as well.‘The Dogs New South Wales procedure be adopted for British and French Bulldog litters that are to be registered in Tasmania.’

G Blyth/G Parry – CARRIEDConfidentialityG Blyth advised the meeting that any Dogs Queensland member who was appointed to any Dog Queensland committee had to sign a confidentiality agreement.The EO agreed to contact Mr R Harrison, the Dogs Queensland CEO, to obtain a copy of the document.

Member Feedback E-mail AddressG Blyth advised the meeting that Dogs Victoria had a dedicated e-mail address that went to multiple staff/board members for member feedback.RESOLVED: ‘The matter be listed as an agenda item for the next meeting of Council.’

Code of EthicsG Blyth advised the meeting that Dogs New South Wales had recently introduced a new clause into their Code of Ethics preventing their members from dual registering with an organisation that was not affiliated with the ANKC Ltd.RESOLVED: ‘The TCA Inc request that the ANKC Ltd include this clause into its Code of Ethics.’

BUSINESS ARISING FROM THE MINUTES:Northern VenueCorrespondence was tabled from Rural Youth advising that K Morgan and M Evans would have been able to address the majority of concerns that had been raised with the Memorandum of Understanding for the Agfest site, that they were disappointed that the meeting that had been scheduled for 12 June 2017 was cancelled, that they were not willing to commit to the 20 year lease period the TCA Inc had requested, that the TCA Inc would not be reimbursed for any costs involved in preparing rings for the area, that they had been approached by a northern based canine

group that was interested in proceeding discussions with the Rural Youth boundaries and that they believed their discussions with the TCA Inc should not continue.E Job asked why K Morgan and M Evans had not answered Council’s questions when they could have.M Evans advised the meeting that all questions except those relating to finances had been answered. S Axton read out a letter relating to the lack of consultation she had received as a member of the Northern Venues Working Party.G Blyth suggested that the TCA Inc Council need to work together.D Sales advised the meeting that he had never opposed the Agfest proposal but that he did have concerns about the finances involved.‘The draft MOU, the TCA Inc correspondence to Rural Youth and their response be posted on the website and Facebook page.’

CODE OF BEHAVIOUR AND ETHICSPART 1 – BEHAVIOUR1. A member of the Tasmanian Canine Association (TCA Inc.) at all times –

a. shall conduct themselves politely and with integrity at any TCA Inc. approved event; and

b. shall conduct themselves in a sportsmanlike manner at such events and in any related activities or communications; and

c. shall respect the reputations of other members, all judges and officials, at TCA Inc. approved events and in dealings in wider forums, including chat lists, on the internet and in other communications; and

d. shall not engage in any behaviour that is contrary to the standards accepted by the community

e. shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the Australian National Kennel Club (ANKC Ltd) and the TCA Inc.

PART 2 – COMPLIANCE WITH CODE OF ETHICS2(1). Each person, upon signing an application for membership or renewal of membership of the

TCA Inc., and being duly elected to general membership of the TCA Inc., in addition to agreeing to be bound by the Constitution, and Regulations of the TCA Inc., shall also agree to be bound by the TCA Inc.’s Code of Behaviour and Ethics.

2(2). Any failure to comply with this Code of Behaviour and Ethics will lead to disciplinary action which may result in loss or suspension of membership or other penalty.

PART 3 – CODE OF ETHICS BREEDING AND UNDERTAKING3. A member shall not knowingly or recklessly misrepresent the ANKC Ltd or the TCA Inc.,

trading as Dogs Tasmania.4. A member shall constantly strive to improve their knowledge of their chosen breed or

breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.

5(1). A member shall ensure that all dogs under their control are properly controlled, housed, fed, watered, exercised at all times and receive veterinary care as required in accordance with any Government Regulations.

5(2). All dogs shall be able to stand up to full height and be able to turn around with ease in any crate in which it is confined.

5(3). A Member shall ensure that dogs under their control are not left in any situation that may cause injury or death to the dog.

6. A member who leaves his or her dog in the care of another person remains ultimately responsible for that dog.

7. A member shall take all appropriate lawful measures to assist a dog in distress.8. A member shall positively enhance the reputation of dog breeders and owners by ensuring

that dogs owned by the member are not a danger or nuisance to the community.9. A member shall not participate in, nor support, any activity that involves cruelty or damage

to animals, other than a legal hunting activity.10. A member shall not dispose of any dog owned or bred by the member to a pound or animal

refuge.11. A member shall breed primarily for the purpose of improving the quality, health, welfare,

soundness or working ability of the breed in accordance with the breed standard, and not specifically for the pet or commercial market.

12. A member shall not mate a bitch before it is 12 months of age unless the bitch is of a breed that has Litter Registration Limitations regarding age as set out in Part 6 of the ANKC Regulations.

13. Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp more than twice in 18 months without the prior approval of the TCA Inc.

14. Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp more than 6 times without –(a) prior veterinary certification of fitness for further breeding; and(b) prior approval of TCA Inc.

15. A member shall not, without the prior approval of TCA Inc., permit any of that member’s pure bred dogs to be mated to –(a) a dog of a different breed; or(b) a cross bred dog; or(c) an unregistered dog of the same breed; or(d) a dog that is not on the Main Register.

16. A member shall take all reasonable action to reduce the incidence of hereditary diseases in accordance with the ANKC Ltd Code of Practice for Hereditary Diseases.

17. A member shall not sell or otherwise transfer from his or her care any puppy under eight [8] weeks of age.

18. A member shall not export a puppy under eleven [11] weeks of age, or any greater age as may be specified under the livestock import requirements of the country to which the puppy is being exported.

19(1). A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the use of dogs for the meat trade without first satisfying the TCA Inc. that the purchaser is a member of an ANKC Ltd recognised canine controlling body in the overseas country.

19(2). The member and purchaser shall further acknowledge in writing to the TCA Inc. that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose.

20. A member shall ensure that any person acquiring a dog from that member understands the requirements for the care, welfare and responsible ownership of the dog, and that the person acquiring the dog has the time and facilities (e.g. adequate fences, sufficient room and proper shelter) to fulfil their responsibilities.

21. A breeder shall maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.

22(1). A member shall register all puppies bred (excluding those breeds listed in ANKC Ltd Regulation Part 6, Section 6.2 whose specific colours precludes them from being registered on any Register) by that member that are living at the date of registration. 22(2) Such registration shall include all puppies from the litter on the one litter registration application form and shall be applied for within eighteen [18] months of the date of whelping.

23. A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of –(a) the breed characteristics; and(b) vaccination record or requirements; and(c) responsible dog ownership information; and(d) all documentation required by Dogs Tasmania.

24. A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.

25(1). A member shall ensure that all dogs sold or disposed or by that member are in the best possible state of health.

25(2). Where a dog with a health issue or disability is disposed of the member shall obtain from the recipient written and signed acknowledgement of the condition of the dog.

26. A member shall not –(a) sell or dispose of a dog to a commercial pet wholesaler or retail pet shop unless they

are accredited by the Pet Industry Association of Australia Limited (PIAA); or(b) allow a dog owned by that member to be given as a prize or donation or to be

temperament as described in the Standard for that breed; and(b) the dog is presented in a manner that is unlikely to create a negative impression of dogs

generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.

29. A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.

30. A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.

Substitute Judges:The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227.
