LOCATIONThe property is located in Hampton, South West London within the London Borough of Richmond upon Thames.

A range of local amenities can be found along Station Road itself, including a number of cafes, restaurants and independent shops. A Waitrose supermarket is located approximately 0.5 km (0.3 miles) to the west of the site at the junction of Oldfield Road and Percy Road.

The site benefits from close proximity to both the River Thames 0.5 km (0.3 miles) and Hampton Court Park which

provides 750 acres of green space along with formal gardens and palace buildings.

The property is well served by public transport, with Hampton Railway Station approximately 450 metres (0.3 miles) from the property, which provides direct services to and from London Waterloo in 45 minutes. In addition, a bus stop is situated outside the building, linking the site to the surrounding area, including direct services to London Heathrow airport.

DESCRIPTIONThe broadly rectangular site extends to approximately 0.28 hectares (0.7 acres). We understand the existing buildings extend to circa 2,234 sq m (24,049 sq ft) GIA.

The site comprises a locally listed ‘Building of Townscape Merit’ in the form of a red brick former Metropolitan Police Station building which occupies a prominent position on Station Road. The original building dates from 1905 and is arranged over 3 storeys.

To the rear are a series of more recent piecemeal additions to the original structure of 2-3 storeys, including space previously used as vehicle service buildings.

The remainder of the site is occupied by surface car parking, which is enclosed by a brick wall that runs most of the length of the site’s Station Road frontage.

PLANNINGThe property falls within the jurisdiction of the London Borough of Richmond Upon Thames.

The site is located within the Hampton Village Conservation Area and the former police station is a locally listed ‘Building of Townscape Merit’.

The site benefits from Planning Permission (Ref 16/0606/FUL) granted on 5th September 2017 for the following development:

“Retention of former police station building with partial demolition of the rear wings of the police station and demolition of the rear garages and the construction of 28 residential units (4 x 1 bed, 7 x 2 bed, 10 x 3 bed and 7 x 4 bed) and associated access, servicing, cycle parking and landscaping.”

The development will be subject to Mayoral CIL at a rate of £50 per sq m and London Borough of Richmond CIL at a rate of £190 per sq m. These rates will be subject to inflation using the national All-In Tender Price Index of construction costs published by the Building Cost Information Service (BCIS) of the Royal Institution of Chartered Surveyors.

Under the Business and Planning Act 2020, unimplemented planning permissions which were due to lapse between 19 August 2020 and 31 December 2020 are automatically extended to 1 May 2021.

THE PROPOSED DEVELOPMENTThe proposals that have been developed by PRP Architects comprise 28 residential units (16 x houses and 12 x flats) including elements of conversion as well as new build residential.

The proposed scheme incorporates the following key elements:

• Conversion and refurbishment of the police station building to provide a total of 8 units, comprising 6 flats in the original police station and 2 houses within the existing rear wings of the building.

• Demolition of the workshop and garage buildings to the rear of the site and construction of 14 new build houses in a U-shaped mews around a central, landscaped garden.

• Construction of a new build apartment building fronting Station Road above the proposed vehicular access into the basement car park to provide a total of 6 flats.

• Provision of a basement level to provide subterranean accommodation for 10 of the houses, 36 underground car parking spaces, 56 cycle spaces and a plant room.

ALTERNATIVE USESThe site may be suitable for alternative uses, including retirement living and care home use, subject to obtaining the necessary consents. A planning report has been prepared by Barton Willmore which sets out the specific policies applicable to the site and is available on the dataroom.

A conditional sale was previously agreed on a subject to planning basis for a care home consent and the contractual terms of this sale have now expired.

The third party submitted a planning application (Ref: 19/2822/FUL) on 16/09/2019 for the following development:

“Retention and refurbishment of the former police station building with part demolition of rear wings and ancillary buildings, and the construction of a three storey side and rear extension and basement to form a registered care home comprising 22 care suites and 67 care bed units, with shared facilities, car and cycle parking, landscaping and ancillary works.”

A decision is still pending and further information can be found on Richmond Council’s website.

A unit by unit schedule of the proposed accommodation is set out below. Please note, a number of the new build houses have flexible layouts that allow for rooms to be used as additional bedrooms. We have therefore set out the mix as shown on the plans submitted to the Local Authority and an alternative mix for an optimised scheme.
