THE ELLIOT LAKE COMMISSION OF INQUIRY

NOTICE OF MOTION - STANDING

TAKE NOTICE that the Ontario Building Officials Association (the "Moving Party" or "OBOA")

hereby makes a motion to The Elliot Lake Commission of Inquiry (the "Commission" or "Inquiry")

for standing at the Inquiry.

AND TAKE NOTICE that the Moving Party may request the opportunity to make oral

submissions in support of this Motion.

RELIEF REQUESTED:

1. A Determination/Order that the Moving Party be granted full standing to participate in

that portion of the Inquiry considering the Commission's mandate as set out in section 2

b. of the Terms of Reference [Order in Council 1097/2012]:

"Review relevant legislation, regulations and by-laws and relevant policies,

processes and procedures of provincial and municipal governments and other

parties with respect to the structural integrity and safety of the Algo Centre Mall in

Elliot Lake, Ontario".

2. Such further and other relief as counsel may advise and the Commission may grant.

THE GROUNDS FOR THE MOTION ARE:

3. The OBOA was founded in 1956 as an organization committed to establishing and

maintaining a high professional standard in the building code administration and

enforcement field.

4. The OBOA has been continued as a self-governing, not-for-profit corporation

incorporated by special Act; i.e. the Ontario Building Officials Association Act, 1992, S.O.

1992, c. Pr38 (the "OBOA Act")

5. The OBOA Act sets out the objects of the OBOA, which include:

(a) to assist in the establishment of uniform regulations in Ontario relating to the planning, construction, demolition, alteration, renovation, maintenance, operation and renewal of buildings, in so far as these activities relate to the structural adequacy and durability of buildings, to the safety and health of their users, to fire protection and prevention and to the protection of the environment and resource conservation;

(b) to promote the uniform interpretation and enforcement of the Ontario Building and Fire Codes, and any other code, standard, Act or regulation respecting the activities described in clause (a);

(c) to assist in the development and improvement of the Ontario Building and Fire Codes and other codes, standards, Acts or regulations respecting the activities described in clause (a);

(d) to promote the interchange of ideas and knowledge respecting the activities described in clauses (a), (b) and (c) and to foster a close liaison among the Association, related associations, the building industry, the government and the consumer public;

(e) to provide formal training and educational facilities to the members of the Association;

(f) to hold conferences and meetings for the discussion of building standards and municipal affairs and for the presentation of papers and lectures;

(g) to collect and disseminate papers, lectures and other information that is useful or interesting to the members of the Association; and

(h) to maintain high professional standards among the members of the Association through education and discipline.

6. In fulfillment of its corporate objects, the Association liaises regularly with the Ministry of

Municipal Affairs and Housing and other provincial ministries.

7. The OBOA's current mission statement is:

OBOA supports Ontario building officials in ensuring a safer and a more sustainable and accessible Ontario by delivering training and certification,

promoting uniform code application, working with industry partners, providing a voice to policymakers, and advancing the profession.

8. The OBOA has been recognized by the federal government as a certified educational

institution.

9. Since 1974, the OBOA has been annually selected by the provincial government to

administer the delivery of training courses related to the Ontario Building Code for the

purpose of improving the knowledge and skills of persons in the building industry who

utilize the said Building Code.

10. Pursuant to the OBOA Act, the OBOA has by by-law established a curriculum, courses

of study and examinations for students and members of its Association, and is permitted

to grant the designation of Certified Building Code Official to those who have satisfied its

established qualifications.

11. It is to be noted, however, that section 11 of the OBOA Act provides:

This Act does not affect or interfere with the right of any person who is not a member of the Association or who is not registered by the Association as a Certified Building Code Official to practise or be employed as a building inspector or municipal officer or municipal employee in the Province of Ontario.

12. The OBOA currently has approximately 2,000 active members, organized within 21

Chapters operating in 6 Regions of the province.

13. The OBOA's website is htta://www.oboa.on.ca .

14. The OBOA publishes quarterly the Journal, its professional magazine for its

membership.

15. In furtherance of its corporate objects, mission statement and activities, the OBOA is

uniquely qualified and able to provide information and assistance to the Commission

respecting relevant legislation, regulations and by-laws and relevant policies, processes

and procedures of provincial and municipal governments and other parties with respect

to the construction, structural integrity and safety of buildings and structures within

Ontario.

AFFIDAVIT OF RONALD M. KOLBE

[OBOA STANDING]

I, Ronald M. Kolbe, of the Township of Oro-Medonte, in the County of Simcoe, MAKE

OATH AND SAY AS FOLLOWS:

I am the Chief Administrative Officer of the Ontario Building Officials Association (the

"OBOA" and "Association")

2. The OBOA was founded in 1956 as an organization committed to establishing and maintaining a high professional standard in the building code administration and enforcement field.

3. The Association has been continued as a self-governing, not-for-profit corporation incorporated by special Act; i.e. the Ontario Building Officials Association Act, 1992, S.O. 1992, c. Pr38 (the "OBOA Act'). Attached hereto and marked as Exhibit "A" is a copy of the said Act.

4. The OBOA Act sets out the objects of the Association, which include:

(a) to assist in the establishment of uniform regulations in Ontario relating to the planning, construction, demolition, alteration, renovation, maintenance, operation and renewal of buildings, in so far as these activities relate to the structural adequacy and durability of buildings, to the safety and health of their users, to fire protection and prevention and to the protection of the environment and resource conservation;

13. It is to be noted, however, that section 11 of the OBOA Act provides:

Ontario Building Officials Associatnrn

Assented to December 10th, 1992

Preamble The. Ontario Building Officials Association has applied for special legislation to enable it to govern and discipline its members and to grant to its members the right to the exclu-sive use of the designation "Certified Build-ing Code Official" and the initials "CBCO". The applicant represents that it is a corpora-tion.

It is appropriate to grant the application.

Therefore, Her Majesty, by and with the advice and consent of the Legislative Assem-bly of the Province of Ontario, enacts as fol-lows:

Definitions 1. In this Act,

"Association" means the Ontario Building Officials Association;

"board" means the board of directors of the Association.

Association 2.-(1) The Association is continued as continued a corporation without share capital under

the name "Ontario Building Officials Asso-ciation" in English and "Association des directeurs de la construction de l'Ontario" in French.

Members of (2) The persons registered as members of toe the Association on the day y this Act comes

into" force and such other persons who later become members of the Association consti- tute the corporation.

Continuation (3) The members of the board of directors pr the present board of the Association and the officers of the

Association in office immediately before this Act comes into force are continued in office until their successors are elected or appointed under this Act.

Letters (4) The letters patent of the Association patent revoked are revoked, but their revocation does not

affect the. rights or obligations of the Associ- ation or any by-law, resolution or appoint- ment of the Association except to the extent that it is inconsistent with this Act.

Special Act (5) The Association shall be deemed to be corporation a corporation incorporated by a special Act. Objects of 3. The objects of the Association are, the Association

(e). to provide formal training and educa-tional facilities to the members of the Association;

(f) to hold conferences and meetings for the discussion of building standards and municipal affairs and for the pre-sentation of papers and lectures;

(g) to collect and disseminate papers, lec-tures and other information that is useful or interesting to the members of the Association; and

(h) to maintain high professional stan-dards among the members of the Association through education and dis-cipline.

4.—(1) The affairs of the Association Board of

(2) The board shall be composed of,

(a) not fewer than five and not more than thirty-five members of -the Associa-tion, as the board may determine by by-law, who are elected by the mem-bers of the Association; and •

(b) the most immediate past president of the Association willing to serve.

(3) The manner of electing the members of the board under clause (2) (a), the qualifi-cation of electors, the notification to the electors of the time and place of holding elections, the taking and counting of votes, the giving of a casting vote in the case of an equality of votes, the tenure of office of all members of the board and other necessary details shall be as set out in the by-laws.

(4) A vacancy on the board caused by the death, resignation, removal or incapacity of an elected member of the board shall be filled as follows:

1. If the remaining members of the board constitute a quorum, the replacement shall be appointed by a majority of the board.

2. If the remaining members of the board do not constitute a quorum, the replacement shall be elected in accor-dance with the by-laws.

(5) A member of the board appointed or elected under subsection (4) shall hold office for the unexpired term of the member he or she is replacing.

(6) A quorum of the board shall be as set out in the by-laws.

(7) The board shall appoint a registrar, who need not be a member of the board, to perform the functions assigned by this Act. and such other functions as may be assigned by the board.

5. The Association shall hold an annual meeting of its members not more than fifteen months after the last annual meeting.

6.—(1) The board may pass by-laws necessary to conduct the business and carry out the objects of the Association.

(2) Without restricting the generality of subsection (1), the board may pass by-laws,

(c) governing the election and appoint-ment of officers and directors, their terms of office and their responsibili-ties;

(d) providing for the appointment of com-mittees, sub-committees and task groups, and governing their composi-tion, responsibilities, powers, and the election or appointment of their chairs;

(e) establishing a curriculum, courses of study and examinations for students and members of the Association, and governing the granting of certificates to those who have successfully passed the examinations;

(f) establishing classes of membership in the Association, and establishing the qualifications for,

(i) the class of members who are certified building code officials, and

(ii) other classes of members;

(g) regulating and governing the conduct of members of the Association by pre-scribing a code of ethics, rules of con-duct and standards of practice, and providing for suspension, expulsion or other penalty if a member contravenes the code of ethics, rules of conduct or standards of practice; and

(h) providing for the establishment and •.designation of local chapters of the Association.

(3) The by-laws of the Association shall be open to examination by the public at the head office of the Association during normal office hours.

7. The Association shall grant a member-ship in the Association to every individual who applies for it in accordance with the by-laws, if the individual,

(a) is at least eighteen years old;

(b) has complied with the academic and experience requirements specified in the by-laws for the issuance of mem-bership; and

(a) respecting the application of the funds of the Association and the investment and reinvestment of any funds not immediately required, and the safe-keeping of its securities;

(b) prescribing the remuneration of the members of the board and of commit-tees and providing for the payment of their necessary expenses in the con-duct of their business;

(c) has passed such examinations as the board may set or approve.

8.—(1) The registrar shall keep a regis- Register

ter which shall show the names of all mem- bers of the Association in good standing and each member's class of membership.

(2) Only those persons whose names Privileges

appear in the register are entitled to the priv- ileges of membership in the Association.

Examination (3) The register shall be open to examina- of register tion by the public at the head office of the

Association during normal office hours.

9.—(1) A person who has been refused membership in the Association, who has been refused membership in a class of membership in the Association or who has been subject to a disciplinary sanction under the by-laws of the Association may appeal to the Divisional Court from the refusal or from the sanction.

(2) Upon the request of a party desiring to appeal to the Divisional Court and upon pay-ment of the fee, the registrar shall provide the party with a certified copy of the record of the proceedings being appealed, including the documents received in evidence and the decision or order that is the subject of the appeal.

(3) An appeal under this section may be made on questions of law or fact, or both, and the court may confirm, vary .or rescind the decision being appealed, may exercise all powers of the Association, the board or any committee of the Association and may direct the Association to take any action that the Association is empowered to take and, for such purposes, the court may substitute its opinion for that of the Association, the board or any committee of the Association or the court may refer the matter back for rehearing in whole or in part.

10. —(1) Every member of the Associa-tion who is registered as having satisfied the qualifications required by a by-law made under subclause 6 (2) (f) (i) may use the designation "Certified Building Code Official" and the initials "CBCO".

(2) A person in Ontario who is not quali-fied under subsection (1) is guilty of an offence,

(a) if he or she takes or uses the designa-tion "Certified Building Code Offi-cial or the initials "CBCO", either alone or in combination with any other word, name, title, initial or descrip-tion; or

(b) if he or she implies or holds out that he or she is a member of the Associa-

tion registered as a Certified Building Code Official.

(3) On conviction of an offence under sub- Penalty

section (2), a person is liable to a fine of not more than $5,000.

President's Message

On behalf of the Board of Directors of the Ontario Building Officials Association, I am pleased to announce that our association now has a strategic plan to guide its decision- making and operations over the coming years.

In developing the Plan, the Board initiated a comprehensive and inclusive outreach process, involving participation from not only the Board, but the members, Chapters and key external stakeholders as well, to answer five key questions:

• Where are we?

• What do we have to work with?

• Where do we want to be?

• How do we get there?

• How do we stay there?

The chart found in the centrefold of this publication lays out the core of the Plan that was unanimously approved by the Board in August 2011. The core consists of the vision, mission, strategic priorities and strategic goals of the Plan. It reflects what we heard from association members, Chapters and external stakeholders in the consultations conducted in spring 2011. The unanimous support of the Board demonstrates a strong belief that the Plan sets the stage for OBOA to achieve its full potential and take Ontario's building official profession to the next level.

The Board is committed to ensuring that OBOA Strategic Plan 2012+ is translated into action, and that we make steady progress in the years ahead. On behalf of your Board of Directors, I would like to thank all those who participated in the development of the core of OBOA Strategic Plan 2012+, as well as Frank Nicholson, the consultant involved with the project. Background The Ontario Building Officials Association represents the building official profession in Ontario. The organization was established in 1956 and obtained private legislation in 1992.

The services that OBOA provides to its some 2,000 members include: training on the Ontario Building Code, professional certification and maintenance (the "CBCO" and "BCQ"), communication services (the website; an e-newsletter, NewsBytes; and a quarterly magazine, the OBOA Journal), a well-attended annual conference ("the AMTS"), a building official internship program and representation on government and industry committees.

OBOA has two dozen local chapters across the province that meet regularly for technical training, professional development and networking. OBOA is the Ontario component of ACBOA, the Alliance of Canadian Building Officials' Association, which promotes harmonization and transferability of professional standards for building officials across Canada.

In February 2011, the OBOA Board of Directors decided to develop a strategic plan to replace its 2009-2011 business plan. Frank Nicholson Consulting was retained to help design and implement the process, which involved several steps including:

• a preliminary Board discussion of OBOA's strengths, weaknesses, opportunities and threats ("SWOT'); .

• an online survey to collect members' thoughts on the future directions of the organization (see the chart on the top of page 4);

• a facilitated visioning exercise with the Chairs of OBOA Chapters; and

• interviews with key external stakeholders, including provincial ministries and industry and professional organizations.

This input was summarized in a SWOT report that informed a full-day planning session that the Board of Directors held in June 2011. The core of OBOA Strategic Plan 2012+, which can be seen on the next page two pages, emerged from this session and was unanimously approved by the Board in August 2011.

Strategic Planning Model in developing a strategic plan for OBOA, the Board of Directors followed the model shown to the right. The capstone of an association's strategic plan under this model is the vision statement, which should capture, in a few powerful words, how the organization sees its future. The mission statement follows, explaining why the organization exists, what services it provides and whom it serves. Flowing from the mission statement are the strategic priorities, the key areas on which the organization intends to iicjl. PriuriJvs concentrate its resources. For each priority, there is a corresponding strategic goal that specifies what the association hopes to achieve. These four elements comprise the core of the plan. Core Components The core of OBOA Strategic Plan 2012+, which is displayed in the centrefold of this publication, was presented to the members of the association at the Annual Meeting held in October 2011.

Vision OBOA's vision statement is: "Ensuring a safer and a more sustainable and accessible Ontario by advancing the building official profession." Safety has always been of utmost importance to building officials in Ontario because of the dangers that unsafe buildings present to the public. The newly incorporated values of sustainability and accessibility reflect the progressive expansion of the role of building officials in recent years, as mandated by the Ontario Building Code. According to the legislation, the purpose of the Code is "to establish standards for public health and safety, fire protection, structural sufficiency [i.e., safety], conservation, including, without limitation, energy and water conservation, and environmental integrity [i.e., sustainability] and to establish barrier-free requirements [i.e., accessibility] with respect to buildings."

Mission OBOA expresses its mission as follows: "OBOA supports Ontario building officials in ensuring a safer and a more sustainable and accessible Ontario by delivering training and certification, promoting uniform code application, working with industry partners, providing a voice to policymakers, and advancing the profession." The raison-d'être for the organization is thus to promote the construction of safer and more sustainable and accessible buildings in Ontario. OBOA does this by supporting building officials working for municipalities across the province. By delivering training and certification, facilitating the uniform application of building codes, partnering with related organizations, providing policy input to government and working to advance the building official profession, OBOA demonstrates support for its members and the profession as a whole.

For each priority, there is a goal specifying what the association hopes to accomplish over the coming years.

The consultations carried out for OBOA Strategic Plan 2012+, particularly the online members survey, revealed that OBOA is perhaps best known as a training organization. As such, Training & Professional Development was identified as a leading priority for OBOA given the emphasis placed on the service by its members and the more than 30,000 course and 4,000 annual conference registrations that

OBOA saw between 2001 and 2011. The specific goal to operationalize this priority is "to ensure that building officials have access to the latest and best-quality training and professional development opportunities."

Another strategic priority is Certification & Maintenance, the goal here being "to offer professional certification and maintenance programs that provide assurance of building officials' qualifications." Ontario municipalities have long relied on OBOA's Certified Building Code Official ("CBCO") certification to ensure that building departments have the best qualified staff and that staffs knowledge and competency remain current through the annual maintenance requirements.

The research for OBOA Strategic Plan 2012+ identified Knowledge Transfer as a key priority for building officials in Ontario. The sharing of information and tested solutions among officials not only promotes uniform application of the Ontario Building Code but also helps officials avoid having to "reinvent the wheel." Municipalities, designers, builders, owners and the public at large all benefit. OBOA intends to make more intensive use of its website, publications, chapter meetings, the AMTS and other tools to facilitate information-sharing among building officials.

Government Relations has long been—and will continue to be—one of OBOA's strategic priorities. The goal here is "to be an active voice for the profession on building regulatory issues by drawing on members' expertise and collaborating with other organizations." The association intends to build on its close relationship with the Ministry of Municipal Affairs and Housing and other relevant organizations to

The association's Public Awareness work, that is, its efforts to raise the public's understanding of the importance of building safety and the critical role that building officials play, will also continue as a key priority under OBOA Strategic Plan 2012+. This will build on OBOA's long-standing involvement in Building Safety Month (and its predecessor, Building Safety Week).

The sixth priority in OBOA Strategic Plan 2012+ is Association Excellence. The association is reaffirming its commitment "to pursue continuous improvement in membership value, service delivery, financial stewardship and governance."

Advancing the Profession is OBOA's final strategic priority, the goal being "to enhance the professionalism of building officials and ultimately become a self-regulated profession." Achieving this will be the product of the cumulative results of successful execution of the six other strategic priorities. Building on the self-management initiative, OBOA will continue working to enhance the professionalism of building officials and promote recognition of the profession.

Implementing the Plan OBOA Strategic Plan 2012+ will serve as the blueprint to guide the work of the association's Board, staff and volunteers over the coming years. Further to the development of the core of the Plan, implementation strategies and action plans will be developed and reviewed annually to support the seven strategic priorities.

Given the role OBOA Strategic Plan 2012+ will play in guiding the organization's future, it was designed to be ambitious and far-reaching in its scope. As such, implementation of some aspects will be dependent on available resources. The Board is committed to ensuring that the Plan translates into action, and recognizes the importance of annual budgeting, business planning and performance management to successful implementation. As well, OBOA will continue to deploy its financial resources carefully, expand its corps of volunteers and develop partnerships with other organizations.

OBOA is confident that by taking stock of where the organization is, identifying key priorities and developing action plans, the association will achieve its full potential and take Ontario's building official profession to the next level in its development.

Closures - NFPA 80; Spatial Separation & Exposure Protection; Flame Spread Rating & Smoke Developed Classification; Protection of Combustible Insulation

Part 3 - Fire Rated Building Materials & Assemblies [ 5 days, 30 points ]

Prerequisite: Any Part 3 Large Buildings Course

A 37-hour advanced course using referenced standards that are outside the Ontario Building Code. It addresses the following areas: fire-resistance ratings I; fire-resistance ratings II; fire separations; and firewalls. NOTE: students must provide their own copies of the referenced standards a prerequisite for this course. Note: A final exam mark falling between (0%-39%) is considered a fail and the student will have to re-take the course. A one-time re-write is offered if a passing mark falls between (40%-69%). A fee of $25.00 is payable to the OBOA prior to the exam being issued to the Proctor. Responding to the OBOA Provincial Office after 60 days from the date of notification of the re-write dissolves the option to a re-write an exam. While there are no prerequisite to attend, the subject matter of the Wood Heat Safety - 2006 course has been designed to dovetail with training in the design of self-contained mechanical ventilation systems serving only one dwelling unit. Such training as provided by the HVAC House - 2006 course or its predecessor or training provided by the HRAI SkillTech Academy and other agencies that are referenced at Article 6.2.1.1. of Division B and listed in Appendix A under "Explanatory Material for Division B" at Article A-1.3.1.2. along with each agency's contact information.

course examination, it has been updated to provide the inspector with the knowledge to carry out the plans examination and inspection activities for a solid-fuel-burning system serving a house. In the past, this course has been accepted by insurance companies as fulfilling the requirements for training in the inspection of wood-burning heating systems.

Topics that are studied include The Legal Framework, Combustion Air and Protection Against Depressurization, Safe Venting, The Appliances, and The Installation of Appliances. The participants will also be introduced to the relationship between the provisions of the Building Code and those of referenced document CAN/CSA-B365-01, "Installation Code for Solid-Fuel-Burning Appliances and Equipment". A Guide to Residential Wood Heating published by the Canada Mortgage and Housing Corporation and Underwriters' Laboratories of Canada (ULC) Directory, "Heating and Ventilating Equipment & Flammable Liquid and Gases Equipment & Marine Equipment", 2009 edition will also be used to enhance your knowledge for the inspection of wood heat systems.

Part 12 (2012): SB-10 Energy Efficiency [2 days, 12 points] Prerequisite: None

This course examines the energy efficiency requirements and related compliance and enforcement issues as per Supplementary Standard SB-1 0, Energy Efficiency Supplement, July 1, 2011 Update, Divisions 1, 3, and 4 that apply to buildings for which a permit has been applied for after December 31, 2011. Division 2 (applies to construction for which a permit has been applied for before January 1, 2012) is not covered in this course. Participants in this course will be able to: 1. Identify the qualifications cited in Division C of the Ontario Building Code that apply to designers and energy modeling consultants under SB-10. 2. Understand the scope of SB-10 and how it mandates requirements for energy efficiency in the 2012 Ontario Building Code. 3. Address the general requirements under Division 1 of SB-10. 4. Explain the three (3) compliance paths that are available under Division 3, SB-10.

5. Navigate the critical requirements in the 1997 Model National Energy Code for Buildings, and ASHRAE Standard 90.1-2010 Energy Standard for Buildings Except Low-Rise Residential Buildings. 6. Apply the requirements of ASHRAE 90.1-2010 as modified by SB-10 Chapter 2 to satisfy energy efficiency requirements without engaging energy modeling. 7. Apply the simplified energy efficiency requirements under Division 4, SB-1 0 for the construction of certain non-residential building within the scope of Part 9 of Division B of the Building Code for which a permit has been applied for after December 31, 2011. 8. The introduction of Supplementary Standard SB-12 in addition to the existing EnerGuide 80 (ERS80) compliance paths in the 2012 Ontario Building Code (OBC) will require extensive training for the industry to ensure seamless transition to the new rules. The new 2012 energy efficiency requirements are radically different from those in force in the past. The new requirements introduce new concepts, new compliance routes and computer modelling options. This workshop will update building officials on the published energy efficiency requirements in SB-12 of the OBC.

Part 9 - Buildings - Fire Protection - 2006 [ 4 days, 24 points ] Prerequisite: Part 9 House Course This is a four day (30 hour) more advanced course dealing with the design and verification of fire-resistance ratings; where the code requires fire separations because of building classification, separation of major occupancies, service spaces and exits including penetrations of fire separations. Addressed as well are the topics of means of egress, exit facilities and fire protection and suppression methods.

Note: This course and Part 9 Structural Requirements comprise the former Part 9 - Technical.

Part 9 - Buildings - Structural Requirements - 2006 f 4 days, 24 points]

Prerequisite: a Part 9: The House course

This is a four day (30 hour) advanced course dealing with the structural provisions of Part 9 of Division B of the Building Code. The course material describes the provisions, their applications and limitations but does not deal specifically with the design of structural elements.

Topics to be covered include: legal considerations, soil conditions, excavations, footings and foundations (including general principals of concrete mix design and cold and hot-weather placement); transfer of forces acting on a building; masonry construction, trusses as well as spatial separations and exposure protection as they apply to the structural elements of a building.

This is a five day (37 hour) basic course dealing with the construction of houses as single detached dwellings under Part 9 of Division B of the Code.

The course provides participants with an introduction to the objective-based format of the 2006 Code. The course deals with the essentials of difficulties confronting building inspectors, reading of plans, including site plans, processing applications for building permits, construction terminology and use of checklists, construction of foundations, floors on ground and reinforced concrete slabs, roofs and ceilings, floors and walls including brick veneer.

Part 9 -The House - Health & Safety - 2006 [ 5 days, 30 points ] Prerequisite: None This revised course is a five day (37 hour) basic course dealing with plan examination and inspection of health & safety aspects of the house. The material is based on the 2006 Building Code as amended and includes the following topics:

An Introduction to the Code; The House - General; Fire Safety & Protection; Chimneys; Fireplaces, Inserts & Solid-Fuel-Burning Appliances; Stairs; Guards; Insulation; Health & Comfort Requirements; Party Walls; Final Interior and Exterior Inspections.

Plumbing All Buildings - 2006 [ 5 days, 30 points] Prerequisite: Plumbing House - 2007 or Plumbing House -2003

Overview Refresher Course: The Plumbing - All Buildings - 2006 course has been updated to reflect the provisions of Ontario's Objective-Based Building Code (Code) Ontario Regulation 350/06 which came in force on December 31, 2006 and as amended to April 2, 2007. COURSE HIGHLIGHTS: The Plumbing - All Buildings - 2006 course has been designed as a five day course to prepare those Building Code Practitioners that intend to challenge the Plumbing - All Buildings - 2006 examination associated with the Category of Qualification described in Row 6 of Table 3.5.2.1 of Division C of the Code. The course is geared towards an intermediate Part 7 Division B practitioner. The course elaborates the theory that is the basis for the provisions of the Code that regulate drainage, venting and water systems. The course is designed to help participants find Code requirements that apply to specific plumbing systems, identify deficiencies in plumbing design and installation, develop a plan of action to inspect plumbing installations and become familiar with plans of buildings and drawings of plumbing as addressed under the following Modules: Drainage Traps Venting Water Supply System Fittings and Fixtures Equipment Other Requirements including minimum plumbing fixture requirements for various occupancies, barrier-free provisions that apply to fixtures, fire protection

Small Buildings - 2006 [ 5 days, 30 points]

Prerequisite: House - 2003/06

Overview Refresher Course: This revised course has been developed to assist experienced practitioners review and become more familiar with the particular portions of the 2006 Building Code dealing with Part 9 small buildings. It is based on Small Buildings Syllabus published by the Building and Development Branch of the Ministry of Municipal Affairs and Housing, particularly Parts 3, 9 and 12 of Division B of the Building Code along with Supplementary Standards SB-2, SB-3, and SB-7, Note: SB-9 is covered in the companion course entitled House - 2006. The Small Buildings course covers the following topics: Special Structures and the Basics of Structural Requirements Design of Areas and Spaces Doors, Windows and Skylights Stairs, Ramps, Handrails and Guards Means of Egress Fire Protection Floor-on-Ground Wood Frame Construction Plumbing, Public Pools and Spas Electrical Facilities Resource Conservation The course also contains exercises and answers which, when supplemented with the Ministry's sample examinations, should assist the student in preparing for the actual qualification examination.

Exterior Insulating Sheathing [ 3-10 minutes, 1 point] Prerequisite: None This is a Web-based, three 10 minute lessons hosted on OBOA e-learning LMS (Learning Management System).

This web-based course utilizes the core material from the in-class sessions delivered to OBOA members. It extends the reach of the in-class course to building officials and municipalities not served by the current in-class offering. Exterior insulating sheathings increase the thermal resistance of above grade walls, they reduce the incidence of thermal bridging and can also act as both a weather barrier and as the primary air barrier within the wall assembly. From a building code perspective these sheathing materials require building officials to understand the code requirements and the underlying building science mechanisms related to: Protection from weather and the uncontrolled movement of air and water vapour, Wall bracing and sheathing thickness requirements, Protection from interstitial moisture, Rain shedding including flashing protection around windows and at the bottom of the wall. Building officials should understand the range of product types on the market and the new novel uses these products are beginning to enjoy.
