Recently, BJP Candidate from the Bhabanipur Assembly Chandra Kumar Bose, the grand nephew of Netaji Subhas Chandra Bose, tweeted challenging CM Mamata Banerjee for an open debate on issues related to Bhabanipur and West Bengal. Bose and the West Bengal CM are contesting each other from the Bhabanipur constituency in the West Bengal Assembly Elections 2016. “No response has been received from the CM Office or her party colleagues,” Bose said, “Mamata Banerjee should accept my challenge in the democracy, failing which it would be established that she is not in favour of democratic election.” Chandra Kumar Bose, who played a major role in the declassification of Netaji's files believes that a non corrupt person shouldn't be scared of facing brunt of questions. “The future of a nation is the Youth. It is very unfortunate that the TMC government and particularly Mamata Banerjee have misguided the Youth of Bengal and encouraged them and involved them into criminal activity of the Syndicate Raj.” Bose added. The Year was 1972, people of the State of West Bengal, witnessed an election, where it was alleged to be thoroughly rigged, wherein Sh. Siddhartha Shankar Ray, of Congress, was elected as the Chief Minister of West Bengal, with support from Communist Party of India (CPI) after a brief Presidential Rule in 1971-72, after the r e s igna t ion o f Sh . A joy Mukherjee of Bangla Congress in 1970, after an internal squabble with the largest Constituent CPI(M) in the legislative assembly after the second win of Bangla Congress and CPI(M) led United Front Government in 1969 and a brief period of Sh. Prafulla Gosh led Congress Government. Prior to this there was Presidential rule in 1970-71, with Sh. Prafulla Gosh led Minority Congress Government had two stints. One in 1968-69 and the other in 1971. There were Presidential rules in 1968-69, 1970-71 and 1 9 7 1 - 7 2 i n i n t e r m i t t e n t junctures. People of this generation must know the history of electoral polity of this state and its genomics behind the class and number of votes each political ideology g o t a n d f o r m e d t h e representation of the people of the state. First United Front Government was formed in 1967, with political alliance of break away Bangla Congress, from Congress, led by one of the fiercest and firebrand freedom fighter of this Country and a Congress Leader from M i d n a p o r e S h . A j o y Mukherjee with Communist Block led by CPI(M). It was dislodged in the same year only, wherein the rul ing coalition, was not given an opportunity to prove their majority on the floor of the a s s e m b l y , w h e n S h . Dharamveera, ex Member of Indian Civil Service (ICS) was the then Governor of this State. On this note, the readers, should also recall the famous ruling the Speaker Sh. Bijoy Banerjee passed, that the Union Government cannot topple or dislodge an elected State Gove rnmen t , un l e s s t he majority is tested on the floor of t h e h o u s e . A f t e r t h e dislodgement of the first United Front Government, a minority led Congress Government was appointed with Sh. Prafulla Gosh as the Chief Minister, but President's rule was imposed in 1968, which was in place till 1969. Fresh election, witnessed the return of second United Front Government and the political atmosphere along with the social fabric, saw an u p h e a v a l o f N a x a l i t e movement in 1967, with its p e a s a n t m o v e m e n t i n Naxalbari, in North Bengal under the leadership of Sh. Charu Majumder and Sh. Kanai Sanyal, who were part of the ultra-leftist wing of the Communis t legion. West Bengal, witnessed large scale violence, murders of political activists, intellectuals and members of the distinguished civil society and members of the police force in addition to rapt destruction of state assets in the name of class struggle

and revolution. Drawing a movement within the limits of Nation and Nationhood, was foregone with calling China's Chairman of the People's Government as our Chairman. In 1969, there was a squabble, within the Coalition and Sh. Ajoy Mukherjee, the then Chief Minister resigned, in admitting the fact that he is l e a d i n g a “ B a r b a r i c Government” where the state is u n d e r f u l l m a y h e m , lawlessness and bedlam, considering the contemporary political atmosphere in the State. In this regard it would worth mentionable, that Dy. Chief Minister, was Sh. Jyoti Basu, who was also the Home Minister of the State, legendary Communist leader, holds the record in holding the position of Chief Minister in West Bengal, for the longest tenure. He was elected as the Chief Minister in 1977, and he held this position till 2000. The present alliance of Congress Leaders and Comrades are nothing new, but just a ploy to grab the limelight and come to power, in order to misgovern and misrule. In addition to the Naxalite M o v e m e n t t h e r e w a s widespread militant Trade Union Movement led by the Communist Legion of this State in 1960s and 1970s, which continued till 1980s and 1990s. This led to closure of several factories in the State, with loss of Man-days, jobs and Indus t r ia l Revenue . The Industries which grew along the Howrah and Hooghly Belt, considered as the Ruhr Region of India, was one of the most industrially fertile places in India. Series of articles came out in “Economic Political Weekly” in 2011 edit ion highlighting the cause of Industrial Losses caused by Militant Trade Unionism and series of Bandhs organized by the Communist Legion led by C P I ( M ) . S t a t e o n c e contributed, the highest in terms of Gross Domestic Produces and also the leader in Agricul tura l Product ion, A n i m a l H u s b a n d r y a n d Pisciculture. Presently, we source our requirements of Poultry and Fishes from the State of Andhra Pradesh. There was a plight of capital, erosion of jobs, with no job creation. In addition to it we saw a new era of Crony Capitalism, who showed active interests in b a c k i n g t h e L e f t F r o n t Government in 1980s and 1990s, with rise of new avatars of businessmen, who were not from this state, and the son of the soil, who excelled in entrepreneurship, being cloyed down heavily. Our State, saw the takeover of some Blue Chip Companies l ike Dunlop, Mather and Plat, Genelac and Shaw and Wallace and its entire conglomerate by Sh. Manu C h a b a r i a , a n N R I businessman, with his origin from Sindh, to plunder and l o i t e r w e a l t h o f t h e s e companies in formatt ing transactions through Benami transactions in 1990s, with Left Front in the State and Congress in the union, standing as mute spectators . This was the

continuance of such Left and Congress, ploy to play an obstructionist role, which they started against Sir Biren Mookerjee, son of Sir RN M o o k e r j e e , l e g e n d a r y businessman who started the Burnpur Steel Production Unit, Burn and Standard and hosts of other Units, who was forced to dilute his business stake, in the wade of Trade Unionism, supported by both Communists and Congress. Left Front era saw the advent of Chit Funds, and Sanchiyata and Sanchayani became the pioneer as looters of small time depositors and later on mastered by the likes of Sh. Sudipta Sen erstwhile CEO of Sharada, in the present TMC, era. Communists, while in their tenure from 1977 to 2011, had a common excuse, which they put up against Union is that of deprivation by t h e m a g a i n s t t h e S t a t e Governments. But no serious movements were launched against the bipartisan Freight Equalization Policy, by which our State and the Eastern Region, as a whole was put on an uneven platform, as we are major producers of Coal and Iron Ore and these resources were transported to other parts of the country at the same price as to our part in the country. The freight movers and the entities conce rned were heav i ly subsidized by our Union Government. This gave the o t h e r z o n e s a n u n d u e advantage in setting up units based out of these resources and we had to bear an increased burden of accepting an undue heavy freight for transportation of Cotton and Sugar and its d e r i v a t i v e s t o p r o d u c e industr ia l a lcohol , bas ic element required in hosts of i n d u s t r i e s , i n c l u d i n g Garments, Paints, Chemicals and Pharmaceuticals as our Eastern Zone, does not produce such. The anomalies got corrected in 1990s in the post l i b e r a l i z a t i o n e r a , w i t h w i t h d r a w a l o f F r e i g h t Equalization policy. Political Murders and Violence is the highest in West Bengal, since the Left Front era. It did not turn for good even in the TMC e r a w h i c h p r o m i s e d o f transformation and change in 2011. Only brighter prospects, which we have seen is that on the realty and construction front with that of an organized Mafia Raj for supplying of every element of business needed through cartels and syndicates. This process started since the Left Front era and it is continuing undeterred even in the TMC era. TMC in her venture to win back the votes and support they collected in 2011, suddenly floated a campaign “Utkarsh Bangla”. It s a i d t h a t p r e s e n t T M C Government has created jobs for 68 lacs people. This claim stands absurd and in many villages in South, Central and North Bengal, are free of any men. Men population, has migrated to Mumbai, Punjab and South India, for various semi-skilled jobs relating to stitching, jewellery design, masonry and other odd jobs to cater to their livelihood.

Photography Contest and Exhibition

Rajendra Dubey: Montage '16 - An Indo-Bangladesh Photography Contest and Exhibition begins with a grand inaugural ceremony graced by Yves Vernin, a Marseille based street photographer and other eminent photographers from Kolkata. The first day saw photographers pouring in from all corners of the city and even members of Narayanganj Photographic Club, Bangladesh paid a visit. The exhibition was flooded by huge number of professional as well as amateur photographers to witness Kushal Ray's work "Intimacies". The second day featured the artist talk by Suvendu Chatterjee, Director, Counterfoto (India). His presentation contained works of young Bangladeshi photographers and also a brief discussion on German photography. Jadavpur University Photographic Club, in association with the School of Cultural Texts and Records, presented a vintage camera show in the gallery, showcasing its 52-year-old history. JUPC also organized a photobook show during the three days of Montage '16.

Festival

On Nov 6, it was curtains down on the 13th Kalpanir jhar International Short Fiction Film Festival, a 5-day affair with film a fi c i o n a d o s t h r o n g i n g auditorium of Max Mueller Bhavan with great gusto and enthusiasm. The inaugural lamp on Nov 3 was lit by veteran actor Ranjit Mullick which opened the film festival. Present on the occasion were Sanjay Bhudia of Patton, filmmaker Goutam Ghosh, Chairman Sandip Ray, Founder Trustee of Kalpanirjhar and Raju Rahman who anchored the event. Over 250 short fiction films from different countries of the world were screened on the occasion. The best film award went to Sadabahar Brass Band, directed by Tushar More from India.

Curtains on 21st KIFF

The curtains finally downed the 21st Kolkata International Film Festival on Nov 21 when the closing ceremony at Nazrul Manch awarded prizes for the best women film makers at the venue. In the presence of CM Mamata Banerjee and actors Tabu, Sri Devi and Moushumi Chatterjee, the first prize of `55 lakhs went to a woman director Lili Horvath from Hungary for her film ‘The Wednesday Child’. The Critic’s Choice for the best film went to another woman director Khadija Al-Salami of Yemen for her film ‘I a m N o j o o m , A g e a n d Divorced’. The 21st KIFF took off at Netaji Indoor Stadium on Nov 14. Actors Amitabh Bachchan, Shahrukh Khan, Sharmila Tagore glorify the film festival as a celebration bringing the joy of cinema to involve Kolkata’s CineGoers. This year the film festival screened films from across the globe divided into 5 sections including tributes to old masters of cinema like Jean Renoir and Manuel d’ Olivera. Also a unique section was introduced under ‘India Unheard’ where films were screened in lesser known languages – Tulu, Rava, Ladakhi and Konkani.

West Bengal have seen unprecedented violence in Nandigram and Singur, with loss of fourteen lives in Nandigram and brutal murder of Smt. Taposhi Mallik in Singur, with involvement of Police and the ruling party. State of West Bengal has seen unprecedented violence and mass murder in Nanur, Keshpur, Garbeta and Ghatal under the Left Front era. If we jog into the history of our State, we will not find the violence led by Left Front as an uncommon phenomena. It started way back in 1970, when on 17th of March, on a Day to protest against fall of the Second United Front they ransacked the house of Sains in Burdwan and brutally killed their male members in front of their Mother along with their Private Tutor. Year 1978 saw brutality, which could put worst of Dictators to shame in “Marichjhapi”, where people from Namasudra and Antyodaya Community from erstwhile East Bengal, were brutally murdered and tortured. We saw the same savagery, by which eighteen Sanyasis were burnt alive on Bijon Setu in 1980. Continuity and consistency were noted in the red terror not only Bijon Setu but also in Bantola and Dhantola, where they murdered after torturing a lady doctor and female health workers. It continued since 1960s, when 30 Trams and 30 Busses were burnt on a single day by the Communists in order to protest a single paise fare rise. In the present TMC era, what we see is another form of terrorism, that too on the front of Pan Islamic Terror. What started in 1900s, with conceptualization of Aligarh School of thoughts and Deoband School of thoughts, resulted into two nation theory and we as Nation and the major inhabitants of the Nation, meekly and mutely accepted the partition of our Bharat. What we saw in Kaliachak, Islampur and Illambazar recently in the form of mayhem, bedlam, arson and looting of shops owned by Hindus, is just the tip of Iceberg. The violence continued for 3 days unabated, with State law and enforcement stood as mute spectator. ISIS link in Khagragarh blasts, and unearthing of explosives in other places of Burdwan and Murshidabad is just a tip of an Iceberg, later components and designs of these Pan Islamic Forces are yet to be unearthed. 2011, saw a religious commotion, and desecrations of Hindu Gods and Idols as a result of the ongoing disputes relating to boundary walls of one Muslim Burial Ground and Hindu Place of Worship for Durga Puja. We have just the tip of Iceberg and other designs and portions are yet to be covered. But, the greater question lies in either to develop our State economically and strongly fathom the socio-economic and cultural fabric across all religious lines, as per our Union Government’s Strategies, Schemes and packages or put our State on the Last Days of West Bengal and into a Black Hole, where one day our State has the shown the path of Renaissance and enlightenment, we have to answer as the Citizen of this State.

Shalini Rai: The latest amendments in the Real Estate Regulation Bill fixed the developer's liability for structural defects to up to five years from possession. Kemia Homes recently launched villa project in Puducherry, offering buyers a '10+10 warranty'. The warranty, which is a legally binding document under the Indian Real Estate Act 2016, includes building aspects such as foundation, waterproofing, plumbing, and electrical. “The warranty offered to the buyer will be valid for 10 years even if any particular product warranty is applicable for a lesser period,” says K. K. Kulothungan, MD of Kemia Homes. “Buyers are now more cautious about the structural stability of projects. They are well-informed and expect quality projects with after-sales services,” he added. In most cases, the warranty offered by developers covers the appliances that come with a furnished flat. But now, for the first time, Kemia Homes is beginning to provide a warranty that protects the home against structural defects, including maintenance. “A construction warranty will help build confidence among buyers, and is a mechanism to hold developers responsible for any mishaps due to structural defects,” the MD stated.
