AS TIONSSOCIACLibera is a network of associat ions, social

cooperatives, movements and schools, trade unions,

dioceses and parishes, scout groups, involved in a fight

not only « against » mafias, corruption and criminal

phenomena, but also deeply « for » : for social justice,

for the quest of truth, for the protection of rights, for a

political transparency, for a profound democratic

legality founded on equality, for a living and shared

memory, for a citizenship that keeps up with the spirit

and hopes of the Constitution.

NAMESFor Libera, it is essential to always remember mafias

innocent victims and to keep their memory alive : men,

women and children who lost their life to mafia

violences, whereas they were defending our liberty

and our democracy.It is important to maintain a shared and responsible

memory thanks to the testimony of the innocent

victims' families, who get involved in order to keep

alive the dreams and ideals of those who left.Every year, on the 21st of March, the first day of spring,

for the Day of Memory and Commitment for mafias

innocent victims, all the names of mafias innocent

victims are read throughout the country and abroad. A

long list, recited as an endless civil prayer, in order to

keep them alive, to never let them die again. From the

21st of March and throughout the other 364 days of the

year, because we make of memory an instrument of

commitment and responsibility, the seed of hope

seems to be growing again.

NUMBERSLibera is a network reuniting more than 1.6000 national andlocal associations, movements and groups, cooperatives,and 20.000 members, active citizens and promoters ofdemocratic legality and shared responsibility.Libera is present throughout the Italian territory in 20regional and provincial organisations, and in 278 localassociations.80 international organisations from 35 different countries inEurope, Latin America and Africa are members of LiberaInternational network.4000 young are taking part, every summer, in theengagement and education camps about confiscatedgoods, and around 1000 of them are managing projects ofenvironmental protection, in collaboration with the ItalianPolice specialized in Forestry.Over 5000 schools and universities are involved togetherwith Libera in the realization of an educative path whichwould teach democratic legality, with the involvement ofthousands of students and hundreds of teachers andacademics.Over 350 000 persons spread over 2000 cities haveparticipated in the XXI Day of Memory and Commitment formafia innocent victimss that took place this year in Messina.Libera has realized a first census of the positivesexperiences on the social use of confiscated goods,following a law for which it promoted a petition in 1995 thatcollected a million of signatures. There are 650 associationsand cooperatives working on those confiscated assets, whoalso take care of social inclusion, re-employment projects,training and youth inclusion, urban and culturalregeneration, and of accompanying victims and theirfamilies.

AGAINST MAFIABorn in 1995, Libera has maintained faith in practical andethical orientations. The first of them is continuity : havinggreat starting ideas is good, but they will only come truewith tenacity and everyday engagement. The second isproposition : the fight against mafias and corruption can notonly be based on indignation, it must follow propositionsand projects in order to expand. The third is « us » : in otherwords, sharing, but also shared responsibility.Mafias and corruption are not only a criminal issue but also asocial and cultural one, that we can only tackle if we joinforces.

LIBERAINTERNATIONALThe international initiative of Libera has been set up as a response to the globalisation of organised crimewith a twofold mission: monitoring the the cross-cutting dimension of these criminal activities andenforcing transnational strategies for human rights defense and promotion of social justice.

Libera International also acts as a bridge between consolidated Libera home initiatives and abroad,outward looking, projects.In Italy, Libera International focuses on educating about overlapping aspects of capitalism and organisedcrime, to promote a "borderless" consciousness;while abroad, we support and coordinate civil society networks in Latin America (ALAS), Europe,Maghreb, Middle East and soon in some Sub-Saharan countries.

ALAS

The involvement of ALAS (LatinAmerica Social Alternative - theLatin American network of Liberacomposed of over 50 organisa-tions from 11 countries in Centraland South America) was achie-ved with the implementation of 18local projects initiated with 30L a t i n A m e r i c a n p a r t n e r s .Simultaneously, ALAS is follo-wing the 4 national anti-mafianetworks (RETONO in Mexico,BRASALAS in Brasile, RED PORARGENTINA SIN MAFIAS andALAS BOLIVIA).

EUROPE

At the European level, Libera iscur rent ly work ing for thereactivation of a network alongwith associations, local groups,and universities. The main goal isto create a common path and acommon project through a new «Libera in Europe Agenda »,aiming to implement its action ata political and institutional levelto promote the social use ofconfiscated goods in Europe, andto protect both vict ims ofo r g a n i z e d c r i m e a n dwhistleblowers.

MEDITERRANEAN /AFRICALibera's network opened up tothe Mediterranean thanks to thecreation of a network in Maghreband Middle East, that started withthe Memoria Mediterraneanproject in Tunisia and with thecollaboration of associationsagainst corruption in Lebanon.From these events, a new Sub-saharian Africa path was created,aiming to construct grassrootsnetworks and thus, to create analternative, giving voice to thosewithout one on a continentplagued by global interest warsand media isolation.

InceptionMemoria Mediterranea

It is a project, a path, acommon vision sharedw i t h T u n i s i a nassociations starting withARDEPTE (Associationfor the Search of theDisappeared and theMentoring of TunisianPrisoners Abroad), thata l l o w e d L i b e r a t ocoord inate with thefamilies of more than 800Tun i s i ans that haved i s a p p e a re d i n t h eMediterranean Sea since2011, and that are seekingtruth and justice. That iswhy we have createdLibera in Sub-SaharanAfrica, will bewhichuseful to construct newbridges of solidarity andsocial justice.

Since 2016, Libera increased itsinternational outreach sharpening itsperspective on transnational criminalactivities which are spreadingglobally throughout illegal and legalmarkets.Hence, the need for Libera tobroaden its international network totackle complex challenges whichrequire complex solutions that canonly be found with a responsible andinclusive international collaboration.

We then set up a focus group ofinternational experts to lead andadvise our initiatives around thefollowing three areas:

In 2016, the incomes have been reduced foreconomic causes and because the ExecutiveBoard decided to renounced to some fundingopportunities and to the management of someprojects in order to be consistent with themission of the association. Such a reduction,although it balanced a reduction of the costs,has generated an operating deficit.

L I B E R A I D E A S T H EJOURNEYLibera Ideas is a multi-stopjourney around Italy, aimingto rewrite and renew civilengagement against mafiasand corruption. It reunitesindividual and collectiveactions able to egeneratchange. Among the firstactions promoted by LiberaIdeas is a national socialsearch, conducted by theterritorial network of Libera,whose objective is to share anupdated reading aboutmafias and corruption. Theanalysis of the search will ber e t u r n e d t h r o u g h t h edifferent steps of the journey,throughout public meetings,and moments of sharing, toput into words the new formsof mafias and the evolution ofcorruption. Thereby, we willacknowledge them and wewill be able to fight them in abetter way. Libera Ideas is along and articulated journey,that will give new stimuli tothe commitment of each andeveryone, in order to be evenmore efficient.

ALIVETHE RESPONSABILITYOF MEMORYFor more than twenty-twoyears now, thanks to thegenerous testimonies of thefamilies, Libera collects thestories of s innocentmafiavictims. These stories are notonly individual or familial :they are the story of ourterritories that, altogether,nar rate a p iece of ourcountry s history. Listening'

and acknowledging thesestor ies , support ing thefamilies in their effort tot r a n s f o r m p a i n i n t ocommitment, seeking truthand justice for all mafiasinnocent victims is Libera s'responsibility, in order tobuild altogether a public andshared memory. In this spiritwas created «Vivi » (Alive)(vivi.libera.it), a multimediaarchive, open and accessibleto all, where we can learnabout the lives and dreams ofhundreds of victims.innocent« »Alive , because this is howwe want to remember them. «Vivi » is an in-progressproject, that will grow withtime thanks to each enrichingstory and memory sharedwith us.

TRAINING BEINGRESPONSIBLE CITIZENKnowledge is the high roadfor change. We need, morethan ever, an authentick n o w l e d g e t o a v o i dsimplifications and words ofcirconstance. Knowledgearises from longing toadeepen our understandingsof the world that surroundsus. Libera is engaged ineducational and study pathsin schools, universities andjuvenile prisons, conveyingina real civic education, vitaltools necessary to culturallydefeat mafias and corruptionand to break the connectionbetween organized crime,politics and economics.New initiatives have beenlaunched to promote analternative for the young

people in the penal circuit, toa l l o w i n s i d et r a i n i n gpenitentiary institutes, and tolaunch a collaboration withthe Juvenile Court of ReggioCalabria, in order to be ableto offer a real life, awaythemfrom the familial logics of the'Ndrangheta.

CIVICANTI- CORRUPTIONCorruption is the anteroom ofthe mafias, and a plague,that is nowadays manifestingitself in the entanglementbetween organized crime,polit ics and economics.Breaking this entanglementis not only the task of politicsbut a l so ours . Aga instcorruption that threateningisand stealing our civic goods,Libera promotes a nationalcampaign making availablefor citizens a toll-free numberthat will help them theyifw a n t t o d e n o u n c ecorruption, orient ng themitowards competent bodies.The campaign also promotesthe community monitoranti«», sentinels monitoring theterritory in o der to make itrcrime-proof, in other words,unusable for the corruptedand the mafiosi.www.libera.it
