2020 VOLUNTEER AND 4-H ENROLLMENT
Howard County 4-H member and volunteer online enrollment will be done through
the online system for the 2020 enrollment year. The system is currently open. Please

HOWARD COUNTY 4-H HORTICULTURE JUDGING WORKSHOPS
Like plants? Want to learn more about growing + identifying + using plants?
Knowing about horticulture is something you can use the rest of your life:

How to choose produce at the store/market
Learning about pests
At each workshop, we will LEARN something & MAKE something, so join us for hands-on
activities, field trips, guest speakers, and more horticulture fun. The Howard County 4-H
Horticulture Judging Workshops will meet on Monday at the fairgrounds. We will be
studying to compete at the Maryland State contest in August at the State Fair. This is
an ideal opportunity for Junior, Intermediate, and Senior 4-H members. Top senior win-
ners at State competition compete at the national competition in October 2020.

BASKET AND BAG BINGO
The Howard County 4-H All Stars are currently planning the 2020 Basket
and Bag Bingo Fundraiser. It is scheduled for Friday, March 27th at the
Mount Airy Volunteer Fire Department Activities Building. 4-H All Stars
sponsor many 4-H awards and activities throughout our county. If inter-
ested in making a donation for the fundraiser or would like tickets, please

4-H VOLUNTEER RECOGNITION DINNER
Howard County 4-H Volunteer Dinner will not be held in May as previous years.
Will be held on Saturday, November 14, 2020!
RETURNED CHECK POLICY
When there are insufficient funds to cover a check written to the Howard County 4-H
EAC, please be advised that the writer of the check will be responsible for covering
the insufficient fee cost charged by the bank.
4-H INDOOR BUILDING - 2020
Interview judging was a success! We will continue with the interview judging process
at the Howard County Fair 4-H Indoor Building. Judges will be in each department
as you drop exhibits off this year. Judges will conduct a quick interview with each
exhibitor regarding the entries they are entering for each department. Exhibitors will
have to do interviews in each department that they have entries. Junior age division
are permitted to have a Parent or Guardian accompany them during the interview.
However, the adult may not participate in the interview. Parent and Guardians will
not be allowed for Intermediate and Senior age divisions. Clover age entries will be
dropped off at the times provided. If you have any questions please contact Chris

All entry tags will be available for pick-up at the extension office starting on July 29,
2020. Plastic for Baked Goods and Entry tags will be available during entry time on
August 1, 2020 as well.

1:30 p.m. until 4:00 p.m.

2020 4-H CAMP Howard County 4-H Camp is a one-week residential camp, located in beautiful
Garrett County Maryland, at the 1,100 acre Western Maryland 4-H Education Cen-
ter. This ACA accredited camp will now be held from Sunday, June 21st - Satur-
day, June 27th. All youth, ages 8 (as of January 1, 2020) through 14, are welcome to
apply. Applications will be available online the third full week in March at
www.howard4-h.org.
The fee includes transportation to and from camp and room and board for 6 nights.
Camper activities include crafts, canoeing, swimming, hiking, archery, sports, nature
class, candle making, riflery, campfires, talent show, a one-night rustic camping op-
portunity, all in a natural outdoor setting. Parents and campers are required to at-
tend the upcoming orientation being held in May 21st at the Howard County Fair-
grounds. Registration forms are accepted on a first come, first serve basis. Please
keep in mind 4-H members will received preferred status prior to Monday, April 6th.
After that date, it will be open to all youth (ages 8-14) and placement will continue
until spaces are filled. TRY NOT TO WAIT UNTIL THE DEADLINE, SPACE GOES FAST!!
After the camp registration deadline passes, additional information will be mailed to
all applicants regarding their acceptance to camp. Need-based scholarships are

UME Volunteer Training is
available. This class will
provide participants basic
information on the
University of Maryland
Extension 4-H Youth
Development program. It
will cover UME policies and
procedures and detail the
process to becoming an
appointed UME 4-H
Volunteer. The course will
be taught via Webinar.
Participants will need
access to a computer with
internet connection as well
as telephone. The sessions
will not be recorded.
Before you can participate
in the on-line class, you
must complete the UME
volunteer paperwork.

CENTRAL CLUSTER FASHION REVUE SHOW
Central Cluster Fashion Revue Show will be held on Saturday May 31, 2020 location
TBA in Frederick County. All participants in the Fashion Revue show should be
dressed and ready for Line-Up at 5:30 p.m. Show will begin at 6:00p.m. The theme
for this year’s show will be decided at the planning meeting on March 31, 2020.
Judging will be held at the Frederick County Extension Office on May 26, 2020 at
330 Montevue Lane Frederick, MD 21702. Judging will began at 4p.m and run
through the evening. The judging assignments will be mailed to all participants.

All Central Cluster 4-Her’s are encouraged to participate. There are several oppor-
tunities for 4-H’ers to participate in the Show. If you are carrying Food and Nutri-

Narrations, and Decorations, if you are interested in participating on one of the
committees.

Fashion Revue Show.

2020 4-H CENTRAL CLUSTER PUBLIC SPEAKING CONTEST
Public Speaking is a life skills EVERYONE needs!
Registration Deadline: March 20, 2020. Registrations must be

Note: Only 4-H members in good standing are eligible to compete in the Public
Speaking contest.
Public Speaking
One of the most valuable skills youth learn during their time in 4-H is public speak-
ing. Each year, 4-H Youth from Frederick, Howard, and Montgomery Counties par-
ticipate in a Cluster Public Speaking Contest where they are able to practice and
improve their public speaking skills.
The categories for the Public Speaking Contest are: Extemporaneous, Interpreta-
tion, Prepared and Radio Spot. Clovers can participate as well by reciting the 4-H
Pledge or the American Pledge.
Extemporaneous: Participants will draw 3 topics at the contest and select a
favorite from the 3. Then given an allotted amount of time, a participant
will write the speech and practice prior to presenting to judg-
es. Extemporaneous presenters will draw for their speaking topics upon
arrival at their scheduled time. Juniors and Intermediates have 30
minutes of preparation time and seniors will have 15 minutes of prepara-
tion time.
Interpretations: Youth memorize an oral presentation of a selected narrative
from a published work. Permitted works include dramatic or humorous
plays, books or poetry. A television script or show or any unpublished
source is not acceptable.
Prepared: Write a speech prior to the contest and bring the day of. The top-
ic is the participants choice and is presented to judges during the allotted
time slot. Juniors may use a complete script. Note cards containing key
word outlines are permitted for intermediates and seniors.
Radio Spot: Create a 30 second radio commercial prior to the contest. Pre-
sent to the judges as if it is being broadcast over the radio. Musical or
sound effect introductions and/or backgrounds may be used.
Clovers: Clovers are welcome to participate in Prepared Speech area only,
reciting the American or 4-H pledge.
Ribbons will be given in each of the age categories for each county.
This is an excellent opportunity, whether a 4-Her carries a public speaking project or
not, to receive valuable tips and learn tips to enhance public speaking abili-
ties. Champions will have the opportunity to participate in the State 4-H Communi-
cations Contest.

attend and exhibit one
animal at this event. If you
have a conflict, please

2020 HOWARD COUNTY FAIR ANIMAL SCIENCE CHANGES
There will be several changes and additions for the 2019 Howard County Fair in relation to 4-H Animal Sciences,
therefore, the major changes and reminders have been outlined below! Extensive details and all finalized changes
will be included in the fair book that will be posted online in mid-April.
ALL 4-H ANIMAL ENTRIES WILL BE ENTERED ONLINE IN 2020.
4-H General Information
As we have done the past several year, there will be a Howard County 4-H Achievement Awards Ceremony
held on Saturday, August 15th (This will be held just prior to the 4-H All Star Showmanship Contest) The awards
ceremony will recognize 4-H members achievements including: 2019 Record Book Awards, 4-H Graduates,
and 4-H Clover Graduates
4-H General Rules
The following information is not new but just a reminder: 4-Hers are the responsibility of their parent(s)/guardian(s)
at all times during the fair. For everyone’s safety, the Howard County 4-H Program strongly discourages any
4-Hers from spending the night at the fair.
4-H Livestock Orientation
Livestock Orientation is scheduled for Sunday, August 2nd at 6:00 p.m. in the show ring at the fairgrounds. 4-Hers
and a parent/guardian must attend.
4-H Livestock Clover Department
The 4-H Livestock Clover Skillathon will be held at 10:00 a.m. on Saturday, August 15th in the 4-H Activities Building.
Registration will be done through our website (www.howard4-H.org) when the online fair entry system is avail-
able.
4-H Livestock Skillathon Contest
In 2020 the Livestock Skillathon Contest will be open to all age groups. This contest will be held on Saturday, Au-
gust 15th There is a $15.00 participation premium for each participant. Registration will be done through our
website (www.howard4-H.org) when the online fair entry system is available.
4-H Horse Department
The 4-H Horse/Pony Show will again be on Thursday of the fair. The show will begin at 8:00 a.m. as in the past.
The Model Horse Show and Horse Photography Contest will again be held and open to youth between the ages
of 5-18 as of January 1st. These 2 contests will be open to 4-H members and non 4-Hers. They both will be
held on Friday, August 14th in the 4-H Activities Building.
4-H Poultry Department
Reminder: Broilers will automatically be entered in the fair as they are purchased through the Howard County 4-H
program. 4-Hers can purchase as many birds as they would like, however, a maximum of 15 birds will be
banded. Birds must be banded in order to be exhibited. Therefore, each 4-Her can enter a pen of 3 and 1
individual broiler.
4-Hers can enter more than 2 birds per class but are limited to a total of 30 birds to be exhibited.
4-H Rabbit Department
Reminder: Meat pens- each rabbit must weigh between 3 1/2 to 5 1/2 pounds.
The Showmanship Show will be on Wednesday morning at 10:00 a.m.
4-H Sheep Department
The Commercial Champion 4-H Ewe and Ram will be added to the Supreme Champion drive.
4-H Swine Department
NEW for 2020-In the market show, there will be a purebred division. All purebred market hogs need to have regis-
tration papers in order to show in this division. The papers need to be in the 4-Hers name. Any purebred mar-
ket hogs without papers will show in the crossbred classes.
All swine shows be on Tuesday, August 11th. Shows will be the same times as last year: Showmanship-9:00 a.m.,
Breeding Show-3:00 p.m.; Market Show-4:00 p.m.
Rate of Gain for Howard County Fair has been lowered to 1.4 pounds per day. (State Fair ROG is still 1.5 for 2020)

TAGGING REQUIREMENTS FOR LIVESTOCK SHOWS
With the start of the 2020 show season, members need to remember several
regulations established by MDA for all livestock exhibits of cattle, sheep, goats, and
swine.
The Maryland Department of Agriculture (MDA) has identification requirements for
national animal disease traceability (ADT). All livestock being bought to shows in
2019 must have an “official identification”. This identification will be tied to a regis-
tered premise. For most livestock this means a tag bearing the official US shield.
Sheep and goats scrapie identification is an acceptable identification, includ-
ing breed registration tattoos (tattoos must be legible and follow scrapie pro-
gram requirements )
ALL CATTLE ENTERING MARYLAND FAIRS AND SHOWS MUST HAVE A RADIO FRE-
QUENCY IDENTIFCATION (RFID) TAG for their official identification. (brands and
tattoos will not be accepted)
ALL SWINE ENTERING MARYLAND FAIRS AND SHOWS MUST HAVE A RADIO FRE-
QUENCY IDENTIFICATION (RFID) TAG for their official identification. (ear notches
and tattoos are not accepted)
What does all of this mean for 4-H projects?
4-H animals will still be tagged with a Maryland state 4-H tag
Registered purebred breeding animals will still be exempt from the Maryland
state 4-H tag, but must have an official identification (RFID) tag or Scrapie Tag
For 4-H shows both the official identification and the Maryland 4-H identification
must be listed on your CVI (heath papers)
In 2019 4-H swine projects will be tagged with a regular 4-H tag.
FOR POULTRY:
a. AI testing will require 15 birds or all birds in the flock if fewer than 15 birds from
the exhibitors flock instead of 30 or up to 30 within 21 days prior to the exhibition.
b. Private sales of poultry will be allowed at Maryland exhibitions if complete seller
and buyer sales records are kept by the operator of the exhibition for one year.
c. Wild bird displays and table egg judging contests will be allowed.
LIVESTOCK AND POULTRY FAILING TO MEET COMPLETE DOCUMENTATION OF ALL RE-
QUIREMENTS WILL BE DENIED ENTRY OR REMOVED FROM THE EXHIBITION-“REJECTED”.

2020 MARKET LIVESTOCK RATE-OF-GAIN PROGRAM
Beef Steers, Market Goats, Market Lambs, and Market Pigs will have minimum “rate-
of-gain” required to show in 2020. This means that market animals will have to gain
a certain amount per day from Tag-In Day to the County Fair:
Beef - 2.0 pounds of gain per day
Sheep - .35 pounds of gain per day
NEW Swine - 1.4 pounds of gain per day for Howard County Fair NEW
Goat - .15 pounds of gain per day
Swine - 1.5 pounds of gain per day for State Fair
MARKET LIVESTOCK
TAG REPLACEMENT
Each year we have market
animals that lose their ear
tags. This creates a chal-
lenge re-tagging the right
animals. Animals need to
be housed and handled so
they do not lose their tags.
Replacement tags will cost
$10.00 each. Animals will
be re-tagged at weight

QUALITY ASSURANCE
All animal science quality assurance trainings will be completed online for 2020.
The online Quality Assurance program will be available online after April 1st.
Please read the following information very carefully:
Anyone enrolled in the following projects must complete online Quality Assurance
training: alpaca, beef, dairy, goat, horse, poultry, rabbit, sheep, and swine.
If you completed online Quality Assurance training last year please read the
following bullet points:
If you have not added any new animal projects and have not changed an age
level (Junior to Intermediate or Intermediate to Senior), then you do not need to
do anything this year.
If you are a junior; you only complete the junior section, (there is a species spe-
cific section for juniors).
If you have a new animal project this year, then you must complete the
introductory section as well as the specie specific section of the online Quality
Assurance training.
If you changed age levels this year, then you are required to complete the
introductory section and all animal sections related to your projects.
If this is your first year in 4-H, then you are required to complete the
introductory section and all sections related to your projects.

Congratulation to All Howard County 4-H members who participated in the Mary-
