§ The indices which concentrate on measuring the job market are the:

§ Jobs Index (JI)

§ Hiring Expectancy Index (HEI)

§ The indices aim to measure the potential opportunities that are present in the market.

§ The Jobs Index is composed of the following two questions:

§ Q1 - Will you be hiring in the next 3 months either for your organization or for your

clients if you are in the recruitment field or an HR consultant?

§ Q2 - With regard to your future expectations, do you think you will be hiring in a year’s

time from now either for your organization or for your clients if you are in the

recruitment field or an HR consultant? (This question also measures the HEI).

§ The index is calculated according to the following formula:

Index Value = (Current period value / Base period value) * 100

§ Current period’s value for each question is calculated as:

(((Number of optimistic answers – Number of pessimistic answers) / Achieved sample)*100) + 100

§ Current period values for each question are summed up to obtain current period’s value for the

overall index.

§ The current period’s value calculated for October 2009 is fixed as the base period value.

§ The base period of the index is set as October 2009 and the value of the index at this period is 100.

§ The index has a point of scale ranging from 0 to 200.

§ The JI is calculated from Q1 and Q2.

§ The HEI is calculated using only Q2.

§ JI and HEI are calculated separately for each country.

Key findings (1/3)

§ Overall, the region’s JI has increased by one point since the last wave of January 2014.

§ Over a third (36%) state that they will definitely be hiring in the next three months either for

their organization or for their clients (if they are in the recruitment/HR field). Plans to hire are

more prominent in the GCC where almost two fifths (38%) are definitely hiring in the next three

months, compared to 33% in the Levant and 31% in North Africa.

§ Interestingly, those working in multinational private companies are most likely to be hiring in

the next three months. This wave sees an increase in plans to hire in the public sector with 37%

definitely hiring in the next three months, compared to 31% in January 2014.

§ Companies in KSA lead the hiring plans with 7 in 10 ‘definitely’ or ‘probably’ hiring in the next

three months. On the other hand, those in Syria are more pessimistic about their plans to hire,

with over a fifth (23%) stating that they are definitely not hiring in the next three months.

Key findings (2/3)

§ 7 in 10 respondents (70%) are definitely or probably hiring in a year’s time from now. A positive

change from last wave is seen in both North Africa (33% definitely hiring after three months vs.

26% in the last wave) and the Levant (32% vs. 30%). However, more in the GCC region (37%)

state that they are definitely hiring after three months. Within the GCC, more respondents in

KSA (42%) are definitely hiring after three months.

§ 67% of those who plan to hire in the next three months indicate that they would be hiring for

up to 10 jobs. 7% will be hiring for over 50 jobs.

§ The trend continues from past waves with most planning to hire people for junior or middle-

level executive positions. About 11% are planning to hire for C-suite positions.

§ The qualifications most in demand include graduation/post graduation in areas of Business

Management (27%), Engineering (25%), or Commerce (21%). About a fifth claim that they

emphasize on Administrative (21%) or Computer Science qualifications (19%).

Key findings (3/3)

§ As seen in previous waves, the demand for candidates with good communication skills in Arabic

and English is high, with over three-fifths (62%) specifying that this is a factor they most look for

in a candidate. Other requirements/ factors most looked for in candidates include being a team

player (49%), good leadership skills (47%), and the ability to work under pressure (46%).

§ Similarly to last wave, in terms of experience, managerial skills are the most sought after (42%),

followed by computer skills (31%) and experience in sales and marketing (30%).

§ Significantly more in the GCC (57%) than in North Africa (26%) or Levant (22%) believe that their

country of residence is more attractive as a job market in comparison to other ME countries.

This same pattern was seen last wave. Interestingly, more respondents in the UAE (59%) or KSA

(43%) state that their country of residence is much more attractive than other countries.

§ Almost half (49%) rate their own industry as being more attractive in comparison to other

businesses.

§ Overall, Construction and Banking & Finance are skill considered to be the top two industries

which are attracting/ retaining top talent in the countries respondents are residing in.

Data Collection

All data was collected online. Fieldwork was done between 10 June 2014 and 31 July 2014. The total number of successful online interviews achieved was 2,279. Of these 2,001 were of working status.

§ As was the case in January 2014, over two fifths (41%) believe that their country of residence is more attractive as a job market in comparison to other ME countries.

§ Significantly more respondents in the GCC (41%) than in North Africa (19%) or the Levant (14%) believe that their country of residence is much more attractive than other countries.

§ Within the GCC, more respondents in the UAE (59%) and KSA (43%) state that their country of residence is much more attractive than other countries.

§ Overall in the GCC, Construction (41%) is seen as the industry which is attracting/ retaining the top talent. This is true for all GCC countries, excluding Kuwait and Bahrain.

§ In Levant, over two-fifths (42%) specify that Banking/Finance is attracting top talent, and in North Africa (34%) the Telecommunication industry emerges on top in terms of the industry which is seen to be attracting top talent.
