She expressed her pleasure how this memorial lecture would assist intellectual discussion on changing digital eco system of country and make all stakeholders aware about the emerging changes in IT from highest level to the lowest possible local level. A Dashboard system has been designed Agriculture Officers to monitor pest/disease situation across the State. A Mobile app has been designed separately for emergency information exchange among the Farmers and Experts on any alarming pest/disease condition. Shri Naveen Patnaik, Hon’ble Chief Minister, Odisha has launched Online Land Revenue Payment Services, infused with 5Ts service delivery concept of Govt of Odisha, through ( https://odishalandrevenue.nic.in ), developed by NIC, Odisha. Shri Sudam Marndi, Hon’ble Minister, Revenue & Disaster Management, Principal Secretaries, Secretaries and other senior officers of Government of Odisha were present in the inaugural function. Shri Nikunja B. Dhal, IAS, Principal Secretary, Revenue & Disaster Management Dept., appraised the features of e-Pauti to Hon’ble Chief Minister and other dignitaries present in the event. Soon after launching the application, in the Chief Minister’s Conference Hall, the farmers and other citizens made online Revenue Payment in all 30 Districts . District Administrations participated through Video Conferencing. It was a proud moment for IT Industry in country and especially for NICans when the first Dr. Seshagiri Memorial Lecture was held for this legendary scientist, visionary leader and the founder Director General of National Informatics Centre at Vigyan Bhawan, New Delhi on 5 th August 2019. Minister of State for IT, Shri Sanjay Dhotre graced the occasion as the Chief Guest. IT Secretary to Govt. of India Shri Ajay Sawhney termed Dr. Seshagiri as doyen and architect of ICT Revolution in the Country and credited Dr. Seshagiri as founder of NIC, STPI, NICSI and the Chief Architect of the biggest civilian satellite based network (NICNET) of the world in eighties, when it was unthinkable. Shri N R Narayana Murthy, Founder of Infosys, an old time friend and an ardent Dr. Arun Kumar Sahoo, Hon'ble Minister of Agriculture & Farmers Empowerment, Govt of Odisha, inaugurated the web portal (www.epestodisha.nic.in) for e-Pest surveillance and pest management automation system developed and deployed by NIC, Odisha. The ePest Surveillance and Pest Management Program is a major component of IPM for major crops of Odisha. NavIC : India’s own navigation system

Deleting or restricting visibility of photos/videos by the

user from own social media account does not remove the

contents permanently from the social media site. In fact, any

photo/video uploaded to the social media site is pushed to

special type of storage network called CDN (Content

Delivery Network). Once uploaded to CDN, this content is

distributed across multiple geographical locations. The

above action of user only removes the reference but the

content is never deleted by CDN. Any one knowing the

URL of the content can view/retrieve the same even after

deletion. Periodical deletion of contents depends on the

policy of social media sites.

National Knowledge Network extended to Bhutan

NavIC is India’s indigenously built navigation system which is

a constellation of satellites under Indian Regional Navigation

Satellite System (IRNSS). This is the fifth navigation system of

the World after GPS of US, GLONASS of Russia, Galileo of

European Union and BeiDou of China. NavIC is an autonomous regional satellite navigation system

that provides accurate real-time positioning and timing

services covering India and region extending 1,500 km around

Indian borders. The system at present consists of a

constellation of eight satellites with two additional satellites on

ground as stand-by. NavIC provides two levels of service, the

"standard positioning service", which will be open for civilian

use, and a "restricted service" (encrypted) for authorized users

(including military). There are plans to expand NavIC system

by increasing constellation size from 8 to 11. After cyclone Ookhi, ISRO has successfully tested NavIC,

collaborating with Tamil Nadu Government, distributing 200

NavIC devices to 80 fishing boat groups. These devices, which

are of the size of a soapbox and Bluetooth enabled, are

receivers through which alerts received can be read on the

NavIC App on an Android phone. The alerts are in regional

Language so that the fisherman finds it easy to understand. In future, Phones in India may have NavIC instead of GPS and

NavIC will have its presence in all e-Governance applications.

In a recent joint programme in Thimpu, Bhutan,

Shri Narendra Modi, Hon’ble Prime Minister of India and

Dr. Lotay Tshering, Hon’ble Prime Minister of Bhutan,

inaugurated the interconnection between India’s National

Knoweledge Network and Bhutan’s DRUK Research and

Education Network; linking both countries with Information

Gateway. This would help students and researchers of

Bhutan in eLearning, Access of Digital Libraries, CDN,

Virtual Class Rooms. Apart from Education sector, services

from other sectors like Agriculture, Health etc will be

available for the Citizen of Bhutan. Based on the philosophy to Encourage, Enable, Enrich and

Empower and with the objective to inculcate innovation, the

strong and robust network from India known as National

Knowledge Netwok (NKN), designed and deployed by

National Informatics Centre, connects all universities,

research institutions, libraries, laboratories, healthcare and

agricultural institutions across the country and facilitates

the flow of information, collaborative research and has been

instrumental to bring the knowledge revolution for

transforming society and promoting inclusive growth. The

ultra-high speed e-governance backbone with state-of-the-

art Pan-India network has been able to connect more than

1700 education institutes with more than 50 million

students, researchers and educationist. NKN as an establishment of Rs 5990 Crore outlay, has

proven itself as the backbone that capable to cater ICT

services to neighbouring foreign countries like Bangladesh,

Sri lanka and now, Bhutan; becoming a true global network

link to collaborate with foreign countries.

This has been a great step for extending India’s technology

to the neighbourhood country where NIC being instrumental

for facilitating better bilateral relationship between

countries. In Odisha, more than 50 educational and research

institutions, including AIIMS, IIT and Universities, have

been connected to this Global network along with OSWAN

and State Data Centre of Odisha.
