Newly elected mem- ber Donnell DeLosh and newly re-elected members Scott Mc- Dowell and Tim Turley were is- sued the oath of office, and Glen Bowers was re-elected chairman. Bowers appointed the follow- ing trustees to the following committees: General (community center, parks and swimming pool) and Streets, Water and Sewer: Aaron Olson and Scott McDow- ell. Electrical and Solid Waste: Donnell DeLosh and Tim Tur- ley. Board members voted to ap- point Patricia Lamberty as vil- lage clerk/treasurer. Harvey Foran was appointed water commissioner, and Doug DeLaune was appointed assis- tant water commissioner. Mike Borders of Borders Law Office was designated as the Village attorney and Tom Werblow be designated as the Village engineer/street superin- tendent. The Arnold Sentinel was desig- nated as the official newspaper for publication of all the village business. Village Superintendent Doug De Laune and Dell Cerny were appointed to the Board of Health. Committee Appointments Mitch Geiser and Carlene Lan- ham, whose terms expire this month, were both reappointed to the Citizen Advisory Com- mittee for a term of four years. Chairman Glen Bowers volun- teered to be the ex-officio mem- ber of the advisory committee. Rose Bierman was reap- pointed to the Housing Author- ity Board for a term of five years. The Grinch and dog Max come to life at the Rialto The Grinch made four appearances at the Rialto Theatre last weekend following showings of the 2018 release of “The Grinch” based on Dr. Seuss' beloved holiday classic. The Grinch, pictured here letting excited children pet his dog Max, and the movie, sponsored by Arnold Chamber, drew a great crowd of over 200 kids and adults from in and out of town in its first weekend. The realistic Grinch character was brought to town by Clint and Debbie Connelly, and treats were provided by the Rialto. The movie will be showing again at the Rialto this coming weekend.     Gary LeRoy Blagdon,age 72, of Stapleton,passed away on Decem-ber 12, 2018 at the CozadCare Center.Gary was born on Feb-

    ruary 7, 1946 on the fam-ily farm south ofStapleton to Edward L.and Dorothy (Grannis)Blagdon. Gary marriedhis life long love, Alta Ar-lene Hall, on December27, 1967. Their 50-yearunion blessed them withfour children; Stacey,Karri, Brian and Josh. InMarch 1969, Gary wasemployed by the UPRR inNorth Platte, where heworked as a carman for31 years. After his retire-ment in 2000, Gary main-tained the family farmand ranch where he lovedto spend time caring forhis beloved animals.He was proceeded in

    What a great week, eventhough a busy one. Mostresidents were involvedin several activities. On Sunday, the Baptist

    carolers came about 3:30p.m., singing their heartsout in the hallway, andboy did they sound good.We were blessed withhugs and words of en-couragement and lots ofMerry Christmas wishes.They brought bags ofgoodies for each resident,including popcorn,peanuts and lots of candy.Thank you to each onewho participated in car-ing about our residents.We never tire of the hugsand time each groupspends talking with us. On Friday night the Ro-

    The 1st session of the106th Legislature of Ne-braska begins in a month.Our constitution says theLegislature only has to dotwo things: It has to meeton the first Wednesdayafter the first Monday inJanuary (the 9th of Janu-ary this year), and it hasto pass a balanced budget.The first day of session weelect the speaker and allthe committee chairs andall 49 Senators are as-signed to committees. The “Committee onCommittees” figures outcommittee assignments.For a supposedly non-par-tisan legislature, theresure is a lot of partisanpolitics involved in thisprocess. It’s difficult butvery important work be-cause you live with theseassignments for twoyears. Some time ago I publiclyannounced my intentionto run for the Chair of theGovernment, Militaryand Veterans Affairs Com-mittee. I am humbled byhow much support I havereceived from my fellowsenators so far. The elec-tion of committee chairs

    is the very first order ofbusiness on the first dayof the session, so we willknow by close of businesson the 9th of January if Iam elected.I am trying to changemy committee assign-ment from Banking,Commerce and Insuranceto the Education Commit-tee. How we pay for K-12public schools is an im-portant part of finding asolution to our propertytax crisis. Nebraska is49th in the nation interms of how muchmoney the legislature ap-propriates for schoolfunding. Forty-eightother states spend morethan we do and this hasled to a severe over-re-liance on property taxesto fund our schools. Property Tax relief con-tinues to be my top prior-ity. I think we have a slimchance to come togetherand get something passedthis session. To that end, Isee three keys to success:(1) We need to elect achairman of the RevenueCommittee who will getproperty tax bills votedout of that committee. (2)We need to get a lot ofbills voted out, and theyneed to be voted out earlyin the session. The more

    Senators with a bill onthe floor, the more skinthere will be in the game.The more Senators whocan claim a little creditfor property tax relief, thebetter. (3) Most impor-tantly, the Speaker (Sen.Jim Scheer) needs to bere-elected and he needs tolead on this issue like hedid last session. Unfortu-nately this wasn’t able tohappen until very late inthe session, but he wascertainly very effective.His leadership early inthe session is an essentialcomponent to successwith this issue.I do believe this sessionis going to be very hard.There is going to be a bigfight over the budget thatmuch is clear. However,the collective personalityof this legislature is goingto be completely differentwith the 13 new senatorsin the mix. New or old Iknow every senator in thebody ran their campaignat least in part on solvingthe property tax crisis.Therefore I think it’s tooearly to be a pessimist. Ithink all 49 senatorsknow in their heart weneed to finally solve thisproblem. I hope we’re nottoo hard on each otherand we have enough good

    Our nation’s natural re-sources have no betterfriend than farmers andranchers whose liveli-hood depends on them.From growing crops toraising livestock, theirlong term success is de-pendent upon sustain-able practices. This is whyPresident Obama’s op-pressive Clean WaterRule, also known as Wa-ters of the United States(WOTUS), was unwel-come and even offensiveto people throughout theMidwest.WOTUS sought togreatly increase the EPA’sauthority to regulate“ephemeral streams” -those which flow onlywhen it rains or snowmelts – by expanding thedefinition of navigablewaterways under theClean Water Act. How-ever, a vast array of legalscholars, state officials,and federal judges haveagreed this Obama-eraregulation is both outsidethe will of Congress anddownright unconstitu-tional.It’s not at all difficult to

    imagine the ways inwhich an activist admin-istration might use theseexpanded powers to issuea litany of burdensomeand unnecessary regula-tions surrounding every-thing from irrigationditches to water puddles.As a result of the EPA’s ac-tions, I introduced a jointresolution to repealWOTUS under the Con-gressional Review Act(CRA), which allows Con-

    gress to overrule any newregulations. The resolu-tion easily passed boththe House and Senate,but was vetoed by Presi-dent Obama.When President Trump

    took office, he attemptedto roll back the rule al-most immediately. Unfor-tunately, the courtsintervened saying the cur-rent rule would have tobe replaced with a com-pletely new one, ratherthan rolled back. Much tothe relief of farmers andranchers across the coun-try, the EPA announced areplacement rule thisweek which both honorspast court decisions andincludes a more appropri-ate definition of naviga-ble waterways.Under the new rule, the

    EPA will continue to do itsjob while respecting therights of farmers andranchers to steward ournatural resources as theyhave for generations. I ap-preciate President Trumpfor his efforts to shieldour agricultural produc-ers from burdensome reg-ulations and I’m proud tohave played a part inbringing the Obama ad-ministration’s overreachto light. I look forward tothis rule being finalizedfor the benefit of ourrural economy.
