WHEREAS French was the first European language spoken in what is now Alberta; and

WHEREAS Alberta is proud of its francophone heritage and its impact on our province and our country; and

WHEREAS Alberta now has one of the fastest-growing francophone populations in Canada and the third largest French-speaking population in the country outside of Quebec; and

WHEREAS Alberta is home to a diverse, vibrant and dynamic French-speaking community, with members coming from all over the world; and

WHEREAS French-speaking Albertans contribute to the province’s social, economic and cultural fabric; and

WHEREAS the Government of Alberta has established its first French policy to support the vitality of the Francophonie in Alberta; and

WHEREAS in March of every year Les Rendez-vous de la Francophonie are celebrated across Canada by 10 million French-speaking Canadians, including more than 268 000 in Alberta; and

WHEREAS on March 20 of every year International Francophonie Day is celebrated around the world by more than 270 million French-speakers;

APPENDIX

ORDER ANNEXING LAND FROM LETHBRIDGE COUNTY TO THE TOWN OF COALDALE

1 In this Order, “annexed land” means the land described in Schedule 1 and shown on the sketch in Schedule 2.

2 Effective April 1, 2018, the land described in Schedule 1 and shown on the sketch in Schedule 2 is separated from Lethbridge County and annexed to the Town of Coaldale.

3 Any taxes owing to Lethbridge County at the end of March 31, 2018 in respect of the annexed land and any assessable improvements to it are transferred to and become payable to the Town of Coaldale together with any lawful penalties and costs levied in respect of those taxes, and the Town of Coaldale

upon collecting those taxes, penalties and costs must pay them to Lethbridge County.

4(1) For the purpose of taxation in 2019 and subsequent years, the assessor for the Town of Coaldale must assess the annexed land and the assessable improvements to it.

(2) For the purpose of taxation in 2018 and in each subsequent year up to and including 2041, the annexed land and assessable improvements to it

(a) must be assessed by the Town of Coaldale on the same basis as if they had remained in Lethbridge County, and

(b) must be taxed by the Town of Coaldale in respect of each assessment class that applies to the annexed land and the assessable improvements to it using the tax rate established by Lethbridge County for property of the same assessment class.

5(1) Subject to subsection (2), where in any taxation year up to and including 2041

(a) a portion of the annexed land becomes a new parcel of land created by any method at the request of or on behalf of the landowner, including, without limitation,

(i) subdivision,

(ii) separation of title by registered plan of subdivision, or

(iii) instrument,

(b) a portion of the annexed land is redesignated, at the request of or on behalf of the landowner, under the Town of Coaldale Land Use Bylaw to another designation, or

(c) a portion of the annexed land is connected, at the request of or on behalf of the landowner, to water or sanitary sewer services provided by the Town of Coaldale,

section 4(2) ceases to apply at the end of that taxation year in respect of that portion of the annexed land and the assessable improvements to it.

(2) Subsection (1) does not apply

(a) to a portion referred to in subsection (1)(a) if, immediately before April 1, 2018, the original parcel from which that portion is subdivided or otherwise separated was larger than 10 acres (4.046 hectares), excluding any roads taken for road widening, or

(b) to a portion referred to in subsection (1)(c) if, immediately before April 1, 2018,

(i) the portion was immediately adjacent to existing water or wastewater lines for the water or sanitary sewer services provided by the Town of Coaldale, and

(ii) the improvement to which the services are being connected was situated within 100 meters from the water supply or wastewater lines referred to in subclause (i).

(3) After section 4(2) ceases to apply to a portion of the annexed land in a taxation year, that portion of the annexed land and the assessable improvements to it must be assessed and taxed for the purposes of property taxes in the same manner as other property of the same assessment class in the Town of Coaldale is assessed and taxed.

6 The Town of Coaldale shall pay to Lethbridge County

(a) one hundred and one thousand three hundred and seven dollars ($101 307) on or before September 30, 2018,

(b) one hundred and one thousand three hundred and seven dollars ($101 307) on or before September 30, 2019, and

(c) one hundred and one thousand three hundred and seven dollars ($101 307) on or before September 30, 2020.

APPENDIX

ORDER ANNEXING LAND FROM RED DEER COUNTY TO THE TOWN OF PENHOLD

1 In this Order, “annexation area” means the area described in Schedule 1 and shown on the sketch in Schedule 2.

2 Effective April 1, 2018, the land described in Schedule 1 and shown on the sketch in Schedule 2 is separated from Red Deer County and annexed to the Town of Penhold.

3 Any taxes owing to Red Deer County at the end of March 31, 2018 in respect of the annexed land and any assessable improvements to it are transferred to and become payable to the Town of Penhold together with any lawful penalties and costs levied in respect of those taxes, and the Town of Penhold upon collecting those taxes, penalties and costs must pay them to Red Deer County.

4(1) For the purpose of taxation in 2019 and subsequent years, the assessor for the Town of Penhold must assess the annexed land and the assessable improvements to it.

(2) For the purpose of taxation in 2018 and in each subsequent year up to and including 2032, the annexed land and assessable improvements to it

(a) must be assessed by the Town of Penhold on the same basis as if they had remained in Red Deer County, and

(b) must be taxed by the Town of Penhold in respect of each assessment class that applies to the annexed land and the assessable improvements to it using the tax rate established by Red Deer County for property of the same assessment class.

5(1) Where in any taxation year up to and including 2032 a portion of the annexed land

(a) becomes a new parcel of land created as a result of subdivision or separation of the title by registered plan of subdivision or by instrument or any other method that occurs at the request of, or on behalf of, the landowner,

(b) becomes a residual portion of 16 hectares or less after a new parcel referred to in clause (a) has been created, is redesignated, at the request of or on behalf of the landowner, under the Town of Penhold Land Use Bylaw to another designation, or

(c) is redesignated, at the request of or on behalf of the landowner, under the Town of Penhold Land Use Bylaw to another designation, or

(d) is connected to water or sanitary sewer services provided by the Town of Penhold,

section 4(2) ceases to apply at the end of that taxation year in respect of that portion of the annexed land and the assessable improvements to it.

ORDER ANNEXING LAND FROM STURGEON COUNTY TO THE TOWN OF BON ACCORD

1 In this Order,

(a) “annexed land” means the land described in Schedule 1 and shown on the sketch in Schedule 2;

(b) “farming operations” has the meaning given to it in the Matters Relating to Assessment and Taxation Regulation, 2018 (AR 203/2017).

2 Effective April 1, 2018, the land described in Schedule 1 and shown on the sketch in Schedule 2 is separated from Sturgeon County and annexed to the Town of Bon Accord.

3 Any taxes owing to the Sturgeon County at the end of March 31, 2018 in respect of the annexed land and any assessable improvements to it are transferred to and become payable to the Town of Bon Accord together with any lawful penalties and costs levied in respect of those taxes, and the Town of Bon Accord upon collecting those taxes, penalties and costs must pay them to Sturgeon County.

4(1) For the purpose of taxation in 2018, Sturgeon County must assess the annexed land and the assessable improvements to it.

(2) Taxes payable for the 2018 taxation year in respect of the annexed land and any assessable improvements to it are to be paid to Sturgeon County and upon collecting those taxes Sturgeon County must remit them to the Town of Bon Accord.

5(1) For the purpose of taxation in 2019 and subsequent years, the assessor for the Town of Bon Accord must assess the annexed land and the assessable improvements to it.

(2) For the purpose of taxation in 2019 and in each subsequent year up to and including 2068, the annexed land and assessable improvements to it

(a) must be assessed by the Town of Bon Accord on the same basis as if they had remained in Sturgeon County, and

(b) must be taxed by the Town of Bon Accord in respect of each assessment class that applies to the annexed land and the assessable improvements to it using the municipal tax rate established by Sturgeon County for property of the same assessment class.

6(1) Where in any taxation year up to and including 2068 a portion of the annexed land

(a) becomes a new parcel of land created by any method at the request of or on behalf of the landowner, including, without limitation,

(i) subdivision,

(ii) separation of title by registered plan of subdivision, or

(iii) instrument,

(b) is redesignated, at the request of or on behalf of the landowner, under the Town of Bon Accord Land Use Bylaw to another designation, or

(c) ceases to be used for farming operations,

section 5(2) ceases to apply at the end of that taxation year in respect of that portion of the annexed land and the assessable improvements to it.

(2) After section 5(2) ceases to apply to a portion of the annexed land in a taxation year, that portion of the annexed land and the assessable improvements to it must be assessed and taxed for the purposes of property taxes in the same manner as other property of the same assessment class in the Town of Bon Accord is assessed and taxed.
