RULES AND REGULATIONS 1. The Barracks Horse Shows will be conducted in accordance with the current rules of the USEF, the Virginia Horse Shows Association (VHSA) and the Maryland Horse Shows Association (MHSA). Every class offered herein which is covered by the rules and specifications of the current USEF rule book will be conducted and judged in accordance herewith. Should any questions or disputes arise that are not provided for in the rules, the same shall be referred to the Show Committee, whose decisions shall be final. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 2. In order to compete In any Hunter Division, Hunter Pony Division, Junior and Children’s Hunter Division, Hunter Seat Equitation classes at USEF recognized competitions as an exhibitor, rider, trainer, or his/her agent(s), a person must be a member of the United States Hunter Jumper Association, Inc., or pay a non-member fee to the United States Hunter Jumper Association, Inc. 3. The Show Committee Reserves the following specific rights (among others), without being liable for compensation, to 1) add to or vary the list of Judges or Officials; 2) postpone, combine or cancel any class for inadequate entries, for reasons of inclement weather, or for any other reason it deems necessary; 3) decline any entry and return any entry fee and/or stall fee before or during the show, 4) prohibit any person from attending or showing an entry in the ring; and 5) remove any groom or entry from the show. 4. NO TELEPHONE ENTRIES WILL BE ACCEPTED. POST ENTRIES WILL ONLY BE ACCEPTED IF TIME PERMITS. POST ENTRY FEE WILL BE $35 PER HORSE IF ENTERED AFTER THE FRIDAY BEFORE THE NEXT WEEKS HORSE SHOW. Numbers will not be issued until all required information, signatures and fees have been presented to the Show Office. 1) All exhibitors must present a legible Negative Coggins Test report taken within one (1) year as well as vaccinations within 6 months on each animal brought onto the show grounds. Out of state exhibitors must have in their possession a currently valid Health Certificate issued by a licensed veterinarian in accordance with Virginia laws, dated within 30 days entry of the state; 2) Junior and Pony Hunter exhibitors must present their USEF Measurement cards; 3) Equitation riders must present their association membership numbers and complete home address; 4) Amateur Owner and Adult Amateur exhibitors must present their Amateur cards; 5) Entries must be submitted on the printed entry blank or an exact copy thereof or ONLINE at HORSESHOWSONLINE.COM . When entering online please note in the remarks section what night(s) you are reserving each stall for. 6) “Entries must be made in writing or online and signed by the (1) exhibitor (2) the rider, driver or handler and (3) the trainer or by the agent(s) of such person(s) and must be accompanied by funds to cover entry fees, stall fees and Drugs and Medication fee. In the case of a rider, driver or handler under 18,
his/her parent or guardian or if not available, the trainer must sign an entry blank on the minor’s behalf” (). Owners, riders, trainers, or their agents must present their USEF and USHJA membership cards or copies thereof. 5. NO STALLS WILL BE ASSIGNED UNTIL STALL FEES ARE PAID. Stall fees: $90.00 for one night, $115.00 for two nights, $140.00 for show. The same horse must be in the stall every night for reduced rate. Stall fees must accompany entry blank. Stalls are permanent with doors or temporary stalls in a permanent building. No initial bedding will be provided but may be left behind if you arrive after the 1st day of the show. Stalls will be available to set up at 10 o’clock on set up day (the day before the 1st show day). Because of limited stabling the stalls maybe double sold, which means if you are arriving on any day after ship in day your stall may be occupied by another exhibitor until they are finished showing. If you would like your stall to be available to you in the morning or at your leisure we suggest you reserve it for the night before so it will be empty for you. *Please note that Friday nights can run late especially in February and March. When shipping in for the weekend only please understand that the stalls belong to showing horses until they are finished. You may call or email ahead to get an idea of when your stalls may be available that day. 6. Once a horse is entered and accepted by the Show, it may not be withdrawn from competition without the permission of Management. HORSES ENTERED MAY BE SCRATCHED WITOUT A VETERINARIAN’S CERTIFICATE BY WRITTEN NOTICE TO THE SHOW SECRETARY RECEIVED PRIOR TO THE START OF THE SHOW. When valid notification is received, the entry fee will be refunded or dropped. Once the show has started horse (riders) which are entered and NOT exhibited shall forfeit their entry fee, except if a horse (or rider, if in an Equitation or Amateur-Owner class) becomes ill or injured prior to the class or classes entered. IN this case, entries, less a $30.00 office processing fee, will be refunded upon receipt of a Veterinarian’s (or Doctor’s) certificate. 7. Exhibitors shall be held responsible for all fees of all horses entered by them or their agents even though the payment of these fees are not submitted along with the Entry Blanks. “Exhibitors are responsible for their own errors and those of their agent in the preparation of entry blanks” (802.2.1). The Competition will not be responsible for misinterpretation of handwriting. 8. There will be a $50.00 office processing charge of EACH returned check. 9. Indoor schooling will be permitted until 7:00 AM on the day of Competition. All horses MUST exit the arena before the tractor can prepare the ring for classes. Exhibitors are asked to leave the ring promptly when requested to do so to insure a timely start. The ring is 120’ x 250’ with Attwood Equestrian Surfaces and GGT premium Blend. There is also an outdoor arena and fields for warm-up and lunging. 10. In all classes a courtesy circle may be restricted and will be indicated on the course diagram; a corresponding barrier will be erected on the course. The restriction of the courtesy circle will be announced at least on hour prior to the class. 11. All riders are required to wear approved protective headgear at all times while mounted, with safety harnesses secured. 12. Prize money will be deducted from each horse’s bill at check out. If your prize money is in access of your total bill a check will be mailed to you within 30 days of the end of the competition. Ribbon winners in classes not to jog should be prepared to return to the ring for awards. 13. In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, bio-hazardous medical waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste. 14. DOGS ARE NOT ALLOWED IN THE INDOOR ARENA. THEY MUST ALSO BE KEPT LEASHED AND RESTRAINED, OR CONFINED, AT ALL TIMES WHILE ON THE SHOW GROUNDS. Owners are required to have evidence of their dog’s current rabies vaccination.
15. After unloading all vehicles, horse vans and trailers MUST park in designated areas only. Emergency lanes and building entrances must not be blocked at any time. Vehicles improperly parked will be required to move and may be towed. These restrictions are in force at all hours. 16. The Barracks and its employees will not be held liable for any accident, injury, damage, theft or loss to person or property, by fire or otherwise, suffered in any way by an exhibitor, rider, groom, attendant or other employee, spectator, guest or animal while at The Barracks; and further, exhibitors are notified that any act of discourtesy or disobedience to the Judge or Officials on the part of the owner, agent, trainer, rider, handler or groom shall disqualify their entry and the owner shall forfeit all fees an charges, including any and all prize money which he may have won at this show. The Horse Show management shall have power to disbar the offending individual from further competition and to have him and his entire exhibit removed from the grounds without being held liable for damage of any kind. This shall be accepted as a condition of entry. 17. Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individuals who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses, or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
18. Horse and pony measurements will take place on Saturday at 12PM and Sunday at 10AM during each show. If a horse or pony wants to be measured at any other time, the owner is responsible for any fees required by the veterinarian. DIVISIONS TO BE JUDGED ON PERFORMANCE, MANNERS, WAY OF GOING AND SOUNDESS, UNLESS OTHERWISE STATED. THE RATED SECTIONS OF THIS COMPETITION ARE OFFICAL USEF POINT COMPETITIONS FOR THE USEF, NATIONAL AND ZONE HORSE OF THE YEAR AWARDS PROGRAMS.

RELEASE FROM LIABILITY I acknowledge that I have been granted permission to use the riding facilities and grounds at The Barracks. In connection therewith, I agree as follows: Every entry in this equine activity shall constitute and agreement and affirmation that all participants (which include without limitation, the owner, lessee, trainer, manager, agent, coach, rider, handler, and the horse), for themselves, their principals, representatives, employees and agents agree that they participate voluntarily, are fully aware that horse sports and competition involve inherent risk of serious injury or death, including the propensity of equines to behave in dangerous ways which may result in injury, understand the inability to predict an equine's reaction to sound, movements, objects, persons or animals, and recognize the hazards of surface and subsurface conditions, and by participating they expressly assume any and all risks of injury or loss, and they agree to indemnify and hold the activity management, employees, owners, volunteers, and affiliates harmless from and against all claims, including injury or loss suffered during or in connection with the competition whether or not such claim, injury, or loss resulted directly or indirectly from the negligent acts or omissions of said officials, directors, employees, volunteers, or agents of The Barracks. I have fully read and fully understand the foregoing equine liability release, waiver of right to sue and assumption of all risks and hereby execute this release, waive the right to sue an assume all risks of injury or death to the fullest extent allowed by the Virginia Liability Act (Va. Code 3.1-796.130 through 3.1-796.133). I have consulted and relied upon my own advisors on all questions in connection therewith, and have not relied upon the sponsor or anyone else for any advice or explanation in connection therewith.

Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws
and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the Maryland Horse and Pony Show (“Competition”).
I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree
to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules.
I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered.
I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet,
film, new media or other likenesses of me and my horse taken during the course of the Competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize am-
ateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misap-
propriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York
State. See GR908.4.

(the “Federation”) Entry Agreement (GR 906.4) as printed in the Prize List for this Competition and agree to all of its provisions. I understand and agree that by entering this Competition, I am subject to Federation Rules, the Prize List, and local rules of the competition. I agree to waive the right to the use of my photos at the competition, and agree that any actions against the Federation must be brought in New York State.

I AGREE in consideration for my participation in this Competition (Maryland Horse and Pony Horse Show) to the following: I AGREE that “the Federation” and “Competition” as used herein includes the Licensee and Competition management, as well as all of their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates. I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma, pain, suffering, or death (“Harm”). I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or is resulted, directly or indirectly, from the negligence of the Federation or the Competition. I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the Competition. I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a junior exhibitor, I consent to the child’s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child’s behalf. I represent that I have the requisite training, coaching and abilities to safely compete in this competition. I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and treatment to the Federation on the official USEF accident/injury report form.
