Welcome! The Texas K-12 CTO Council welcomes you to the annual Texas CTO Clinic, co-sponsored by the Consortium for School Networking (CoSN). Today you will experience an intimate professional development opportunity that brings together leaders from around the state (and beyond) to discuss crucial developments in education technology and to help you stay ahead of the cutting edge in your field. Following a box lunch and time to visit with sponsors, day one of the clinic will begin with a keynote presentation by Jim Stikeleather, Chief Innovation Officer, Dell Services about the changing measures of success and the importance of the CTO playing a role in this dialogue with the district superintendent. The day will continue with 24 sessions, broken down into 3 breakout periods, allowing you to customize your learning experience. The clinic will continue on day two with breakfast and an opportunity to visit with sponsors and network. For the general session, we will join the panel of experts in mobile broadband as they discuss issues such as funding, implementation, security and the benefits of providing broadband access beyond the school walls. The afternoon will allow for more breakout sessions, some of which will be repeats from day one, allowing you to catch any you might have missed. The clinic will conclude with the proctoring of the CETL certification exam for all those who have studied and pre-registered. This opportunity would not be possible without the support from a great group of sponsors. Founded in 1992, the Consortium for School Networking (CoSN) is the premier professional association for school district technology leaders. CoSN is committed to providing the leadership, community and advocacy tools essential for the success of these leaders. CoSN is a tax-exempt 501(c)(3) nonprofit organization headquartered in downtown Washington, D.C.

Organization The Texas K-12 CTO Council is a non-profit association of chief technology officers from Texas schools. We were the first state Chapter of COSN and were officially incorporated in August 2005. Our petition to the CoSN Board launched the process of creating state chapters.

Purpose Our purpose is to assist Texas K-12 School districts in understanding how to plan for the use and successful implementation of information technology in Texas school districts and advocate for districts technology needs to improve student learning.

IT teams in organizations need to evolve from delivering IT to partners and advisers to applying IT that can innovate the educational experience and accelerate outcomes. No longer is efficiency the measure of

Essential Skill: Leadership & Vision Join author Jim Stikeleather, Chief Innovation Officer for Dell Services, for this executive discussion about

existing and future challenges for IT leaders. Based upon 3 years of research, the role of IT in delivering

value is especially dynamic these days, and there is a balance IT needs to achieve between efficiency and efficacy in order to enable a more collaborative and innovative environment. Major forces are at play in

Today, the average school has the same connectivity as the average American home, but serves 200 times

as many users; fewer than 20 percent of educators say their school's internet connection meets their teaching needs. Furthermore, Gartner reports that by 2015, 80 percent of newly installed networks will be

CoSN’s Certified Education Technology Leader (CETL)tm Certification Program For K-12 education technology leaders, earning the CETL certification will demonstrate to your staff, superintendent, and other stakeholders that you have mastered the knowledge and skills needed to define the vision for and successfully build 21st century learning environments in your school district.

Why Was the Certification Program Created? While technology has had a transformative impact on our society, the influence of

technology to improve and innovate learning in our nation’s schools has not kept up. CTOs must understand the educational environment, know how technology enhances the student’s educational experience, and play an active role in the school district’s long-term strategic and operational goals.

To identify the knowledge and skills needed by education technology leaders, CoSN developed the Framework of Essential Skills of the K-12 CTO. The CETL exam tests existing and aspiring education technology leaders on their mastery of the knowledge and skills outlined in the Framework.

Who Developed the Certification Program? CoSN’s CETL certification program was created by and for education technology leaders with guidance from certification professionals. This ensures that the program is a valid reflection of today’s CTO profession. The program is managed by the Certification Governance Committee (CGC), which is a volunteer group of subject matter experts with a combined total of more than 160 years of experience in the education technology field.

What’s On the CETL Exam? The CETL certification exam is based on The Framework of Essential Skills of the K-12 CTO which is divided into three primary areas:

How is the Exam Structured? There are two parts to the exam:

Part I is a multiple-choice exam administered via Internet-Based Testing (IBT). Part I is administered at proctored test sites throughout the country.

Part II of the exam is essay based also uses the IBT system; however, this part of the exam is not proctored and may be completed using your own computer. Candidates will have seven days to submit their essays.

Those who pass Part I will be eligible to take Part II. Those who pass both parts of the exam earn the CETL designation.

Do CETLs see value in certification?

In a 2013 survey by CoSN of CETL certificants, almost all – 96 percent – of CETLs expect to recertify, and 94 percent would recommend certification to colleagues within the K-12 industry.
