1 Project Overview
1.1 The Client
McLachlan Lister (McLL) is a boutique project management and management consulting business, providing a broad range of services in the property and infrastructure sectors. It employs 50 people in three offices, based in Sydney, Brisbane and Perth. McLL has needed to update its website for some time, and considerable work has already been done in terms of the structure of the content. We now need assistance to design and build the website.
1.2 Scope of Services
Essentially, the scope of services is to deliver a website to the brief described in this document. This work will be done in close collaboration with representatives from McLL to ensure that it is compatible with other systems we use, and that it meets the brief. Time for attendance at meetings and presentation of options should be factored into your proposal. The technical details have been described in Section 2; the design brief is in Section 3.
1.3 Programme
Ideally, the new website would be up by the end of June. We would seek your advice as to whether or not this is feasible, and ask that you describe in your response how this date (or another date) could be achieved.
1.4 Commercial terms
This RFP seeks proposals for services under a fixed lump sum. The successful Consultant may be required to execute a Consultancy Agreement based on the Australian Standard AS 4122 (Int)-1997 ‘General Conditions of Contract for Engagement of Consultants’. The Consultancy Agreement will be provided to the preferred Consultant for review and agreement and the Client and the Consultant will be required to negotiate the agreement acting reasonably and in good faith.
The Consultant will be required to exhibit a high standard of skill in providing the services. Evidence will need to be provided of sufficient Professional Indemnity Insurance together with adequate Public Liability Insurance.

2 Technical Brief
Fully dynamic website: The website will be fully updatable in both content and structure. It must be developed so that McLachlan Lister staff (who do not necessarily have advanced training in website design) can easily update and / or alter the structure (without paying any additional fees) using a Content Management System (CMS), that you will supply.
Dynamic Content – ‘Content’ includes all text, photos, links and downloadable content (pdf or other format files, media files, etc.) used on the website.
Dynamic Structure – ‘Structure’ refers to the sitemap, allowing McLL to add new sections/subsections, delete existing ones and edit their names at any time. It should provide the flexibility for us to build upon it over time.
Simple navigation: The website will have a simple navigation system, with a two (or possibly three) level ‘section-subsection’ menu for maximum ease of use.
Formatting: The format length should fit on a screen on desktop monitor (no scrolling down to see the whole page). Bands of colour or a background image on the sides are fine for dealing with standard versus wider-screen monitors.
Header: The website may have a header or slider made with JavaScript or other technologies (not Flash) with a slide-show of various photos. This slider would only be on the homepage.

Electronic Feedback Form: The website will have an electronic feedback form (e.g. for the Apply section) with fill-in fields enabling a user to contact McLL and send messages, applications, CVs, etc.
Search Engine Optimization: The Content Management System must perform basic SEO for any page of the website that needs promotion, by adding the following most important elements for SEO: browser title; a set of key words/phrases; page description (all of them page-specific).
Site-map: The website will have a site-map, which will be automatically updated when a structural change occurs on the site.
Optional items:
Mobile-enabled version: Ideally, the website will reformat when viewed on a mobile phone (price this as a separate option)

5 Submission Details
5.1 Timeframe
Proposals must be submitted by 3pm AEST on Wednesday, 9 May 2012, in PDF format, via e-mail to: [email protected].
5.2 Contact Details

5.3 Confidentiality and Intellectual Property
This tender and all information and intellectual property including the drawings, will be treated as Commercial-in-Confidence by the Proponent.
5.4 Confidentiality
Matters raised in proponent enquiries that are considered by McLachlan Lister to be confidential to a proponent, will be treated as confidential. McLachlan Lister reserves the right to determine if any written questions submitted by a proponent and any written responses to such questions will be made available to other proponents. In the event of a claimed confidential enquiry, where the proponent is advised by McLachlan Lister of intent to distribute general enquiries and responses, the proponent may withdraw that enquiry.
5.5 Absence of Obligations
No legal or other obligations will arise between a proponent and McLachlan Lister unless or until formal documentation has been signed. McLachlan Lister is not obliged to proceed with any Proposal.
5.6 Right to Amend Process
McLachlan Lister reserves the right to amend the process set out in this RFP by notice in writing to proponents who have not withdrawn or been excluded from the process.
5.7 Costs Borne by Proponents
Any and all costs and expenses incurred by proponents in any way associated with the development, preparation and submission of their proposal, including attending

meetings and discussions and providing additional information if required, will be entirely borne by the proponents.
