Climate is always changing but the changes

The uproar around NGOs today is an

opportune moment for the government and

the voluntary sector to clean up their act It is

time to again broach the idea of a national

accreditation agency for non-profits The

erstwhile Planning Commission had built the

groundwork for this in the National Policy on

with a set of guidelines set forth in the

Eleventh and Twelfth Five Year Plans for the

PASSAGE 1 With a dearth of educational facilities provided by the Indian diplomatic mission the problem of this gharwapsi is more pronounced in the youth Case in point The young non-resident Indians (NRIs) of Saudi Arabia Interviews with several present and former NRIs who have lived in the Kingdom for extended periods of time revealed that while the Indian diplomatic mission runs the CBSE-affiliated international Indian School chain in various cities it has no undergraduate or graduate colleges Admission in Saudi colleges and universities is out of the question as they are largely unaccommodating where preference is given to Saudi citizens and other Arabic speaking peoples It is because of these limited options that children are torn from their parents and are sent to India to pursue their education But the need to go back to their adopted home lingers There are many instances in which children have returned or are planning to return to seek employment there after completing their education While many are admitted in engineering or medical colleges under the management quota others opt for degree programmes which suit the requirements of the Saudi Arabian economy In effect this generation is emulating the previous one The cycle is vicious Those who have spent many years at the peak of their productive age know well that unlike in the USA and European nations the chances of naturalization in GCC countries are slimmer than slim There is no effort to pass an Inclusive Immigration Law as is the case in the USA On the contrary Saudi Arabia continues to be dedicated to the cause of Saudization also known as Nitaqat This policy seeks to increase the number of Saudi citizens in private companies to a ratio prescribed by the government effectively putting expatriates at a definite disadvantage as thousands have lost jobs The handfuls of Indians who marry Saudi women find themselves unable to secure their children a Saudi citizenship Stuck in a ldquono manrsquos landrdquo these Saudi residents find
