This document outlines some of the projects completed or ongoing in the Terrace Bay region the past 9 months.
TERRACE BAY PULP INC. UPDATE
Terrace Bay Pulp Inc. held its official grand reopening ceremony on Monday October 4, 2010 and the mill has
been steadily improving its operations ever since. April has been a very good month for the mill with excellent
production and quality. Pulp prices remain strong and global product demand is forecast to remain high. The
mill has diversified its shipments to a global marketplace. Terrace Bay Pulp Inc. is also working on a variety of
green initiatives including the enhancement of its current steam turbine cogeneration system to increase its
power production and developing plans to meet new government air quality regulations coming in 2013.
WILKES TERRACE LONG-TERM CARE
Construction of the new 22-bed Long-Term Care Project continues with an estimated completion in early May
2011. Once construction is complete and compliance is met residents will begin to move into the building which
was recently named the Wilkes Terrace after the late Dr. Keith Wilkes.
Fund raising continues with $1.8
million raised with another $25,000
to come in pledges and corporate
donations. The campaign is short
$950,000 to meet the campaign
goal of $2.75 million. The Furnish a
Room Campaign has raised
$116,000 and hopes to meet its goal
of $215,213. Recently the project
received a boost with a $10,000 donation from Inmet Mining Corporation.

TERRACE BAY DOWNTOWN REVITALIZATION PROJECT
The $3 million Downtown Revitalization Project is nearing completion with only some minor activities still to
be finished. The project has involved extensive improvements to the Simcoe Plaza area through the renovation
of the plaza canopy, new plaza signage, new sidewalks, new lighting, and the addition of pine soffit under the
canopy. The minor deficiencies include landscaping, painting, directional signage and some stonework.
Construction of the 50 foot Terrace Bay Lighthouse, which is a replica of the tallest lighthouse on the Great
Lakes at the nearby Slate Islands, will encourage visitors to stop in the downtown with its amazing views of
Lake Superior and the Municipality. New marketing signage has also been installed on the highway and
features the Terrace Bay Lighthouse, the Aguasabon Falls, and Terrace Bay Beach. The project is expected to
be fully complete in the Summer with a grand reopening ceremony and activities around July 1st. Enhanced
landscaping and the improvement of a walkway from the recreation centre will also be completed this summer.

TERRACE BAY CULTURAL CENTRE GRAND OPENING The official grand opening ceremony for the new Terrace Bay Cultural Centre was held on January 11, 2011 and
approximately 150 people were in attendance. Chief Administrative Officer Carmelo Notarbartolo was the
Master of Ceremony for the event which included speeches from the Minister of Northern Development, Mines,
and Forestry - Michael Gravelle, Acting Mayor - Jamie Robinson, Superior Seniors Club President - Joan Clark,
and Terrace Bay Public Library Board Chair - Irene Moore. CAO Notarbartolo also read a letter on behalf of the
Federal Minister of Industry, the Honourable Tony Clement who was unable to attend the event. The Terrace
Bay Cultural Centre began construction on January 4, 2010 and the building opened to the public on October 4,
2010. The total cost of the project was $1.9 million. The Michael King Hall has already hosted numerous large
events and the building is used regularly by patrons to the library and members of the Superior Seniors Club.

in April and will have new secondary lighting installed in May. The Superior Seniors Club also has plans to add
an activity garden outside the Seniors Activity Centre with bocce ball, horseshoes, bbq patio, & landscaping.

TERRACE BAY RECOGNIZED BY NORTHERN ONTARIO BUSINESS AWARDS AS THE
“ENTREPRENEURIAL COMMUNITY OF THE YEAR” FOR 2010/2011
The Corporation of the Township of Terrace Bay was recognized by the Northern Ontario Business Awards as
the Entrepreneurial Community of the Year for 2010/2011. Council and staff attended the gala event where the
award was presented by sponsors Bombardier Inc. Terrace Bay was a unanimous selection for the award.
The awards judge‟s panel made special mention of

It took a strong entrepreneurial spirit and vision of a brighter future to see the people of Terrace Bay through
one of the most difficult economic downturns this small Northern Ontario town has ever experienced. Located
on the north shore of Lake Superior, east of Thunder Bay, this small community of 1,700 people was built
around a pulp and paper mill in the 1940s that at its peak employed more than 1,000. However, during the last
two years, an ailing forestry sector resulted in the layoff of the entire workforce of 420 people, leaving a
startling 40 per cent unemployment rate. “It has probably been the toughest time Terrace Bay has gone through
in its history,” said Carmelo Notarbartolo, chief administrative officer for the Corporation of the Township of
Terrace Bay. In what appeared to be the end of the township‟s economic lifeline, the paper mill sat idle under
creditor protection, unable to pay its taxes. But council remained hopeful and rallied for financial support from
the provincial government for the mill along with funding for other economic diversification projects to breathe
some life back into the community. “They (council) said, „We can‟t just sit back and hope something happens.
We have to look toward the future‟ …They were committed to it, and administration took it and ran with it,”
said Notarbartolo. With council‟s support, advocacy, and perseverance, Terrace Bay Pulp Inc. was able to
obtain a $25-million loan from the Ontario government. Other money from a private financier was coming,
leaving the township hopeful that the mill would return to full production of 1,200 tonnes of pulp per day.
Other diversification efforts were initiated about four years ago when council struck a strategic plan, which it
has aggressively implemented. A $3-million downtown revitalization project helped give a facelift to the core
businesses with new canopies, landscaping enhancements and a 50-foot lighthouse with an observation deck,
visible from the Trans Canada Highway, and providing a view of Lake Superior, the township and the
downtown. “We‟re hoping the lighthouse will hook travellers into our downtown core,” Notarbartolo said,
explaining that Ministry of Transportation statistics indicate 800,000 vehicles pass by Terrace Bay every year.
“Even attracting a small percentage of them to spend some money in our downtown will generate new revenue
for our downtown businesses.” The project prompted a local pharmacy to expand its services and staff as a
direct result of the project.

CANADIAN PACIFIC HIRING
The regional headquarters for Canadian Pacific is located in Schreiber
and employs a significant amount of workers from Terrace Bay.
In February 2011, the region experienced a boost of new hires at
Canadian Pacific with 15 new employees for the conductor position.
The number of employees for the region is now estimated at 190 in
total between Terrace Bay, Schreiber and the surrounding area.
TERRACE BAY REBRANDING CONTINUES
The rebranding of Terrace Bay was completed in the Fall of
2010 with the new logo. The logo was developed with the
intent of emphasizing the new Terrace Bay lighthouse attraction
that will be a major means for visitors to identify the Township.
The logo also shows the Terrace Bay view of Lake Superior
with the Slate Islands in the background. Finally, the logo also
features two trees to allude to the proud forestry history of the
Municipality. The Township has also rolled out a variety of
promotional products that feature the new logo including
clothing, key chains, pins, coffee mugs and much more. The
clothing is purchased from local company Hollywood Filanes
Sportswear and can be purchased at the Terrace Bay Municipal Office. The response from the public so far has
been incredible with numerous orders from residents.
STEEL RIVER BRIDGE PROJECT
The construction of a new multi-million dollar
bridge along Highway 17 over the Steel River has
been ongoing since February 2010. The bridge was
completed for travel in Winter 2010 and the old
bridge will be torn down in the Summer of 2011.
The Carillion company has been completing the
required work and has a temporary office in Terrace
Bay for administration purposes. The project hired
some local workers throughout its duration.
Early Construction on the Northeast Side
NEW MINISTRY OF TRANSPORTATION BUILDING CONSTRUCTED IN TERRACE BAY
The Ministry of Transportation recently completed the construction of a new maintenance garage in Terrace
Bay. The garage will service highway maintenance vehicles and is directly located on Highway 17 on the
Eastern side of Terrace Bay. The project budget was close to $300,000 and was completed in Winter 2010.

GEOGRAPHIC INFORMATION SYSTEMS PROJECT
The Township of Terrace Bay and Town of Marathon are working
together to create a geographic information system (GIS) for their
communities. The project entails taking existing paper maps to
build a digital map with a variety of layers that will show the
municipal infrastructure of each community including water lines,
sewer pipes, roads, trails, etc. This will greatly assist the
municipalities in their planning process for the replacement of
infrastructure as well as ensuring information mostly contained on
paper maps is backed up and verified to actual points on the
ground through the use of GPS systems. The system will be
mainly used by municipal staff, but parts of it will also be
available for residents to access through a public viewer that will
be integrated into the Municipal website. The project is
approximately $250,000 with 90% funding coming from the
Northern Ontario Heritage Fund Corporation and the remaining
10% split evenly between Marathon and Terrace Bay. The project is expected to take almost 2 years in duration
and involve collecting the information and formatting it into the final digital system. The initial system has
been setup based on the paper maps and satellite imagery the Municipalities already possesses. For more

GREEN EDUCATION COORDINATOR
The Township of Terrace Bay, with funding from EcoSuperior Environmental Programs, has been able to create
a contract position to increase education in the community on green issues. Allison Dennis from Terrace Bay
was the successful applicant. Her background includes experience teaching and conducting research of this type
through her Master‟s degree program. Some of the projects she will be working on include: the 2011 Green
Tradeshow, the two hazardous waste recycling days being organized by the Municipality, Lake Superior Day,
the Jackfish Bay Area of Concern Committee, researching the design of a household recycling program and
creating green education materials for residents and businesses. Allison has started her new position and can be

The Aguasabon Chamber of Commerce held an informal get together for business owners and had an excellent
turnout with about 30 people attending. Terrace Bay and Schreiber municipal staff outlined some of their
projects to the business community and Terrace Bay Pulp gave a great update on some of their positive plans.
The Aguasabon Chamber of Commerce is looking to enhance its reach and is in the process of recruiting ne

The Township of Terrace Bay has a proud history of supporting its volunteers and staff in developing events for
the region. The next 6 months will see some of the following events held in the Municipality:
